The underlying message of the video conference was unitedly taking on the virus, but Pakistan used the occasion to raise the Kashmir issue, calling for immediate lifting of the "lockdown" there to allow disease containment measures.

Coronavirus SAARC Meet: Pakistan's attempt to belittle India?

Nepal has praised Prime Minister Narendra Modi-led initiative of calling a SAARC conference on dealing with the coronavirus outbreak, and has termed it "timely". He said it shows the grouping is not "dead" and at the time of need can "come together... irrespective of any differences".

In an exclusive conversation with WION's diplomatic correspondent, Nepal envoy Nilambar Acharya also said it was not the time to discuss things that "disunite us" when asked about Pakistan raking up the Kashmir issue while discussing coronavirus in the video conference of SAARC countries.

Excerpts from the interview --

WION: How do you see the India-led initiative to revive SAARC?

Nilambar Acharya: It is an exemplary conference and a great initiative by PM Modi. It was very timely, and appropriate in combining our efforts to control the spread of coronavirus. It was the first video conference and first coming together of eight countries -- leaders of SAARC after 2014, the last summit of the SAARC.

WION: The conference instils hope that SAARC can be revived, given no meet has happened since 2014. Isn't it?

Nilambar Acharya: First of all, it shows SAARC is not dead; it shows SAARC can come together in time of need, irrespective of differences. It shows the SAARC region has many things in common, and that it is one force in protecting the region from disasters and pandemics. PM Modi's initiative also shows India's role, and its place in this region. Collective problems should be addressed collectively.

WION: How do you see PM Modi announcing measures for SAARC region -- a $10 million fund and response teams?

Nilambar Acharya: PM Modi has taken a very timely and a very wise initiative, and he has given hope that this region can set an example of how it can confront problems collectively. A rapid response team of doctors has been placed. It will be at the disposal of SAARC countries. Additionally, an emergency fund of $10 million from India side and other countries will also come. There are follow up actions planned, and that too within a week. Another video conference will happen; meetings will happen. This is a crisis, but it has brought leaders of the region together.

WION: One country raked bilateral issues at the SAARC conference meet. What do you have to say about it?

Nilambar Acharya: We should not discuss what disunites us. It is time to discuss what unites us in order to collectively face the crisis.

WION: What are the measures Nepal has taken to contain the virus?

Nilambar Acharya: We are vigilant. Prepared but not panicking, as PM Modi said. Preparations are going on, and we are very cautious -- like we are maintaining hygiene, and not taking up foreign visits.

Wise initiative by PM Modi to call SAARC conference on coronavirus outbreak: Nepal

The Department of Telecommunications (DoT) on Monday moved the Supreme Court (SC) in the adjusted gross revenue (AGR) case, seeking staggered payment over 20 years by telecom companies. Telecom companies will be charged an 8 per cent interest on the staggered payments, a report said.

This payment mechanism would give the cash-strapped Vodafone Idea a fighting chance to survive. Reports say Vodafone Idea on Monday made an additional payment of Rs 3,354 crore towards AGR to the DoT. With this, Vodafone Idea had paid Rs 6,854 to the government.

The DoT said the formula for the recovery dues was created after detailed deliberations by the government and the Cabinet. The DoT has sought the apex court's approval for the formula.

The DoT had earlier said it would reassess the documents submitted by Bharti Airtel, Vodafone Idea, and Tata Teleservices, as part of the companies’ self-assessment of AGR dues.

AGR includes rental receipts, dividend income and income from any other-activity arising out of the telecom licence the company has. Vodafone Idea is staring at dues worth over Rs 50,000 crore.

Even as India-made Covishield is not on European Medicine Agency's (EMA) list that is used for EU green pass, it has become the collateral damage in the inter-EU tussle in the bloc, over the bid to allow Chinese and Russian vaccines for travellers.

The EU member countries were divided over allowing the Chinese vaccines, Sinopharm and Sino vac, and Russian vaccine Sputnik V as the bloc opens up for travel.

Member countries came up with a compromise formula, under which EMA's vaccines list was agreed to be used for the green pass that comes into effect from July 01. EMA has listed four vaccines, which are Comirnaty (Pfizer), COVID-19 vaccine Janssen, Spikevax (previously COVID-19 vaccine Moderna), and AstraZeneca's Vaxzevria.

The AstraZeneca vaccine produced by Serum Institute of India (Covishield) got a license for commercial use in South Asia, Africa, but not in Europe, due to which SII never even applied for the list.

The EU green pass or the Digital Covid Certificate is meant to facilitate safe and free movement during the Covid pandemic within the EU. The certificate serves as proof that a person has been vaccinated against coronavirus, received a negative test result, or recovered from the deadly virus. However, it is not a pre-condition to travel.

EU officials have pointed out, "For the purpose of the Digital COVID Certificate, individual Member States will have the option to accept also vaccinations that have been authorized by the World Health Organization (WHO), such as Covishield."

Each member country is also allowed to use any vaccine that it is okay with. Switzerland has made it clear that anyone who has been vaccinated or who have recovered do not have to produce a negative test even when travelling from countries where the Delta variant is widespread such as India or the United Kingdom. Ireland has listed Covishield as one of the vaccines for travellers coming to the country. Meanwhile, France is "actively working" on allowing Covishield after India raised the matter.

Interestingly, the EU could have used WHO's list of approved vaccines, which included Covishield but it would have implied giving a green light to both Chinese vaccines which the EU is divided on. Covishield, Sinovac, Sinopharm are among the eight vaccines that have been given approval by the WHO.

In a statement to WION, on Monday, European Medicines Agency said Covishield does not currently have a marketing authorisation in the bloc, pointing out that "should we receive a marketing authorization application for Covishield ...we would communicate about it."

COVID-19: Indian economy can suffer a loss of Rs 21 lakh crore

Reserve Bank of India (RBI) Governor Shaktikanta Das on Monday said Covid-19 could impact India directly through trade channels, even though the Indian economy was relatively insulated from the global value chain. He also announced measures to mitigate the ramifications of coronavirus outbreak on the economy.

The central bank chief, while addressing the media in New Delhi, said that the RBI has proposed to conduct another six months USD sell/buy swap on March 23 to provide liquidity to markets, adding, "to further improve monetary transmission, RBI will conduct long-term repo operation (LTRO) in multiple tranches upto Rs 1,000 crore at policy rate."

RBI has been taking calibrated measures in the past few days, and has several policy instruments at its command and stands ready.

"Second round of effects of the pandemic could operate through a slowdown in the domestic economic growth and it would obviously be a result of synchronised slowdown in global growth and as a part of that, the growth momentum in India would also be impacted somewhat," Das added.

"I am not ruling out any possibility," Das said, when asked about the anticipated rate cut. He, however, did not announce any rate cut.

RBI, Das said, has been monitoring the situation, and an announcement will only be made after further assessment.

The coronavirus pandemic originated in China, but the epicentre has now moved to Europe. Italy and Spain are the worst-hit, forcing both the nations to go on complete lock-down.

Since the oubreak in mid-November last year, over 6,500 people have been killed.

RBI, Das said, has been monitoring the situation, and an announcement will only be made after further assessment. RBI guv says COVID-19 could impact India through trade channels, announces measures to mitigate effect

The government on Monday said India's near-term macroeconomic outlook is vulnerable to disruption of trade with China due to the coronavirus outbreak but the latest data do not suggest any adverse impact on the economy, and sliding crude oil prices may be a silver lining.

The coronavirus outbreak, first in China and now having been confirmed in more than 100 countries, has emerged as a key risk to human health as well as global growth outlook through numerous channels like trade, production and supply chain disruptions as well as decline in demand.

This was stated by Minister of State for Finance Anurag Thakur in a written reply to a question in the Lok Sabha.

"As is true for the world at large, India's near-term macroeconomic outlook is also vulnerable to disruption of trade with China and second-round effects arising from an expected slowdown in global growth," he said.

However, the latest available data on trade and domestic output indicators do not suggest any adverse impact on the economy, the minister said.

"Additionally, a positive impact on India's economy may arise from a decline in global oil prices triggered by the outbreak of COVID-19," Thakur added.

He told the House that the Ministry of Health and Family Welfare has been coordinating the efforts of the central government in terms of preparedness, control and containment measures and working with state governments in order to mitigate the impact of the virus outbreak in India.

In order to address the possibility of trade-induced adverse impact on the economy, the government is constantly engaging with export promotion councils and trade bodies, particularly in pharmaceutical, electronics and automobile sectors where the supply chains are sourcing imports from China.

These agencies, Thakur said, have been put in touch with Indian Missions abroad to secure and transport inventories available with the existing suppliers.

Indian Missions abroad have also been asked to explore alternative sources of supply of raw materials in their respective countries for supporting India's domestic production.
