"It is true that, while in the employ of the Indian National Airways, Patnaik misused his position as a pilot by surreptitiously flying Ram Manohar Lohia (who was then underground) from Delhi to Calcutta. Internal conditions have since changes and, in present circumstances, we doubt if Patnaik can again misuse his position as a pilot. It can be argued that Patnaik may still be a danger so long as conditions on our Eastern border do not return to normal - but that would be to state a very hypothetical risk," the letter read.

"In the circumstances, we do not feel that we can urge, on strong security grounds, that Patnaik should be prevented from flying. Flying is Patnaik`s normal way of making a living, and we should prefer to see his employed rather than idle. The Indian National Airways can be persuaded through Mr Cambridge, the Managing Director, not to take Patnaik back. But if the Indian National Airways do not re-employ him, Tatas probably will - because he is an excellent pilot," it added.

In a veiled attack on former Prime Minister Manmohan Singh for his comments that ''Bharat Mata ki Jai'' and nationalism are being misused to construct a militant and emotional idea of India, Prime Minister Narendra Modi on Tuesday said that few political parties are putting their interest above the country.

Prime Minister made this remark during the Parliamentary party meeting on Tuesday, which was attended by all the ministers and parliamentarians of the BJP.

The meeting lasted for about 45 minutes and the Prime Minister spoke for 15 minutes.

Speaking to the media after the meeting, Parliamentary Affairs Minister Pralhad Joshi said, "A meeting was held under the leadership of Modiji. The Prime Minister said that we are here for the benefit of the country. Modiji said that country`s interest is supreme and development is our mantra," adding that for development there should be "peace, unity and goodwill".

"The Prime Minister also said that the matter of the country's interest and party's interest also came in during freedom struggle but the country`s interest was on priority at that time. But some parties are now putting the party's interest above country`s interest," Joshi said.

According to Joshi, Modi said in the meeting that even during the freedom struggle some people desisted from raising slogans like `Vande Mataram`.

Joshi also said that some elements which are opposed to the growing stature of India have become stronger recently.

The remarks of the Prime Minister came almost 10 days after Manmohan Singh during a book release function in the national capital hailed the role of first Prime Minister Jawaharlal Nehru in shaping India as a modern nation-state and said that "nationalism" and the slogan of `Bharat Mata Ki Jai` are being misused to construct a militant and purely emotional idea of India.

Nation's interest is supreme, development our mantra: PM Modi

Even as the death toll due to the Delhi riots has reached over 40 with close to 200 injured, my heart goes out for the innocents who have been killed in a dastardly way. Such riots in the national capital which had been hosting US President Donald Trump has unfortunately attracted negative media attention for the country. This is opposed to the massive goodwill India had hoped to generate during Trump’s visit with respect to an array of deals and the blossoming Indo-US relationship.

Even as a section of the intelligentsia has blamed the BJP leaders and Hindu right-wing groups for spreading violence, it is hard to fathom as to why a government which had worked so hard for the visit of US President Donald Trump, would orchestrate such violence in the national capital. Hence, it becomes significant to examine the various factors which could have contributed to the Delhi violence.

The role of demographics in orchestrating structural violence in the country can no more be overlooked. French sociologist and philosopher Auguste Comte had once coined the famous phrase ‘Demography is Destiny’. In this aphorism, he had laid emphasis as to why we should study growth and expansion of the human race, so that we will be able to predict the future progress of society based upon population trends. His teachings hold so much relevance in today’s times when the societal fabric is deteriorating.

If we look at India’s demographics before partition, there were about 33 per cent Muslims. When it emerged during the Freedom Struggle that Hindus and Muslims won’t be able to live peacefully together and a demand for a separate nation Pakistan was made. While many Muslims who had staunchly advocated for the creation of Pakistan migrated there, still 15 per cent of them couldn’t go and lived in India. Despite being here, many couldn’t separate themselves from jihadist agenda and fundamentalism. The vote bank and appeasement politics practised by so-called secular parties further kept their ideology and agenda alive.

There are ample instances to indicate as to how people can be seen celebrating at Pakistan’s victory during India vs Pakistan cricket matches, or the slogan of ‘Pakistan Zindabad’, from political podiums. Whenever a country’s culture, history and tradition are divided along religious lines, the people of that country are no longer able to identify themselves with that nation’s history and rich legacy. The heroes and leaders they once eulogised become enemies for them. Thanks to anti-national mindset, their own country becomes ‘Darul Harab’ for them. They continue to perceive themselves as ‘others’ and claim alienation and excesses at the hands of the majority. The violence panning out in Delhi is no exception. It is high time that we need to guard against such hate-mongers who can go to any extent to establish their supremacy over non-Islamists, as seen in a spate of attacks in the US (9/11), London bombings, and terror incidents in other parts of the world such as New Zealand, Australia, France, Spain and India (26/11), among others.

There is no middle-path in nationalism. If one is not a nationalist, there is no doubt that the person isn’t devoted to the welfare of the nation. Prime Minister Narendra Modi’s emphatic victory for his second term sent shock-waves across the ‘tukde-tukde’ gang. The country’s people including many Muslim women rejected their attempts of projecting Modi as corrupt or anti-minorities. These camps also know that the Modi government won’t hesitate to take action against groups propounding Islamic radicalism and division of the nation. The present violence as seen in Uttar Pradesh in December, and now in Delhi is nothing but the outburst of frustration prevalent among those who don’t want India to give shelter to persecuted minorities in Pakistan, Afghanistan and Bangladesh. They want to conveniently turn a blind eye to the daily hardships and humiliation the Hindu minorities have to undergo in these countries, including the forceful conversion and marriage of Hindu girls to Muslims.

Hindus who in the truest sense are in minority globally, never seem to battle an eyelid, even if their population falls, in their own country like India. While Pope, missionaries and other Catholic leaders can be seen openly propounding ways of converting people to Christianity and talk about measures of increasing population, they are never criticized.

Prime Minister Narendra Modi had rightly stated that protests at Shaheen Bagh were nothing but a social experiment by protestors and that he won’t budge on his stand with respect to the Citizenship Amendment Act and safeguarding the interests of persecuted minorities.

The Delhi violence looks to be a well-planned strategy of protesters, to make it coincide with the visit of US President and project India’s image negatively abroad. Only Modi and India haters are expected to benefit from such acts of arson and violence. Sources in the Ministry of Home Affairs have also pointed out that the violence had been planned in advance. It also points to the lack of tolerance among anti-CAA protestors who couldn’t allow pro-CAA supporters to march peacefully in North East Delhi. The death of Police constable Ratan Lal and the likes of DCP Shahdara Amit Sharma suffering massive injuries at the hands of anti-CAA rioters is an indication of how the protestors are opposed to maintaining law and order. Stone-pelting has been a common feature among protesters in J&K, Uttar Pradesh districts, and now North East Delhi.

It is hoped that better sense prevails and the law and order situation is swiftly brought under control. The sense of brotherhood shown by Hindu-Muslims in certain riot-hit localities needs to be lauded and should serve as an example for other areas of Delhi to emulate. The source of funding in these riots also needs to be investigated, and the perpetrators of this are punished.

What role do demographics play in orchestrating structural violence?

Bangladesh's foreign ministry on Sunday said Indian Prime Minister Narendra Modi is likely to make a one-day visit to Dhaka on March 17, coinciding with the beginning of the 'Mujib Year' to mark the birth centenary of the country's founder Bangabandhu Sheikh Mujibur Rahman.

The main focus of Prime Minister Modi's visit would be on Mujib Year's inauguration with grand celebration, but he is also scheduled to have bilateral talks with his Bangladesh counterpart Sheikh Hasina, the Bangabandhu's daughter, Foreign Secretary Masud Bin Momen told a media briefing here.

"The date of his (Modi) arrival in Dhaka is yet to be finalised, but he is likely to be here on March 17," he said.

The Bangladesh government will observe 'Mujib Borsho (year)' from March 2020 to March 2021 across the globe.

Meanwhile, officials of the Indian High Commission here and the Bangladesh Foreign Ministry said India's External Affairs Secretary Harsh Vardhan Shringla would arrive in Dhaka on Monday to finalise the programmes of Modi's upcoming visit.

During his visit, Shringla, who previously served as India's high commissioner in Dhaka, would meet Prime Minister Hasina and Foreign Minister AK Abdul Momen, they said.

Shringla would also visit his Bangladeshi counterpart, they said, adding that he would deliver a keynote speech at a seminar jointly organised by the Bangladesh Institute of International and Strategic Studies (BIISS) and the Indian High Commission in Dhaka.

Gowher Rizvi, International Affairs adviser to the prime minister of Bangladesh, would also address the seminar titled 'Bangladesh and India: A Promising Future' as the chief guest, the officials said.

Delhi burnt and almost all our policymakers failed us. Rajdharma is the construct often abused in modern Indian polity. The notion of Rajdharma in the ancient Indian political traditions, as a normative yardstick to evaluate governance, has always been all-pervasive and cherished. Mahabharata speaks of Rajdharma. Kautilya’s Arthashastra – India’s best known secular treatise on how a state and a ruler should be, separates law and religion by explicating Rajdharma.

We, the people of India, should not be surprised when our elected representatives, in most cases, desert us and work against our interests by relinquishing their responsibilities. The hard truth is that they are driven by their interests. Some would be surprised by this theory, but whoever has the slightest IOTA of how government’s interests work, knows that its only interest lies – in holding on to power.

This soulless version of a coercive state disturbs us all in society. The state is supposed to protect us and uphold the social contract, which we as a society have forged with it.

When the state tends to break that social contract, the relationship between the state and the society is strained. Society becomes vulnerable, but the state persists. Many would accuse that this is unnecessarily complicating and theorising. Therefore, this needs to be clearly explained.

Daron Acemoglu and James Robinson in their book about ‘States, Society and the Fate of Liberty’ (The Narrow Corridor), have brilliantly argued that “…for liberty to emerge and flourish, both state and society must be strong.

A strong state is needed to control violence, enforce laws, and provide public services that are critical for a life in which people are empowered to make and pursue their choices. A strong mobilised society is needed to control and unshackle the strong state… without society’s vigilance; constitutions and its guarantees are not worth much more than the parchment they are written on”.

The state and the society are embattled into a day to day struggle to compete and to cooperate. Repression and despotism by states result in this ‘narrow corridor’ to liberty, where society struggles. Riots are not new to India. Political parties and vested organisations have time and again unleashed riots, as a tool, to attain political interests.

Societies, especially the poor and the vulnerable, have suffered indescribable pain and trauma at the hands of the state. But the lamp of ‘liberty’ in India’s ‘narrow corridor’–the persistent struggle between society and the state has always managed to burn. It can be flickered, but it has not been extinguished.

The cost of violence unleashed over society is enormous and immeasurable. The trauma of dividing society is impossible to overcome. State dithers and Institutions collapse. State is undeterred and policymakers across the spectrum fail to control it with checks and balances. In this strained scenario, society needs to take control of the social contract. In the information age, where nothing remains hidden and even deep fakes can easily be exposed. Society needs to show the ‘mirror of truth’ –Rajdharma to the state. This can be done if society is aware and can enquire.

Kautilya considers anvikshiki (the science of enquiry) as the central tool ("lamp") for generating valid knowledge and judging ethical behaviour. For Kautilya, anvikshiki is the benchmark for ethical behaviour and it leads to Rajadharma. Arthashastra usually refers to Rajdharma as the ‘dharma of the king’ and not to dharma as a religion.

Rajdharma is essentially 'prescriptions of righteousness applicable to a ruler'. This implies that the ruler ought to bear the responsibility of upholding dharma (law) in society. The duty of the king is not only to observe dharma in person but also ensuring its observation by others.

Rajdharma, therefore, is an all-encompassing construct for the ethical evaluation of the performance of the state and the government.

In modern times, for a strong society, awareness is the prerequisite to make governments accountable for Rajdharma. In an increasingly inner looking society where superficial information becomes the basis of discord, the need to adopt Kautilya’s ‘science of enquiry’ is felt more than ever. Unless, the society becomes vigilant enough to make the state accountable and follow its Rajdharma, the state and its vested interests would prevail, while the society would continue to be strangulated in the ‘narrow corridor’, vying for every inch of liberty and freedom.

Thus, what is happening in Delhi is not only a stark failure of Rajdharma, but also, to a large extent, the failure of society as well, the people of India have somewhere forgotten to practice the ‘science of enquiry’ – the raison d'état of our traditions and strategic culture.

'Our hearts go out to families of deceased': US' South and Central Asia bureau calls for calm amid Delhi violence

During US President Donald Trump's visit to India on February 24 and 25, both countries signed three agreements in health and oil sectors.

In a noteworthy gesture, the health departments of both countries sealed a pact to deal with mental health challenges through innovative measures.

The agreement will enable India to learn from the experience of the US in treating mental health issues. It will also facilitate greater access to traditional Indian medicines and therapies to treat mental health challenges in America.

World Health Organisation (WHO) has estimated that more than 300 million people suffer from depression across the world. It has further stated that there is one death by suicide every 40 seconds and each year more than 800,000 people end their own lives.

Furthermore, the National Mental Health Survey, 2016, conducted across 12 Indian states, has stated that 150 million persons are in need of mental health interventions and care.

According to a report, the US suicide rate increased on average by about 1 per cent a year from 2000 through 2006 and by 2 per cent a year from 2006 through 2016.

It's heartening to see that governments, people and organisations across the globe have acknowledged the challenges related to mental health. In 2018, the UK government had appointed Loneliness Minister for cross-government work on loneliness.

Moreover, fund allocations also have to be increased. Funds allocated to the National Mental Health Programme were not increased in the Union Budget for FY 2020. It was brought down to Rs 40 crore from Rs 50 crore in FY2018.

Also, more trained psychiatrists and psychologists should be made available at government health care centres to meet WHO prescribed norms so that people can avail mental health treatment at a cheaper cost.

Mental illness, like any other disease, does not discriminate. It affects all age groups, children, youth, elderly people. To tackle depression, loneliness and anxiety, it's important to deal with the illness at home, offices, schools and colleges.

Other countries should also learn from this collaboration between the world's two largest democracies to deal with mental health challenges, and come together to tackle mental illness.

Governments must, through there policies including programmes, educate people and organisations about the effects of mental health problems. Globally, we need to increase our efforts to tackle mental health problems.

'It was great, trip very successful': Trump after his two-day India visit

US President Donald Trump’s brief, but substantive, visit to India heralds a renewed US-India partnership designed to address the challenges of the 21st century.

It is difficult to overstate the importance of this partnership, one that has the potential of having a profound impact on the geopolitical dynamics.

Agreements in principle were reached between India and the United States in the areas of defence and security, trade and energy.

However important the others, defence and security will be the foundation of this renewed partnership.

The strategic conditions in the Indian Ocean region are rapidly changing. We see the emergence of China as an economic predator. We know China wants to expand militarily into the Indian Ocean. Pakistan continues to use terrorism as an instrument of its foreign policy. The withdrawal of American forces from Afghanistan could create a strategic vacuum.

An India-US partnership has the capability of addressing all those issues and help to ensure peace and prosperity in the Indian- Ocean region.

As was the “Howdy Modi” event in Houston last year, the pomp and pageantry of President Trump’s visit to India was an essential component of the optics of diplomacy. India and the United States are democracies and need to rally their citizens in support of the renewed partnership.

The next major milestone will be a trade agreement.

Bilateral trade between India and the United States more than doubled in value between 2008 and 2018. It is, therefore, no surprise with such a rapid increase in the volume of trade that areas of contention would arise.

Specifically, the removal of the Generalised System of Preferences (GSP) for India, and India’s reciprocal tariffs prompting the Trump Administration to impose new steel and aluminium tariffs on India, all of which has created obstacles to a comprehensive trade agreement at this time.

It is important to note, however, that the GSP program was designed for developing country and India can no longer be considered as a member of that category, but as a rising global economic power.

President Trump, long a supporter of fair trade, sees India as an equal trading partner and seeks an arrangement that is both balanced and mutually beneficial.

There is a general consensus among Indian and US officials that all outstanding trade issues will be resolved and a major trade agreement will be signed within a year.

The $3 billion military helicopter deal signed during the President’s visit was the leading edge of greater trade between India and the US, as well as, a complement to increase defence cooperation.

It is no accident that the United States renamed its Pacific military command to the Indo-Pacific Command emphasising the importance of the Indian Ocean region and India as its pivotal nation.

The national interests of India and the United States are converging.

Last November, the US and India completed their most expansive joint military exercises in history amid efforts to coordinate more effectively concerning the defence and security challenges in the Indo-Pacific region.

Such coordination is entirely consistent with Prime Minister Modi’s SAGAR initiative for Security and Growth for All in the Region:

“(i) preserving freedom of navigation for commercial shipping, (ii) sustainably and equitably harnessing the Indian Ocean’s natural resources, (iii) establishing protocols for enhancing disaster prevention and relief as well as search and rescue operations, (iv) countering piracy, terrorism, smuggling, and illegal weapons proliferation, and (v) managing international naval competition.”

We now have two of the foremost democracies in the world working together for peace and prosperity and against authoritarianism and terrorism.

We could look back on this moment as being a watershed event in history.

A new era of India-US relations has begun

India witnessed an unprecedented welcome for a foreign head of state, it was the biggest crowd that US President Donald Trump has ever addressed.

India left no stone unturned to throw a grand reception for the American President. It's a visit that will be remembered for the pictures and the bonhomie between President Donald Trump and Prime Minister Narendra Modi.

This visit certainly overshadows all previous State visits by American Presidents. Trump used this opportunity to cement his relationship with Prime Minister by the end of his trip.

The status of this relationship has now been elevated - India and America now call their relationship 'a comprehensive global partnership'. This is a significant move - experts see this as a vow by both parties to prioritise their partnership over other partners.

The conversations between America and India will now be closely watched, both sides are expanding their defence alliance. There is broad support over the issue of terrorism.

America has endorsed India positions on issues like Kashmir and the Citizenship Amendment Act (CAA). There is renewed momentum to settle trade differences - both sides are now considering a major agreement that could be signed before the end of this agreement.

President Trump would prefer that the deal comes through before the Presidential elections in November. Both sides are sending the right signals, its time for India to now push for tangible gains.

There are several outstanding issues on the list. The major one is Visas - a report claims that the number of Indians on the waitlist for a US Greencard rose by 35 times.

New Delhi would also expect a more aggressive push from Washington against Pakistani terror groups.

America has supported India's bid for a permanent seat at the UN Security Council, a renewed diplomatic campaign for United Nations reforms is long overdue.

The fact that Trump took out time for a visit to India in an election year is a victory for New Delhi.

It's becoming increasingly clear that the Indo-American alliance can play a definitive role in redefining the world order in the 21st century.

Irrespective of who wields power in the White House in the coming years - America and China will have an uneasy relationship. In fact, more clashes between both sides can be expected in the future.

Such circumstances will lead to a greater role for India in the region. It is likely that American businesses would look at India to protect their investments.

Washington will depend on New Delhi for a security partnership to protect its interests in the Indo-Pacific region. Trump's visit has heightened expectations from the Indo-American alliance. The world now expects more from India and the United States in the coming months.

Here's why Indians love US President Donald Trump

The expanding defence partnership is now a significant pillar in the Indo-American ties. India's defence engagement with America is touching new heights, there might be stumbling blocks on the trade front, but there is steady progress on defence deals.

During Donald Trump's visit, India has signed to two key contracts - First, New Delhi is buying 24 MH-60 Romeo helicopters worth 2.6 billion dollars.

Another contract for six Apache helicopters has been signed as well.

India and America are stepping up their defence cooperation - the US now conducts the maximum number of military exercises with India. Last year, India and America conducted their first land, sea and air exercise.

In the last century, the picture was quite different - India was largely dependent on the erstwhile Soviet Union for its arms supplies.

Even today, a lot of the Indian defence arsenal dates back to that era. While Russia still remains an ally, India is buying more American arms. In 11 years, India's defence purchases from America has gone from zero to 18 billion in 2019.

America and India share concerns about Beijing's growing assertiveness in the Indo-Pacific region. Ports built by China, which are part of the Belt and Road initiative, have sprung up in the Indian subcontinent.

It's one of the major reasons why India and America are expanding their defence ties. There is an increased focus on interoperability. or the ability of defence forces on both sides to work together.

Despite the close relationship, some issues remain - America was miffed when India decided to ink a deal with Russia to buy the S-400 missile defence system.

So far, the Americans have managed to put their concerns aside and work with India.

Considering Prime Minister Modi's personal chemistry with Donald Trump, India is in a position to maintain a strong defence partnership with the United States.

Expanding defence partnership a significant pillar in Indo-US ties

Massive crowds, enthusiastic statements and cheerful dances and songs were the highlights of Donald Trump's first day of India visit. The leaders of both nations PM Modi and Trump greatly praised each other and stressed on strong Indo-US ties. Trump spoke on defence, terrorism and a lot more. So here are the takeaways from day one of Trump's India trip.

Five key takeaways from day 1 of Donald Trump's India trip

When the American President, Donald Trump, addressing a 50,000 strong Indian - American crowd in Houston said, “I am so thrilled to be here at the great state of Texas with one of America’s greatest, most devoted and loyal friends, Prime Minister Modi”, the words and its associated impact, reverberated across the globe.

This camaraderie has come full circle with 'Namaste Trump', where Trump’s opening remarks are seemingly manifested in his, “… America respects India and America will always be faithful and loyal friends to the Indian people.”Such emphatic words are not entirely uncommon in Trump’s oration. However, the understated importance that his words carry for India and the Indian- American diaspora in this backdrop is laced with ambivalence.

The point of interest, in his speech at Motera, is when he can be heard saying, “In America, we have come to know of the splendour of Indian culture through its 4 million Indian-Americans living in the United States. They are truly spectacular people. Indian Americans enrich every aspect of our national life. They are titans of business, pioneers of Science, masters of art, innovation and technology.” The Trump-Modi show, without a doubt, has loomed larger than life, but the underlined question remains: Who and what are both Modi and Trump, openly serenading? Answer to this stays with the political capital that the Indian- American diaspora brings to US-India ties.

A value analysis of the diaspora optics makes for a moot point, in that, for a developing-world country like India, to be able to even get into the game of even, with the most enterprising nation in the world is in itself a huge plus for New Delhi and its current dispensation, catapulting Modi to a higher political stratosphere.

In Howdy, Modi, the optics and crowd size appeared to be Trump’s main motivations to take the unprecedented step of attending a large ethnic rally for a foreign leader. In the same fashion, Namaste Trump follows suit, in what appears as though Indian side thinks of the optics (and) the event mobilisation as something of a deliverable.

The Modi rally in Houston was an opportunity for Trump to present himself as a supporter of legal immigrants while opposing illegal immigration - "We are proud to have you as Americans," Trump said, praising the Indian diaspora for accepting American values. This, I think, makes for an interesting observation. He seems to send across a view of holding this diaspora as the kind of immigrants he would like for America. Indian Americans comprise the second biggest sub-group of Asian immigrants after the Chinese. According to the Pew Research Centre, Indians are the highest-earning ethnic group in the US, with a median income of $100,000, which is almost double that of the national median, and also the highest of any ethnic group in the US.

Stands in juxtaposition to Trump’s glorification of the Indian-American diaspora is his immigration policies. 'Namaste Trump' which was predicated on 'Howdy Modi', has garnered enough pomp, but has it managed to walk the talk, is something one needs to closely understand. The Indian-American community is currently suffering the brunt of the US’ tightened policy on the H1B visa, a non-immigrant document for temporary workers, of which they are the largest beneficiary – nearly 76 per cent of all H1B holders are Indian. In addition to it, Trump’s affirmations to revoke the H-4 work permit for the spouses of H1B visa holders, which will render thousands of Indians unable to work in the US.

A sharp decline in US visas provided to highly skilled workers can be seen affecting the diaspora adversely. The point of contention here is, Trump’s rhetoric of pitting one “model” minority against another does not and will not bode well with the community. Trump has billed Asians and Indians as model minorities who were “skilled” and had entered the country the legal way, as opposed to others, mostly from Central and Latin America, who did so illegally.

That said, there is enough reason to believe that a bulk of the Indian-American community loves Modi, as evidenced by how actively the community supported him earlier this year when he was seeking re-election. As US citizens, they could not vote, but that did not stop them from campaigning hard, with some travelling to India. In trying to tie the two subsets together with an overarching structure, it compels us to look at the diaspora diplomacy in the backdrop of a larger Modi-Trump narrative vis-à-vis Indian – Americans as agents of mobilisation.

Both 'Howdy Modi' and 'Namaste Trump', have all the bearings of a changing world order that’s marked more by symbiotic compulsions rather than a Big Brother’s one-upmanship that the globe is currently witnessing. Since Indian-Americans are overwhelmingly a Democrat, the fact that they can be supportive of Hindu supremacists while dissenting against right-wing White Supremacists (in the US) is telling of a diaspora who is not overtly subservient to the larger politics at play.

Add to that, a programme arranged entirely by and for the Indian diaspora in America, to offer a public podium to a visiting prime minister, had well and truly transcended the protocol-bound, dogmatic plane of diplomacy and immersed itself into a celebration of Indo-US ties, whereby, the holders of the highest public offices in the world’s largest and oldest democracies not only walked in terms of their shared concerns for areas of common interests, but were also seen holding hands, literally, for much of their public appearance together.

All is not white and black for this subgroup, but due credit can be attested to the diaspora, who has worked tirelessly in ensuring their status quo and keeping at it, while the future inroads and crossroads made with events like 'Howdy Modi' and 'Namaste Trump' dictate a different tomorrow for India-US ties.

Diaspora dynamics in 'Howdy Modi' to 'Namaste Trump'

When US President Donald Trump came to power in 2016, he was the ultimate outsider. A reality TV star who found himself running one of the most powerful nations in the world.

Britain hosted a lavish state dinner at the Buckingham Palace for the Trumps - the classic British way to make any leader feel special.

The French invited Trump for Bastille Day which was quite effective. The parade inspired Trump to host one for himself in America-Japan invited Trump to become the first foreign leader to visit their new emperor.

The Indian Prime Minister Narendra Modi is following the same playbook. A huge crowd gathered at Motera Stadium in Ahmedabad for the 'Namaste Trump' event.

Are we witnessing a new chapter in Indo-American ties? The jury is still out on that. But, now is the best time to expand this relationship.

America and India agree that China needs to be contained. China's economy is on the backfoot and Beijing is preoccupied with the coronavirus.

WION Edit: A new dawn for India-US ties

Much of the global attention is centred on the United States President Donald Trump’s maiden visit to India from 24-25 February. With a commitment to promote “Major Defense Partnership”, the India-US relations is being envisioned with the changing course of Indo-Pacific narrative. Centred around the “free, open and inclusive” Indo-Pacific construct, both sides aim to advance their partnership to defend a rules-based order that stands increasingly tested at present ahead of China’s assertive rise.

The defence of the rules-based order in Indo-Pacific is a gigantic task as it will be heavily dependent on a futuristic robust India-US Indo-Pacific partnership. A relationship that is often perceived as the custodian guardian of the free or democratic world, India and the US would require a concrete action plan to follow it through. The quest for wealth, welfare and win – the three key W’s - should be their guiding light. More specifically, attention will be diverted to ensuring energy, civil nuclear cooperation, intellectual property rights, homeland security and science and space technology. Creating a wealth of strategic infrastructure, defending democratic regimes that would promote the welfare for a free-thinking world, and the win-win strategy to defend their respective national security interests through a stronger defence partnership would be key to India-US Indo-Pacific partnership.

This trip by the US President is principally significant because it is almost the end of Trump’s term as the President of the US and while he has visited most of its allies in Asia, India has been conspicuously absent from that list. Trade has also remained an obstacle in their relations, with the recent removal of India from the US’s special trade status under the Generalised System of Preferences (GSP), to which India retaliated by imposing tariffs on many American exports. An array of such trade differences – ranging from tariff barriers, agricultural, medical trading and e-commerce – have dimmed whatever possibilities there were for a trade deal. While these issues are not unmanageable, it requires quite some strategic long-term rationalization.

Once an isolated economy, China at present has emerged to be the most integrated economy in the world. Beijing emerging as a neo-imperialist power is no more a remote possibility, considering the multibillion-dollar investments in transportation, port building and infrastructure building that Xi Jinping’s China has been making voraciously. Each of the these invites merits of discussion between India and the US, given their respective strategic interest that have been at stake with China’s rising profile in Indo-Pacific.

The expansion of Chinese foreign trade across the Indo-Pacific is one important chapter that India-US partnership needs to take cognizance of. Under the flagship Belt and Road Initiatives (BRI), Chinese capital and enterprises have influenced the democratic regimes in Indo-Pacific through attractive financial packages and investments. Such a development that is increasingly testing the free world thinking in Indo-Pacific must encourage India and the US to have an envisioned cooperation that will promote economic partnership with pro-democratic regimes in the region.

Under President Donald Trump, the United States Trade and Development Agency (USTDA) has pursued a concentrated effort to launch a number of initiatives. Indeed, the last few years have witnessed Trump’s Indo-Pacific outlook getting enhanced through both government and private wide initiatives – such as the Digital Connectivity and Cybersecurity Partnership (DCCP), the Infrastructure Transaction and Assistant Network (ITAN) and the Asia Enhancing Development and Growth through Energy (AsiaEdge), ARIA, Indo-Pacific Transparency Initiative and the Blue-Dot Network. The USTDA seems pretty active in taking initiatives that tend to challenge the BRI.

Guised as policies shaped solely with the outlook of fulfilling the region’s demand for quality infrastructure, these American official policies are the defining focus of the US official clap-back to the Chinese initiatives in the region. More importantly, the USTDA, as the official arm of the America’s infrastructure development programs in Indo-Pacific, exhibits a leadership foresight. Such leadership foresight comes as the first line of defense against competition from rival economies in the region such as China. However, to what extent can New Delhi collaborate and extract benefits from such initiatives requires deeper planning. This actually becomes more pertinent when we observe the strong reservations the Indian government has been holding against the BRI for the longest time. More importantly with opportunities aplenty, New Delhi must decide if such a cooperation with the US is better forged bilaterally, or multilaterally with other like-minded countries.

From India’s point of view, these official American initiatives should not constrain but unlock new opportunities to pursue its strategic interests in the region. The Blue Dot Network (BDN) that has arrived more from the conglomeration of both private-public investment cooperation should equally open the scope of cooperation for India. As a multi-stake holder initiative, the Blue Dot Network brings together the US Overseas Private Investment Corporation (OPIC), Australia’s Department of Foreign Affairs and Trade (DFAT) and Japan Bank for International Cooperation (JBIC) in a public-private partnership model.

Since economic pursuit seems to be the make or break factor in India-US ties, holding more concrete meetings between political representatives should accord priority to address the ever-enlarging disputes on economic domain between the two sides. India could easily initiate this step, and it could be symbolic too – a counter to Trump calling India the “tariff king” and accusing it of always dragging its feet when it comes to trade deals.

An action plan that aims to promote quality infrastructure and connectivity in Indo-Pacific should encourage a concrete discussion between India and the US during Trump’s visit. Many might see India’s partaking in the Blue-Dot Network as an overture equivalent to accepting or partaking in America’s alliance network. Such a decision should not however override India’s national security interests, which stand challenged by China’s revisionist initiatives in the region, be it from port building networks to maritime bases. Therefore, a soft partaking for India with the Blue-Dot Network should be explored during Trump’s visit to India.

Not to overlook, the Blue-Dot Network echoes the strategic intent that the Quad (Australia, India, Japan and the United States) process would like to promote in the region. As a business extension, it replicates Barack Obama’s vision that the US promoted through the Trans Pacific Partnership (TPP) and the ‘pivot to Asia’ strategy. India was emerging as a key partner for the US in the ‘pivot to Asia’ strategy, even though New Delhi was never considered to be a part of the TPP framework of economic partnership. However, now, the post TPP and the post Regional Comprehensive Economic Partnership (RCEP) period has built an appropriate strategic context for the US and India to have a renewed concrete bilateral understanding on these issues. India can take its time; it neither has to formally join the Blue-Dot Network nor has to endorse it, as it might be detrimental to its foreign policy strategy of strategic autonomy and non-alignment.

As their pledge for partnership in the Indo-Pacific has increased post the two-plus-two ministerial summits, both India and the US need a more concentrated engagement through a focused action plan in the field of connectivity, infrastructure and maritime security. President Trump’s visit to India must encourage New Delhi to engage in a concrete discussion and planning on how to offer a strategic direction to such an envisioned Partnership that will increasingly influence the future trajectory of Indo-Pacific.

Students hold India-US flags to welcome US President Donald Trump in Ahmedabad

The US India strategic partnership is based on shared values of democracy, common geopolitical interests, mutual respect and understanding, and marked by warmth and friendship between the political leadership and its people.

PM Narendra Modi and President Donald Trump have met eight times in the last 3 years, of which they met bilaterally 4 times in the last year. That, President Trump, has chosen to visit India, in a busy election year, when Presidencies are focused on their campaigns and domestic agenda, is an indicator of the level of mutual comfort and trust between the leaders.

This visit may have more political and optic overtones than economic, but that does nothing to take away the bilateral significance of the visit, as well as, the significant progress made in the areas of strategic importance, like defence, counter-terror, security, oil & gas and trade ties.

The key takeaways from the visit would probably be in the fields of Defence, Trade and Space.

The deepening of the defence ties between the two nations has witnessed steady progression with the Defence Trade and Technology Initiative (DTTI), 2+2 dialogues, increased frequency of military exercises, moving from the annual YUDH ABHYAAS series to TIGER TRIUMPH – a tri-services joint exercise facilitated by the signing of the LEMOA and Communication, Compatibility & Security Agreement.

It is expected, that TIGER TRIUMPH tri-service exercise with India will become an annual event and it is a vindication of the India’s emergence as the strategic partner of the US not only in the region but outside of NATO, as the only nation to have been given the status of major defence partner, to whom the US has consented to share sensitive military technologies, weapons and equipment – in no small means catalysed by the STA-1 status that India enjoys.

Geopolitics: China, being the elephant in the room, the renaming of the PACOM as the Indo-Pacific Command is reflective of the growing strategic stature of India in US military strategy and for the enforcement of the free and open, rules-based international order in the Pacific region.

There is the convergence of interest for India and US to limit the Chinese influence in the South Asian & ASEAN region. India has assiduously cultivated maritime security alliances with Japan, Vietnam, Indonesia and Singapore in pursuit of a free to navigate the Pacific and Indian Ocean region and limiting the Chinese influence in the South China Sea.

A free democratic and emergent power, India, is the ideal counterweight to an authoritative and expansionist China and this balancing of the two Asian powers is reflected in the formation of the QUAD of India, US, Japan and Australia. The recognition of India as a Strategic Partner is an outcome of the designation of China as a competitor by the present Trump administration.

The US pivot to Asia precedes the Trump Presidency – and the focus on India, from President Bush to Obama and Trump. It also highlights the bipartisan support that India enjoys on Capitol.

In the recent past though, this has been strained with incidents with some political overtones, on Article 370 and Diversity, which India clearly views as internal matters. These issues may have local domestic political overtones fueled in no small measure by the hostile press that India has attracted in the recent past especially under Modi 2.0 government.

India has to clearly reach out and be proactive in putting forth the facts on Article 370, CAA and Diversity, to the US people to counter the narrative that is built based on part fact and part imagination such as the linkage of CAA with NRC/NPR.

Defence Trade: The defence trade between India & US has moved from a few hundred thousand dollars to approx. $20 billion, if the present visit results in the widely anticipated sale of 24 MH60R helicopters for the Indian Navy and the 6 Apache helicopters for the Army Aviation – both deals which have been years in the making. However, with the present administration pulling out all stops – the anticipated sale of NASAM-II system, 30 Armed Sea Guardian drones, 6 more P8I aircraft with advanced onboard communication and surveillance systems and 13 Mk45 naval guns.

The cherry on the cake will be if the Indian Navy opts for FA 18 Super Hornet Block III, though the multi-role aircraft for IAF, with both Lockheed Martin and Boeing throwing their hats in the ring, may take more time than anticipated riding on the back of the sluggish economic growth with more funds being allocated for infrastructure and social sector.

The only threat to this otherwise thriving partnership could come from the potential acquisition of the S400 missile system by India – though the US has shown flexibility in the past in accommodation of key Indian strategic interests such as the Chabahar port for the land route to Afghanistan, support during Doklam crisis and the abrogation of Article 370, besides diplomatic support to Indian counter-terror initiatives, but S400 deal with Russia could test this resolve.

Energy has been an area of increased cooperation between India and the US, and the energy exports to India from the US (both oil and gas) have registered an impressive growth of nearly $8 billion and may touch $10 billion, with Petronet LNG ($2.5 billion) and other companies, investing a total of $4 billion in US and have contracted 9 million metric tons per annum of LNG. This has helped bridge the trade deficit and has the potential to meet the ever-growing demands of energy in India – both in conventional and non -conventional sources including Nuclear energy as a part of the clean energy initiative of the government.

Space is an area which has seen slow yet steady cooperation of ISRO with NASA, with the space agencies building the strategic NISAR satellite at an estimated cost of $1.5 billion for studying the hazards, environmental change and natural processes. NISAR will be launched aboard an Indian launch vehicle in 2022. India and the US have been collaborating on space missions, and space crafts have carried their scientific instruments. The confirmed discovery of water on the south surface of the moon is credited to Chandrayaan 1 which carried a NASA probe.

Space Industry: There is considerable scope for the Indian and US Space industry to work together leveraging their complementary strengths – marrying Indian frugal space engineering and lower costs of material, supply chain and production which as a significant small industry content, with the cutting edge technologies of US firms.

India and the US could potentially collaborate on the planned Indian space station as the ISS retires by 2030 and India’s planned space station is in place by that time. There could be planned human space flights as this is an area of interest for both the nations, moving forward.

Challenges: With all the good tidings, there are drags and challenges, to the growing partnership. Apart from US Administration’s desire to see India & Pakistan engage more bilaterally, more so in view of the Afghanistan Peace Deal to be announced on February 29 and the impending withdrawal of US troops and the recent offers of mediation, US would like to see greater involvement of India in Afghanistan even though PM Modi has ruled out boots on ground and has its reservations on the role of Taliban in the new Afghan dispensation, which could embolden terror outfits in Kashmir, but India could support the new Afghan government in terms of assistance, lines of credit and trade through the Chabahar route.

Trade: Trade is a major challenge in the US –India bilateral relations. The US-India trade grew at 10 per cent annually for the last two years and crossed $160 billion in last year. The trade deficit – something that the present administration has constantly focused on, has narrowed by 9 per cent. Historically, India has had a trade surplus but it is changing with the US goods trade deficit with India was at $20.8 billion in 2018, a 9 per cent decrease ($2.1 billion) over 2017.

Though bilateral investment has room for much improvement but Indian companies have invested almost $18 Billion and created direct employment for US citizens, so have US companies in India. Major US companies as Google, Microsoft, GE, Honeywell, Boeing, Lockheed Martin and Collins Aerospace have technology centers and joint ventures in India which have contributed to both the economies

The list of requests from the US TR is long with respect to access to the Indian markets, to single-brand retail, medical devices (reduction of duties /higher margins), pharma, insurance, banking and financial services. Higher FDI limits in the sectors not permitting more than 49 per cent FDI, data localisation, IPR protection, and e-commerce issues, have in the recent past been a bugbear for both the ministers – Lighthiser and Goyal. While India may have its share of issues such as the H1B visas for Indian technology giants, higher tariffs on aluminium & metals, and the withdrawal of the GSP privileges.

President Trump has often quoted Indian tariffs and barriers, as an impediment. It is true that the US may be a more open market than India, but it can be said, that Indian tariff structure is WTO compliant with Japan and South Korea levying a higher tariff on certain goods. Apart from Harley & Ford, there is scope for early outcomes in food, dairy, pharma, medical devices and IPR protection in trade talks between the two democracies.

Way Forward: Undoubtedly, these are barriers to entry and do not make for ease of doing business, but the way forward, could be - by breaking down into individual milestones, dividing their mutual interests into smaller segments, than to attempt a large all-encompassing deal that has been long in the making.

There is enough scope to work on this and the trade relationship between India and US is not a 100 meters dash but more akin to a long-distance marathon, where not stamina alone but technique, even pace and focusing each mile at a time ensures success.

Here's what experts have to say about the India-US ties and the bonhomie between the US President Donald Trump and Prime Minister Narendra Modi:

Puneet Ahluwalia, Political and Business Consultant

Indians have been voting for democratic, Indians are in large number in Florida and Virginia, Indians can play an important role in Ohio. Religious freedom has made a huge dampener on the overall picture of India's image and it depends on PM Narendra M\odi on how he navigates this with President Donald Trump.

If discussions on defence and energy are on the better side, it is a win-win situation for India. The hugs, comforts, and food is not the main course. Let India start focussing at Indo-Asia as a true global power. India should stop flexing muscle verbally and take a stronger position at issues that matters.

Indian mindset of doing business is very different, these two leaders and their mindset will make the difference. The relationship between PM Narendra Modi and US President Donald Trump should be making the best advantage for both the countries.

President Donald Trump is more about creating jobs for Americans, at the same time having deeper relations with India and other nations. You can see the robust growth in the American economy, you can see the jobs coming back and India can take advantage of that. The potential is huge given the leadership in India decides to make with the visit of the US President visit.

G Parthasarathy, Former Indian Diplomat

India will not be dictated to by any country. We will keep the relationships as we want - cooperation is not fostered with preconditions. We will negotiate with the US as we negotiate with anyone else.

QUAD is going well - that will expand, but we will not allow anyone, US, Russia, and China to dictate us. Right now, I'm not worried by Washington Post and New York Times. We will decide what is in our national interest, right now it is in correspondence with the US.

Dr Waheguru Pal Singh Sidhu, Professor at the Center for Global Affairs, New York University

There are a lot of similarities between US President Donald Trump and PM Narendra Modi, the bonhomie, the approach, the minorities.

The US economy is doing the best in decades whereas the Indian economy is just the opposite. The relationship should now start moving beyond the bilateral.

During the last presidential visit of President Barak Obama, we heard something on Indo-pacific, something similar is expected with a bigger growth in wider aspect this time. I'm sure Afghanistan and the Middle East will be a part of the discussion as India looks at itself as a leading nation. This being the defining moment India needs to move up.

Noth sides are very much on building the relationship, all US Presidents coming to India in their first term show the commitment. Containment of China is US position, India's position is managing china, freedom of navigations and freedom of seas is very critical for India.
