Around 20 Chinese nationals, who are stuck in Nepal, staged a protest outside the embassy of their country in Kathmandu last week, calling for early repatriation to the home country. &nbsp;&nbsp;

The Chinese nationals are stuck in the country since February 2020 due to outbreak of Covid crisis. China had back then imposed unilateral restrictions on air travel from other countries, which have not been lifted so far. &nbsp; &nbsp;&nbsp;

Lack of guidelines on air travel to China have increased the problems faced by the citizens of the country. This is happening as they don't have any employment options. According to reports, around 2,000 Chinese nationals seem to be stuck in Himalayan country. &nbsp;&nbsp;

This trend is being seen globally for Chinese nationals. In a striking contrast, neighbouring India had launched the largest mission to repatriate Indian nationals, the Vande Bharat Mission, to bring back its nationals due to Covid crisis and cancellation of air travel. As on October 31, 2021, more than 2,17,000 flights have been operated under Vande Bharat Mission and over 1.83 crore passengers have been facilitated. &nbsp;&nbsp;

Hundreds of Nepalese statues and idols have been smuggled out of the country since the 1950s. What is the government doing to reverse this heritage drain? Will the stolen gods ever return? Mariam Wardak gets you a report.

South Asia Diary | Nepal's stolen gods make a rare return

A statue which was stolen nearly 40 years ago has now been returned to Nepal and re-installed in the capital city Kathmandu.<o:p></o:p>

The statue was made of stone and depicted the Hindu gods Laxmi and Narayan. It is a centuries-old sculpture of the two Hindu gods that dates back to the 12th to 15th centuries. It was stolen from a temple in Nepal in 1984 and re-emerged in the United States in the Dallas Museum on a display, which was on loan from a collector. This piece is famous for being one of the handful of the cultural artefacts which has been returned to Nepal this year from some other country.

We are seeing the beginning of a trend, to bring back Nepal's gods from the United States, from Europe, from other countries where they have now ended up," said the US ambassador to Nepal Randy Berry.&nbsp;"I hope this is the first of many such celebrations."<o:p></o:p>

Nepali and American officials, along with activists, then carried out months-long investigation in this matter. The statue was then repatriated to Nepal in March by the Dallas Museum of Art and the FBI officials.<o:p></o:p>

"We are very happy. Our efforts of three to four years have been fruitful, everyone is celebrating," said Dilendra Raj Shrestha of the Nepal Heritage Recovery Campaign.

On Sunday, it was re-installed in the capital city Kathmandu. A local priest headed the proceedings. He chanted prayers while locals sang folk songs and played traditional music. The statue was draped in garlands made out of marigold by locals as they celebrated the return of their heritage value.<o:p></o:p>

Till now, locals had been offering their prayers to a replica statue that was placed in the spot when the original statue was stolen. Now, the repatriated statue has been re-installed in its original place.<o:p></o:p>

This time, to make sure that the statue remains safe, authorities have installed several security features such as laser sensors and CCTV cameras. <o:p></o:p>

Lipulekh is Himalayan pass located at a western point near Kalapani, a disputed border area between Nepal and India.

India and Nepal claim Kalapani as an integral part of their territory — India as part of Himalayan Uttarakhand state’s Pithoragarh district and Nepal as part of Dharchula district.

With the ongoing crisis in the Nepal Supreme Court and as calls for Chief Justice Cholendra Shamsher Rana’s resignation rise, a former Chief Justice of Nepal on Monday said they are ashamed and shocked at having to face the crisis.&nbsp;

Speaking to WION on the current crisis, a former Chief Justice who wishes to remain anonymous said the independence and integrity of the judiciary in Nepal is being jeopardized by the crisis at its Supreme Court.&nbsp;

“We are ashamed and shocked. There is a war going inside and outside the court. We never imagined that anywhere in the world a day like this would come. It is a very bad environment. All practitioners, justices, lawyers are protesting against one person,” the former CJ said.&nbsp;

In an unprecedented move, 18 out of 19 justices have refused to sit on Supreme Court benches unless Chief Justice Rana steps down.

The agitating lawyers and justices of the Supreme Court have called to "bar CJ Rana from entering office."&nbsp;

Nepal Bar has been in agitation demanding the resignation of the Chief Justice, accusing him of seeking a political share in the cabinet, and encouraging corruption in the judiciary.&nbsp;

The former CJ said, “There are a lot of corruption allegations against CJ Rana. Among 34 cases of corruption, he gave orders in 33 cases according to his wish. The most extreme verdict is the one he gave in the case of Ranjan Koirala.”

Amongst the allegations of misappropriation labelled at CJ Rana is the decision to reduce the imprisonment of the then DIG of Armed Police Force, Ranjan Koirala.

Koirala was sentenced to life imprisonment on April 20, 2014, by the Kathmandu District Court and then pronounced by the Patan High Court after a review petition was filed. However, the joint bench of Chief Justice Rana and Justice Tej Bahadur KC had reduced the sentence to eight and a half years. This is despite the fact that it was a case of murder and an attempt to erase the evidence.

Koirala in 2012 murdered his wife and then disposed of the body in a jungle on the outskirts of Kathmandu and misled the police with false information. After the verdict made by CJ Rana's bench, the Office of the Attorney General had filed a review petition on July 23, 2020, the same day as the verdict.

With the ongoing crisis in the Nepal Supreme Court and as calls for Chief Justice Cholendra Shamsher Rana’s resignation rise, a former Chief Justice of Nepal on Monday said they are ashamed and shocked at having to face the crisis. Speaking to WION on the current crisis, a former Chief Justice who wishes to remain anonymous said the independence and integrity of the judiciary in Nepal is being jeopardized by the crisis at its Supreme Court. We never imagined that anywhere in the world a day like this would come. It is a very bad environment. All practitioners, justices, lawyers are protesting against one person,” the former CJ said. In an unprecedented move, 18 out of 19 justices have refused to sit on Supreme Court benches unless Chief Justice Rana steps down. The agitating lawyers and justices of the Supreme Court have called to "bar CJ Rana from entering office." Nepal Bar has been in agitation demanding the resignation of the Chief Justice, accusing him of seeking a political share in the cabinet, and encouraging corruption in the judiciary. Among 34 cases of corruption, he gave orders in 33 cases according to his wish. The most extreme verdict is the one he gave in the case of Ranjan Koirala.” Amongst the allegations of misappropriation labelled at CJ Rana is the decision to reduce the imprisonment of the then DIG of Armed Police Force, Ranjan Koirala. Koirala was sentenced to life imprisonment on April 20, 2014, by the Kathmandu District Court and then pronounced by the Patan High Court after a review petition was filed. However, the joint bench of Chief Justice Rana and Justice Tej Bahadur KC had reduced the sentence to eight and a half years. This is despite the fact that it was a case of murder and an attempt to erase the evidence. “During the last 40 years, natural disasters have caused close to US$ 60 billion physical and economic damage in my country alone,” PM Deuba said in his address. &nbsp;&nbsp;

Nepal is also committed to the implementation of Paris Agreement and the country has sent an ambitious NDC plan to decarbonise the country’s economy in all sectors. &nbsp; &nbsp;

He also announced that Nepal will soon host Sagarmatha Sambad, a dialogue named after Mt Everest, to raise awareness on the climate crisis in the Himalayas. “Keeping the global temperature below 1.5° Celsius is vital for mountain people. It is an issue of our survival,” said Deuba. &nbsp;

Speaking about Nepal’s efforts to balance development and climate, the prime minister said, “We have mechanisms to ensure that international climate finance is channelled to support transformational approaches in implementing adaptation, mitigation and disaster management actions together.” &nbsp;

“We are engaging with all stakeholders including private sector, indigenous people, disadvantaged communities, women and youth in all our climate actions. Recognising the value of nature to both adapt and mitigate climate change, we have decided to create a dedicated institution for working on nature conservation and climate change together,” he stated. &nbsp;&nbsp;

Nepal further called upon parties to agree on making ‘loss and damage’ a stand-alone agenda for negotiations and support the framework of additional financing for it as “loss and damage has become a key concern due to increased phenomena of climate induced disasters. &nbsp;&nbsp;

The COP26 must ensure adequate support for adaptation in the most vulnerable counties by scaling up financial, technological and capacity-building resources. &nbsp;

“We can deliver on our goals only through quick, direct and easy access to climate finance. We urge the parties to agree on a clear roadmap for a new collective, quantified and ambitious goal on climate finance before 2025,” PM Deuba stated. &nbsp;&nbsp;

COP26: Nepal PM Deuba urges world leaders to give priority to mountain agenda

The United States government’s Millennium Challenge Corporation (MCC) on Saturday expressed dissatisfaction over the delay in Parliamentary ratification of its $500 million grant to Nepal, after the government prorogued the session on Friday.

The government decided to end the Parliament session as the main opposition party, CPN-UML, had been obstructing House proceedings since September 8 when the new session of the Parliament began.

The main opposition party stalled the House proceedings to protest the alleged bias of Speaker Agni Prasad Sapkota.

Later in the evening, the MCC, a US government aid agency, issued a statement, saying, “The delay in ratification jeopardises the critical and timely support for this $500 million grant which would provide to help more than 23 million Nepalis access reliable energy and safer roads,” the statement said.&nbsp;

The statement, however, said that they were assured by the coalition leaders to ratify the grant as soon as possible.

On her four-day visit to Nepal in September, Fatima Z. Sumar, Vice President of the MCC, met senior Nepali political party leaders including Prime Minister Sher Bahadur Deuba.&nbsp;

“MCC’s senior delegation visit to Nepal in September, which provided clarifications on the MCC-Nepal Compact, combined with recent commitments from the Government of Nepal confirming their ongoing support for the grant have laid a clear path forward for the compact,” the statement added.&nbsp;

The parliamentary ratification of MCC has already been sidelined on multiple counts the as political parties are divided over whether the federal government should ratify the compact.&nbsp;

Deuba continues to stand firm on getting the MCC passed through the Parliament, but his coalition partners, including the Maoist Centre, are yet to take a clear stand.&nbsp;

Outlining the 70 years of partnership between Nepal and the US, the MCC said, “From disaster assistance after the 2015 earthquake to our ongoing whole-of-government response to the coronavirus pandemic – including the donation of 1.6 million COVID19 vaccines to date – the United States has been there for the people of Nepal in their greatest times of need.”&nbsp;

The $500 million grant from the Millennium Challenge Corporation (MCC) is a continuation of the strong partnership between the United States and Nepal to reduce poverty through economic growth.

The MCC said the decision whether to move forward with the compact now rests with Nepal.

US expresses concern over Nepal parliament’s delay in ratifying $500mn grant

Nepal&nbsp;has been going through one of the worst&nbsp;climate&nbsp;catastrophes in recent years. From the massive glacier melt in Himalayas to landslide in the hills and vigorous flood in Terai, the results of climate change are felt in Nepal every day.

Leading a delegation, Prime Minister Sher Bahadur Deuba has left for Glasgow to attend the COP26. Deuba will attend the official opening ceremony of the conference on November 1 and will then deliver Nepal’s national statement at the summit.

Speaking to WION’s Nepal correspondent Saloni Murarka, British Ambassador to Nepal, Nicola Pollitt, spoke on what to expect out of the COP26 climate conference and how Nepal can expect of the conference. The envoy also assured that UK will help Nepal mitigate climate crisis.

Here are a few excerpts.

WION: What can Nepal expect out of COP26?&nbsp;

Nepal is a very vulnerable country in terms of climate change. There are three areas where Nepal can hope to benefit from COP26.

First, global commitment to reduce carbon emissions. It is really important for country like Nepal, where the warming of global temperature is having such clear and devastating affect. So, having to come together and reduce the carbon emissions to net-zero by 2050 is really important.&nbsp;

Secondly, equally important for Nepal is the commitment and agreement on what we call adaptation— for example, which are the changes the communities need to make at the local level to help them adapt to&nbsp;some of the disasters and the changes they are seeing as result of&nbsp;climate&nbsp;change. And having developed countries to support and commit and funding the changes that are needed in the adaptation work.&nbsp;

Third area is financing, where developed countries are committed to find $100 billion of climate financing annually. It’s really important that both the commitments are met. Also, countries like Nepal can access that finance and find ways the help and support they need.&nbsp;

WION: Nepal is one of the poorest countries and vulnerable to climate change. How do you think Nepal can strike a bargain with developed countries in COP26?&nbsp;

At COPs, countries negotiate as groups and Nepal is part of Least Developed Countries Group, which is led by Bhutan. So, they will be able to get together with other countries and support each other to&nbsp;make their voices heard. That is why we really pleased that Prime Minister Deuba is leading a delegation there.&nbsp;

WION: Countries like Russia and China have decided to miss the conference. They will be joining virtually, but their absence is significant given their contribution to global emissions. Do you think this sends any message to the world community of their engagement?&nbsp;

We obviously wanted to get as many leaders as possible together face-to-face, and it’s been a bit of a challenge during the COVID pandemic. But we are expecting 130 world leaders to be there and that in itself is really important to have those leaders in a room making these commitments. It really shows you the urgency to tackle climate change.

WION: How is UK helping&nbsp;Nepal&nbsp;in fighting climate&nbsp;change?&nbsp;

We have been working with the Nepal government on climate change and environment sustainability for many years. We have contributed £350 million over the last five years to climate change programs. The support will continue in climate change programs over the coming period, too. The UK has doubled its overall climate financing globally to £11.6 billion over five years as well. So, to help Nepal in accessing that money is another important role that we can play.

WION: Do you think this year’s COP26 will be the potential turning point in the global fight against climate change?&nbsp;

I think we have to be optimistic. This is such a serious issue. We have to be optimistic about COP26 and leaders there as to what they will commit to and how will they achieve it. It’s very important that we continue both the support and highlighting the importance of implementing all the commitments. Because, without real action and real policy change on the ground, it is not going to be enough. So, it will be our job that when leaders return, we try to ensure that we execute the commitments on the ground.&nbsp;

This means the area, as per the rules, belongs to Nepal. However, experts found out that the territory has been illegally claimed by China. <o:p></o:p>

"It has been found that the Chinese side put up wires and fencing in the Nepali territory," the report claims. "The Chinese side was also trying to build a permanent canal 145 metres inside the Nepali territory. Accordingly, it wanted to build a road."

Adding on to the list, experts also reported that the pillar 7 (2) was not found even when Nepal's officials searched for it. China has also breached the Boundary Protocol by setting up fences near the pillar 10 which is near the Nepal-China common pillar 9 (2).<o:p></o:p>
