The rules mandate the singing of six-stanzas of 'Vande Mataram' lasting for 3 minutes and 10 seconds, at all government events and in all schools,&nbsp;including during the unfurling of the Tricolour. In a 10-page order, the Indian government said that if the national song and the national anthem, ‘Jana Gana Mana’, are to be sung in a particular event together, then ‘Vande Mataram’ must be played first, and that the audience shall stand in attention during the singing or playing. But no cases have been reported in domestic birds, and no culling is required at this stage, said the district administration.&nbsp;District Collector Arun K Vijayan has issued an alert in the region. He has also directed authorities to take precautionary measures against the disease, which is already prevalent in the area. As reported by news agency PTI, according to an official statement, the confirmation of the disease was made by the Deputy Director, Kannur Regional Diagnostic Laboratory.&nbsp;District Medical Officer and the Joint Director of the Local Self-Government Department were advised by the Collector to take necessary steps and help prevent the spread of the virus in Iritty municipality in Kannur district and nearby areas.

And when the resolution is being discussed, the Speaker, Om Birla, cannot preside over the House. However, he has the right to speak and take part in the proceedings.&nbsp;He can also vote on the resolution in the first instance, just like any other MP. But unlike his usual role, he cannot cast a casting vote in case there is a tie.&nbsp;&nbsp;As per Article 100(1), the Speaker or Chairman should not cast a vote in the first instance, but in case of a tie, he/she must exercise a casting vote. But in this case, though Birla can be present in the House, he cannot cast a casting vote.&nbsp;<h2>Has this happened before?</h2>&nbsp;Yes, this is the fourth time in the history of the Indian Parliament that a notice for the removal of a Speaker has been submitted. Before February 10, 2026, similar instances had taken place in the following years: 1954, 1966, and 1987. It was against GV Mavalankar in 1954, Hukam Singh in 1966, and Balram Jakhar in 1987.
