As the war in Ukraine grinds on, the US-led West is discovering that defeating Russia was easier said than done. The West is now realising that: the war will drag on for longer than foreseen; the US and Europe cannot keep boosting President Volodymyr Zelensky’s regime with a steady flow of readily usable weapons; Russia, far from being beaten by sanctions, has reaped economic gains in the process; and, above all, weaponising resources is a game that both sides can play. &nbsp;

To take the last point first, OPEC+, which is meeting today to discuss an output cut to prop up oil prices, has proved that it is no pushover. Petroleum prices have acquired a new urgency in the wake of Russia’s decision last week to shut down the Nordstream gas pipeline to Germany. Moscow said that this is being done to carry out repairs although it is, doubtless, a move to hit back at the G7 bloc that wants to impose a price cap on Russian oil imports. Thus, the G7 may not succeed in reducing Russia’s oil revenues.&nbsp;

Instead, Russia escalating the face-off over gas and oil exports will worsen winter shortages in Europe, thereby forcing the Continent to import fuel at much higher prices and still ration it.&nbsp;

Europe has accused Russia of weaponising energy supplies. The accusation cannot but draw attention to the US and Europe weaponising not only foreign exchange reserves and assets of Russia and other countries such as Afghanistan but also subverting the international banking system SWIFT to serve their military objectives.&nbsp;

The other truths are brought home by none less than US President Joe Biden, who led the West into this proxy war against Russia in the name of Ukraine’s independence. Speaking on Ukraine’s Independence Day last week, Biden did not mention Zelensky or his military campaign against Russia. He held out no promise of any support to Ukraine’s war effort. The recently announced arms worth $2.98 billion were for Ukraine to “continue to defend itself over the long term”.&nbsp;

As Washington distances itself from Kyiv, support for Ukraine is also drying up in Europe, particularly in Germany, France and Italy. These countries, including a refugee-weary Poland, are no longer keen to send weapons to Ukraine or continue the war against Russia. The anti-war protests in Germany underscore the extent of public and intra-party pressure that Chancellor Olaf Scholz is facing.&nbsp;

Ukraine is losing support outside the West, too, with less than a third of the UN’s 193 members willing to back any resolution condemning Russia. &nbsp;

The tide of world opinion is turning against Ukraine and its US-led patrons.&nbsp;

A new foreign policy doctrine based on the concept of a "Russian World"— a conceptual framework used by hardliners to justify intervention in foreign countries with significant Russian speakers—was unveiled by President Vladimir Putin.

The 31-page “humanitarian policy” says Russia should "protect, safeguard and advance the traditions and ideals of the Russian World".

The idea was enshrined as the official policy on Monday and presented as a kind of a soft power strategy, reports Reuters news agency.

The policy has been used in the past to justify Moscow's occupation of parts of Ukraine and support for breakaway pro-Russian entities in the east of the country.

“The Russian Federation provides support to its compatriots living abroad in the fulfilment of their rights, to ensure the protection of their interests and the preservation of their Russian cultural identity," the policy said.

It also states that Russia's ties with its compatriots abroad allowed it to "strengthen on the international stage its image as a democratic country striving for the creating of a multi-polar world."

The policy calls for further deepening of its ties with the self-styled Donetsk People's Republic and the Luhansk People's Republic —two breakaway entities in eastern Ukraine, where the war continues to rage.

The new policy further states that Moscow should consolidate its cooperation with Slavic nations, China, and India, and further strengthen its ties to the Middle East, Latin America and Africa.

For years, Putin has been highlighting the “tragic fate” of those millions of ethnic Russians who have been living in newly independents states following the collapse of the Soviet Union in 1991—an event described by him as a geopolitical catastrophe.

Kremlin has continued to claim the former Soviet societies, from the Baltics to Central Asia, as its legitimate sphere of influence, which has been strongly opposed by many of those countries and the West.

Markelov's statement comes in the backdrop of Siemens asserting that it could not comprehend Gazprom's&nbsp;presentation of the situation.

"We cannot comprehend this new representation based on the information provided to us over the weekend," said Siemens.&nbsp;

"Therefore, until further notice, our assessment is that the finding communicated to us does not represent a technical reason for stopping operation. Such leaks do not normally affect the operation of a turbine and can be sealed on site." it further added.&nbsp;

As reported by WION, on Saturday,&nbsp;Gazprom&nbsp;announced that Siemens Energy was ready to carry out the repairs.

"Siemens is taking part in repair work in accordance with the current contract, is detecting malfunctions ... and is ready to fix the oil leaks. Only there is nowhere to do the repair," said the company on its official Telegram account.&nbsp;

However, Siemens, on the same day,&nbsp;refuted Gazprom's statement saying it was not carrying any maintenance work currently but was available.&nbsp;

"Irrespective of this, we have already pointed out several times that there are enough additional turbines available in the Portovaya compressor station for Nord Stream 1 to operate," the company further quashed Kremlin's version.

A massive explosion was reported in Afghanistan's capital Kabul outside the Russian Embassy on Monday (September 5), killing&nbsp;two people and injuring at least 11 others.

Meanwhile, the foreign ministry in Moscow confirmed that the two employees of Russia's embassy in the Afghan capital Kabul were killed.&nbsp;

&nbsp;"At 10:50 am Kabul time on September 5, an unidentified militant set off an explosive device in the immediate vicinity of the entrance to the consular section of the Russian embassy in Kabul," the ministry said in a statement.&nbsp;

"As a result of the attack, two employees of the diplomatic mission were killed, and there are also Afghan citizens among the wounded," the statement added.&nbsp;

Reuters reported that the local police said that the attacker was shot dead by armed guards as he approached the gate.&nbsp;

Russia is one of the few countries to have maintained an embassy in Kabul after the Taliban took over the country more than a year ago.&nbsp;

Although Moscow does not officially recognise the Taliban's government, they have been in talks with officials over an agreement to supply gasoline and other commodities.&nbsp;

Four days after passing away at age 91, Mikhail Gorbachev, the final Soviet leader to bring the Cold War to a peaceful conclusion, has&nbsp;been buried in Moscow. According to the Kremlin, Russian President Vladimir Putin did not&nbsp;attend the funeral due to his work&nbsp;commitments.

But many people view this as a slight against the guy who managed the dissolution of the Soviet Union. When Gorbachev came to power in 1985, he enacted radical changes and opened the USSR to the outside world.

However, he was powerless to stop the union's dissolution in 1991, and many <a href="https://www.wionews.com/world/polands-envoy-adam-burakowski-says-india-can-convince-russia-to-stop-war-512299">Russians</a> hold him responsible for the years of unrest that followed. He was well-liked outside of Russia, and UN Secretary-General António Guterres claimed that he had "changed the course of history."

The funeral service&nbsp;started at 10:00 local time (07:00 GMT), according to the Gorbachev Foundation, with the public expressing their respects to Gorbachev.

Like numerous of his Soviet forebears, including Vladimir Lenin, Joseph Stalin, and Leonid Brezhnev, he&nbsp;lies in state in the ancient Columned Hall of the House of Unions.

On Thursday, he also discreetly placed flowers at Gorbachev's casket.

According to the BBC's Steve Rosenberg in Moscow, the fact that Saturday's event won't be a state funeral indicates that the present Kremlin leadership has little interest in preserving Gorbachev's legacy.

It was clearly known that the relationship between Gorbachev and Putin was tense.

Their last meeting, according to reports, was in 2006, and the Russian president once referred to the fall of the USSR as the "biggest geopolitical calamity of the century."

Gorbachev most recently reportedly disapproved of Russia's invasion of Ukraine, although having supported the annexation of the Crimean peninsula in 2014.

Due to the COVID-19 outbreak, the parties decided to suspend inspections of one other's strategic nuclear weapons installations in March 2020. As tensions over Russia's invasion of Ukraine have brought ties to their iciest point since the Cold War, discussions on restarting inspections have been going on for the past year without any agreement.&nbsp;

The U.S. spokespersons were responding to reports this week from state-run Russian news agencies, which cited Russian officials as stating that the parties were debating the possibility of holding a meeting of a consultative panel to discuss New START-related matters.&nbsp;

The NSC spokeswoman stated that the United States is ready to cooperate with Russia within the commission "to overcome implementation concerns" and that there is "no reason that these issues cannot be properly resolved."

Russia: Nord Stream 1 gas pipeline, due to reopen on weekend, will remain shut

G7 nations on Friday (September 2) vowed to "urgently" implement a price cap on Russian oil imports with a view to cut a major source or Russian revenue in light of Ukraine war.

The countries said that they were working towards a "broad coalition" of support for the measure. However, officials in France have urged caution. They say a "final" decision could only be taken after assent from all 27 member countries of the European Union (EU).

Rising energy prices have had a huge impact on household expenses in Europe. Russia has also leveraged its position as a major gas supplier to Europe to exert political pressure on the continent.

Kremlin sounded a warning ahead of Friday's decision. Spokesperson Dmitry Peskov said that The adoption of a price cap "will lead to a significant destabilisation of the oil markets."

G7 nations talk of implementing Russian oil price cap 'urgently'

The last leader of the erstwhile mighty Soviet empire, Mikhail S. Gorbachev passed away on 30th August 2022 &nbsp;at the ripe age of 91 in a hospital in Moscow. The former General Secretary of the Communist Party of Soviet Union (1985-90) and President of the USSR (1990-91) was the de-facto ruler of the country and is rightly remembered as a leader of global stature who was instrumental in bringing about a revolutionary change in world order. But arguably Gorbachev is not rightly judged when he is accused of presiding over the demise in 1991 of an advanced nuclear power namely the &nbsp;Soviet Union.

In order that the younger generations are able to understand Gorbachev, his policies, successes and failures in the right perspective a quick peep into the defining moments of the history of those years is called for.

By the time Gorbachev rose in power to become the General Secretary of CPSU at a relatively young age of 54 , the USSR had attained the stature of a global super nuclear power next only to or perhaps at par with the USA. In the preceding years, the USSR had undergone a complete political, economic and social transformation and the society had attained a distinct &nbsp;Soviet identity in several aspects. However, a strong sense of deprivation, craving for the glitter and glamour of the West, and suppression of basic freedoms prevailed at grassroots levels.&nbsp;

It was against the above backdrop that Gorbachev's unveiled &nbsp;“Perestroika" &nbsp;and “Glasnost”. Perestroika (restructuring) was meant to open up the Soviet economy, provide incentives to private initiative and entrepreneurship and to integrate with global economy to the extent possible. The idea of “Perestroika” was in tune with the trends of globalisation gaining momentum in those years. &nbsp; Gorbachev's “Glasnost” was intended to create opportunities for the freedom of expression for individuals, media and institutions for a society which had suffered enormously due to suppression of dissent at the hands of the authorities, particularly during the regime of Stalin when millions lost life for opposing the system.

The gradual democratisation of political system and transformation of state-controlled economy to market economy were thus the overall objectives of the twin reforms of Perestroika and Glasnost.&nbsp;

Unfortunately from Gorbachev’s perspective, there was an unintended fallout from Perestroika and Glasnost. Perestroika ran into difficulties as Gorbachev did not put in place a road map or a new viable framework before advocating the reform of existing state-controlled economic structures. Further, Glasnost led to the resurgence of suppressed nationalism in various parts of the USSR resulting in aspirations for cessation from the USSR and declaration of independence.

It is pertinent to point out that Gorbachev was opposed to the idea of cessation and separatism and wanted to preserve the Soviet Union, albeit in a renewed and reformed version where the constituent Republics were assured greater sovereignty. In an address to the nation in February 1991, Gorbachev was reported to have said “It is my deepest conviction that the union must be preserved”, and that “Separatism will doom people and destroy their lifestyles.” He even gave a veiled warning that “those who secede will doom themselves to failure.”&nbsp;

However, much to the disliking of Gorbachev, the nationalist movements in Soviet Union culminated in the declaration of independence by the three Baltic Republics—Estonia, Lithuania and Latvia—in March, 1991 and there were signs of other Republics moving in the same direction. This posed a serious threat to the survival of the Soviet Union.&nbsp;

Against this backdrop and also in order to appease the conservative forces in CPSU, Gorbachev made an attempt to preserve the Union as a reformed federal structure. A nation-wide referendum was held on March 17th, 1991, in which the voters were expected to say Yes OR No to the question: “Do you consider necessary the preservation of the Union of Soviet Socialist Republics as a renewed federation of equal sovereign republics in which the rights and freedom of an individual of any nationality will be fully guaranteed?”&nbsp;

Six Soviet Republics, including Armenia and Georgia from the South Caucasus and Moldavia as well as three Baltic republics—Latvia, Lithuania and Estonia — did not participate. Over 80% of the Soviet adult population (148.5 million people) took part in the referendum, and of them 76.4% voted “yes.” This indeed was a moral victory for Gorbachev and a strong mandate for him to reconstitute the Union in a reformed format. On 23rd April, 1991, Gorbachev met at Novo-Ogarevo, a village near Moscow, the leaders of the nine Republics who had participated in the referendum and set into motion the process of drafting a new Union Treaty. (This process came to be known as Novo-Ogarevo process.)&nbsp;

According to the negotiated text of the Treaty, the Union of Soviet Socialist Republics was to be replaced by the Union of Soviet Sovereign States. Article 1 of the Treaty read: “Each republic party to the treaty is a sovereign state. The Union of Soviet Sovereign Republics (USSR) is a sovereign federal democratic state, formed as a result of the association of equal republics and exercising state power within the limits of its powers, which are voluntarily vested in it by the parties to the treaty.”&nbsp;

However, the Treaty could never be signed as the events were overtaken by the abortive coup plotted by the conservative communists against Gorbachev, hours before the scheduled signing of the new Treaty on 20th August 1991. Gorbachev was put under house arrest but released after a short while as the coup failed but he emerged from this episode as a weak leader. He resigned as General Secretary of CPSU on 24th August 1991.&nbsp;

Soon the power centre shifted towards Boris Yeltsin, the President of the Russian Soviet Federative Republic, who had displayed enormous courage in challenging and aborting the Coup. He did not pursue the idea of a reformed Union and instead took his own proposal to a logical conclusion with the signing on 21st December, 1991 of Alma Ata Declaration on the establishment of the Commonwealth of Independent States. The resignation of Gorbachev four days later as President of the USSR on 25th December, 1991 was a mere formality. It is difficult to say what would have been the fate of the truncated new Union, had there been no coup on 18th August, 1991.&nbsp;

In a nutshell Gorbachev was a well-intentioned reformist but failed to realise his dream of a reformed Soviet Union. One may also call him an Utopian who wanted to reconstitute the USSR as a Union of independent States and then preside over it as a super President.

Understandably on his demise Gorbachev is receiving glowing tributes from the West. The Indian Prime Minister has also described him as a “ leading statesmen of the 20th century who left an indelible mark on the course of history," But unfortunately so is not the case in his own country where many still consider him responsible for the disintegration of the USSR. President Putin who visited hospital to lay a wreath, is opting out of the funeral on 3rd September on the pretext of prior commitments. Reports at hand suggest that Putin is denying Gorbachev a full State funeral. &nbsp;

Technically Putin may be correct in as much as Gorbachev did not hold any official position in the Russian Federation which emerged after the collapse of the USSR and therefore a public ceremony in the prestigious Hall of Columns and a military guard of honour to pay tribute to Gorbachev is what &nbsp;the &nbsp;Russian government considers as best and in order. But there is obviously more than what meets the eyes.&nbsp;

Putin never had a comfortable relationship with Gorbachev who recently criticised Russia’s invasion of Ukraine. Further, Putin is known for his nostalgia for the USSR and is determined to restore the lost glory of Russian empire. &nbsp;

He once described the collapse of the Soviet Union as the” greatest geopolitical catastrophe of the century” and that “whoever does not miss the Soviet Union has no heart”. Putin’s decision to stay away from the funeral is perhaps to convey that he has not forgiven Gorbachev even after his demise.

The former General Secretary of the Communist Party of Soviet Union (1985-90) and President of the USSR (1990-91) was the de-facto ruler of the country and is rightly remembered as a leader of global stature who was instrumental in bringing about a revolutionary change in world order.

The former General Secretary of the Communist Party of Soviet Union (1985-90) and President of the USSR (1990-91) was the de-facto ruler of the country and is rightly remembered as a leader of global stature who was instrumental in bringing about a revolutionary change in world order. But arguably Gorbachev is not rightly judged when he is accused of presiding over the demise in 1991 of an advanced nuclear power namely the Soviet Union. In order that the younger generations are able to understand Gorbachev, his policies, successes and failures in the right perspective a quick peep into the defining moments of the history of those years is called for. By the time Gorbachev rose in power to become the General Secretary of CPSU at a relatively young age of 54 , the USSR had attained the stature of a global super nuclear power next only to or perhaps at par with the USA. In the preceding years, the USSR had undergone a complete political, economic and social transformation and the society had attained a distinct Soviet identity in several aspects. However, a strong sense of deprivation, craving for the glitter and glamour of the West, and suppression of basic freedoms prevailed at grassroots levels. It was against the above backdrop that Gorbachev's unveiled “Perestroika" and “Glasnost”. Perestroika (restructuring) was meant to open up the Soviet economy, provide incentives to private initiative and entrepreneurship and to integrate with global economy to the extent possible. The idea of “Perestroika” was in tune with the trends of globalisation gaining momentum in those years. Gorbachev's “Glasnost” was intended to create opportunities for the freedom of expression for individuals, media and institutions for a society which had suffered enormously due to suppression of dissent at the hands of the authorities, particularly during the regime of Stalin when millions lost life for opposing the system. The gradual democratisation of political system and transformation of state-controlled economy to market economy were thus the overall objectives of the twin reforms of Perestroika and Glasnost. Unfortunately from Gorbachev’s perspective, there was an unintended fallout from Perestroika and Glasnost. Perestroika ran into difficulties as Gorbachev did not put in place a road map or a new viable framework before advocating the reform of existing state-controlled economic structures. Further, Glasnost led to the resurgence of suppressed nationalism in various parts of the USSR resulting in aspirations for cessation from the USSR and declaration of independence. It is pertinent to point out that Gorbachev was opposed to the idea of cessation and separatism and wanted to preserve the Soviet Union, albeit in a renewed and reformed version where the constituent Republics were assured greater sovereignty. In an address to the nation in February 1991, Gorbachev was reported to have said “It is my deepest conviction that the union must be preserved”, and that “Separatism will doom people and destroy their lifestyles.” He even gave a veiled warning that “those who secede will doom themselves to failure.” However, much to the disliking of Gorbachev, the nationalist movements in Soviet Union culminated in the declaration of independence by the three Baltic Republics—Estonia, Lithuania and Latvia—in March, 1991 and there were signs of other Republics moving in the same direction. This posed a serious threat to the survival of the Soviet Union. Against this backdrop and also in order to appease the conservative forces in CPSU, Gorbachev made an attempt to preserve the Union as a reformed federal structure. A nation-wide referendum was held on March 17th, 1991, in which the voters were expected to say Yes OR No to the question: “Do you consider necessary the preservation of the Union of Soviet Socialist Republics as a renewed federation of equal sovereign republics in which the rights and freedom of an individual of any nationality will be fully guaranteed?” Six Soviet Republics, including Armenia and Georgia from the South Caucasus and Moldavia as well as three Baltic republics—Latvia, Lithuania and Estonia — did not participate. Over 80% of the Soviet adult population (148.5 million people) took part in the referendum, and of them 76.4% voted “yes.” This indeed was a moral victory for Gorbachev and a strong mandate for him to reconstitute the Union in a reformed format. On 23rd April, 1991, Gorbachev met at Novo-Ogarevo, a village near Moscow, the leaders of the nine Republics who had participated in the referendum and set into motion the process of drafting a new Union Treaty. (This process came to be known as Novo-Ogarevo process.) According to the negotiated text of the Treaty, the Union of Soviet Socialist Republics was to be replaced by the Union of Soviet Sovereign States. Article 1 of the Treaty read: “Each republic party to the treaty is a sovereign state. The Union of Soviet Sovereign Republics (USSR) is a sovereign federal democratic state, formed as a result of the association of equal republics and exercising state power within the limits of its powers, which are voluntarily vested in it by the parties to the treaty.” However, the Treaty could never be signed as the events were overtaken by the abortive coup plotted by the conservative communists against Gorbachev, hours before the scheduled signing of the new Treaty on 20th August 1991. Gorbachev was put under house arrest but released after a short while as the coup failed but he emerged from this episode as a weak leader. He resigned as General Secretary of CPSU on 24th August 1991. Soon the power centre shifted towards Boris Yeltsin, the President of the Russian Soviet Federative Republic, who had displayed enormous courage in challenging and aborting the Coup. He did not pursue the idea of a reformed Union and instead took his own proposal to a logical conclusion with the signing on 21st December, 1991 of Alma Ata Declaration on the establishment of the Commonwealth of Independent States. The resignation of Gorbachev four days later as President of the USSR on 25th December, 1991 was a mere formality. It is difficult to say what would have been the fate of the truncated new Union, had there been no coup on 18th August, 1991. In a nutshell Gorbachev was a well-intentioned reformist but failed to realise his dream of a reformed Soviet Union. One may also call him an Utopian who wanted to reconstitute the USSR as a Union of independent States and then preside over it as a super President. Understandably on his demise Gorbachev is receiving glowing tributes from the West. The Indian Prime Minister has also described him as a “ leading statesmen of the 20th century who left an indelible mark on the course of history," But unfortunately so is not the case in his own country where many still consider him responsible for the disintegration of the USSR. President Putin who visited hospital to lay a wreath, is opting out of the funeral on 3rd September on the pretext of prior commitments. Reports at hand suggest that Putin is denying Gorbachev a full State funeral. Technically Putin may be correct in as much as Gorbachev did not hold any official position in the Russian Federation which emerged after the collapse of the USSR and therefore a public ceremony in the prestigious Hall of Columns and a military guard of honour to pay tribute to Gorbachev is what the Russian government considers as best and in order. But there is obviously more than what meets the eyes. Putin never had a comfortable relationship with Gorbachev who recently criticised Russia’s invasion of Ukraine. Further, Putin is known for his nostalgia for the USSR and is determined to restore the lost glory of Russian empire. He once described the collapse of the Soviet Union as the” greatest geopolitical catastrophe of the century” and that “whoever does not miss the Soviet Union has no heart”. Putin’s decision to stay away from the funeral is perhaps to convey that he has not forgiven Gorbachev even after his demise. Russia is a major natural gas provider of Europe and Nord Stream 1 is one of the major pipelines of supply. The pipeline runs on the bed of the Baltic Sea and goes to Germany.

Russia has been leveraging its position as major energy provider to Europe to gain political benefit especially over Ukraine conflict. The EU has imposed economic sanctions on Russia after it invaded Ukraine on February 24. Russia has been reducing gas supply to Europe to exert political pressure. This may make things hard in Europe especially in the winter months.

As reported by Reuters, the official said it is believed that the Russian defence ministry is seeking to recruit contract service members to make up for these personnel shortages, "including by compelling wounded soldiers to re-enter combat, acquiring personnel from private security companies, and paying bonuses to conscripts."

"Separately, we have credible reporting that Russia’s defence ministry is also likely to begin recruiting convicted criminals in Ukraine in exchange for pardons and financial compensation," the official said.

As it attempts to retake occupied Kherson, the Ukrainian military has claimed to have destroyed important Russian control stations, munitions, and stores.

Kherson, a significant port city with access to important commercial, naval, and other sea routes, is just around 60 miles (100 km) from the Russian-occupied Crimea.

A Ukrainian official claims that progress has been achieved in the counteroffensive that the government is waging in the south.

Russian troops are leaving certain locations where Ukraine has begun a counteroffensive, according to a spokesperson for Ukraine's southern military command on Monday.

The military command declared on Monday that the counteroffensive by Ukrainian forces to recover the Russian-occupied area of Kherson had started.

In the Kherson region, "strong explosions persisted throughout the day and night," according to a dispatch from the Ukrainian presidential office on Tuesday. The Crimean peninsula was acquired by Russia from Ukraine in 2014, sparking a crisis that was dormant until the February 24 invasion. The Kherson area lies just north of that peninsula.

A substantial portion of the annexed peninsula's fresh water supplies come from the North Crimea Canal, which has its beginnings just to the east of the city.

The city effectively acts as a link between the rest of Ukraine and the Crimean peninsula, which Russia has controlled since 2014.

He also cautioned that the North Pole would be the shortest route for Russian missiles and bombers to reach North America. As a result, NATO and North America both rely heavily on NORAD.&nbsp;

The report, published on Thursday, uses open-source data and commercial satellite imagery to identify the various locations with "high confidence," including buildings that have previously been used as markets, schools, and regular prisons. Additionally, it pinpoints potential graves at one prison complex.

The Conflict Observatory was established in May with funding from the U.S. State Department to gather and examine proof of war crimes and other alleged atrocities committed by Russia in Ukraine. The Conflict Observatory's Humanitarian Research Lab at Yale School of Public Health, which produced the report, is a partner in the Conflict Observatory.&nbsp;

The findings, according to the lab's executive director Nathaniel Raymond, show that Russia and its allies have set up a "system of filtration" to separate people in regions under Russian occupation, which constitutes a "human rights emergency."

Russia operating 21 'filtration' locations to process Ukraine PoW: US Report

New Delhi has repeatedly called upon the Russian and Ukrainian sides to return to the path of diplomacy and dialogue, and also expressed its support for all diplomatic efforts to end the conflict between the two countries.

India for the first time on August 24 voted against Russia during a “procedural vote” at the United Nations Security Council on Ukraine, as the 15-member powerful UN body invited Ukrainian President Volodymyr Zelenskyy to address a meeting through a video teleconference.

This is for the first time that India has voted against Russia on the issue of Ukraine, after the Russian military action began in February. So far, New Delhi has abstained at the UN Security Council on Ukraine, much to the annoyance of the Western powers led by the United States.

Western nations, including the US, have imposed major economic and other sanctions on Russia following the aggression.

India has not criticised Russia for its aggression against Ukraine. New Delhi has repeatedly called upon the Russian and Ukrainian sides to return to the path of diplomacy and dialogue, and also expressed its support for all diplomatic efforts to end the conflict between the two countries.

India currently is a non-permanent member of the UNSC for a two-year term, which ends in December.

On August 24, the UNSC held a meeting to take stock of the now six-month-old conflict on the 31st anniversary of Ukraine’s independence.

As the meeting began, Russian Ambassador to the United Nations Vassily A. Nebenzia requested a procedural vote concerning Ukrainian President’s participation in the meeting by video teleconference.

Following statements by him and Ferit Hoxha of Albania, the Council extended an invitation to&nbsp;Zelenskyy to participate in the meeting via video teleconference by a vote of 13 in favour to one against. Russia voted against such an invitation, while China abstained.

Nebenzia insisted that Russia does not oppose Zelenskyy’s participation, but such participation must be in-person. During the COVID-19 pandemic, the Council decided to work virtually, but such meetings were informal and, after the pandemic’s peak, the Council returned to the provisional rules of procedure, he argued.

Reiterating that his country’s objection pertains specifically to the President’s participation by video teleconference, he called for a procedural vote on this matter, to which India and 12 other countries did not agree and supported Zelenskyy to address the Council via videoconference.

Albania’s Hoxha argued that Ukraine is at war, and the situation in that country requires the President to be there. Due to this unique situation, he supported Zelenskyy’s participation via video teleconference and urged other members to do the same.

Nebenzia regretted that Council members had spoken out against complying with the rules of the organ. “We can understand the logic of Kyiv’s Western backers…,” he said, expressing disappointment that other members contributed to the erosion of the Council’s very foundation and practices.

Soon thereafter, Zelenskyy in his remarks via a videoconference called for the Russian Federation to be held accountable for its crimes of aggression against Ukraine. “If Moscow is not stopped now, then all these Russian murderers will inevitably end up in other countries,” he said.

“It is on the territory of Ukraine that the world’s future will be decided,” he added. “Our independence is your security,” he told the UNSC.

Zelenskyy alleged that Russia has placed the world on the brink of nuclear catastrophe by turning the Zaporizhzhia nuclear power plant into a war zone. The plant has six reactors — only one exploded at Chernobyl — and the International Atomic Energy Agency (IAEA) must take permanent control of the situation as soon as possible, he said.

The Ukrainian President called on Russia to cease its “nuclear blackmail” and completely withdraw from the plant.

UN Secretary General Antonio Guterres expressed grave concern over the situation in and around the Zaporizhzhia nuclear power plant, underscoring that “the warning lights are flashing”.

Any actions that might endanger the physical integrity, safety or security of the plant are unacceptable, and any further escalation of the situation could lead to self-destruction, he said and called for the security of the plant to be ensured, for the facility to be re-established as purely civilian infrastructure and for the IAEA to conduct a mission to the site as soon as possible.

Guterres also expressed concern over alleged violations of international humanitarian law.

US Ambassador to the UN, Linda Thomas Greenfield alleged that “Russia’s goal is as clear as ever: to dismantle Ukraine as a geopolitical entity and erase it from the world map.

“Its disinformation campaigns are increasingly being weaponised to prepare for further attempts to annex Ukrainian territory,” she said.

However, the international community will never recognise Russia’s attempt to change Ukraine’s borders by force, she told the UN Security Council.

Noting that Ukraine had an impeccable record of nuclear energy safety and security at the Zaporizhzhia nuclear power plant, she said the Russian Federation recklessly attacked and seized control of that site by force, risking nuclear disaster.

The American envoy voiced concern about Moscow’s “so-called filtration operation”, which involves the systematic and forced deportation of Ukrainian civilians to remote areas of the Russian Federation.

Envoys from France, Ireland, Norway, United Kingdom, Gabon, Ghana, Mexico and China, along with the European Union in its capacity as observers also spoke on the occasion.

Ukraine celebrated its Independence Day on Wednesday, which also marked exactly six months since the start of Russia’s military offensive against the country on February 24.

This is for the first time that India has voted against Russia on the issue of Ukraine, after the Russian military action began in February. So far, New Delhi has abstained at the UN Security Council on Ukraine, much to the annoyance of the Western powers led by the United States. Western nations, including the US, have imposed major economic and other sanctions on Russia following the aggression. India has not criticised Russia for its aggression against Ukraine. On August 24, the UNSC held a meeting to take stock of the now six-month-old conflict on the 31st anniversary of Ukraine’s independence. As the meeting began, Russian Ambassador to the United Nations Vassily A. Nebenzia requested a procedural vote concerning Ukrainian President’s participation in the meeting by video teleconference. Following statements by him and Ferit Hoxha of Albania, the Council extended an invitation to Zelenskyy to participate in the meeting via video teleconference by a vote of 13 in favour to one against. Russia voted against such an invitation, while China abstained. Nebenzia insisted that Russia does not oppose Zelenskyy’s participation, but such participation must be in-person. During the COVID-19 pandemic, the Council decided to work virtually, but such meetings were informal and, after the pandemic’s peak, the Council returned to the provisional rules of procedure, he argued. Reiterating that his country’s objection pertains specifically to the President’s participation by video teleconference, he called for a procedural vote on this matter, to which India and 12 other countries did not agree and supported Zelenskyy to address the Council via videoconference. Albania’s Hoxha argued that Ukraine is at war, and the situation in that country requires the President to be there. Due to this unique situation, he supported Zelenskyy’s participation via video teleconference and urged other members to do the same. Nebenzia regretted that Council members had spoken out against complying with the rules of the organ. “We can understand the logic of Kyiv’s Western backers…,” he said, expressing disappointment that other members contributed to the erosion of the Council’s very foundation and practices. Soon thereafter, Zelenskyy in his remarks via a videoconference called for the Russian Federation to be held accountable for its crimes of aggression against Ukraine. “If Moscow is not stopped now, then all these Russian murderers will inevitably end up in other countries,” he said. “It is on the territory of Ukraine that the world’s future will be decided,” he added. “Our independence is your security,” he told the UNSC. Zelenskyy alleged that Russia has placed the world on the brink of nuclear catastrophe by turning the Zaporizhzhia nuclear power plant into a war zone. The plant has six reactors — only one exploded at Chernobyl — and the International Atomic Energy Agency (IAEA) must take permanent control of the situation as soon as possible, he said. The Ukrainian President called on Russia to cease its “nuclear blackmail” and completely withdraw from the plant. UN Secretary General Antonio Guterres expressed grave concern over the situation in and around the Zaporizhzhia nuclear power plant, underscoring that “the warning lights are flashing”. Any actions that might endanger the physical integrity, safety or security of the plant are unacceptable, and any further escalation of the situation could lead to self-destruction, he said and called for the security of the plant to be ensured, for the facility to be re-established as purely civilian infrastructure and for the IAEA to conduct a mission to the site as soon as possible. Guterres also expressed concern over alleged violations of international humanitarian law. US Ambassador to the UN, Linda Thomas Greenfield alleged that “Russia’s goal is as clear as ever: to dismantle Ukraine as a geopolitical entity and erase it from the world map. “Its disinformation campaigns are increasingly being weaponised to prepare for further attempts to annex Ukrainian territory,” she said. However, the international community will never recognise Russia’s attempt to change Ukraine’s borders by force, she told the UN Security Council. Noting that Ukraine had an impeccable record of nuclear energy safety and security at the Zaporizhzhia nuclear power plant, she said the Russian Federation recklessly attacked and seized control of that site by force, risking nuclear disaster. The American envoy voiced concern about Moscow’s “so-called filtration operation”, which involves the systematic and forced deportation of Ukrainian civilians to remote areas of the Russian Federation. Envoys from France, Ireland, Norway, United Kingdom, Gabon, Ghana, Mexico and China, along with the European Union in its capacity as observers also spoke on the occasion. Ukraine celebrated its Independence Day on Wednesday, which also marked exactly six months since the start of Russia’s military offensive against the country on February 24. White House national security spokesperson John Kirby said the United States has heard "that Russian leadership has instructed officials to begin preparing to hold sham referenda" in Kherson, Donetsk, Luhansk, Zaporizhzhia, and "particularly" Kharkiv, the second-largest city in Ukraine.&nbsp;

"These referenda could begin in a matter of days or weeks. In fact, we could see a Russian announcement of the first one or ones before the end of this week," he added.&nbsp;

"Since they obviously are having trouble achieving geographic gains inside Ukraine, they are trying to gain that through false political means," he said.

Kirby asserted that there is little support among Ukrainians in such regions for Russian annexation.

"We expect Russia to try to manipulate the results of these referenda, to falsely claim that the Ukrainian people want to join Russia," he said.

"It will be critical to call out and counter this disinformation in real-time," he said.

In 2014, weeks after capturing control of the Crimean peninsula of Ukraine, Moscow sponsored a referendum that allegedly revealed the region's residents preferred to join Russia.&nbsp;

According to the US intelligence, Russian authorities in the occupied territories are concerned that the local population won't show up to vote, Kirby said.&nbsp;He&nbsp;further stated without going into further detail that the Russians are preparing "workarounds" to show success in order to cope with it.

"The Russian officials themselves know that what they're doing will lack legitimacy, and it will not reflect the will of the people," he said.

"The United States and the international community have been very clear that any attempts at controlling Ukraine's sovereign territory will not be considered legitimate," he said.

The polling suggests continued support for President Joe Biden's policy of backing Ukraine, despite economic worries and domestic political developments grabbing Americans' attention in recent months.

The Biden administration has provided weapons and ammunition for Ukraine's bid to repel Russian forces and is expected to announce a new security assistance package of about $3 billion, a U.S. official said, as Ukraine's marks its Independence Day on Wednesday.

Ukrainian President Volodymyr Zelensky has vowed to recapture territory seized after the February&nbsp;24 invasion and in earlier incursions beginning in 2014, when Russia annexed Crimea.

Out of 1,005 people in the United States who took part in an online poll last week, 53% expressed support for backing Ukraine "until all Russian forces are withdrawn from territory claimed by Ukraine." Only 18% said they opposed.

That support came from both sides of the political divide, although Democratic voters were more likely to back the position, with 66% of Democrats in support compared to 51% of Republicans.

A slim majority, 51%, also supported providing arms such as guns and anti-tank weapons to Ukraine's military, compared with 22% who opposed.

In previous polls, higher numbers of Americans have backed providing arms to Ukraine but directly comparable polling was not available.

In line with past polling, there was little support among Americans from across the political spectrum for sending U.S. troops to Ukraine. Only 26% said they supported such an intervention, but 43% agreed with sending U.S. troops to NATO allies neighboring Ukraine who are not at war with Russia.

The poll has a credibility interval of plus or minus 3.8 percentage points.

Just over half of Americans say US should back Ukraine until Russia withdraws: Poll

Ukraine President Volodymyr Zelensky has vowed to retake its annexed Crimea peninsula from Russia by any means necessary and added that Kyiv would consult with countries before taking such action.

The Ukrainian president made these comments at the second iteration of the Crimea Platform on Tuesday—an online gathering of 60 nations and international organisations hosted by Kyiv focused on the peninsula.

"We will take back Crimea- it is our territory. We will do this in any way which we decide. We will decide this by ourselves, without consultation with any other country in the world," he told reporters.

"Ukraine is strong enough and powerful enough to see a perspective for Ukrainian Crimea. We will bring freedom to Ukrainian citizens in Crimea, and we will restore justice to all those who suffered from the repressions and abuses of the Russian occupiers," Zelensky was quoted as saying by Newsweek.

"I know that Crimea is with Ukraine, is waiting for us to return. I want all of you to know that we will return. We need to win the fight against Russian aggression. Therefore, we need to free Crimea from&nbsp;occupation.”
