Countering perception that the population of Hindus in Bangladesh was declining, the government on Thursday quoted official records of that country to state that it has instead risen by two per cent in 2017.

Responding to questions in the Rajya Sabha, External Affairs Minister Sushma Swaraj also said the government has from time to time raised the issue of the plight of minorities in Pakistan, Bangladesh and other countries at the bilateral level and made efforts to take them to a logical conclusion.

She urged members to pass the Citizenship Act amendment bill, pending in the Upper House, to help resolve issues pertaining to atrocities and attacks on minorities, including those in Pakistan.

"About the demographic changes in Bangladesh, as per statistics of the Bangladesh Bureau, in 2011 there was 8.4 per cent Hindus in the country, which has risen to 10.7 per cent in 2017.

"A perception that Hindus are migrating from Bangladesh and that their population is falling has been formed," she told the House.

Swaraj told members that as far as the treatment of minorities in Bangladesh is concerned, it is true that there have been incidents of attacks on minorities but the Bangladesh government has taken action, as claimed.

In her written reply, she said there have been reports of violence and harassment against members of minority communities in neighbouring countries such as Pakistan, Bangladesh and Afghanistan, which include killings, persecution, intimidation, abduction, forced conversions, desecrations and vandalisation of places of worship and attacks on business establishments.

"These incidents are a matter of concern to the Government. Concerns in the matter are regularly conveyed to the respective countries at the bilateral level," she said.

She also said that the government of Bangladesh has made it clear that it considered the attacks against members of the minority communities a serious matter and takes stern action against the perpetrators.

The government of Afghanistan has also assured that it takes all possible steps to protect its citizens, including religious minorities, she said.

Citing the Brahmanbaria incident in Bangladesh, she said 67 people have been arrested there and judicial process is on and the culprits are in jail.

Similarly, she said, another incident happened in Rangpur and the person who tried to incite the locals was also in jail and the judicial process was also going on in this case.

"We do not remain silent by just raising it bilaterally, we also ensure to take them to a logical conclusion," she said.

On the issue of minorities migrating from Pakistan, she said though this issue pertained to the Home Ministry, she will respond taking collective responsibility. She said a number of steps have been taken for their welfare.

"We have not just introduced but also got the Citizenship Act passed in the Lok Sabha and would urge the Rajya House to pass the same, as it is pending in this House.

"All their issues will be resolved if they get citizenship here. We provide them with a two-year long-term visa initially and then a five-year long-term visa. Our Citizenship Act says that after seven years if they stay here, they can be granted citizenship," she said.

"I would urge the members to pass the Citizenship Act amendment bill in this session itself, as the last session could not function. All problems pertaining to such issues will be resolved," she added.

The minister said the government has raised the issue of ill-treatment of minorities in Pakistan.

She said the issue of continued poor condition and mistreatment of minority communities in Pakistan has been highlighted by India at the United Nations Human Rights Council.

Asserting that oceans hold the key to the fortunes of the fast-evolving global order, India said on Wednesday that its cooperation with ASEAN in the maritime domain will be a "key facilitator" for the growth and development of the Indo-Pacific region.

Addressing the second ASEAN-India workshop on blue economy, Secretary (East) in the Ministry of External Affairs, Preeti Saran, said for civilisations such that of India and ASEAN countries to prosper, it was important that they strengthen cooperation to preserve the integrity, inviolability and security of the maritime domain.

"It is this reality that led our prime minister to highlight the importance that we attach to the subject of ASEAN-India Cooperation in the Maritime Domain since we believe that it will be a key facilitator for growth and development of the Indo-Pacific region," she said.

Saran said oceans hold the key to the fortunes of the fast-evolving global order as they cover 72 per cent of the Earth's surface, constitute over 95 per cent of the biosphere and provide a substantial portion of the world's population with food and livelihood.

Emerging technologies are opening up new frontiers of marine resource development, leading, among other things, to the mining of seabed mineral resources, Saran noted.

She recalled that Prime Minister Narendra Modi had reaffirmed this aspect in his address at the Shangri La Dialogue on June 1 in Singapore, when he had said, "oceans holds the key to our future".
Observing that there are many facets to this cooperation, Saran said an important element is that of maritime connectivity.

"This is important since our region has been witnessing a steadily expanding commercial and subsistence activities at sea relating to trade and transportation, resource exploitation and the leisure industry.

"Enhanced maritime connectivity would, therefore, provide lower logistic costs, and motivate increased trade in goods and services," she said.

"We are working together for an early conclusion of the Agreement on Maritime Transport between ASEAN and India and are exploring maritime cargo routes/coastal shipping services between us," Saran said.

Asserting that blue economy was one of the most important and key areas of cooperation, Saran said that harnessing marine resources for economic and social development, in a sustainable manner, without undermining these finite natural resources, was imperative.

She said the Indian government stands committed to promoting the Blue Economy.

"Our Prime Minister Narendra Modi has spoken about it on several occasions at national and international levels. He observed: 'To me the Blue Chakra or wheel in India's national flag represents the potential of Blue Revolution or the Ocean Economy'. That is how central the ocean economy is to us," Saran said.

The workshop came ahead of the 10th edition of the Delhi Dialogue that will be hosted by External Affairs Minister Sushma Swaraj in Delhi from July 19-20.

The Delhi Dialogue is a premier annual track 1.5 event to discuss politico-security, economic and socio-cultural engagement between India and ASEAN.

The theme of the dialogue this year is 'Strengthening India-ASEAN Maritime Cooperation'.

This is the first major event to be organised after the ASEAN-India Commemorative Summit, that was held in New Delhi in January 2018.

Chief ministers from the north-eastern states have also been invited to participate in the dialogue.

The ASEAN grouping comprises Indonesia, Malaysia, the Philippines, Singapore, Thailand, Brunei, Cambodia, Laos, Myanmar, and Vietnam.

When Akhilesh Godi was depressed and contemplated suicide while questioning his sexuality, he could not bring himself to see a therapist.

Godi, raised by liberal parents in the southern Indian IT hub of Hyderabad and an engineering graduate from the elite Indian Institute of Technology (IIT), is by his own admission, privileged.

But he says that seeking help in socially conservative India - where a ban on homosexuality was reinstated in 2013 - was not an option until he had to be taken to hospital suffering from severe depression after his parents noticed he wasn't eating properly and had become much thinner.

"The tag of a 'criminal' makes it worse," said Godi. "You can't even talk about this to a psychiatrist. You don't know how they will react."

Godi is one of the 20 openly gay students and alumni of various IITs across India whose position as products of some of the country's most elite schools has made them one of the most high-profile groups challenging a colonial-era law that criminalises homosexuality.

"We got a lot of attention because of the IIT tag," says management professional Balachandran Ramiah, another member of the group, whose petition against the 157-year-old ban on gay sex was heard by India's Supreme Court this month.

The IITs enjoy an elite status similar to the US Ivy League universities and attract some of India's best and brightest students, who are typically scooped up by tech giants like Google, Microsoft and Apple.

Godi's group, which includes two women and a transgender woman, feels its presence in the courtroom lends a more mainstream voice to gay rights in India, which have largely been championed by activists and non-profit organizations.

"This time, most of the petitions, and particularly the IIT petitions, have actually shown that 'we exist'," says Debottam Saha, who began a PhD at IIT in New Delhi last year. "This is our story and it's high time that you hear our story".

The IIT-associated petitioners represent a pan-IIT group of around 350, largely comprising gay men, called "Pravritti" - which in Sanskrit roughly translates to "different thoughts".

"The group was made to enable people to have a safe space to share issues," Ramiah said.

Pravritti has enlisted lawyers including prominent Supreme Court advocate Menaka Guruswamy, and has raised funds internally to cover legal fees, the petitioners said.

Supreme Court judges, in their 2013 judgment, had said that the earlier decriminalisation of homosexuality by a lower court had overlooked that only a "minuscule" section of the population were homosexual.

"The words 'minuscule minority' hurt us a lot," said Godi, speaking by phone from Bengaluru. "The number of individuals that identify as LGBT within India is probably the size of a country."

On Tuesday, the Supreme Court, after hearing challenges against the homosexuality law, said it would reserve its judgment.

"SLIT YOUR THROAT"

Activists say the law at issue, commonly called Section 377, is used to harass and blackmail gay people.

Because homosexuality is seen as illegal, gay and transgender people say they also face severe discrimination when they seek jobs or housing.

Saha says he was blackmailed by a man he met through a dating service, who threatened to expose him as gay and even slit his throat. "I was so scared and petrified ... whatever money I had in my account, I just gave it to him."

Because of Section 377, Saha says he could not file a police complaint against the man.

"You really need legal protection," he said. "(Otherwise) you're not even in a position to register a complaint."

The Hindu caste system adds another layer of discrimination, and LGBT people from so-called lower castes suffer greater discrimination than others as a result, activists say.

While some within Pravritti say the group isn't diverse enough because it largely comprises upper-class gay men from the so-called higher castes, many group members say they feel their voice is important so that the less privileged may also benefit.

"I had such a great support system. I'm this privileged gay man who grew up in Delhi, who has liberal friends, and who works in an LGBT-friendly company," says Pravritti petitioner Udai Bhardwaj, who graduated from IIT at Kharagpur last year and recently came off medication after battling depression. "If I don't do this, then who will?"

The Government on Tuesday denied a recent report in a leading newspaper in regard to military training of youths and blamed the latter of sensationalising the whole matter by twisting facts.

The report said that the Government Military Training Plan will mobilise disciplined 10 lakh force of youth.

"Attention is drawn to the report in a leading newspaper of 17th July 2018 claiming Government Military Training Plan to mobilize disciplined 10 lakh force of youth. This is an unfortunate and deliberate attempt to create a wrong impression as if Government is working for military training of 10 lakh youths annually," said the Ministry of Youth Affairs and Sports.

The Government strongly denied the sensational misrepresentation made in the report.

"The fact is that a meeting was held in PMO to revamp the National Cadet Corps (NCC) and National Service Scheme (NSS). Ministry of Youth Affairs, Ministry of Human Resource Development and NCC through the Ministry of Defense participated in the discussion," the press note read.

The discussion was mainly focused on taking measures for strengthening NCC and NSS and how youth could be empowered through these institutions.

NSS has been playing a very active role in the service of the nation particularly in the Government's Program such as Swatchh Bharat Mission.

Currently, there are 13.5 lakh cadets in NCC in the age group of 12 to 26 years with pan India presence in about 703 out of 716 districts. It was noted that there are a large number of educational institutions in the country including those 8600 on the waitlist in which NCC is yet to be extended. There is also an existing shortage in the NCC manpower across the categories ranging from 5 per cent to 36 per cent.

The NCC has an annual budget allocation of about Rs. 2200 crore with Central Government share of about Rs. 1600 crore NCC with this meagre resources, is not able to expand itself and to cover all the districts of the country and cater to the needs of waitlisted educational institutions.

It has been decided to set up a committee under the Chairmanship of Shri Anil Swarup, the then Secretary, School Education with suitable representations from NCC, M/o Youth Affairs and M/o HRD to suggest measures to strengthen NCC and NSS.

The committee is expected to touch on issues like expansion, strengthening training infrastructure, rationalizing resources, reducing manpower deficiency affecting NCC and NSS.

The committee will also submit measures for building synergies between these two institutions viz. NCC and NSS and further strengthen them for empowering youth.
