Shalanda Young, who is the White House budget chief, issued a warning to the US Congress on Monday (Dec 4) that failure to agree to fresh funds for Ukraine by the end of the year would impact Kyiv severely on the battlefield.&nbsp;

In a letter to the House Speaker, the Office of Management and Budget director said: "I want to be clear: without congressional action, by the end of the year we will run out of resources to procure more weapons and equipment for Ukraine."&nbsp;

She further added that cutting off the flow of US weapons and equipment will "kneecap" Ukraine on the battlefield amid the ongoing war.&nbsp;

Since the war started last year on February 24, the US has sent more than $75 billion in assistance to Ukraine, including humanitarian aid, financial, and military support.&nbsp;

United States President Joe Biden in October asked Congress to approve $61.4 billion for Ukraine, $14.3 billion for Israel, and $9.15 billion for humanitarian aid in the two countries and the Gaza Strip.&nbsp;

The Biden Administration has also said that the process of sending aid to war-ravaged Ukraine has helped the US states, primarily Pennsylvania, Arizona, and Texas.&nbsp;

But the request has not been approved as the Congress has been paralysed for months by Republican infighting, with hard-right lawmakers particularly opposing any further assistance for Kyiv as the war drags on.&nbsp;

When new Republican House Speaker Mike Johnson took office in October after his predecessor Kevin McCarthy was ousted by a right-wing coup, the main focus of the Congress was to avert a chaotic government shutdown, which they did over the Thanksgiving holiday in November.&nbsp;

<h2>Young's warning&nbsp;</h2>

The deal to keep the lights on until mid-January left out aid to America's key allies. In her letter, Young said that by that time it would be too late and funds for Ukraine would have already dried up.&nbsp;

"There is no magical pot of funding available to meet this moment. We are out of money -- and nearly out of time," Young wrote.&nbsp;

She underlined that if the US fails to agree more funding, it would increase the chance of Russian military victories. It will also put Ukraine's gains so far at risk.&nbsp;

White House says time running out to support Ukraine's fight against Russia

Russian President Vladimir Putin has signed a decree allowing the army to boost its troop numbers by 15 per cent. Putin's signing of the decree comes in the backdrop of the war with Ukraine, which has continued&nbsp;for more than 21 months now, causing a significant shortage in the army ranks.&nbsp;

According to estimates, the move is expected to increase the number of serving army soldiers by at least 170,000, which is being touted as an&nbsp;"adequate" response to the "aggressive activity of the NATO bloc".

"The increase in the full-time strength of the army is due to growing threats to our country linked with the special military operation and the continuing expansion of NATO," the army said.

While the numbers are being boosted, the army made it clear that it was not planning to make changes to&nbsp;conscription or another mobilisation drive. Last year, the conscription drive led to an exodus of men out of Russia.&nbsp;

Putin signs decree to add 170,000 troops to its armed forces as war with Ukraine takes toll

A Russian court on Friday (Dec 1) extended the pre-trial detention of American-Russian journalist Alsu Kurmasheva for two more months after she failed to register as a “foreign agent”. The extension comes after Russia formally charged Kurmasheva in October.&nbsp;

The Prague-based editor for Radio Free Europe/Radio Liberty (RFE/RL), is the second American to be detained by Russia after Wall Street Journal reporter Evan Gershkovich.

He was arrested in March on spying charges which he, his employer and the White House have since denied.&nbsp;

<h2>Detention extended&nbsp;</h2>

The court in the Russian city of Kazan has extended detention of Kurmasheva, who holds both US and Russian citizenship, until February 5, 2024, said her employer RFE/RL.&nbsp;

The Russian-American journalist was detained on October 18 after she allegedly failed to register as a “foreign agent” during a visit to Russia.&nbsp;

RFE/RL is funded by the United States Congress and is designated by Moscow as a “foreign agent”. Moscow’s foreign agent law allows Russian authorities to label organisations and people that receive foreign funding as “foreign agents”.

If found guilty, Kurmasheva faces up to five years in prison.

She was also fined $103 (10,000 roubles) on October 11 after she failed to register her US passport with Russian authorities, reported Reuters citing court documents.

“Alsu has spent 45 days behind bars in Russia and, today, her unjust, politically motivated detention has been extended,” said RFE/RL acting President Jeffrey Gedmin, in a statement.&nbsp;

“We call on Russian authorities to immediately grant Alsu consular access, which is her right as a US citizen. Alsu must be released and reunited with her family,” he added.&nbsp;

A Russian court in Moscow on Tuesday (Nov 28) also extended Gershkovich, who is awaiting trial on espionage charges, until January 30, 2024.&nbsp;

The 32-year-old American citizen was detained in March by Russia’s Federal Security Service (FSB) in the Urals city of Yekaterinburg on charges of espionage for which he could face up to 20 years in prison.&nbsp;

Both Kurmasheva and Gershkovich deny the charges against them.

The US ambassador to Russia Lynne Tracy has previously accused Moscow of conducting “hostage diplomacy”.&nbsp;

Last week, a report by Reuters citing diplomats said Gershkovich was probably detained as part of a broader Russian effort to build up a store of arrests of US citizens to be swapped for Russian citizens, including convicted spies.

However, Russia rarely releases people imprisoned while awaiting trial on serious charges.&nbsp;

A Russian court has sentenced a man to 10 days in jail for writing "No to war" on snow-covered turnstile outside a skating rink in Moscow, according to news agency AFP.&nbsp;

The man identified as&nbsp;Dmitry Fedorov was caught by the police on November 23&nbsp;in the capital city's Gorky Park while using his fingers to trace the forbidden slogan.&nbsp;

The message is believed to be considered an offence under a law targeting&nbsp;anyone deemed to have acted to discredit Russia’s armed forces.

Although Fedorov admitted in the court that he indeed wrote the anti-war slogan, he disputed the prosecutor's&nbsp;allegation that he disobeyed the police and allegedly refused to go to a police station.&nbsp;

The court documents noted that after the crime, police officers offered to take Fedorov in a vehicle to the&nbsp;Department of the Ministry of Internal Affairs but he refused.&nbsp;

Apart from the prison sentence,&nbsp;Fedorov was also fined an undisclosed amount, according to local Russia media reports.&nbsp;

Man who wrote 'No to war' in snow, sentenced to 10 days in prison by Moscow court

Russia's invasion of Ukraine shook the world in February 2022. Political and military arenas felt the weight of history as forces of a former superpower crossed borders to wage a war many thought would be over within weeks given Russia's more than decisive superiority over Ukraine in military might. The invasion suddenly brought the North Atlantic Treaty Organisation (NATO) into focus and made European countries closer to Russia rethink their decades-old stance of military neutrality.

Sweden and Finland were among these nations. After Russian troops began their clash with Ukrainian forces, Sweden and Finland promptly applied for membership in NATO.

Why?

Because NATO was a guarantee of security, at least on paper, against external aggression. An attack on one NATO country is considered an attack against all. So at least in theory, the aggressor against a NATO nation will have to face the might of all 31 member countries. And to include new members, there must be approval from all current members.

Sweden and Finland's path to NATO membership was not smooth. In focus have been two countries, Turkey and Hungary. But Turkey is considered somewhat of the main obstacle. After a delay caused by Turkey in giving its seal of approval, Finland joined NATO this year. However, it has not fully completed the process for Sweden's inclusion.

Turkish President Recep Tayyip Erdogan himself has given the green light to Sweden's inclusion. But this needs to be ratified by Turkey's parliament. And procedural delay over the last year has been perceived as Turkey's reluctance to let Sweden in.

In May last year, Erdogan objected to Finland and Sweden's inclusion saying both countries need to crack down on elements within their borders which Ankara deems to be terrorists.

Has Turkey benefitted from its continued opposition to Sweden and formerly, to Finland's inclusion in NATO?

It's worth taking a look.

<h2>The moves in the Western, and Nordic camps</h2>

The West has always been keen on the expansion of NATO as the grouping was born as a West-supported anti-Russia alliance during the Cold War. However, the urgency appears to have increased after the outbreak of the Ukraine war.

Sweden and Finland's concessions to Turkey

Turkey made an agreement with Sweden and Finland at a NATO meeting in Madrid last year that saw the Nordic countries lift arms embargoes against Turkey. The countries also took some action against the Kurdistan Workers' Party (PKK) and the so-called Gulen movement. Along with Turkey, the United States and the European Union consider PKK to be a terrorist group. And Turkey considers the Gulen movement responsible for the 2016 coup attempt.

Last year, Sweden lifted the ban on military equipment export to Turkey. Stockholm introduced an anti-terrorism bill in June that made being part of a terrorist organisation against the law.

Multiple incidents of Quran burning in Sweden have drawn sharp reactions in the Muslim world, including in Turkey. In response to this, Justice Minister Gunnar Strommer said Sweden was exploring the possibility of changes in the law which would ban the burning of the Quran in public.

Finland on its part, said last year that it would consider granting arms export to Turkey on a case-by-case basis.

Canada quietly reopened talks with Turkey to lift export controls on drone parts after Erdogan said in July that Sweden would eventually get the green light to join NATO. Canada is a NATO member.

Moreover, the Netherlands lifted restrictions on arms deliveries to Turkey.

<h2>All is not rosy</h2>

Turkey argues that the United States is trying to pressure Turkey by delaying the F-16 deal. Turkey had made the purchase request in 2021 to buy F-16 fighter jets and modernisation kits worth USD 20 billion. Although the US denies the connection between the F-16 deal and Turkey's delay in greenlighting Sweden's NATO bid, US Congress has heard opinions from lawmakers to use the deal as a way to nudge Turkey to approve Sweden's inclusion.

Moreover, just a day after Erdogan gave his seal of approval for Sweden to join NATO in July, the White House announced that it would go ahead with the transfer of F-16s while being in consultation with Congress.

<h2>So what's the current state of Sweden's bid?</h2>

There were signs on Wednesday (November 29) that Turkey may finally be moving ahead with the process.

Swedish Foreign Minister Tobias Billstrom said that his Turkish counterpart told him that he expects parliament to ratify Sweden's bid within weeks.

"I had a bilateral with my colleague, the (Turkish) foreign minister ... where he told me he expected the ratification to take place within weeks," Swedish Foreign Minister Tobias Billstrom told reporters before the second day of a meeting of NATO foreign ministers.

"The Turkish foreign minister (Hakan Fidan) didn't present a date but said 'within weeks'," Billstrom said.

Hungary, another NATO member, is yet to give its seal of approval to Sweden's NATO membership as well. But Turkey is seen as the main obstacle.

"(Prime Minister) Viktor Orban has repeatedly said that Hungary won't be the last to ratify Sweden's membership," Billstrom said.

"That means that it is more in the hands of Ankara than maybe of Budapest. We expect white smoke from Budapest the moment there is white smoke from Ankara," Billstrom said.

Because NATO was a guarantee of security, at least on paper, against external aggression. An attack on one NATO country is considered an attack against all. So at least in theory, the aggressor against a NATO nation will have to face the might of all 31 member countries. And to include new members, there must be approval from all current members. Watch | NATO Foreign ministers attend meeting on Ukraine in Brussels × Sweden and Finland's path to NATO membership was not smooth. The moves in the Western, and Nordic camps The West has always been keen on the expansion of NATO as the grouping was born as a West-supported anti-Russia alliance during the Cold War. However, the urgency appears to have increased after the outbreak of the Ukraine war. Sweden and Finland's concessions to Turkey Turkey made an agreement with Sweden and Finland at a NATO meeting in Madrid last year that saw the Nordic countries lift arms embargoes against Turkey. The countries also took some action against the Kurdistan Workers' Party (PKK) and the so-called Gulen movement. Along with Turkey, the United States and the European Union consider PKK to be a terrorist group. And Turkey considers the Gulen movement responsible for the 2016 coup attempt. Multiple incidents of Quran burning in Sweden have drawn sharp reactions in the Muslim world, including in Turkey. In response to this, Justice Minister Gunnar Strommer said Sweden was exploring the possibility of changes in the law which would ban the burning of the Quran in public. Canada is a NATO member. Moreover, the Netherlands lifted restrictions on arms deliveries to Turkey. All is not rosy Turkey argues that the United States is trying to pressure Turkey by delaying the F-16 deal. So what's the current state of Sweden's bid? There were signs on Wednesday (November 29) that Turkey may finally be moving ahead with the process. Swedish Foreign Minister Tobias Billstrom said that his Turkish counterpart told him that he expects parliament to ratify Sweden's bid within weeks. Also Read | Turkey may ratify Sweden's NATO membership 'within weeks': Swedish minister "I had a bilateral with my colleague, the (Turkish) foreign minister ... where he told me he expected the ratification to take place within weeks," Swedish Foreign Minister Tobias Billstrom told reporters before the second day of a meeting of NATO foreign ministers. Ukraine has claimed that Russian forces have intensified the fighting to capture the eastern Ukrainian town of Avdiivka, which has been at the forefront of the conflict since 2014. Ukraine claims Russian forces advancing on eastern town of Avdiivka from all sides

United States and Germany are reportedly nudging Ukraine to end its war with Russia, German media reported quoting sources, indicating that “war fatigue” and economic problems are making difficult for the NATO allies to back Kyiv.

German tabloid BILD reported that during talks between United States President Joe Biden and German Chancellor Olaf Scholz in March at the Roosevelt Room, both had agreed to deliberately limit arm supplies to Ukraine and put indirect pressure on Ukrainian President Volodymyr Zelensky to come to the peace talks with Russia’s Vladimir Putin.

<h2>'Appropriate amount' of weapons to Ukraine&nbsp;</h2>

The tabloid, quoting an unnamed official, reported that both US and Germany, two primary military donors to Ukraine, intend to supply just an “appropriate amount” of weapons so that Ukraine can maintain its lead and have sufficient room for peace negotiation, but just not enough to reclaim its land.

The German federal government has now set itself the main goal of putting Ukraine in a “strategically good negotiating position,” BILD said.

“The country should negotiate with (Russian dictator) Vladimir Putin's regime about its ‘sovereignty and territorial integrity.’ The White House and the Chancellery are coordinating on this,” government sources told BILD.

Berlin and Washington expect that if Kyiv and Moscow refuse to hold formal negotiations, the issue will remain frozen, and there will be no official accord.

“Zelensky&nbsp;should come to the realisation that things cannot go on like this,” a German government insider told BILD.

<h2>If peace talks fail, then Plan B</h2>

However, if limiting weapon supplies fails to enable Ukraine with peace talks, the source told BILD that US and Germany have a “Plan B” in place.

“What Berlin and Washington are striving for as an alternative to negotiations is a frozen conflict, without agreement between the conflicting parties,” the source said.

According to Belfer Center at Harvard’s Kennedy School, Russia controls around 17.5 per cent of Ukrainian land, in addition to Crimea, which it acquired in 2014. Putin maintains that land is now a part of Russia.

Ukraine, however, has been adamant in reclaiming all of its territory despite calls from those inside Ukraine for an alternative approach.

Local Ukrainian officials have alleged that Russia on Saturday (Nov 25) launched its largest drone attack against the capital of Kyiv since the war started last year in February. Media reports claimed that at least five people were injured.&nbsp;

Ukraine's Air Force in a Telegram post noted that "a total of nearly 75 Shahed drones were launched from two directions – Primorsko-Akhtarsk and the Kursk region, Russia. The primary target was the city of Kyiv". The official said that there was a "record number" of drones.

The air force also stated that the air defences intercepted 71 of the Iranian-made drones across six regions of Ukraine, including Kyiv.&nbsp;

Moscow discussed Russia-Crimea tunnel project with Chinese construction companies

Norwegian Deputy Foreign Minister Andreas Motzfeldt Kravik on Thursday hailed the bilateral relationship with India and said that he sees the world's largest democracy as 'fundamental' to progress in the most important issues. In an exclusive conversation with Wion, he discussed Norway's take on important issues like Russia-Ukraine war and the ongoing Israel-Hamas war.

At least five people were killed and five others were injured in Russian shelling in Ukraine’s southern region of Kherson and eastern Donetsk region over the past 24 hours, said Ukrainian officials, on Thursday (Nov 23).&nbsp;

Russian state television said that their war correspondent was killed after sustaining shrapnel wounds in a drone strike by Ukrainian forces in Russia-controlled southeastern Ukraine.

Separately, a Russian actress was also killed in a Ukrainian attack while performing in the Russian-controlled area of eastern Ukraine, said her theatre, on Thursday.&nbsp;

<h2>Russian strike in Kherson</h2>

At least three people were killed after an attack on the Ukrainian village of Chornobaivka, in the southern Kherson region, said Andriy Yermak, the head of Ukraine’s presidential office, in a post on Telegram.&nbsp;

“It is preliminarily known that the shelling was carried out with cluster munitions,” said Yermak. The attack also left five people injured and destroyed 60 buildings, said Ukraine’s Interior Minister Igor Klymenko.&nbsp;

Meanwhile, the regional prosecutor’s office in Kherson reported the death of a man who was riding a bicycle when Russian forces shelled the town of Beryslav. Moscow also&nbsp;shelled&nbsp;several settlements in the Kherson district.&nbsp;

At least two people were also killed after shelling in Ukrainian-held areas of the eastern Donetsk region over the last 24 hours, said Governor Igor Moroz, on Thursday.&nbsp;

<h2>Russian journalist killed in Zaporizhzhia region</h2>

Russian journalist Boris Maksudov died after sustaining injuries in the Russian-controlled Zaporizhzhia region of southeastern Ukraine in a drone attack.&nbsp;

The incident, as per Russian investigators, took place on Wednesday (Nov 22) when they said Ukrainian armed forces struck a group of Russian journalists with fragmentation shells and a drone.

Maksudov, a 38-year-old war correspondent working for Rossiya 24, suffered a grave shrapnel wound. “Boris Maksudov died on 11/23/2023 after being wounded in Zaporizhzhia,” said the state TV.&nbsp;

“The day before, the film crew came under fire from the (Armed Forces of Ukraine) AFU,” it added. Maksudov was “hospitalised urgently but the injuries turned out to be fatal,” said Rossiya 24.

<h2>Ukrainian strike kills Russian actress in Ukraine</h2>

The Russian theatre where 40-year-old actress Polina Menshikh worked said that she was killed while performing for Moscow’s troops on the stage in the Donbas region.&nbsp;

Both the Russian and Ukrainian military, as per Reuters, have confirmed that there had been an attack in the area on November 19. Russian state media citing an investigator said that a school and cultural centre in a village in the Donetsk region had been hit by HIMARS missiles.&nbsp;

The village, which Russians refer to as Kumachovo and known by Ukrainians as Kumachove, is around 60 kilometres from the frontline. The Russian investigator, who was not identified by the country’s media, said one civilian had been killed but gave no other information about the death or military casualties.&nbsp;

Meanwhile, Ukrainian forces said that they struck what they said was a Russian military award ceremony and said 25 people were killed and over 100 were wounded.&nbsp;

The attack was “revenge for the 128th”, said Robert Brovdi, a Ukrainian military commander, in a post on social media, referring to the Russian strike on soldiers from Ukraine’s 128th Separate Mountain Assault Brigade due to which the brigade said that it lost 19 of its soldiers.&nbsp;

Reuters citing unverified footage of the incident said soldiers were watching Menshikh singing on stage with a guitar when, mid-song, the building was suddenly rocked by a blast.&nbsp;

A senior Russian diplomat said on Tuesday (Nov 21) that co-existing with Ukraine under its current 'regime' is not possible and that Russia can withstand power of North Atlantic Treaty Organization (NATO) for as long as it needs till Moscow's goal of demilitarising Ukraine was achieved. Currently Russia controls 17.5 per cent of Ukrainian territory in reference to internationally recognised Ukrainian borders. This includes Crimea which was annexed by Russia in 2014.

Rodion Miroshnik, Russia's Ambassador-at-large was speaking with reporters in Russian capital Moscow when he said this.

"The current regime (in Kyiv) is absolutely toxic, we do not see any options for co-existence with it at the moment," he said.

At least two first responders were killed and seven others were injured in Russian strikes on the southeastern Ukrainian region of Zaporizhzhia, said Kyiv, on Saturday (Nov 18).&nbsp;

Russia launched a series of drone attacks on the Ukrainian capital city of Kyiv early on Sunday (Nov 19) for the second night in a row as it ramps up attacks after several weeks of pause, said the city’s administration.&nbsp;

Meanwhile, Ukrainian President Volodymyr Zelensky announced a fresh round of sanctions against Russian officials and groups, which he said are aimed at fighting wartime abductions of Ukrainian children and other “Russian terror”.&nbsp;

The attack in Zaporizhzhia also came as the Ukrainian air force said Russia fired 38 drones at its territory overnight which is said to be the highest reported number in more than six weeks.

Ukraine’s air force said Saturday it shot down 29 of the 38 Iranian-made Shahed drones fired by Russia which were said to be packed with explosives and would detonate upon reaching their targets.&nbsp;

Ukraine’s emergency services said that one of the drones hit an energy facility in the southern Odesa region, resulting in a fire that was quickly extinguished. The attack has left around 2,000 homes without power.

Drone attacks by Russia continued for a second night on Kyiv where Russian “UAVs (unmanned aerial vehicles) were launched in many groups and attacked Kyiv in waves, from different directions, at the same time constantly changing the vectors of movement along the route,” said Serhiy Popko, head of the Kyiv’s military administration, on Telegram.&nbsp;

“We are increasing the pressure of our state onto them and each of them must be held responsible for what they have done,” said Zelensky, in his nightly address after his office issued corresponding decrees with his signature.

The decrees showed a range of 10-year penalties against Russian individuals and five-year penalties against non-profit groups, reported Reuters.&nbsp;

The Ukrainian military said on Friday (Nov 17) that its troops pushed Russian soldiers out of positions on the eastern banks of the Dnipro river in the occupied Kherson and established several bridgeheads. Sharing a post on Facebook, the Ukrainian Marines said they had a series of successes, established several bridgeheads and conducted other operations on the river's eastern side. Russia conceded for the first time this week that Ukrainian troops had crossed the river. "Units of the Ukrainian Armed Forces managed to knock out the Russians from their positions on the left bank of the Dnipro and consolidate there," General Staff spokesperson Andriy Kovalyov said on a military channel on YouTube. "One of the main goals of this combat work is to push the enemy as far as possible from the right bank to protect the Ukrainian civilian population, in particular Kherson, from constant Russian shelling," Kovalyov said. 'Our warriors. Thank you for your strength' On Friday, Ukrainian President Volodymyr Zelensky shared images from the area showing the military using drones and operating on speedboats on the Dnipro. "Our warriors. Thank you for your strength, for moving forward!" President Zelensky said in a post on Telegram. According to a report by the news agency Reuters, the Ukrainian military crossed the river in small groups in the summer to create an initial foothold around a railway bridge near Kherson and then sought to expand their presence in nearby villages on the east bank. Both Russia and Ukraine have inflicted heavy losses on the other side during operations in the area. Ukraine braced for increased Russian strikes As the conflict rages on, Ukrainian troops are bracing for increased Russian air strikes across the country as winter approaches. On Thursday, President Zelensky warned that Russia was likely stockpiling missiles to hit energy facilities over the coming months. "My estimation is that they are accumulating (missiles), but that they don't have many more missiles compared to what they previously had," Zelensky told reporters referring to last year's attacks which left millions of Ukrainians suffering debilitating blackouts. Ukrainian troops secure several bridgeheads along Dnipro river, push out Russian soldiers

Ukraine has claimed its troops have crossed the vast River Dnipro into occupied areas of the Kherson region. A top Ukrainian official also said that they have established a strong foothold on the eastern bank of the river, which divides the frontline in southern Ukraine.&nbsp;

The advancement is seen as a crucial point in overcoming one of Moscow's most significant strategic barriers in the ongoing Russia-Ukraine war.&nbsp;

The war-torn nation said that the troops are operating in small groups. Kviy added that it had dispatched more troops to stop Russia, which conceded on Wednesday. Zelensky said it had been a "difficult day" for Kyiv due to deadly Russian strikes in the east of the country.&nbsp;

The development was confirmed by Russia as it said on Wednesday that for the first time, some Ukrainian troops had established positions on the Moscow-held side of the Dnipro River.&nbsp;

Vladimir Saldo, who is the Moscow-installed head of Ukraine's Kherson region, said in a post on Telegram that "small groups" of Ukrainian soldiers were stretched along the eastern bank of the river, and had been "blocked" in the tiny village of Krynky.&nbsp;

"Our additional forces have now been deployed. The enemy is blocked in Krynky. A fiery hell has been arranged for them: bombs, rockets, heavy flamethrower systems, artillery shells and drones are flying at them," Saldo said.

Britain's David Cameron meets Volodymyr Zelensky in Kyiv on first working trip abroad as foreign minister

One of the world’s biggest accountancy firms, PwC, helped Russia’s “richest” oligarch to transfer hundreds of millions in assets as sanctions by the European Union (EU) loomed after the Russian invasion of Ukraine, according to an investigation report.

Alexei Mordashov's case is among several uncovered in a document leak being called Cyprus Confidential, said a report by the Guardian.

The documents were leaked by an anonymous source to the International Consortium of Investigative Journalists (ICIJ) and Germany’s Paper Trail Media.&nbsp;

<h2>Cyprus Confidential</h2>

In what is said to be the largest-ever financial data leak from Cyprus, a cache of 3.6 million files suggests that PwC Cyprus and other advisers played a role in managing transactions as Russian forces launched the invasion of Ukraine in February 2022.&nbsp;

The cache of millions of files sheds light on the blue-chip accountancy firm’s work for the Kremlin-connected mining and banking tycoon, Alexei Mordashov, raising serious questions about PwC Cyprus’ role in a potential sanctions breach.

According to the Guardian, the files contain emails of PwC Cyprus staff discussing transfers of about a third of the shares in Tui, Europe’s largest travel company, to Mordashov’s life partner.&nbsp;

It is also reported that PwC Cyprus and other advisers helped one of Russia’s most powerful oligarchs attempt to transfer $1.2 billion in a public company on the day he was placed under EU sanctions.&nbsp;

The documents, as per the Guardian, also showed $652,629 worth of undisclosed payments from companies linked to the same oligarch to an influential German journalist who is said to be a &nbsp;leading expert on Russia, to support the publication of two books about President Vladimir Putin.

Since the beginning of what Russia calls its “special military operation” in Ukraine, western countries have imposed the largest-ever package of sanctions against Moscow and its business elite, but recently the focus has shifted to ensuring the enforcement of those restrictions.&nbsp;

The leak also revealed Cyprus’ role as a gateway into Europe for the Kremlin-connected elite as out of 104 Russian billionaires&nbsp;that the Forbes magazine identified this year two-thirds appeared alongside family members as clients of the island’s professional service providers.

According to the reports, 71 Russian clients have come under sanctions since February 2022. However, advisers have reportedly said that many of these relationships have been terminated.&nbsp;

<h2>Cyprus govt vows to respond with ‘zero-tolerance approach’</h2>

Following the leak and the report by the Guardian, the Cypriot government has vowed to take a &nbsp;“zero-tolerance approach” to sanctions violations. A spokesperson said Cyprus was receiving technical support from the British government to create a sanctions implementation unit next year.&nbsp;

Additionally, the country has also joined an EU cross-border project on making sanctions effective, reported the Guardian.&nbsp;

The exact rules around the timeline and enforcement of the sanctions against the Russian president, officials, and its oligarchs are now under scrutiny, both in Cyprus and across Europe.&nbsp;

The Cyprus finance ministry said it had launched a criminal investigation into the transfer of Mordashov’s stake in Tui. “We are aware of Tui share transfers and a criminal investigation is being carried out,” said a spokesperson for the ministry, as quoted by the Guardian, when asked about the report.&nbsp;

Mordashov and PwC told the British media outlet they were unaware of the criminal investigation.

Mikhail Filiponenko: Russia-backed politician killed in car bomb attack in eastern Ukraine

A close adviser to the commander-in-chief of the Ukrainian Army was killed on his birthday after a grenade that was placed amongst his birthday gifts exploded.

Initially, the incident was termed as an assassination until further details revealed that Major Gennadiy Chastiakov, 39, had received a box of grenades as a gift.

Some local reports claimed that a real grenade was placed amongst novelty gifts shaped to look like grenades.

Ukraine’s interior minister Igor Klymenko in a statement on Monday (Nov 6) said that Chastiakov was showing his gift to his son when the explosion took place.

“At first, the son took the munition in his hands and began to turn the ring. Then the serviceman took the grenade away from the child and pulled the ring, causing a tragic explosion,” Klymenko said.

His 13-year-old son was also seriously injured, Ukrainska Pravda newspaper reported citing the police, and added that Chastiakov’s wife saw her husband bringing the gift box, which had the real grenade, home.

Army Gen Valery Zaluzhny condoled Chastiakov’s death on Telegram.

“Under tragic circumstances, my assistant and close friend, Major Gennadiy Chastiakov, was killed … on his birthday,” Zaluzhny said, adding that an “unknown explosive device detonated in one of his gifts”.

Zaluzhny said that since Russia invaded Ukraine in February 2022, Chastiakov had been “fully devoting his life to the armed forces of Ukraine and the fight against Russian aggression”.

A fellow soldier has been detained by the police who gave the fatal gift to Chastiakov. Two similar grenades were seized from him. An investigation was underway.

Chastiakov is survived by a wife and four children.

According to local media reports, Chastiakov was a graduate of a military academy and fully trained in handling grenades.&nbsp;

Zelensky says Israel-Hamas war 'taking away focus' from Ukraine

The United States House of Representatives passed a Republican-led bill on Thursday (Nov 2) which would provide $14.3 billion in aid to Israel, defying President Joe Biden’s request to also include more money for Ukraine and other pressing issues. The bill was also passed despite Democrats’ insistence it has no future in the Senate while Biden had already promised to veto it.

The measure passed 226 to 196, largely along party lines, also diverts funding from the US tax collection agency Internal Revenue Service (IRS).&nbsp;

The vote also marks a shift from typical strong bipartisan congressional support for providing aid to Israel as 12 Democrats joined the 214 Republicans to vote in favour of the bill. Two Republicans and 194 Democrats voted against the measure.&nbsp;

<h2>Why will the bill be rejected?</h2>

The aid package for Israel is the first major legislative action under new Republican House Speaker Mike Johnson, who was selected after weeks of chaos in the lower chamber of the US Congress.&nbsp;

The bill also came as US lawmakers rushed to respond to the attack on Israel by the Palestinian militant group Hamas on October 7, which according to Israeli authorities has claimed the lives of 1,400 people.&nbsp;

However, while Israel typically has strong bipartisan support in the US Congress, the bill combined aid for Israel with a cut to the IRS as well as left out Ukraine. Therefore, Biden had previously promised to veto it and Chuck Schumer, majority leader of the Democratic-controlled Senate said he would not bring it up for a vote.&nbsp;

In order for a bill to become a law, it has to pass both the House and Senate and be signed by the US president.&nbsp;

The House bill has sought to provide billions only for the Israeli military, which includes $4 billion for procurement of Israel’s Iron Dome and David’s Sling defence systems to counter short-range rockets fired at Israel by Hamas from Gaza.&nbsp;

Israel also receives $3.8 billion per year in US military assistance as a part of a decade-long plan that began in 2016. The House bill would also add nearly $30 billion to the US budget deficit, currently estimated at $1.7 trillion, said the nonpartisan Congressional Budget Office on Wednesday.&nbsp;

<h2>Biden’s $106 billion request from Congress</h2>

The US president has sought Congress’ approval of a broader $106 billion emergency spending package which would include funding for US border security and Israel, Taiwan and Ukraine, as well as humanitarian aid.&nbsp;

Biden has asked for $61 billion in military aid for Ukraine and $14 billion for Israel. The Senate majority leader has previously said that the upper chamber of the US Congress would consider a bipartisan bill addressing the broader priorities.

US House passes $14 billion aid package for Israel, but not Ukraine

US Defense Secretary Lloyd Austin said on Tuesday (Oct 31) that Russian President Vladimir Putin would succeed in his war against Ukraine if the United States halted support for Kyiv.

US Defense Secretary Lloyd Austin said on Tuesday (Oct 31) that Russian President Vladimir Putin would succeed in his war against Ukraine if the United States halted support for Kyiv. Addressing a Senate hearing on supplemental funding for national security priorities including Ukraine, Austin said, "I can guarantee you that without our support, Putin will be successful." "If we pull the rug out from under them now, Putin will only get stronger and he will be successful in doing what he wants to do in acquiring his neighbour's sovereign territory," he added. Also read: Putin blames Ukraine and the West for airport riot; claims US behind 'deadly chaos' in Middle East Since Russia began its offensive in Ukraine in February last year, the US has been the biggest donor of military aid for Kyiv committing some $43.9 billion. However, several Republicans have opposed this 'Putin taking advantage of Israel-Hamas war to distract US' US Secretary of State Antony Blinken, who was a part of the Senate hearing, said on Tuesday that Putin was very much trying to take advantage of the Israel-Hamas war "in the hopes that it will distract us... and that it will result in the United States pulling back its resources from Ukraine." Blinken said a halt to US aid for Ukraine could encourage other countries to follow suit. "This is an instance where we've seen very significant burden-sharing that would almost certainly go away if we go away," he said. "The message it would send... to each and every one of these countries is that the United States is abandoning ship -- well, we may as well do, too," the secretary of state added. Israel's retaliatory offensive following an unprecedented attack by Hamas on October 7 has killed more than 8,500 people in the Gaza Strip. On the Israeli side, over 1,400 people have been killed by Hamas. Antony Blinken also said on Tuesday the Palestinian Authority should retake control of the Gaza Strip from Hamas, with international players potentially filling a role in the interim. At some point, what would make the most sense would be for an effective and revitalized Palestinian Authority to have governance and ultimately security responsibility for Gaza," he said. Russia's Putin will succeed in Ukraine if US halts support to Kyiv: Austin

Ukrainian President Volodymyr Zelensky on Tuesday (Oct 31) warned against expecting rapid success in the country’s counteroffensive which aims to reclaim occupied land from Russia saying that Moscow’s forces are gearing up for a fresh wave of attacks in different parts of the frontline.&nbsp;

The remarks came as Zelensky has sought to rally his troops amid Kyiv’s gruelling months-long offensive. Meanwhile, several UN agencies addressed the United Nations Security Council (UNSC) about the humanitarian situation in Ukraine.&nbsp;

The UN human rights office (OCHA) said it has formally verified the death of 9,900 civilians in Ukraine after strikes on homes, schools, fields and markets, since the beginning of the Russian invasion in February 2022, adding that “the actual number is certainly higher.”

<h2>Don’t expect instant success: Zelensky</h2>

“We live in a world that gets used to success too quickly. When the full-scale invasion began, many people around the world did not believe that Ukraine would survive,” said the Ukrainian president in his nightly address.&nbsp;

“Glory to all those who do not retreat, who do not burn out, who believe in Ukraine just as they did on February 24, and who have been fighting unwaveringly.”

The Ukrainian offensive began in June and since then Kyiv has not reported much success on its vast frontline in the east and south, sparking criticism and impatience among some of the country’s allies in the West.&nbsp;

Zelensky also said that his troops have succeeded in diminishing Russia’s military strength in the Black Sea and that more support from his allies could lead to an ultimate Ukrainian victory over Russia.&nbsp;

“When we ensure even more security to the Black Sea, Russia will lose any ability to dominate in this area and expand its malign influence to other countries,” said the Ukrainian president. Russia often uses its fleet in the Black Sea to launch long-range strikes on Ukraine.&nbsp;

Sectors considered engulfed by the fiercest fighting in the east and northeast, include Avdiivka and Kupiansk – &nbsp;where Russia has been on the offensive in recent weeks – said Zelensky following a meeting with senior commanders.&nbsp;

<h2>Humanitarian situation in Ukraine</h2>

Ramesh Rajasingham, director of coordination from the OCHA told the UNSC, that Ukrainian civilians are suffering “horrendous humanitarian consequences” from the Russian strikes.&nbsp;

Around 18 million Ukrainians – over 40 per cent of Ukraine’s population, require some form of humanitarian assistance, said Rajasingham, adding that as winter approaches, these “needs will be magnified.”&nbsp;

Humanitarian organisations are helping people carry out household repairs and ensuring that water and heating systems are functional ahead of freezing temperatures, said the UN official.&nbsp;

The Russian military had been accused of methodically targeting Ukraine’s power and other critical infrastructure with missiles and drones during the last winter season.&nbsp;

World Health Organization (WHO) has verified over 1,300 attacks on healthcare&nbsp;since the beginning of the invasion – more than 55 per cent of all attacks worldwide during the same period, said the official from OCHA.&nbsp;

More than 100 healthcare workers and patients have been killed since the beginning of September, according to the UN.&nbsp;

United States Deputy Ambassador Robert Wood, citing UN estimates, said Russian attacks have reduced Ukraine’s power generation to roughly half its pre-war capacity. One day in September, Russia launched some 44 missiles at energy facilities in six Ukrainian regions, said Wood.

Russia’s UN Ambassador Vassily Nebenzia rejected claims that Russian airstrikes are hitting “civilian objects” and accused the Kyiv government of making up “lies about Russia” and blaming Moscow for “tragedies” in Ukraine to get more funding from the West.&nbsp;

Don’t expect rapid success in offensive, says Zelensky; UN confirms death of over 9,900 civilians in Ukraine

Kyiv military officials said on Monday that Russia has bulked up its forces around the devastated city of&nbsp;Bakhmut&nbsp;in eastern Ukraine and has switched its troops from defence to offence, but Ukraine has been preparing to repel the attacks.

Russia captured&nbsp;Bakhmut, the theatre of some of the bloodiest fighting of the 20-month-old war, in May. Ukraine launched a counteroffensive in June aimed at retaking occupied land in the country's south and east, including&nbsp;Bakhmut.

"In the&nbsp;Bakhmut&nbsp;area, the enemy has significantly strengthened its grouping and switched from defence to active actions," General Oleksandr Syrskyi, Ukraine's commander of ground forces, wrote on Telegram.

Volodymyr Fityo, head of communications for Ukraine's ground forces command, said Russian forces had been preparing since early this month to retake positions around&nbsp;Bakhmut&nbsp;lost during the Ukrainian counteroffensive.

"We saw this, the intelligence reported everything. We had been preparing, strengthening our defensive positions, engineering fortifications and pulling up reserves," Fityo told Reuters by telephone. "This does not come as a surprise for us."

Both men said Russian forces were particularly active near the Ukrainian-held town of Kupiansk in the northeast, where Fityo said Russia had numerical superiority.

Reuters could not independently verify accounts on the battlefield.

In its nightly report, the Ukrainian General Staff said Kyiv's forces remained on the offensive near&nbsp;Bakhmut.

"The enemy unsuccessfully tried to restore lost positions near Klishchiivka", it said, referring to a village south of&nbsp;Bakhmut&nbsp;recaptured by Ukraine in September.

Russian troops also tried to advance in Synkivka, north of Kupiansk, but made no headway, it added.

Russia has also been concentrating much of its efforts in recent weeks on a bid to encircle and capture Avdiivka, a strategic town southwest of&nbsp;Bakhmut.

Kyiv military officials said on Monday that Russia has bulked up its forces around the devastated city of Bakhmut in eastern Ukraine and has switched its troops from defence to offence, but Ukraine has been preparing to repel the attacks. Russia captured Bakhmut, the theatre of some of the bloodiest fighting of the 20-month-old war, in May. Ukraine launched a counteroffensive in June aimed at retaking occupied land in the country's south and east, including Bakhmut. "In the Bakhmut area, the enemy has significantly strengthened its grouping and switched from defence to active actions," General Oleksandr Syrskyi, Ukraine's commander of ground forces, wrote on Telegram. Volodymyr Fityo, head of communications for Ukraine's ground forces command, said Russian forces had been preparing since early this month to retake positions around Bakhmut lost during the Ukrainian counteroffensive. "We saw this, the intelligence reported everything. We had been preparing, strengthening our defensive positions, engineering fortifications and pulling up reserves," Fityo told Reuters by telephone. "This does not come as a surprise for us." Both men said Russian forces were particularly active near the Ukrainian-held town of Kupiansk in the northeast, where Fityo said Russia had numerical superiority. Reuters could not independently verify accounts on the battlefield. In its nightly report, the Ukrainian General Staff said Kyiv's forces remained on the offensive near Bakhmut. "The enemy unsuccessfully tried to restore lost positions near Klishchiivka", it said, referring to a village south of Bakhmut recaptured by Ukraine in September. Russian troops also tried to advance in Synkivka, north of Kupiansk, but made no headway, it added. Russia has also been concentrating much of its efforts in recent weeks on a bid to encircle and capture Avdiivka, a strategic town southwest of Bakhmut. Ukraine says it is ready to repel Russia's offensive actions in Bakhmut

With no end in sight to the ongoing Russia-Ukraine war, a third set of peace talks began in Malta on Saturday (Oct 29), a gathering which saw the presence of over 60 national security advisers, media reports said. Evidently, Moscow was absent from the talks and even went on to criticise&nbsp;it.

Ukrainian President Volodymyr Zelensky, in a statement, highlighted the participation of 66 countries as evidence that his Peace Formula which he proposed last year has since gone "global." Notably, these talks come in the wake of previous peace talk gatherings in Jeddah and Copenhagen. The Ukrainian delegation is now aspiring to ultimately convene a summit involving heads of state.

Zelensky also called for the plan's joint implementation to reflect "not a particular national position, but the position of people, of all mankind."

"We shall prepare a joint action plan and then submit it to the Global Peace Summit – at the level of leaders – to approve and implement it for the sake of peace, for the sake of the protection of every nation from wars. And let this result be our common legacy for humanity!" he said.

Russia vs Ukraine: Peace talks open in Malta as Zelensky says his 10-point plan has gone 'global'

The Russian army, which has been fighting to gain control of the embattled city of Avdiivka, in eastern Ukraine have most probably faced some worst casualty rates this year, as they have faced losses of at least 4,000 troops, as per reports.

In a call held with US Defence Secretary Lloyd Austin on Saturday (Oct 28), Ukraine Defence Minister Rustem Umerov spoke about the staggering death tally of the Russian army in Avdiivka, as per a Telegram post by the Ukrainian Ministry of Defence.

The defence ministry of the United Kingdom stated eight brigades had been deployed by Moscow in its campaign for Avdiivka, which is home to a sprawling coke plant and is located roughly 16 miles from Donetsk, which has been occupied by Russia. However, those forces have “likely suffered some of Russia’s highest casualty rates of 2023 so far”.

In its Saturday battlefield report, the Ukrainian General Staff stated that Russian forces were making attempts to encircle Avdiivka, however, Kyiv has continued to repel the Russian troops strongly. “The Ukrainian soldiers are standing their ground, inflicting major losses on the enemy,” it stated.

The assault was launched by Russia on the embattled Donetsk in mid-October as Ukrainian forces were slammed with repeated artillery assaults along with multiple attacks by armoured vehicles and troops, as per the local and military authorities in Ukraine.

<h2>Moscow lost at least a brigade: Zelensky</h2>

On Friday, Ukraine President Vladimir Zelensky stated that in the offensive push of Russia for Avdiivka, Moscow lost “at least a brigade”, which has different sizes but can include as many as 8,000 troops.

“The invaders made several attempts to surround Avdiivka, but each time our soldiers stopped them and threw them back, causing painful losses,” stated Zelensky.

The concentrated assault by Russia on Avdiivka came nearly five months after a counteroffensive was launched by Ukraine in the south and eastern territories, currently taken by Moscow.

The American think tank, the Institute for the Study of War, on Thursday, said that the forces of Moscow have faced severe losses in equipment in their campaign to control Avdiivka, which “will likely undermine Russian offensive capabilities over the long term”.

This week, the Biden administration stated that Russian soldiers are being executed by the Russian military if they are not following the orders and entire units have been threatened that they will be killed if they tried retreating from the battlefield in Ukraine.
