The Vice President also met CPN-UML and former Prime Minister KP Sharma Oli, CPN-Maoist Centre leader Prachanda, CPN (Unified Socialist) leader Madhav Kumar Nepal and Samajbadi Party leaders Upendra Yadav and Baburam Bhattarai.

"What an exciting first day in Nepal, hearing from and speaking with Nepalis. Open, honest and transparent dialog is the key to our partnership, and the public release of MCC’s response to the Government of Nepal is part of these efforts," Sumar had earlier said in a tweet.

Prime Minister Deuba continues to stand firm on getting the MCC passed through the Parliament, but his coalition partners including the Maoist Centre are yet to take a clear stand.

Ahead of the arrival of the US delegation in Nepal on September 9, MCC sent a 13-page clarification letter to Nepal government addressing concerns raised regarding MCC.

Responding to the most asked question on the relation of MCC and military alliance, Sumar said "the US law that governs MCC prohibits MCC from using funding for any military purpose; the compact is explicit about this legal prohibition. Therefore, there is no connection between the MCC Nepal Compact and any military alliance or defense strategy."

Nepal also addressed the need to clarify that if accepting MCC will impact the agreement that Nepal has reached with China's BRI, to which the MCC said, "MCC does not affect or limit Nepal’s sovereign right to sign assistance or investment agreements with any other countries."

On her last day of the visit, Sumar is scheduled to hold a press meet in Kathmandu.

Days after the Nepal Government formed a committee to study border issue between Nepal and China, the Chinese embassy in Nepal on Friday said the borders between the two countries is free of dispute.

Spokesperson for the Chinese Embassy in Nepal, Wang Xiaolong in a statement released said China and Nepal have always respected each other’s independence, sovereignty and territorial integrity.

“The two countries have settled their border issue through friendly consultations as early as in the 1960s. China-Nepal border has since been free of dispute. Some individual forces earlier tried to hype up so-called “China-Nepal border dispute”, Xiaolong said in the statement.

The Spokesperson said both Nepal and China has over the years promoted cross-border cooperation.

“Over the years, China and Nepal have actively promoted border management, port construction and operation, and cross-border cooperation with remarkable results, which has effectively served the development of the two countries and enhanced the well-being of the two peoples,” Xiaolong highlighted in the statement.

Earlier, Nepal had decided to formed a five-member committee to study the border issue with China in Humla district of Nepal.

This was after China encroached upon Nepalese territory and constructed nine buildings in border area from Limi Lapcha to Hilla in Namkha village municipality of Humla district last year, in September.

Writing that year 2021 marks the 60th anniversary of the signing of the Boundary Treaty between China and Nepal, spokesperson Xiaolong said, “China is willing to continue to strengthen cooperation with Nepal on border-related affairs on the basis of the Five Principles of Peaceful Coexistence, and jointly construct trans-Himalayan multi-dimensional connectivity network so as to build the China-Nepal border into a link and bridge for the development and cooperation between the two countries.”

After Prime Minister Sher Bahadur Deuba took over the office, the ruling alliance unveiled its Common Minimum Programme which mentioned Kalapani-Limpiyadhura-Lipulekh border issues but not issues that Nepal has with China.

Deuba-led government was criticized for not keeping border issues with China as a priority. It later assured that a committee would be formed to study the dispute with China.

Meanwhile, it has been over 50 days since Deuba assumed the office and he is yet to form a cabinet. Currently, Deuba's cabinet has just four ministers.

Nepal's Sher Bahadur Deuba-led government on Wednesday passed an ordinance that allows a split in a political party with the support of just 20 percent of central committee members or parliamentary party members.

This was after President Bidya Devi Bhandari signed the ordinance by amending the Political Party Act.

The Cabinet’s move came a day after the parliament was prorogued. Bhandari ended the monsoon session of the parliament, on Monday, upon the request of the ruling government.

Earlier, the Political Parties Act had provision that any group can register as a new party if it can show it has support of 40 percent members of the central committee and the parliamentary party. If both, the central committee and the parliamentary parties could not get 40 percent members, the office-bearers or MPs who separated from any party could lose their posts.

Now, with the ordinance signed, any group can form a party with the support 20 percent members.

The ordinance is aimed to benefit the Madhav Kumar Nepal-Jhalanath Khanal faction of CPN-UML, whose support is deciding factor for the survival of Deuba-led government.

It has been over a month, since the government was formed and the prime minister is yet to form a cabinet. One of the major reason behind the delay of the formation of the cabinet is that Deuba was trying to bring Nepal faction into the government.

Since, the Nepal faction of UML currently lacks 40 per cent support in both the parliamentary party and the central committee, the government is said to have brought the ordinance to facilitate the UML’s split.

Now, Nepal faction can split the party without losing parliamentary seats and form a new party of their own. The faction will later extend their support to the government.

The main opposition CPN-UML has now officially split, with Nepal faction deciding to register a new political party and is likely to name it ‘CPN-UML Socialist”.

The move has not only been opposed by the opposition KP Sharma Oil led CPN-UML but also by Nepali Congress leader Shekhar Koirala. In a tweet the leader said, “The ordinance might have been brought with the aim to run the government with a comfortable majority, but the idea of running the government through an ordinance cannot be supported. This is not the culture of the Nepali Congress.”

Meanwhile, Oli has removed 14 leaders including Madhav Kumar Nepal from the party.

The passing of the ordinance has also benefited Mahanta Thakur faction of Janata Samjbadi Party (JSP).

Following the Election Commission (EC) announcement of granting official recognition to Upendra Yadav led faction of JSP, Thakur decided to register a new politic party called Janata Samajbadi Party (Democratic).

Nepal: Hundreds to rush get shots amid vaccine shortage

Assuring to solve the border dispute with both India and China in a diplomatic manner, Nepali Congress leader Minendra Rijal and a former Minister of Information and Communication said the evidences stand strong and Nepal has rightfully claimed over the territories.

Speaking to WION on the long-standing border dispute between Nepal and India, Rijal said, “Limpiyadura-Kalapani-Lipulek is a major issue between both the countries. We have strong evidence that that’s our land. This issue needs to be resolved."

This is very important issue for us but at the same time this is not only the issue between the bilateral relationship of the two countries. There are so many good things about the relationship and that has to be paramount importance and probably that should enable to resolve the border issue to satisfaction of both Nepal and India,” Rijal added.

When asked on steps that the newly-formed government will take after map was released under former PM Oli, Rijal said, “We were all together on that. This is a bilateral issue because India has its claim and we have ours. Interest of both countries can be protected but at the same time, land should be part of the nation that legitimately has authority and jurisdiction over it and that’s us.

Further, the leader strongly asserted that there are border issues between Nepal and China too.

“Neighbours are very likely to have border issues. I very strongly say and assert that we have border issues with China too. We also know how rightful our claim is with China. We will do what should be done but in a diplomatic fashion," Rijal said.

"With India, yes, we have competing claim, with China competing claim and border issues. But with both neighbours, these issues need to be solved with satisfaction from both sides,” Rijal told WION on Chinese control over Mustang area in Nepal’s northern territory.

Outlining the importance of vaccines to curb the spread of COVID-19, leader Rijal said Prime Minister Sher Bahadur Deuba's top priority is to vaccinate the people of the country.

"Our foreign policy will be largely directed by the consideration of the fact that we need more vaccines. Vaccines coming from anywhere is important and are welcome," he said.

Fewer than four per cent of the country's 30 million population have been fully vaccinated. More than 1.3 million people, who have had a first dose of a vaccine, are waiting for the second dose. The country however, still does not have a Health Minister.

A week after winning the vote of confidence, Deuba-led government on Sunday appointed Umesh Shrestha, a member of Parliament as State Minister for Health and Population.

Commenting on the political developments, Rijal said, "We started out as a small opposition and then Prime Minister KP Sharma Oli fumbled it, badly. He had a very solid support base but could not manage his party affairs and other party that was united with him. Later, Prachanda left and he (Oli) could not manage Madhav Nepal also."

Rijal said once the PM receives an invitation, India certainly will be the first country that he will visit. "That’s the tradition, we have always followed."

Nepal faces competing territorial claims from both India, China

Nepal Prime Minister Sher Bahadur Deuba won confidence vote in country's parliament on Sunday (July 18). He clinched the victory just days after Nepal's Supreme Court reinstated the legislature that was dissolved in May this year.

Deuba (75) has held office four times before. His victory on Sunday was comfortable. He won 165 votes. 136 were required for victory. There were 83 votes against him.

Nepal's new prime minister faces immediate task of procuring vaccines and controlling the spread of COVID-19, which the government says has infected 667,109 people and killed 9,550. As per public health experts, under-reporting of cases means that actual number can be higher.

Fewer than 4 per cent of the country's population has been fully vaccinated.

More than 1.3 million people, who have had a first dose of a vaccine, are awaiting a second as the government scrambles to procure shots.

"Combating COVID will be the first priority of the new government," Deuba said in parliament.

The new government has pledged to vaccinate a third of its people in the next three months and every Nepali by next April.

Last Monday, the Supreme Court ordered Deuba be appointed premier in place of K.P. Sharma Oli. It ruled that Oli, who had been in power for three years, had breached the constitution by dissolving parliament. However, Deuba still needed to win the confidence vote, under the constitution.

Deuba, head of the centrist Nepali Congress party, will head a coalition with former Maoist rebels and a party representing a minority community dominant on Nepal's southern plains.

Oli, 69, says he had been unfairly removed by the court and has vowed to "go to the people" to explain his position.

Indian Prime Minister Narendra Modi on Sunday congratulated his Nepalese counterpart Sher Bahadur Deuba on his confidence vote win and assured further enhancement of partnership in all sectors, and strengthen “deep-rooted people-to-people ties”.

In a tweet, the Prime Minister extended his wishes to Deuba for a “successful tenure”.

“Congratulations Prime Minister @DeubaSherbdr and best wishes for a successful tenure. I look forward to working with you to further enhance our unique partnership in all sectors and strengthen our deep-rooted people-to-people ties,” Modi said in a tweet.
