Jallikattu, a traditional Hindu festival and an essential part of Tamil culture, is a practice by peasants to safeguard their pure-bred, indigenous bulls. Since cow breeding has increasingly become an artificial process, bulls are typically used for farming and meat. But Jallikattu provides peasants and farmers with an opportunity to preserve the indigenous breed of bulls. Jallikattu is a combination of the terms "calli" (coins) and "kattu," which means "a bundle of coins tied to the bull's horns" (knot). Taking this bundle off the animal's head used to earn the tamer money or silver in the past.

Jallikattu 2023 Date

Jallikattu in 2023 will be held between January 15 and 17 in Tamil Nadu’s Madurai district. The festival is celebrated prominently in three villages: Avaniyapuram, Palamedu and Alanganallur. Avaniyapuram will host Jallikattu on January 15, Palamedu on January 16, and Alanganallur on January 17.

Jallikattu: history and significance

The National Museum in New Delhi has an Indus Valley culture seal depicting the practice, and a cave artwork of a man attempting to tame a bull is thought to be over 2500 years old. Jallikattu is the traditional method used by the peasant culture to protect its indigenous, pure-bred bulls. Among the well-known indigenous cow varieties used in Jallikattu are Umbalachery, Bargur, Pulikulam, Kangayam, and Malai Maadu. Locals hold high regard for exceptional breeders of these animals. Jallikattu is said to have originated during the Tamil Classical Era, which lasted from 400 to 100 BC. A man in command of a bull is said to be depicted in cave art dating back 2500 years. There are references to people watching and participating in Jalikattu, one of the most important Tamil classical epics. Pidithal Pollerudhu, Pidithal Madu, and Yeruthazhuvuthal are other names for Jallikuttu.

Bulls participating in Jallikattu and their owners

As per a Times of India report, about 4500 bull owners and 2000 bull tamers have registered for participating in the Jallikattu 2023 festival. As per the sources, the list will soon be shortlisted and a finalised version will soon be updated.

Important facts about Jallikattu

The celebration of Jallikattu is mentioned in Silappatikaram, the great epics of the Tamil classical period, and other ancient texts. It is a historical sport from the Tamil Classical Age (400-100 BC).
Jaliikattu is also known as Yeruthazhuvuthal, Madu Pidithal, and Pollerudhu Pidithal.
At Jallikattu, thousands of people attempt to tame the bulls by clinging to their horns or bums. Dravidian literature contains numerous references to it, and Tamilnadu residents have celebrated it for many centuries.

Indian Meteorological Department (IMD) had forecasted that the wind will reach a maximum speed of 85 kmph. The landfall for Cyclone Mandous was completed on December 10 as the storm's rear sector crossed into the area. It is quite likely to proceed almost west-northwestward before progressively fading into a severe depression.

Due to a cyclonic circulation and low-pressure region that is anticipated to emerge in the Bay of Bengal around December 13, Chennai and many other locations in Tamil Nadu saw rain on Monday, and the IMD predicts more rainfall through December 15. Based on the forecast, schools in several places, including Kancheepuram district and Tiruvallur and Uthukottai Taluks, announced a holiday on Monday. The local government is clearing tree branches that fell after Cyclone Mandous struck the shore at Mamallapuram nearby.

According to IMD, a Low-Pressure Area is predicted to emerge over the same area around December 13 due to cyclonic activity over north interior Tamil Nadu, adjacent south interior Karnataka, and north Kerala. After that, it will travel away from the Indian coast in a west-northwesterly direction.

It added that Tamil Nadu, Kerala, and Mahe are anticipated to see light to moderate rainfall today, with isolated areas experiencing heavy rainfall. After that, the region's rainfall activity is expected to reduce. On Monday and Tuesday, squally weather with winds gusting to 55 kmph is extremely possible across the southeast and adjacent east central Arabian Sea as well as along and off the Kerala-Karnataka coast. On December 12 and 13, fishermen have been advised not to travel towards the southeast and adjacent east central Arabian Sea, along with the coasts of Kerala and Karnataka.

Three people have died in Sri Lanka, according to Sri Lanka's Disaster Management Centre (DMC), and over 21,000 people have been affected by the unfavourable weather conditions brought on by Cyclone Mandous.

The fishermen issue between India and Sri Lanka has again surfaced after the Sri Lankan Navy arrested 10 Indian fishermen on charges of alleged poaching, on Monday (August 22). As the fishermen belong to the southern Indian state of Tamil Nadu, the state's chief minister has sought the intervention of India's external affairs minister on this issue.

Chief minister MK Stalin wrote to Dr S Jaishankar, pointing out that Sri Lanka has seized 94 fishing boats from Tamil Nadu and has recently arrested 10 fishermen hailing from the state.

This letter emphasized that the latest arrest of Indian fishermen is the fifth such instance since June and that these incidents continue unabated, intimidate the fishermen and hamper their livelihoods. In addition to the release of the fishermen, Stalin also mentioned that the boat owners be exempt from in-person appearances in a Lankan court.

"The apprehended Tamil Nadu fishermen were released on the condition that the owner of the boat should appear before the Sri Lankan court in person to claim the ownership of the boat. This is however not feasible considering the prevailing situation in Sri Lanka and therefore exemption from personal appearance may be sought for the boat owners," the letter mentioned.

Meanwhile, Sri Lanka's navy maintains that the Indian trawler was poaching in their waters, off Mullativu, via the International Maritime Boundary Line (IMBL). Their statement mentioned that the 10 Indian fishermen were being taken to the Trincomalee harbour and that they would be handed over to the Fisheries Inspector of Trincomalee for legal action.

The police said that the statue was stolen from the Nadanapureshwarar Sivan temple, but official investigation began in 2019 after an official complaint. The statue, which was valued around $212,575 by the experts, was among five artifacts that went missing from the ancient temple.

The statue was found after an expert compared its pictures with the ones taken for the auction at the auction house. They found that it belonged to Chola empire who ruled during the 13th century.

After searching for more than two years, the authorities in Tamil Nadu were finally able to track it down and the case is currently being handled by Idol Wing of the Tamil Nadu police.

India: Coast Guard search op for two missing fishermen underway for third day

Wladyslaw, a 40-year-old Polish national is under investigation by Indian authorities, after it was learnt that he entered the country illegally via the porous sea route. He is said to have come to Tamil Nadu in Southern India, after having been in neighbouring Sri Lanka.

The issue of suspected illegal entry via sea came to light after an abandoned rubber boat was found in the Vedaranyam coast, in Tamil Nadu's Nagapattinam. While investigating this case of a possible influx of foreign nationals, the authorities also alerted locals to look out for any suspicious persons. Notably, more than 120 Lankan nations from Sri Lanka have arrived on Indian shores, by illegally taking the sea route, since the economic crisis broke out in the island nation in March this year.

It was based on information from the local residents that the authorities apprehended the Polish national and questioned him. A preliminary investigation has indicated that Wladyslaw visited Sri Lanka as a tourist and had gotten into trouble with the law enforcement in the island nation. After being taken into custody by the agencies there, he seems to have not got his passport back.

Without his travel documents, he was exploring ways and means to reach his home country. Recently, on learning that he could easily reach Tamil Nadu, India, from the Northern Sri Lankan coast, he is said to have taken the serious risk of attempting to enter via sea illegally. It is said that he eventually hoped to travel to India's capital New Delhi and approach the Polish Embassy there and work out the procedures for his repatriation.

India: Polish national held for illegal entry via sea route; probe underway

A blame game has erupted after an embarrassing incident of girls being asked to remove their innerwear, before entering an exam hall came to light. The incident took place in the Southern Indian state of Kerala, when a private college in Kollam hosted the pan-India NEET Exam for entrance to medical courses, on Sunday 17th July.

The issue of girl students' basic rights and dignity being violated came to light after a parent filed a Police complaint regarding the incident. The complaint alleged that officials at the examination centre in Kollam had forced his daughter to take off her inner wear and then go to the hall. This is said to have been the plight of several other girls, as they reportedly had to leave their innerwear behind at a separate room. The complaint mentioned the mental agony faced by the students and how they were allegedly asked by supervisors - "is your innerwear important, or your future?"

India: Blame game ensues, after girl students forced to remove innerwear at exam centre

On Sunday morning, violence broke out on the premises of a private school in Kallakurichi, Tamil Nadu, in response to the death of a Class 12 student on the campus. Four days after a school watchman discovered the girl's death on the first floor of the hostel, protesters damaged the school and set fire to school buses. According to reports, the girl committed herself after being harassed by two school teachers who have now been detained. Here is what we currently know.

On July 13, a 17-year-old female student who was enrolled in Class 12 at the Kaniyamoor Sakthi matriculation school in Kallakurichi, Salem district, was discovered dead there. The girl, who shared a room on the third floor of the hostel, was believed to have committed suicide by leaping to her death. The body was discovered by a school watchman.

She committed suicide after allegedly being tortured and harassed by professors. Multiple wounds and haemorrhage were listed as the causes of death in the initial autopsy.

The girl's relatives asserted that she did not commit suicide, nevertheless. Her family claimed in a police report that she had been sexually abused and suffered injuries before she passed away. The girl's family has blamed the school administration for her passing.

Despite the fact that protests had been ongoing since the girl's passing, on July 17, violence broke out. The police were attacked with rocks by the protesters, who also set fire to school buses. Numerous people, including the student's family members, burst through police barriers and vandalised the facility.

A group of demonstrators climbed a structure resembling an archway at the school's entrance, vandalised the nameboard, and hung up high banners demanding justice for the girl.

Additionally, two AIADMK IT wing employees were detained by the police. The violent protests have resulted in the arrest of more than 300 people so far.

Since the alleged harassment occurred on Sunday, the two accused—a chemistry teacher and a mathematics instructor—have been detained by a special team looking into the issue. Their names allegedly appeared on the student's suicide note that was left behind. Five people in total, including the school's principal, have been detained thus far.

75,000 jobs could be created: Tamil Nadu govt inks MoUs worth Rs.1.25 tn with domestic, foreign firms

Singapore-based IGSS ventures signed a Memorandum of Understanding (MoU) with the Tamil Nadu Government led by Chief Minister MK Stalin, for setting up a semiconductor park in the Southern Indian state. As per the MoU, the Singaporean firm will invest Rs.25,600crores, over the next five years to establish a high-tech semiconductor park. This project is estimated to provide direct employment to 1,500 persons and indirect employment to 25,000 persons involved in circuit design, vendors selling secondary products, testing semiconductors etc.

According to a statement from the Tamil Nadu Government, IGSS Ventures will launch its semiconductor fab named ‘Project Suria’. The firm has also applied for the Central Government's Rs 76,000-crore production-linked incentive (PLI) scheme for semiconductor manufacturing in India. This project is expected to come up at a facility that spans 300acres and the location for the same is being worked out, said State Industries Minister Thangam Thennarasu.

The Minister added that over the last year, the State government has signed MoUs to the tune of Rs 94,975 crore with 132 companies to generate 2.26 lakh jobs.

While this prospective facility will be the first of its kind in the Southern Indian state, it also gains significance given the ongoing global shortage of electronic chips, which has caused delays and a significant impact on the production of electronics, automobiles and several products across categories.

The company website describes them thus, "IGSS Ventures is a technology investment holding company focused on addressing today’s most challenging, high-impact problems. India: Singaporean firm inks MoU with TN Govt to establish semiconductor park at $3.5bn

In a tragic end to a quarry accident that occurred in the Southern Indian state of Tamil Nadu, the mortal remains of the fourth individual were retrieved on Sunday night. The accident was caused after unstable boulders tumbled down into a 300-feet-deep, 50-feet-wide quarry where workers were operating heavy vehicles, loading rocks etc, on Saturday (14th May) night.

While the district Police and Fi Service in Tirunelveli were the first responders to the accident, a 30-member team of National Disaster Response Force (NDRF) was also pressed into action from the day after the accident.

There had been a breakthrough in the initial days when NDRF personnel had recovered three persons alive. However, one of them succumbed to his injuries after reaching the hospital. Thereafter, owing to the challenges in clearing the heavy debris, further risks of falling rocks and resultant delays, none else could be rescued alive.

India: 4 dead, 2 rescued in quarry accident, 8-day search & rescue effort ends

A woman carrying her baby who approached a local government office for grievance redressal attempted self-immolation on the premises after the officials concerned reportedly did not pay heed to her repeated requests for help.

The incident took place in Tamil Nadu's Ramanathapuram district, on the day when the local administration had organised a grievance redressal camp.

A few of the journalists who were at the spot covering the event spotted the woman pouring kerosene upon herself.

"When we looked around, we realised that this was happening just a few feet from where we were standing. The woman seemed to be in extreme distress and had doused herself and her daughter in kerosene and was just about to strike the matchbox. Three of us intervened and tried to reason with her and snatched the matchbox out of her hands," Sethu, a photojournalist, told WION.

The Tamil Nadu Assembly, on Friday, passed a unanimous resolution urging the Government of India to permit the state to send humanitarian aid to Sri Lanka, which has been reeling under a constantly worsening economic crisis. This latest resolution comes after Stalin's earlier requests to the Indian Government to permit Tamil Nadu to send aid to only Sri Lankan Tamils.

Addressing the legislators, Chief Minister Stalin said that his government's decision to send food grains, essential drugs etc. is only a first step. He also added that the Tamil Nadu Government is prepared to offer more help, as maybe required by the people of Sri Lanka.

Stalin expressed that the Tamil Nadu government is willing to accept the donations from the people of Tamil Nadu and the commercial establishments in the state and would facilitate the transfer of this donation to Sri Lanka, via the Indian government.

In a gesture of political courtesy, Stalin thanked AIADMK Coordinator and Opposition leader O. Panneerselvam for having announced that he was donating Rs.50lakhs to Sri Lanka, from his personal funds. Appreciating Panneerselvam, Stalin said that this act of kindness was worth emulating.

Stalin has been emphasizing the issue of sending aid to Sri Lanka during his meeting with Prime Minister Narendra Modi, earlier this month and also ubsequent communications with External Affairs Minister S. Jaishankar. It is noteworthy that Tamil Nadu cannot directly send aid to Sri Lanka. Instead, the aid has to be routed via the Indian Government and the country's High Commission in the island nation.

Earlier, Stalin had mentioned only about sending aid to Lankan Tamils living in the Northern and Eastern parts of the island nation and also Colombo. However, this move was met with considerable backlash among sections of Lankan Tamils. They even spoke to media in Sri Lanka and said that they (Tamil Community) alone did not require aid, at a time when the entire country was suffering. They had made their stance clear that they would accept aid only if it were meant for all the people of Sri Lanka.

Since the last week of March 2022, nearly 60 Lankan Tamils fled their home country to reach Indian shores and seek refuge in Tamil Nadu. Arriving in batches, these individuals (including pregnant women, children and elderly) had taken the arduous boat ride from the northern and eastern parts to Sri Lanka, to alight on Indian territory in Tamil Nadu's Ramanathapuram district, fleeing the severe economic crisis back at home.

Tamil Nadu Assembly passes resolution urging Centre to allow aid from Tamil Nadu to Sri Lanka

In a letter to Indian External Affairs Minister Dr S Jaishankar, Tamil Nadu Chief Minister MK Stalin reiterated the commitment to send essential supplies to Tamils living in crisis-stricken Sri Lanka.

According to Stalin, he had mentioned this during his meeting with Prime Minister Narendra Modi on March 31 and also spoke about the exodus of Lankan Tamils to Tamil Nadu, in a phone conversation with Dr S Jaishankar on April 7.

Thus far, 39 Lankan Tamils including women, elderly and young children have taken the arduous boat ride across the Palk Strait, a narrow strip of sea that connects India and Sri Lanka.

In the phone call with Dr Jaishankar, Stalin said that he was informed about such measures (relief material from Tamil Nadu being sent) after due consultation with the Indian Mission in Sri Lanka.

Based on reports of the Indian government shipping food and other essentials to the island nation, Stalin reaffirmed Tamil Nadu government's commitment of shipping foodgrains, vegetables and medicines to the Lankan Tamils living in the North and east of the island, Colombo and plantation regions.

He also requested that this be facilitated at the earliest, given the worsening situation in Sri Lanka. Stalin also made a mention of the 12 Indian fishermen, who were apprehended by the Sri Lankan Navy on March 23.

Comparing India's foreign exchange reserves in the early 1990s and the present scenario, Tamil Nadu Governor RN Ravi said that India presently had a foreign exchange reserve that was well over $600bn.

He said that the country has come a long way from the tight spot (economic crisis) that it had found itself in, when there was barely enough foreign currency for a few weeks worth of imports of essential commodities such as fuel.

He emphasized the importance of conserving and using oil (fuel) judiciously, as it was essential for the country's growth and saving fuel was equal to saving precious foreign exchange.

"Energy (fuel) is one of the key materials needed for growth and our energy needs are only increasing. To reach the country's destiny of being a world leader, comprehensive, all-around growth is very crucial. The focus must switch from conserving oil to producing clean and green energy. The warning is very stark, we have to move to clean and green energy" he said while presiding over and inaugurating an event aimed at creating awareness of Oil and Gas conservation. Dubbed 'Saksham 2022', the campaign is led by India's Petroleum Conservation Research Association (PCRA).

Specifically making a mention of Tamil Nadu, he lauded the state for being a leader in the wind energy sector. However, he also added that Tamil Nadu could work much harder in terms of harnessing solar power, like similar-sized states Karnataka, Andhra Pradesh, Rajasthan, Gujarat etc.

The Governor also made mentioned India's ambitious target of achieving 500GW clean energy by 2030.

EDAC Engineering Ltd, another company of the AM international group, undertook the plant's construction. In addition, advanced high-capacity inverters of 3.25 MW have been installed to improve the plant's reliability and reduce losses, said the company. Also read | Delhi-born Nishant Batra is helping NASA set up cellular network on Moon According to the company, the 25.3 MW DC / 22 MW AC floating solar power plant project aligns with their strategy to implement new-age green, sustainable technology and self-sufficient captive energy generation. In floating solar power plants, the solar arrays are placed on floating structures on a water body. This is said to reduce the evaporation of water by a significant extent (up to 60 per cent). It also generates more power owing to the cooling effect (lower temperature) offered by the water. Inaugurating the plant, Tamil Nadu Chief Minister MK Stalin said, "The demand for clean power is the need of the hour, and Tamil Nadu currently holds the capacity to generate more than 15,500 MW of renewable energy. The government of Tamil Nadu is focused on environmentally sustainable projects. The establishment of a similar facility in the existing dams and water reservoirs in the state would lead to the generation of more renewable power as well as conserving water and minimising the scarce agriculture land being used for establishing solar power generating facility". Top officials of SPIC said that the group is continuously working towards effectively harnessing green energies through innovative projects to reduce carbon footprint. We are glad to be at the forefront of India’s and Tamil Nadu’s march towards clean energy, they added.

The Madurai Bench of the Madras High Court ordered a probe by India's Central Bureau of Investigation (CBI), into the suicide of a minor girl who was studying in a Christian Missionary school in Tamil Nadu.

The case came to the fore after unverified videos of the victim emerged on social media, where she alleged a forced conversion bid at school. In another unverified video, she is seen mentioning that she was harassed and forced to perform burdensome chores in her school hostel, despite her resisting it.

The bereaved family had approached the Madras High Court seeking a CB-CID probe into the case after they expressed their lack of faith in the Tamil Nadu Police investigation.

Notably, Thanjavur SP, Ravali Priya, IPS, had blatantly denied any 'forced conversion angle' in the case, even before the investigation began to take shape.

Legal Rights Protection Forum had written to India's Home Ministry seeking action against the said Officer for allegedly misleading the probe. The IPS Officer's transfer was also sought till the time the probe is completed.

The last hearing of the case, which took place on Friday, saw fierce arguments and allegations being put forth by the victim's family's counsel and the school's counsel. The judge, Justice GR Swaminathan heard both sides and the Government lawyer, before reserving his orders in the case.

The case pertains to a 17-year old girl from a poor background, who studied in a Christian Missionary School in Tamil Nadu’s Thanjavur district.

According to Police, the victim had consumed poisonous material on 9th January and had succumbed ten days later.

In an unverified video, she is seen saying, “In front of me also they asked my parents about converting me to Christianity so that she would make me study. She would also keep scolding me and not let me stay there”.

When asked who she was referring to, the victim is heard saying "Sister Rachel Mary”. When asked if she was tortured because she refused to convert to Christianity, the victim is heard saying “it could be possible”.

As per the Legal Rights Protection Forum’s (LRPF) complaint to India’s National Commission for Protection of Child Rights (NCPCR), the victim’s school had been illegally converting children into Christianity and was imposing corporal punishments on those who resisted.

It added that this was causing mental agony to students and driving them to extreme steps.

“The victim was forced to convert into Christianity and when she refused the same, she was refused permission to return home from hostel. She was made to clean toilets and wash dishes” reads the complaint.

It also adds that the child tried to end her life owing to the atrocities inflicted upon her(following which, she eventually succumbed).

The Tamil Nadu government has formally requested the local unit of Taiwanese hardware manufacturing firm Foxconn, to provide better basic amenities for its workers. Among the facilities enlisted as part of the suggestions were - better hostels, spacious living areas, adequate bathrooms and toilets, potable water, living spaces with proper ventilation and overall improved infrastructure in hostels/dormitories.

This comes nearly a week after hundreds of Foxconn workers protested and blocked the crucial Chennai-Bengaluru highway, as over 150 women workers had fallen sick after consuming the food provided in the hostels.

According to the protestors, there were long-standing issues between the management and the contractual workers, which the management allegedly refused to address or resolve. Among the issues highlighted were the basic living facilities, better working conditions, hygienic food and water etc.

According to the government, they are keen on bringing investments and job opportunities to the state, but are also keen on voicing out for the welfare of workers (especially women). In line with this, top government officials, including IAS and IPS officers had met with representatives of Foxconn on Thursday and offered suggestions.

Among the points highlighted to the company were, District Collector's certificate of approval for the living spaces provided to workers, provision of hygienic meals that are cooked within the premises of the hostel, ensuring timely approval of emergency leave for contractual workers and also utilising services of manpower agencies for seeking replacement/backup workforce to make up for those absent.

According to the government, the company had agreed to implement the suggestions and has also expressed its intention to expand its operations and offer more job opportunities.

Nearly 14,000 men and women are employed in the Foxconn unit that manufactures electronic components, iPhones for Apple and handsets for other leading smartphone brands.

Many of the women workers are staying in the nearby dormitories. It was after consuming their meals from one such dormitory that over 150 workers were affected by food poisoning and had to be taken to nearby hospitals for treatment.

According to workers, the management did not offer any response when queried about the health condition of women workers who were admitted to the hospital.

There were also rumours of a few women workers having died, owing to food poisoning. This is said to have been a major trigger for the protest. However, the government authorities formally dismissed the claims of workers having died and assured action against rumour mongers.
