"OPM, the federal agency charged with implementing this nation's employment laws, in one fell swoop has perpetrated one of the most massive employment frauds in the history of this country," a plaintiffs' legal filing said, according to the Post.

An emotional crowd broke into applause, while others wept in the main city of Turkey's Kurdish-majority southeast Thursday as jailed PKK founder Abdullah Ocalan urged his militant group to dissolve and his fighters to lay down their weapons.&nbsp;
The response came as Ocalan's landmark declaration was read out at an Istanbul press conference, his words relayed by loudspeaker to crowds gathered in the southeast which has borne the brunt of decades of armed insurgency.&nbsp;
"All groups must lay down their arms and PKK must dissolve itself," Ocalan said in a declaration drawn up in his cell on Imrali prison island where he has been held in solitary confinement since 1999.&nbsp;
The call came four months after Ankara offered an olive branch to the founder of the Kurdistan Workers' Party (PKK), which has led a decades-long insurgency against the Turkish state that has cost tens of thousands of lives.
"I am making a call for the laying down of arms, and I take on the historical responsibility of this call," he said, his words read out by lawmakers from the pro-Kurdish DEM party who visited him earlier on Thursday.
"Today is a holy day, a blessed day," 45-year-old Emine Atac told AFP in Kurdish in the southeastern city of Diyarbakir where 3,000 people had gathered to hear his words, some breaking down in tears.&nbsp;
"We are very happy. We want peace and freedom," she said.&nbsp;
Elsewhere in the crowd, 65-year-old Ferha Akbuyuk praised Ocalan's message as pushing for "peace and brotherhood" between Turks and Kurds.&nbsp;
"It was message about humanity, about rights and law, about justice and equality," she said, sounding optimistic.
But Sukru Erdogan, 52, said the message offered little hope for the Kurds.&nbsp;
"It didn't say anything about a federation or about cultural rights. I am disappointed," he shrugged.&nbsp;
<h2>'Seismic shift'</h2>
Ocalan's declaration was hailed by Iraqi Kurdistan's regional president Nechirvan Barzani who urged "the PKK to adhere to and implement this message," in a posting on X, pledging to "fully support the peace process".&nbsp;
And the German foreign ministry welcomed his words as offering a "historic chance" to end the decades-long insurgency.&nbsp;
Analysts described it as a major breakthrough.&nbsp;
"Ocalan's call for the PKK to disarm and disband represents a seismic shift. Not just for Turkey, which has waged a decades-long war against the group, but for the region at large," said Hamish Kinnear, senior analyst at Verisk Maplecroft.&nbsp;
The big question was how his message would be received by fighters whose military leadership is mostly based in the mountains of northern Iraq.
French historian Boris James, who specialises in the Kurds, said the response could be nuanced.&nbsp;
"The PKK's military leaders may accept it without it having any practical impact in the field," he told AFP.&nbsp;
Of particular concern are those fighters allied with the US-backed Syrian Defence Forces (SDF) in northeastern Syria -- a force under pressure from Damascus to disarm but which is fighting off attacks by Turkish-backed militia groups.
Kinnear said much would depend on the response of the PKK in Turkey.
"If the bulk of the Turkey-based PKK adhere to Ocalan's call, PKK militants in Iraq and PKK-aligned groups in Syria are likely to follow suit," he said.
<h2>Cautious optimism</h2>
There was no immediate response from Ankara, although a senior figure within President Recep Tayyip Erdogan's ruling AKP expressed cautious optimism.&nbsp;
"If the terrorist organisation heeds this call, lays down its arms and dissolves itself, Turkey will be freed from its shackles," Efkan Ala, AKP's deputy chairman was quoted as saying by the state news agency Anadolu.
Since Ocalan was jailed in 1999, there have been various attempts to end the bloodshed which erupted in 1984 and has cost more than 40,000 lives.&nbsp;
The last round of talks collapsed amid violence in 2015.&nbsp;
After that, there was no contact until October when hardline nationalist MHP leader Devlet Bahceli offered Ocalan a surprise peace gesture if he would reject violence in a move endorsed by Erdogan.&nbsp;
Although Erdogan extended his full support for the rapprochement in late October, he has said little since.
And his government has cranked up pressure on the opposition, arresting hundreds of politicians, activists and journalists and removing 10 recently-elected DEM mayors, all of whom have been charged with "terror ties".&nbsp;
Despite the wave of arrests, many are hoping Ocalan's call will ultimately result in concessions for the Kurds, who make up around 20 percent of Turkey's 85 million population.

He went on to praise the UK, saying, &ldquo;The United Kingdom is a wonderful country that I know very well. I&rsquo;m there a lot, and I&rsquo;ll be going, and we expect to see each other in the near future. We&rsquo;ll be announcing it.&rdquo;
The two leaders are set to discuss a range of issues, including Russia, Ukraine, and trade. &ldquo;We&rsquo;re going to be discussing many things today. A new Pentagon memo says that openly transgender individuals will no longer be permitted to serve in the US military and will soon be discharged from duty. This decision signals a major reversal from previous policies that prohibited discrimination based on gender identity.
The memo was revealed on Wednesday as part of an ongoing lawsuit by LGBTQ+ rights organisations challenging an executive order issued by President <a href="https://www.wionews.com/tags/donald-trump" rel="dofollow noopener" target="_blank">Donald Trump</a> last month.

According to the memo, the Department of Defense must implement a process to identify transgender service members within 30 days. A further 30 days after that, the discharge process must begin.
"It is the policy of the United States Government to establish high standards for service member readiness, lethality, cohesion, honesty, humility, uniformity, and integrity," the document, dated 26 February, read.
It continued, "This policy is inconsistent with the medical, surgical, and mental health constraints on individuals with gender dysphoria or who have a current diagnosis or history of, or exhibit symptoms consistent with, gender dysphoria."

The memo does allow for rare exceptions. Transgender service members who play a direct role in &ldquo;warfighting capabilities&rdquo; may be retained if the government determines there is a "compelling" reason for them to remain.

Another 18-year-old woman was moderately injured in the attack, while six others sustained light injuries, paramedics added.&nbsp;

Police confirmed the terrorist who carried out the car-ramming attack near Karkur Junction has been identified as Jamil Zayoud, a 53-year-old Palestinian from Jenin. He was killed in the incident.

In an unusual incident, a deep-sea creature, a shimmery, sleek oarfish, was spotted in Mexico&rsquo;s Baja California Sur coast this month. The rare sighting that was captured by Robert Hayes of Idaho has sparked legends of the mysterious &ldquo;doomsday fish&rdquo;.

<h2>What are oarfish?</h2>
According to the Florida Museum of Natural History, oarfish are typically about 10 feet long, although the longest ever recorded measured 36 feet. They live in the mesopelagic region of the ocean, where light cannot reach. The National Oceanic and Atmospheric Administration describes the region at this depth as the &ldquo;least explored ecosystem on the planet&rdquo;.
Hayes told the outlet that the oarfish he filmed appeared injured and was reportedly taken to a marine biologist.
<h2>Do oarfish predict disaster?</h2>
Historians have often linked oarfish sightings with superstitions. According to Japanese folklore, the fish has been often seen as harbingers of doom and often been dubbed as &ldquo;doomsday fish&rdquo; and even &ldquo;messengers of the Dragon Palace&rdquo; in fairytales.

The fish gained popularity in Japan with the idea that they foretold earthquakes following the 2011 earthquake. Reportedly, about 20 oarfish washed up on beaches before the disaster. However, in 2019, Japanese researchers said they found no relation between the sightings of the creatures and earthquakes.

The recent sighting was followed by the spotting of a black seadevil anglerfish near the surface off the coast of Tenerife in Spain&rsquo;s Canary Islands. The fish also lives thousands of feet underwater and is rarely seen near the surface.&nbsp;

Congressman Wilson first announced his intention to introduce the bill on February 13, stating on X that it would seek to ban entry into the US for those in Pakistan&rsquo;s military government responsible for Imran Khan&rsquo;s persecution and imprisonment.

Separately, Joe Wilson and fellow Congressman August Pfluger have written to US Secretary of State Marco Rubio, urging him to engage with Pakistan&rsquo;s government to secure the release of former PM Imran Khan.
Imran Khan, the founder of Pakistan Tehreek-e-Insaf (PTI), has been in jail since August 2023 over a series of legal cases, which he claims are politically motivated. Wilson has repeatedly called for his release, posting on X that he and Pfluger were pressing Rubio to "free Imran Khan and work to restore democracy in Pakistan".

Tsachi Idan, who lived in Nahal Oz kibbutz, was taken hostage by Hamas on October 7, 2023. He hid with his wife, Gali Idan, and three of their four children in their safe room.&nbsp;
His 18-year-old daughter Maayan Idan was shot dead in front of him when the attackers shot through the door. The attack was broadcast live on Facebook by the militant group.

A Danish-Israeli, Itzik Elgarat, was captured by Hamas after being shot in the hand during the attack on his kibbutz, Nir Oz, according to his brother Daniel Elgarat.&nbsp;
His brother was the last person who was in contact with him. His phone showed it was in Gaza.
Elgarat lived in Denmark for 12 years, where his two children live, and had visited them shortly before the attack. He was a fan of the Maccabi Tel Aviv football team and had been listed as alive until Wednesday.

A handyman, he had five children and enjoyed gardening and repairing his grandchildren's toys.
In February 2024, Israel confirmed that Mansour had been killed on October 7, 2023, and that his body had been taken to the Gaza Strip.
