The allegations questioned how Virat Kohli is the captain of the Indian cricket team as well as the director of a company which has co-directors linked to a famous talent management company and said that Kohli violated the BCCI constitution which prohibits an individual from holding multiple positions.

The talent management company currently manages star players such as KL Rahul, Ravindra Jadeja and Rishabh Pant amongst others.

On July 4, Sanjeev Gupta, a member of the Madhya Pradesh Cricket Association, wrote a mail to BCCI ethics officer DK Jain and other executives including BCCI president Sourav Ganguly and CEO Rahul Johri.&nbsp;

According to Gupta's mail, Virat serves as one of the directors of Cornerstone Venture Partners LLP and Virat Kohli Sports LLP with his co-directors and he claims that the Indian skipper does not have any role in the talent management company of Cornerstone Sport and Entertainment Private Limited as it manages the commercial interests of Virat Kohli as well as several other Indian cricketers such as KL Rahul, Ravindra Jadeja, Kuldeep Yadav, Rishabh Pant amongst others.

He urged Kohli to relinquish at least one his post.&nbsp;

Earlier, Gupta had filed similar conflict of interest complaints against players including current BCCI president Sourav Ganguly, former batting legend Sachin Tendulkar and former Indian captain Rahul Dravid. “It’s at a very preliminary stage but if IPL happens in India and by October, the situation is under control in Mumbai, there are four top-class floodlit grounds available in Mumbai. The logistics for BCCI, broadcasters, maintaining a bio-bubble, everything could be managed smoothly,” another BCCI official told PTI.

Mumbai currently is the worst-hit city in India in terms of coronavirus pandemic with over 31,000 cases. “Everything depends on Covid-19 situation in Mumbai. But if there are no spectators allowed and a bio-bubble is created, then Mumbai won’t be a bad option,” the official said.

During the tournament, the player had requested the board for his wife to stay with him for more than the permissible period of 15 days. But the request was denied by the Committee of Administrators (CoA), which had set the rules.

A year after the tournament ended, it was revealed that the player's wife stayed with him for the entire seven-week duration of the tournament without seeking permission from either the captain or the coach for her extended stay.

The documents in which the CoA discussed the issue but eventually denied the request were accessed by PTI.

The Item 6 sub-clause G of the minutes of the CoA meeting read:

Request from a player

1. The COA discussed that one of the players from the Men's Senior Team had requested permission for his wife to accompany him to the World Cup tour earlier than is otherwise permissible.

2. The CoA was informed that the matter is being discussed with the concerned player and that it may not be advisable to grant the request.

3. After some discussion, the CoA decided that it will not accede to the above request from the concerned player.

As per minutes of CoA meeting on May 21 (Sec 1 (B) (1) ), the Family Clause stated: "The issue of whether the authority to approve any visits from visitors outside the 'visitor period' should vest with the team captain and coach or with the BCCI management was discussed. It was noted that the BCCI management has traditionally decided these matters. It was also noted that the BCCI constitution requires cricketing and non-cricketing matters are to be kept separate."

According to PTI, an anonymous BCCI source confirmed such violations did take place during the tournament.&nbsp;

"Yes, the same player in question, who was categorically denied permission during May 3 meeting, violated the 15-day rule during the World Cup. The question that arises here is whether the player in question had sought permission about the extra duration of stay of his wife from the competent authorities -- in this case the coach and the captain. The answer is a 'No'," the official said.

The matter is yet to be reported to the CoA, it has raised questions against administrative manager Sunil Subramaniam as to why he did not veto the arrangement since it was his domain.&nbsp;

The Pakistan Cricket Board (PCB) has asked the ICC to get written assurances from the Board of Control for Cricket in India (BCCI) that the team would face no issues while getting visas to play in the T20 World Cup 2021 and ICC World Cup 2023 scheduled to be hosted by India.&nbsp;

PCB CEO Wasim Khan said that the board has asked the ICC for visa assurance while also hinting that the T20 World Cup 2020 is likely to be postponed. Khan further said that the tournament could be postponed to 2022 if the showpiece event gets deferred.

“We are also looking at the fact that the ICC World Cups are to be hosted in India in 2021 and 2023 and we have already asked the ICC to give us written assurances from BCCI that we will not face any problems getting visas and clearance to play in India,” PCB CEO Wasim Khan said in an interview on the Youtube Cricket Baaz Channel.

Khan said that in last few years, many Pakistan sports teams have been denied clearance by the Indian government to play in India. “That is why we have asked for the advance assurances. But eventually it is an ICC event and it is their responsibility to ensure we as a full member and signatory of the participants’ agreement go and play in these ICC events.”&nbsp;

The Board of Control for Cricket in India (BCCI) is set to organise a six-week camp for its elite cricketers somewhere in July and speculations have started whether Mahendra Singh Dhoni will make the cut or not. The BCCI is looking for a safe time and venue for the camp after the third week of July and in case if it is not possible then players will join their respective IPL camps later in the year.

While Dhoni is not in the central contracts list, a few players from outside the pool is expected to feature in the camp. Former chief selector MSK Prasad is of the view that Dhoni should feature in the camp if the preparation is for the T20 World Cup, otherwise players like KL Rahul, Rishabh Pant and Sanju Samson are there for the bilaterals.&nbsp;

"I don't know whether T20 World Cup is happening or not. If it is happening and you are just looking at the camp as a pre-cursor to the tournament, then MS should definitely be there. If it's a case of bilaterals, then you already have KL Rahul, Rishabh Pant and Sanju Samson," Prasad told PTI.

Former Indian pacer Ashish Nehra said that if Dhoni wants to be there in the camp then he should be there, no questions asked.

"If I was a national selector, MS Dhoni will be in my team but the bigger question is that whether he wants to play or not. It's what Dhoni wants at the end of the day," Nehra said.

Whereas Harbhajan Singh has said that he wants to see youngsters take part in the camp while mentioning the likes of Ravi Bishnoi, Yashasvi Jaiswal and in-form Suryakumar Yadav.

Deep Dasgupta, on the other hand, feels that Dhoni cannot be ruled out of the World Cup even if he is not there in the camp while adding everything depends on how the former Indian captain performs in the IPL.

"I mean if Dhoni is a part of that camp, it will be six weeks with the next batch of keepers who can pick his brains. Yes, if he is not a part of that camp, I would still not rule him out if he has a good IPL. Say he bats at No 4 for CSK and gets 500 runs, can you ignore him then?" questioned Dasgupta.

A senior official privy to selection matter is of the view that he would be very surprised if Dhoni is picked for the upcoming camp.

"He hasn't played for one year. You haven't seen in what shape he is right now. He is not in central contracts and he wasn't even picked for the T20s against West Indies last year. Still if he is called for a camp, it will be surprising," the official said.

"When you talk emotionally, you tend to leave the rationale behind. We have to understand the difference between supporting a Chinese company for a Chinese cause or taking help from Chinese company to support India's cause," Dhumal told PTI.

"When we are allowing Chinese companies to sell their products in India, whatever money they are taking from Indian consumer, they are paying part of it to the BCCI (as brand promotion) and the board is paying 42 per cent tax on that money to the Indian government. So, that is supporting India's cause and not China's," he argued.

Oppo was sponsoring the Indian cricket team until September 2019 when Bengaluru-based Byju’s start-up replaced the Chinese smartphone brand.

Dhumal further said that he is all in for reducing dependence on Chinese products but countered that if Chinese companies are allowed to do business in India, there is no lost cause in them sponsoring Indian brand like the IPL.&nbsp;

"If they are not supporting the IPL, they are likely to take that money back to China. If that money is retained here, we should be happy about it. We are supporting our government with that money (by paying taxes on it)."

"If I am giving a contract to a Chinese company to build a cricket stadium, then I am helping the Chinese economy. GCA built the world's largest cricket stadium at Motera and that contract was given to an Indian company (L&amp;T)," he said.

"Cricketing infrastructure worth thousands of crores were created across country and none of the contracts was awarded to a Chinese company."

Dhumal went on to say the BCCI is spoilt for choice when it comes to attracting sponsors, whether Indian or Chinese or from any other nation. Dhumal explained that the BCCI is not giving money to the Chinese but is attracting on the contrary.

"If that Chinese money is coming to support Indian cricket, we should be okay with it. I am all for banning Chinese products as an individual, we are there to support our government but by getting sponsorship from Chinese company, we are helping India's cause."

"We can get sponsorship money from non-Chinese companies also including Indian firms. We can support our players any way but the idea is when they are allowed to sell their products here, it is better that part of money comes back to the Indian economy."

"The BCCI is not giving money to the Chinese, it is attracting on the contrary. We should make decision based on rationale rather than emotion," he added.

“I am sure BCCI is putting all its efforts towards a full IPL but we have no issues even with a curtailed one. We have to be aware of the situation we are in and optimise ourselves,” Wadia said.

“IPL has also been a very forward-looking and flexible tournament and that has to be maintained during the COVID situation. Going back to 2009, within one month we switched from India to South Africa,” said &nbsp;Wadia.

With cases rising in India, hosting the IPL overseas could be a better option. UAE and Sri Lanka provide good infrastructure for the league to be shifted outside.&nbsp;

“We would need an adequate number of hotels in that place so that we are able to quarantine players if needed. Whether in India or abroad, there has to be enough infrastructure,” added Wadia.

T20 World Cup set to be postponed to 2022, IPL likely in October-November: Reports

India's decision exempt tax for future global cricketing events has created discord between the ICC and the BCCI as the Indian cricket board gears up to host 2021 T20 World Cup and 50-over World Cup in 2023.

According to an ICC spokesman, both governing bodies are trying to figure out a solution. He said: "The ICC and BCCI have been working in partnership to address the issue of tax exemptions for ICC events that is a requirement of the host agreement signed by all parties at the beginning of the cycle in 2015 and this work is ongoing."

"There are certain timelines within the agreements that we collectively work towards to ensure we can deliver successful world-class events and continue to invest in the sport of cricket."

"In addition to this the ICC Board agreed to clear timelines for the resolution of the tax issues which we are guided by," the spokesperson added.

ICC chairman and chief executive have been in touch with BCCI &nbsp;President Sourav Ganguly and secretary Jay Shah, but a mail by ICC’s legal head Jonathan Hall has upset the BCCI.&nbsp;

According to Hall's mail, BCCI is not adhering to timelines on committing to tax exemptions as per the agreement.

“The tax structure is not decided by the BCCI but by the Indian government. It is our government that decides whether the exemption will be possible or not. For the record, Formula One also wasn’t given tax exemption,” a senior BCCI official told PTI.

Usually, ICC looks for an exemption on the excide duties imposed on importing TV production equipment and ticketing. But the sports channel that has rights for India's home matches is also set up in India.&nbsp;

“We understand that as the nomination process of new ICC chairman starts on Tuesday, suddenly there has been a flurry of communication. You can rest assured that T20 World Cup in 2021 and 2023 ODI World Cup is going nowhere. As far as the timeline is concerned, we had told ICC that unless lockdown is lifted, we can’t have discussions with government officials,” the influential member told PTI.

The tax issue also finds a mention in CoA document dated back to July 6, 2019, during when BCCI's legal team were in touch with a British law firm as legal cases related to ICC falls under the UK law.

ICC chairman and chief executive have been in touch with BCCI President Sourav Ganguly and secretary Jay Shah, but a mail by ICC’s legal head Jonathan Hall has upset the BCCI. According to Hall's mail, BCCI is not adhering to timelines on committing to tax exemptions as per the agreement. “The tax structure is not decided by the BCCI but by the Indian government. It is our government that decides whether the exemption will be possible or not. For the record, Formula One also wasn’t given tax exemption,” a senior BCCI official told PTI. Usually, ICC looks for an exemption on the excide duties imposed on importing TV production equipment and ticketing. But the sports channel that has rights for India's home matches is also set up in India. “We understand that as the nomination process of new ICC chairman starts on Tuesday, suddenly there has been a flurry of communication. You can rest assured that T20 World Cup in 2021 and 2023 ODI World Cup is going nowhere. As far as the timeline is concerned, we had told ICC that unless lockdown is lifted, we can’t have discussions with government officials,” the influential member told PTI. The tax issue also finds a mention in CoA document dated back to July 6, 2019, during when BCCI's legal team were in touch with a British law firm as legal cases related to ICC falls under the UK law.

Johri further said that cricketing activities in India can only be held after monsoons while adding they will be guided by the government guidelines as to when and how cricket can resume in the country. However, he accepted that scheduling IPL 2020 in October-November won’t be an easy task as a lot of factors like 14-day quarantine period, training regimes, the calendar will have to be kept in mind.

“We will be guided by government guidelines. Our advisory says: IPL is suspended till further notice. We are engaging with various agencies. After the current phase of lockdown ends, there is the monsoon. Cricketing activities can start only after the monsoon. By then, hopefully, things will improve.”

“Sports complexes and stadia will be permitted to open; however, spectators will not be allowed,” the union home ministry said in its statement on the fresh rules.&nbsp;

While the ban on domestic and international flight is still active, a possibility of a window opening up for Indian Premier League (IPL) 2020 depends on the future of T20 World Cup, scheduled to be hosted by Australia in October-November.&nbsp;

But with stadiums being opened, we will now work out modalities with our state units as to which places players can train and when,” BCCI treasurer Arun Dhumal said as quoted by a leading daily.

The BCCI is looking to coordinate with state associations who will communicate with state governments in a bid to allow players, who are in red zones, to train.

"The BCCI is looking at a big revenue loss. In case the IPL does not take place, the loss would be close to 40 billion rupees ($530 million), or even more," said Board of Control for Cricket in India treasurer Arun Dhumal as quoted by AFP.&nbsp;

While the three-match ODI series against South Africa in March was cancelled after the first washed-out game in Dharamsala, it is the IPL, that generates the maximum of BCCI’s revenue and reportedly, is worth more than $11 billion a year to the Indian economy.

"We will only be able to figure out the exact revenue loss once we are sure of how many games we have lost," said Dhumal.&nbsp;

As per Duff and Phelps financial consultancy, the brand value of IPL was estimated at $6.7 billion in 2019.

While Star Sports paid more than $220 million for five years of TV rights up to 2022, the broadcaster was targeting $400 million of revenue in 2020 alone, as per reports.

Dhumal further said pay cut is the last thing the BCCI would do from their end and hence, the board is calculating how much loss they will suffer if IPL 2020 is cancelled.&nbsp;

"That would be the last thing that we would want to do at our end," said Dhumal.

"That is why we are working (on) how much is the loss finally we have to pay.&nbsp;

"So once we are able to assess that then we might consider it, but it will be the last thing on our agenda."

"Secondly, even if the lockdown ends in India, what if some of the major cities still have those COVID ''hotspots''? Can we risk the lives of our sportspersons? Thirdly, the players are likely to go without training for months.

"Even if we are in a position to conduct a tournament, for international players, we need to give them a bare minimum time to do full-fledged training before we can start a tournament. All these factors can only be clear when we are in a position to discuss," Dhumal said.

With the number of positive cases for COVID-19 rapidly rising in India, there have been massive question marks on the fate of much-awaited Indian Premier League (IPL) 2020, which was scheduled to start on March 29 before being suspended until April 15 in the wake of novel coronavirus outbreak in the country. While the chances of conducting IPL 2020 seems low, the Board of Control for Cricket in India (BCCI) is trying its best to find a possible solution to hold the cash-rich tournament.

The BCCI is trying to free up the August-September window in the year 2020 in a bid to hold IPL 2020 given the situation surrounding the deadly COVID-19 improves in coming months. As per the original schedule, the Asia Cup will be played in September.&nbsp;

India will host England for three ODIs and as many T20Is. As a final preparatory measure for the ICC T20 World Cup, which is scheduled to be hosted by Australia in October, India will also play three T20Is against the Aaron Finch-led outfits with the three-match ODI series against Zimbabwe set to be rescheduled.

Whereas England will host Pakistan with the series ending on September 2 before playing Ireland which will end on September 15. South Africa’s tour of the Windies will end on August 16.

Hence, the BCCI is looking at all the possibilities while drawing Plan B, C and D for IPL 2020. There’s a possibility of having a truncated season with only domestic players.

“We are closely monitoring the situation, and we will take a call accordingly. We are looking at a window in August-September,” said a BCCI official who didn’t wish to be named.

As per the broadcasters’ perspective, they would lose a lot more if the IPL is cancelled for the Asia Cup.&nbsp;
