The document, as per The Guardian, will supply the ICC with compelling evidence that could pave the way for an unprecedented prosecution, potentially implicating Russian President Vladimir Putin himself.

As per Yousuf Khan, a lawyer with the law firm Global Rights Compliance, "The weaponisation of food has taken place in three phases."

<h2>The three phases of starving Ukraine</h2>

Phase 1: Khan claims that the initial phase started at the beginning of the invasion, during which Ukrainian cities were besieged, and food supplies were cut.

Phase 2: In the second phase, a deliberate destruction of food and water supplies and energy sources took place during the fighting.

These objects were described by Khan as "indispensable to the survival of the civilian population." Khan, as per the report, argues that these attacks were "not crimes of result but crimes of intent".

He says, "If you are taking out objects that civilians need, like energy infrastructure in the dead of winter, there is a foreseeability to your actions."

Phase 3: Prevention or restriction of Ukrainian food exports.

"We've seen Russia attack grain facilities on the Danube and engage in muscle flexing on the Black Sea," says Khan.

The two nations have a history of such crimes. According to the Guardian, in 1932-33, the Joseph Stalin Soviet government engineered a famine that killed millions in Ukraine. This came to be known as the Holodomor, or the Great Ukrainian Famine.

In 2018, a UN Security Council resolution condemned the use of starvation as a weapon of war. &nbsp;

"Putin could bear responsibility for having committed the acts directly, jointly with others and/or through others," says the Lawyer.

Did Russia intentionally starve Ukraine? New war crime dossier to the ICC to provide damning evidence

A former commander of the mercenary group, Wagner, was arrested by the Norwegian police on suspicion that he illegally attempted to cross the border back into Russia after seeking asylum in Norway earlier this year, his lawyer said on Saturday (September 23).

Andrei Medvedev, who exited Russia in the month of January via its Arctic border with Norway, said that he ran as Russian guards fired shots at him.&nbsp;

Police released a statement late on Friday (September 22) saying that a man in his 20s had been taken into custody for trying to cross the Russian border illegally, but did not name him. An officer with the Finnmark local police refused to give the arrested man's identity.

Crossing the border to Russia is only permitted at specified points.

However, as per news agency Reuters reports, Medvedev's arrest was due to a misunderstanding, said his Norwegian lawyer Brynjulf Risnes.

While seeking asylum in Norway, Medvedev had said that he feared for his life after he witnessed the killing of Russian prisoners brought to the frontline in Ukraine and the way they were mistreated.

His escape in the month of January made headlines around the world as a rare example of someone fleeing to the Western world while also claiming to have fought for Russia as a mercenary in the Ukraine war.

However, later in the month of May, he released a video on YouTube saying that he wanted to go back to Russia despite the fact that his decision could pose a risk to his life.

He said that he was "some kind of a boy in a big game" that he no longer wanted to be part of.

Risnes said Medvedev had the right to return to Russia if he wanted to, but that "a lot of changes need to happen" in order to make a safe return.

CNN, quoting sources in the Ukrainian military, reported that ‘Ukrainian special services were likely responsible’ for a series of drone strikes against Rapid Support Forces (RSF). The group is militarily backed by Wagner and is fighting the Sudanese government for control of the country.

CNN declined to confirm the claims made by the Ukrainian source, however, it noted that the pattern of the drone strikes was quite similar to that observed in the Russia-Ukraine war, and the drones used in the strikes were the same as those used by Ukrainian forces.

Ukrainian text was also visible on the drone controller, as per the report.

If these claims are true, this could mean a major provocation against Russia by Ukraine, indicating that the war in Ukraine has spilt over into Africa.

The information was revealed by British Prime Minister Rishi Sunak in Britain's parliament during an update on the G20 summit he attended in New Delhi.

Sunak's comments, as per Reuters, are the first time an official has commented on a ship being targeted since Ukraine began efforts to allow vessels stranded in the Odesa port since the start of the Russia-Ukraine war.

"Thanks to declassified intelligence, we know the Russian military targeted a civilian cargo ship in the Black Sea with multiple missiles on the 24th of August," said Sunak.

As per the intelligence, as quoted by AFP, the intended target was a Liberian-flagged cargo ship berthed in port.

Russia reportedly fired two "Kalibr" missiles from a Black Sea Fleet missile carrier, towards the southern Ukrainian port of Odessa.

"Despite its failure, this is a clear demonstration of Russia's continuing attempts to choke Ukraine's economy,"&nbsp;the Foreign, Commonwealth and Development Office (FCDO) said in a statement.

<h2>An unwinnable war</h2>

"Putin is trying to win a war he will not win, and these attacks show just how desperate he is," said Foreign Secretary James Cleverly in a statement.

"In targeting cargo ships and Ukrainian infrastructure, Russia is hurting the rest of the world," he added.

Russia has been accused by Ukraine of targeting civilian vessels ever since Moscow in July quit a UN-brokered deal that allowed Kyiv to safely export its grains via the Black Sea. Back then, the UK and the US had both warned that Russia might expand its targeting of Ukrainian grain facilities to include attacks on civilian shipping in the Black Sea.

Wagner group has always been quite controversial. As per a statement by the UK, the mercenary group has indulged itself in activities involving looting, torture, and "barbarous murders" across Ukraine, the Middle East and Africa. UK has termed Wagner a threat to global security.

"They are terrorists, plain and simple - and this proscription order makes that clear in UK law," Braverman said. The Terrorism Act 2000 has bestowed power to the home secretary to proscribe an organisation they believe is involved in terrorism. Following a proscription order, if someone backs the group the act will be considered a criminal offence.

Who is going to take over Wagner's Africa operations after Prigozhin's death?

Russian intelligence chief Gen. Andrey Averyanov, who is notorious for eliminating Vladimir Putin's dissidents, is expected to take over Wagner mercenary group's African operations following Yevgeny Prigozhin's death in a plane crash, Wall Street Journal newspaper reported.

Notably, Averyanov, who is head of the Covert Operations Unit in the GRU, was in Africa in July during a Russia-Africa summit and met several African leaders. The summit was also Prigozhin's first public appearance following his failed mutiny against Russian President Putin.

Currently, no top members of the Wagner group are alive. Those who lost their lives in last week's crash, apart from Prigozhin, include second-in-command Dmitry Utkin and Wagner's non-military logistics chief, Valery Chekalov.

It is unknown what caused the plane to crash, but several unconfirmed reports claim that Prigozhin was assassinated on the orders of Putin in retaliation for Prigozhin’s rebellion against the Moscow government this June.&nbsp;

Over the weekend, Russian officials stated that a DNA analysis confirmed that Prigozhin was among the deceased.

The&nbsp;GRU Unit 29155, which is headed by Averyanov, has reportedly carried out several foreign operations ordered by Putin and has been linked to many assassinations, including the Salisbury poisonings in March 2018.

<h2>Wagner under new leader</h2>

Kremlin had been looking to replace Prigozhin after the latter's brief mutiny was thwarted. In July, it was reported that President Vladimir Putin had proposed Andrei Troshev's name to take over Wagner.

Troshev, who is also known as "Sedoi" or "Grey Hair", is a retired colonel and is one of the founding members and the executive director of the Wagner group. &nbsp;&nbsp;

His name cropped up during a meeting held by Putin five days after the failed rebellion, which was also attended by Prigozhin and several dozen senior Wagner combatants.

As per the UN agency, this is the fourth consecutive year Ukrainian children are facing disruptions to their education. Before the Russia-Ukraine war, Covid was the reason behind the disruption of their school education.

"Not only has this left Ukraine's children struggling to progress in their education, but they are also struggling to retain what they learnt when their schools were fully functioning," she added.

As per AFP, UNICEF survey data shows around half of Ukraine's teachers have reported a deterioration in their students' abilities, like reading, language and mathematics. They also reported that the children have missed out on the sense of safety and friendships school can provide to those enduring war.

Enrolment data indicates that only about one-third of the children were learning fully in-person, another third were studying through remote, online classes, and the remaining were getting education through a mixed approach.&nbsp;

It also found that two-thirds (or about 66 per cent) of pre-school-age children weren't attending school. In frontline areas, this figure rises to three-fourths or 75 per cent.&nbsp;

Those who have sought refuge outside Ukraine face other uncertainties. More than half the refugee children across seven host countries are not enrolled in schools due to language barriers, difficulty in accessing schools and overstretched education systems.

Amid doubts about Prigozhin's presence on the plane, on Sunday, genetic tests confirmed that the Wagner chief was in fact among the 10 people killed in the plane crash near Moscow.

"Molecular-genetic examinations have been completed as part of the investigation into the plane crash in the Tver region," said Russia's Investigative Committee spokesperson Svetlana Petrenko.

"According to their results, the identities of all 10 victims were established, they correspond to the list stated in the flight list," she added.

<h2>Revenge or accident?</h2>

The Wednesday (August 23rd) crash happened two months to the day Prigozhin and his mercenaries staged a mutiny against Putin and his top military commanders.&nbsp;

Prigozhin, who was popularly known as Putin's chef, led a mutiny of his mercenary fighters in June.

As per AFP, they took control of the southern city of Rostov and advanced towards Moscow before turning back some 200 km (125 miles) from the capital.

The soon-aborted armed revolt was described as "treachery" by Putin. However, later a deal was struck that gave the Wagner mercenaries the option to join the Russian army or go to Moscow's ally Belarus.

It is worth noting that this interview took place in April, well before the June 24 mutiny led by Prigozhin against senior military officials.

The reason for the death of the Wagner chief is widely debated. In response to Western claims suggesting his demise was orchestrated by the Kremlin, Russian authorities dismissed these allegations as an "absolute lie".

As per the passenger list, Prigozhin and his right-hand man Dmitry Utkin, as well as five other passengers and three crew members, were on board of the Embraer Legacy 600 jet, when it crashed in the Tver region, north-west of the Russian capital Moscow on Wednesday.

To "establish their (passengers) identities" Russia's Investigative Committee said it was carrying out "molecular genetic analyses".

Speaking to the BBC over a conference call that included journalists from other publications, Kremlin spokesman Dmitry Peskov said there were "lots of speculation" around the "tragic" deaths of the 10 people in Wednesday's air crash near Moscow.

"In the West, of course, this speculation comes from a certain angle. It's all a complete lie," he said, adding, "We don't have many facts at the moment, the facts need to be clarified during the official investigation which is being carried out now."
