Two dead after shelling in Russian border region; northeast Ukraine town urges evacuations

Russia claims to have intercepted a United States drone over the Black Sea, on Saturday (August 5). Meanwhile, Ukrainian President Volodymyr Zelensky said that a Russian missile hit a facility of the Ukraine-based aeronautics group.

Russia's claims on US drone

The Russian defence ministry, in a statement, said that it scrambled a Su-30 fighter jet to “prevent a violation of the Russian state border” after a US Reaper MQ-9 military drone was detected over the Black Sea.

“As the Russian fighter approached, the foreign reconnaissance drone performed a U-turn away from the border,” said the Russian officials. The ministry also claimed that the drone belonged to the US Air Force.

It added, “The Russian aircraft returned safely to its airbase, there was no violation of the border.” This comes as reports about incidents involving Russian and Western aircraft have multiplied over the Black Sea and Baltic Sea in recent months.

Ukraine drone strike

Both Russia and Ukraine reported that a Ukrainian sea drone laden with explosives struck a Russian fuel tanker overnight, on Saturday, near the Crimean bridge, in the second such attack in 24 hours.

The bridge, in question, links Russia to Crimea, which Moscow seized from Ukraine in 2014. A Ukrainian intelligence source told Reuters that the drone with 450kg of explosives hit the SIG vessel as it transported fuel for the Russian military in Ukrainian territorial waters.

“The tanker was well loaded with fuel, so the ‘fireworks’ were seen from afar,” said the report by Reuters citing an intelligence source.

Kyiv is in the midst of its long-awaited counteroffensive against Moscow to recapture its territory and has been destroying Russia’s military infrastructure inside Russia or on Russian-controlled territory in Ukraine, as per reports.

Russian missile strike hits Ukraine aeronautics firm

Zelensky, on Saturday (August 5), said that a Russian missile hit a facility of the Ukrainian aeronautics group Motor Sich, one of the companies requisitioned by the government since the beginning of Moscow’s invasion back in February 2022.

“Today, there was another Russian missile attack against our country. Kinzhals, Calibers. They hit Motor Sich,” said Zelensky, during his evening address. The facility is located near Khmelnytskyi in western Ukraine around 300 kilometres southwest of Kyiv.

According to the Ukrainian president, the strike included Russia’s hypersonic Kinzhal weapons, adding that “some of the missiles were shot down.” The Khmelnytskyi region which is hundreds of kilometres from the front lines is also home to a major Ukrainian airbase and is regularly targeted by Russian strikes.

Notably, Motor Sich makes plane and helicopter engines and other components and was taken over by the government in Kyiv as a part of its “strategic” firms taken over by Ukraine’s defence ministry last November.

Russia claims to have intercepted US drone over Black Sea

Ukraine presented its much-awaited and equally anticipated 10-point peace formula during talks held in Saudi Arabia without Russian participation, various sources cited by news agency AFP said.

The meeting had senior officials from approximately 40 countries, including the US, China, and India. The primary goal of the discussions was to seek agreement on crucial principles for bringing an end to the ongoing war in Ukraine, a conflict that has had far-reaching implications on the global economy.

The meeting, hosted by Saudi Arabia, was seen as an attempt by the Crown Prince Mohammad bin Salman to act as a mediator to resolve the dispute and end the conflict which started in February last year.

Ukraine's peace formula supported by 'multiple' countries

A representative of the Ukrainian delegation reportedly said that the proposed 10-point peace formula received support from multiple participating countries. The representative, however, did not disclose the specific countries who purportedly supported Ukrainian stance.

The two-day meeting in Jeddah did not have any representation from Russia, the principal party in the conflict.

Thereby, the Jeddah meet has emerged as a strategic diplomatic effort by Ukraine to expand its support network beyond its traditional Western allies.

The country aimed to foster alliances with countries from the Global South, seeking assistance in reaching a viable solution to the conflict.

By engaging with a broader array of nations, Ukraine hoped to garner additional backing for its peace initiatives.

For the Jeddah summit, sources cited by The Indian Express said that the 30 invitees for the summit included Brazil, South Africa, Chile, Egypt, the European Union, Indonesia, Mexico, Poland, the United Kingdom, the United States and Zambia.

Ukraine's 10-point peace plan: The central goal

At the heart of Ukraine's 10-point proposed peace plan formula remained a call for the complete withdrawal of Russian troops from Ukrainian territory. This plan aimed to hold Russia accountable for war atrocities and requires Moscow to surrender all captured Ukrainian territory and pay damages.

Russia has rejected the plan in the past.

Ukrainian President Volodymyr Zelensky's office had previously said that the Jeddah meeting would focus on this critical aspect. Achieving this goal would be paramount in restoring peace and stability to the region, Kyiv maintains.

The gathering in Jeddah followed earlier informal talks in Copenhagen, which had not resulted in an official statement. However, the Ukrainian source cited by news agency AFP said that the 10-point formula gained more significant support during the Jeddah meeting than it had in Copenhagen.

Russia-Ukraine war: Significance of Jeddah talks

The significance of the meeting was highlighted by the presence of US National Security Adviser Jake Sullivan, who led the American delegation in Saudi Arabia.

Moreover, Saudi Arabia demonstrated its willingness to play a constructive role in the peace process, stating its readiness to use its influence and good offices towards achieving a lasting and sustainable solution.

This eagerness was evident in the Kingdom's hosting of President Zelensky at an Arab summit in Jeddah earlier in May, during which he urged leaders to acknowledge the devastating impact of Russia's invasion on Ukraine.

Jeddah talks: What is the bottom line?

The talks in Saudi Arabia, while provided a platform for critical discussions and diplomatic efforts to bring an end to the conflict in Ukraine, the absence of Russia in the process has raised question about viability of the peace process as whole.

Previous peace proposals

Russian President Vladimir Putin in June had accused Ukraine of signing a peace treaty with Russia to end the ongoing war which he alleged Kyiv did not honour.

Putin's comments came during a meeting with the leaders of African Union spearheaded by South African President Cyril Ramaphosa at St. Petersberg's historic Konstantinovsky Palace on June 17.

Putin had said that in the spring of 2022 — when the war between Russia and Ukraine was in its initial phase — a peace treaty was signed by the leader of negotiation group from the Ukrainian side and his Russian counterpart in Istanbul.

"It was called Treaty of permanent neutrality and security guarantees of Ukraine," Putin said, after flapping the supposed draft of the treaty in air, stating: "We never agreed with the Ukrainian side that the text will be confidential but we never showed it before nor commented on it."

"This draft of the treaty was initialled by the leader of the negotiation group from Kyiv. He put his signature. There it exists," he added while showing the supposed draft of the treaty.

The peace agreement was immediately discarded by Ukraine as soon as Russia obliged the request and withdrew troops from Kyiv, Putin accused.

"Where are the guarantees that they will not renounce any other agreements in the future?," he maintained.

For the Jeddah summit, sources cited by The Indian Express said that the 30 invitees for the summit included Brazil, South Africa, Chile, Egypt, the European Union, Indonesia, Mexico, Poland, the United Kingdom, the United States and Zambia. Ukraine's 10-point peace plan: The central goal At the heart of Ukraine's 10-point proposed peace plan formula remained a call for the complete withdrawal of Russian troops from Ukrainian territory. Russia-Ukraine war: Significance of Jeddah talks The significance of the meeting was highlighted by the presence of US National Security Adviser Jake Sullivan, who led the American delegation in Saudi Arabia. Previous peace proposals Russian President Vladimir Putin in June had accused Ukraine of signing a peace treaty with Russia to end the ongoing war which he alleged Kyiv did not honour. Putin had said that in the spring of 2022 — when the war between Russia and Ukraine was in its initial phase — a peace treaty was signed by the leader of negotiation group from the Ukrainian side and his Russian counterpart in Istanbul. "It was called Treaty of permanent neutrality and security guarantees of Ukraine," Putin said, after flapping the supposed draft of the treaty in air, stating: "We never agreed with the Ukrainian side that the text will be confidential but we never showed it before nor commented on it." The Russian defence ministry early on Friday (August 4) said that overnight Ukrainian attacks on the naval base in the Crimean peninsula and the Black Sea were thwarted by their forces. "Tonight, the Armed Forces of Ukraine, with the use of two unmanned sea boats, attempted an attack on the Novorossiysk naval base of the Russian Armed Forces," said the ministry, on Telegram. It stated that the naval drones were destroyed by the Russian ships. The terminus of a pipeline, which has been carrying out a maximum of Kazakh oil exports through Russia, has been hosted by the Black Sea port of Novorossiysk. The operator of the fuel artery Caspian Pipeline Consortium said that it has continued the process of shipping oil to moored tankers at the terminal, reported the Russian state media on Friday. But "a temporary ban has been established on the movement of ships in the port", stated the company, as Interfax news agency quoted it. Ukraine intensifying attacks on frontline, Russian forces inflicted heavy losses, claims Putin

Some of the weapons supplied by the United States and its allies to Ukraine were stolen by criminals, purported volunteer fighters and arms traffickers, a report from the US defence department's inspector general published by CNN has revealed.

The weapons were originally meant to aid Ukraine's war-effort against Russia.

The report, titled, 'DoD's Accountability of Equipment Provided to Ukraine', further claims that the stolen weaponry and equipment were later recovered.

The US defence department's inability to visit the areas where the equipment was being used or stored significantly hindered their ability to monitor the situation effectively, the report argued. The US resumed on-site inspections of weapons given to Ukraine with tracking systems.

How weapons sent by West got stolen in Ukraine, Pentagon report reveals

Russia has come under scrutiny at the UN Security Council for allegedly exacerbating famine conditions by obstructing grain exports via the Black Sea, in an apparent bid to capitalise on soaring global food prices.

On Friday (July 21), Russia's representative expressed the possibility of reinstating the Black Sea grain initiative if offered improved conditions for its food and fertiliser exports. However, Western diplomats accused Moscow of holding impoverished nations hostage, reported the Guardian.

Martin Griffiths, the UN's head of humanitarian relief, lauded the success of the Black Sea grain initiative, which facilitated the export of 33 million metric tonnes of grain from Ukrainian ports to 45 countries via over a thousand ships within a year.

The agreement contributed to a 23 per cent reduction in average grain prices. Nevertheless, with the recent termination of the initiative, grain prices are rapidly rising, posing a significant threat to the world's poorest and most vulnerable populations who rely on food assistance.

Will Ukraine war expand to other regions? Poland moving troops over Wagner risk from Belarus

Ukrainian forces have started the use of US-provided cluster munitions in an attempt to dismantle the positions of the Russian troops, a roadblock to Ukraine's summer offensive, reported The Washington Post citing unnamed Ukrainian officials familiar with the matter.

Ukraine's use of US-supplied cluster munitions against Russian forces has sparked controversy due to the weapons' risks to civilians and their widely banned status. The decision to supply these munitions was made by US President Joe Biden bypassing certain arms export restrictions. Ukraine starts using cluster munitions against Russian forces amid criticism

The European Union's foreign policy chief Josep Borrell on Thursday (July 20) put forward a proposal of a 20 billion euro (USD 22.4 billion) fund for weapons, ammunitions and other military help for Ukraine. However, the plan would need more scrutiny from EU governments before it can go ahead. High Representative Josep Borrell presented the plan in EU foreign ministers' meeting in Brussels. This was part of an effort to put European support for Ukraine on a longer-term footing. The Russian invasion of Ukraine is in its second year now.

The proposal comes amid an international drive to give Ukraine long-term security assurances, as announced by members of the G7 on the sidelines of last week's NATO summit in Vilnius.

"We proposed the creation of a dedicated section under the European Peace Facility to provide up to 5 billion euros a year for the next four years for the defence needs of Ukraine," Borrell told a news conference after the meeting.

"This is the evaluation of the needs and the cost of our long-term security commitments to Ukraine," he said.

The European Peace Facility (EPF) was created in 2021. It is meant to finance actions that seek to prevent conflicts, build peace and strengthen international security. The EPF was initially worth 5.7 billion euros. It has since grown to 12 billion.

The facility is used to reimburse EU countries for at least part of the cost of weapons, ammunition and other military aid that they give to nations outside the bloc.

A welcome idea

The idea of longer-term military aid for Ukraine was welcomed by several ministers at the meeting but they said that the details about the funding would be subject to further discussions. Their governments would have to pay for any boost to the fund.

The European Union's foreign policy chief Josep Borrell on Thursday (July 20) put forward a proposal of a 20 billion euro (USD 22.4 billion) fund for weapons, ammunitions and other military help for Ukraine.

Gravitas: Why are Wagner mercenaries training near Poland? × "This is the evaluation of the needs and the cost of our long-term security commitments to Ukraine," he said. A welcome idea The idea of longer-term military aid for Ukraine was welcomed by several ministers at the meeting but they said that the details about the funding would be subject to further discussions. Their governments would have to pay for any boost to the fund. "A fund for the defence of Ukraine is going to be developed," Portuguese Foreign Minister Joao Gomes Cravinho told reporters. "As for the amounts, we are not there yet." Borrell said that detailed talks among EU foreign and defence ministers on this fund will take place during a ministerial meeting which will take place at the end of August in Spain. EU kicks off talks on 20 billion euro military fund for Ukraine

Russian Defence Ministry said on Wednesday (July 19) that it would deem all ships travelling to Ukrainian ports to be carriers of military cargo. It added that countries the flag of which would potentially fly on the ships will be considered to be party to the conflict on the Ukrainian side. Russia has taken this stance after its decision this week to pull out of the United Nations-brokered Black Sea grain import deal. This deal had previously guaranteed the safety of Ukrainian exports for the past one year.

Blow hot blow cold? Putin sounds conciliatory but defence ministry raises stakes on grain ships

After Russia pulled out of the Black Sea grain deal, which allowed the safe passage for Ukrainian grain exports, global wheat prices have exponentially shot up.

On Wednesday, wheat prices on the European stock exchange soared by nearly nine per cent from the previous day to $284 per tonne. US wheat futures saw a jump of 8.5 per cent — the highest daily rise since the war broke out in February last year. Similarly, corn prices were up five to four per cent.

The immediate effect of the suspension is that millions of tonnes of wheat that was bound for Africa and West Asia has been stranded. While the wheat remains stuck, the Russian side has started "deliberately targeting the grain deal infrastructure", according to Ukrainian President Volodymyr Zelensky.

Experts argue that the domino effect will be reflected in global inflation which had calmed down after a long time.

Deputy commander of Russia's military operations in Ukraine, General Sergei Surovikin, who has not been seen in public since the mutiny by mercenary group Wagner, is currently 'resting', said a lawmaker from the ruling party on Wednesday.

As per Reuters reports, Andrei Kartapolov, head of the State Duma Defence Committee, is heard saying in a video posted on social media: "Surovikin is currently resting. (He is) not available for now."

Surovikin, who is also called 'General Armageddon' by the Russian press for his assertive strategies in the Syria conflict, was last seen publicly when he issued an appeal via a video urging the mercenary group to halt the mutiny while it was underway.

As per reports, Surovikin had good relations with Wagner chief Yevgeny Prigozhin, who appreciated the general while regularly criticising Moscow's military leadership, especially Defence Minister Sergei Shoigu and Chief of Staff Valery Gerasimov, over their handling of the war in Ukraine.

As per a New York Times report based on a U.S. intelligence briefing, Surovikin had prior knowledge of the rebellion and that Russian authorities were probing if he was associated with it or not.

Putin met Wagner chief five days after failed coup attempt: Kremlin

Russian President Vladimir Putin met the Wagner mercenary group’s chief Yevgeny Prigozhin five days after the failed coup attempt, the Kremlin said on Monday.

Briefing the reporters, Kremlin spokesman Dmitry Peskov said that the meeting took place on June 29, in which 35 people were invited, including unit commanders. He further said that the meeting lasted three hours.

Putin “gave his assessment of the events of June 24,” Peskov said, referring to the date of the Wagner Group’s failed uprising. He added that Putin also "listened to accounts given by (Wagner) commanders".

The Wagner commanders told Putin they were his soldiers and would continue to fight for him.

The development comes following speculations that Prigozhin wasn't exiled to Belarus at all as part of the peace deal brokered by Belarusian President Alexander Lukashenko.

Last week, Lukashenko told reporters that it was unclear if the Wagner fighters would come to Belarus after he previously offered them a desert military base.

“As for Prigozhin, he's in St Petersburg. He is not on the territory of Belarus," he said.

Responding to Lukashenko's remarks, the Kremlin said it was "not following" Prigozhin's movements.

"No, we do not follow his movements, we have neither the ability nor the desire to do so," Kremlin spokesman Dmitry Peskov told reporters.

Ukrainian President Volodymyr Zelensky hailed the move, calling the aid package a “timely, broad and much-needed defence”, in a tweet and further thanked Biden for “decisive steps that bring Ukraine closer to victory over the enemy”.

Progress of Kyiv's counter-offensive slowed to prevent bloodshed, loss of lives, say Ukraine, US

Spanish Prime Minister Pedro Sanchez stated that he reached Kyiv early on Saturday to hold talks with Ukraine's President Volodymyr Zelensky as the country kicked off its European Union's presidency.
"We will keep supporting the Ukrainian people until peace returns to Europe," added the prime minister, who had announced his visit during an EU summit on Thursday, claiming that its aim was to show the "unfaltering support" of the EU for Kyiv as it continues to battle the Russian invasion.
