India Republic Day 2024: 'Honour to be here,' says French Foreign Legion Personnel for Republic day

In the aftermath of the revelation that the Indian Mission in Abu Dhabi invited a Taliban representative to India's Republic Day celebration in the UAE, it has come to light that the invitation was specifically addressed to the Chargé d'Affaires (CdA) of the Embassy of the 'Islamic Republic of Afghanistan.'

This nomenclature refers to the previous Afghan administration led by President Ashraf Ghani, which collapsed on August 15, 2021, as the Taliban seized control of Kabul. The then-Afghan President Ghani fled his country on that day, paving the way for the Taliban to come back to power after a gap of 2 decades. India, like many other nations, does not officially recognize the Taliban as the legitimate government in Afghanistan but maintains a "technical office" for humanitarian support within the country.

So, the invite that has been sent is in line with Delhi's Afghan policy of continuing to recognise the Afghan Republic. As a routine practice the Indian Embassy in UAE extends invitations to all Ambassadors and Chargé d'Affaires for the Republic Day reception, with the notable exception of Pakistan. The Taliban representative, Badruddin Haqqani who is at the level of CdA at the Afghan mission has been accredited by the Government of the UAE even as the Afghan tricolour flag continues to fly atop the Afghan Embassy in Abu Dhabi.

The Afghan Republic flag, characterized by a vertical tricolour of black, red, and green, adorned with a classical national emblem in the centre, stands in stark contrast to the Islamic Emirates flag of the Taliban, featuring a white field with a black Shahada inscription.

Internationally, the recognition of the Taliban regime remains a contentious matter, despite ongoing pragmatic discussions for the delivery of humanitarian aid to the Afghan populace. The global community, India included, continues to urge the Taliban to establish a government that embraces inclusivity, safeguards women's rights, and avoids harbouring terrorist organizations.

For the first time in the history of Delhi Police, an all-women contingent will march on the Republic Day parade of India. The contingent comprising 194 women officials will march down the ceremonial boulevard of Kartavya Path in New Delhi on the 75th Republic Day of India, said a Delhi Police official on Tuesday.

This is the first time in the history of the force that an all-women contingent will participate in the Republic Day parade.

Another novel feature will be the presence of more than 80 per cent of the women officials from Northeast India in the city force contingent, as per officials.

According to Delhi Police, this is done under its policy of recruiting people from the eight northeastern states to “bridge the gap” between the police and the people from that region.

According to Special Commissioner of Police (Armed Police) Robin Hibu, all the participants are taking part in the parade for the first time and are "very excited".

All-women Delhi Police contingent to march down Kartavya Path on 75th Republic Day

An invitation has been extended to French President Emmanuel Macron to serve as the chief guest at India's Republic Day celebrations in 2024. This marks the sixth instance of a French leader being invited to the momentous event at Kartavya Path on January 26, commemorating the day in 1950 when the Constitution of India came into effect, signifying the nation's transition to a republic. India's gesture reflects the strengthened closeness and trust that has developed between the two countries over time.

India's Republic Day celebrations serve as a stage to highlight diplomatic ties and showcase the strength of the armed forces. Just as witnessed in the recent Republic Day parade, a noteworthy feature of the event is expected to be an Air Show featuring Rafale Jets, underscoring the substantial defence cooperation between India and France.

Important to recall that India's Prime Minister, Narendra Modi, was the Guest of Honour at the Bastille Day Parade in Paris earlier this year.

Rafale Jets of the Indian Air Force, from the 101 Squadron from Hashimara, formed a part of the flypast during the parade on July 14 in Paris. A 269-member tri-services contingent of the Indian Armed Forces also marched to the tune of "Sare Jahan Se Accha'' at the Champs-Élysées in Paris.

France holds a unique distinction as the only country to have received the highest number of invitations to India's Republic Day parade. In 1976, French Prime Minister Jacques Chirac became the first-ever French leader to be invited as the chief guest for India's Republic Day celebration.

Subsequent invitations were extended to French President Valéry Giscard d'Estaing in 1980, President Jacques Chirac in 1998, President Nicolas Sarkozy in 2008, and President François Hollande in 2016.

Previously, US Ambassador to India Eric Garcetti informed the media that India had extended an invitation to US President Joe Biden to be the chief guest at the Republic Day celebration, but the visit did not materialise.

The American side has not provided a specific reason for President Biden's inability to accept the invitation, with potential explanations including a scheduled State of the Union address and domestic commitments that rendered him unavailable for the grand event in New Delhi.

As a consequence of the US President's inability to travel to Delhi, the planned Quad summit in the Indian capital had to be postponed.

2023 also marks 25 years of the India-France strategic partnership. After PM Modi's visit to the country earlier this year, a roadmap for the next 25 years was released which focused on a number of initiatives including both sides agreeing to explore projects to develop the Indian submarine fleet, French support to build "Shakti Engine", working together in the Indo Pacific, etc.

France has been consistently supporting India's bid to be a member of a reformed United Nations Security Council and backed the listing of Pakistani terrorists at the UN.

Since PM Modi took charge in 2014, India has invited US President Barack Obama in 2015, French President François Hollande in 2016, Crown Prince of UAE Mohammed bin Zayed Al Nahyan in 201, all the ASEAN countries in 2018, South African President Cyril Ramaphosa in 2019, Brazil President Jair Bolsonaro in 2020, Egypt's President Abdel Fattah el-Sisi in 2023.

2021 and 2022 saw no chief guests due to the COVID-19 pandemic.

US President Joe Biden will not be coming to India for the Republic Day celebrations as the chief guest in January next year, according to multiple reports. The Indian government under Prime Minister Narendra Modi had invited the US leader to partake in the Republic Day celebrations, as part of New Delhi's plans to host the Quad leaders' summit.

Modi had invited Biden during their bilateral meeting on September 8 on the sidelines of the G20 Summit. US Ambassador to India Eric Garcetti at the time confirmed that PM Modi had indeed extended the invitation.

With Biden expected to miss the event, it is highly unlikely that Quad Summit will go ahead in January. Earlier, New Delhi was looking to schedule the Quad Summit, which groups India, Australia, Japan and the US, on January 27.

According to sources, the Quad Summit is proposed to be held later in 2024 as the current dates do not work with all the Quad partners.

Why is Biden not travelling to India?

Biden skipping the trip to India encapsulates the current relationship between the two nations. Ever since Washington called out New Delhi for attempting to kill Khalistani terrorist Gurpatwant Singh Pannun on US soil, the relations have taken a hit.

The US Justice Department has claimed that an Indian man, identified as Nikhil Gupta, arrested by Czech authorities in June, was behind the plot to kill Pannun. Consequently, the department opened an investigation against him while informing New Delhi.

The insinuation that New Delhi was involved, came hot on the heels of Canada's PM Justin Trudeau making similar claims that India was involved in the killing of Khalistani leader Hardeep Singh Nijjar.

While the frosty relations over Pannun might be the reason for Biden's reluctance to travel to New Delhi, the White House is expected to use the State of the Union address that US presidents usually deliver in January, as an excuse for missing the trip.

The last US president to visit India for the January 26 celebrations was Barack Obama who visited in 2015. Speculations are rife that New Delhi might extend the chief guest invitation to Japanese Prime Minister Fumio Kishida or Australian PM Anthony Albanese - the other two Quad partners.

Also read | PM Modi invited President Biden to India's 2024 Republic Day, reveals US envoy Eric Garcetti Why is Biden not travelling to India? Watch | The Pannun Plot: The India-U.S. strategic partnership × While the frosty relations over Pannun might be the reason for Biden's reluctance to travel to New Delhi, the White House is expected to use the State of the Union address that US presidents usually deliver in January, as an excuse for missing the trip. Ghulam Mohammad Zaz's hard work, dedication and love towards his craft have finally paid off. Zaz was awarded the nation's fourth highest civilian award Padma Shri on the 74th Republic Day of India. He is the only artist alive making traditional Kashmiri musical instruments like Santoor, Rabab and Sarangi in Jammu and Kashmir.

Celebrations are on in Ghulam Mohammad Zaz's home after the news came in about Zaz getting India's highest civilian award. The family, friends and neighbours are thronging his residence in the Zaina Kadal area of Srinagar city. He is the eighth generation of makers of musical instruments in the Kashmir region. And he dedicates this award to the previous generations from whom he learnt and carried forward the art.

"It's God's grace and I am highly thankful to the Government for the Award. It has given me a lot of happiness. This award is for those who taught me,7 generations before me in my family have been making these musical Instruments. I am the 8th generation, and I will keep making these instruments. This craft always remained within the family. I did not do this work for money, It was given to me by my forefathers," said Ghulam Mohammad Zaz.

Zaz is famous for making the most unique musical instruments of Kashmir, they have been preferred by some of the best musicians in India. And not only does he make these instruments for artists in India but abroad too.

His musical instruments have been used by musicians in Europe, the United States and the Middle East. Musicians like Pandit Shiv Kumar Sharma, Bhajan Sopori and many more have performed internationally playing Santoor made by Ghulam Mohammad Zaz.

"Pandit Shiv Kumar Sharma and Bhajan Sopori were one of the pioneers of Santoor players in the country. They took it to another level. Their children are keeping the tradition alive. But what their parents did for the instrument is unmatchable. I have been sending these instruments across the world. Artists from Europe play the same instrument in a different way. I am sad that in the future there is no one taking this tradition forward, but I am also hopeful that the art will not die," said Ghulam Mohammad Zaz.

The locality where Zaz lives is celebrating his award. His family and friends are proud that he has been rewarded for his immense hard work and dedication towards the craft for over seven decades. Zaz has three daughters and all of them are extremely proud of their father's work.

"We are extremely proud of Papa. His dedication towards his work has finally been appreciated by the government. I am feeling happy. It's a celebration all over, we have been receiving so many calls and we are very happy and proud," said Ishfaq Ahmad, who is the son-in-law of Zaz.

If the government does not intervene, the art of making these musical instruments may not survive in future.
