In 2014, months before the general elections in May, the Congress elected Narendra Rawat as its candidate for the Vadodara Lok Sabha seat through what was described as the organisational primaries. Workers from the various Congress frontal units including the Sewa Dal, the NSUI, the Mahila Congress, as well as, MPS, AICC members and a potpourri of other notables all took part in this polling process. There were multiple aspirants, but Rawat made the cut. No surprise considering he was the party’s Vadodara city unit chief.&nbsp;

However, when the BJP announced that their Prime Ministerial candidate Narendra Modi would be contesting from Vadodara, the Congress chose to junk the sanctity of the primaries and replaced flyweight Rawat with a lightweight and the then General Secretary of the party, Madhusudan Mistry. Mistry got over two and a lakh votes, but that one move to para drop him demolished the sanctity of the primaries in the state.&nbsp;

If this was farcical, then what happened hundreds of miles away in Assam at the heart of the then Congress Vice-President Rahul Gandhi’s primaries experiment - was worse. The state’s established leadership balked at the idea of going through the rigours of first seeking the ticket before contesting the polls. But the then chief minister Tarun Gogoi chose to back Rahul to the hilt considering that his own son, Gaurav, who was entering politics had to make the cut. &nbsp;

The state became an internecine battleground amongst squabbling factions. All this in January-February 2014, months before the national polls. Even while the primaries pot was boiling, out of the blue, the party para dropped the Raja of Amethi, Sanjay Singh, to be their Raya Sabha candidate from a state that had already sent an 'outsider' Manmohan Singh to the Rajya Sabha. They wanted to mollycoddle someone who could have been a spoiler in Amethi. In one fell stroke, the sanctity of choosing candidates through primaries evaporated. All because things had to be made easy for Rahul Gandhi in Amethi during the parliamentary polls.&nbsp;

Contrast this with what is happening in two other countries - the world’s oldest democracy and the world’s most powerful - both in the midst of a withering campaign on who will lead two of its main political parties, both out of power and desperate to get back into the spotlight. The most Congress like situation.&nbsp;

In the UK, the Labour Party is still grappling to find a replacement for Jermy Corbyn who decided to step down post the general election loss to Boris Johnson’s Conservatives. After multiple ballots, three candidates - Rebecca Long-Bailey, Lisa Nandy and Keir Starer - have made it to the final round. Voting by party members will now open on February 21 and close on April 2 with the results being declared on April 4. It’s been a bruising, no hold barred fight for the leadership, but it renews the institution and enthuses the grassroots.&nbsp;

Across the Atlantic, in the US, the primaries that will throw up a democratic contender to take on US President Donald Trump in the Presidential elections in November is even more debilitating. There are seven candidates still in the fray with the oldest, billionaire Michael Bloomberg, having joined the fray just recently. 21 candidates dropped out of the race before the first primaries - the ubiquitous American system to choose a contender - was even flagged off. &nbsp;

But the candidates who have the stomach and the stamina have to go through the grind of flagging their agenda, fending off the opposition and measuring up to what can only be described as the equivalent of a PET scan to assess their character, their background, their position and policy on a spectrum of issues and subjects. It can be debilitating and soul-crushing, but obviously many have the stomach to face up to it and are going through the rigours of the primaries.&nbsp;

And, mind you this jamboree will move state after state till it reaches a grand finale sometime in June-July when the democrats will have a leader and a candidate. The consequence of the elections, though, both in the UK and the US, is that the party rank and file get right behind the leader who has the unquestioned mandate to decide which way the party shall move. And you know your leaders like the back of your palm - his or her positions, ideological predilections and world view. Most important, it gives the rank and file an opportunity to choose who their leader will be.&nbsp;

So why is it that the world’s largest democracy that celebrates elections as a festival of democracy is so averse to institutional and organisational democracy. Organisational elections that are compeller as mandated by the Election Commission are comical and farcical by turns. Leaders are nominated and there is 'guidance' from what has now euphemistically come to be called as the 'high Command'. The wonder of wonders, the BJP that at one time slammed the Congress party for what it termed its 'high command culture' now has its own high command that directs the affairs of the party from the top to the bottom. Since its ascendancy to power in 2014, not one single chief minister or party president has been elected well, they have elected 'unopposed' with guidance being the leitmotif of the process.&nbsp;

The recent Ghar Wapsi ( homecoming) of Babulal Marandi in Jharkhand is a classic case of the High Command culture going wrong. The unquestioned leader of the BJP in that state, Marandi has pushed aside in 2005 in favour of Arjun Munda. Disillusioned Marandi left the party and set up his own outfit. Now a decade and a half later, Marandi has come home to the BJP after the party realised that its tallest leader in the state had been wronged thanks to misguided guidance from the top and they lost the last elections in the state for want of a leader who can arouse the grassroots.&nbsp;

It is understandable that parties weaned in the dynastic principle abhor any organisational election where the dynast will have to get into the ring and muddy his or her hands. Nonetheless, Rahul Gandhi has been the only one who has made some attempt - now sadly in cold storage -&nbsp;at a democratic evolution of leaders at the grassroots. It was an ill-structured, ill-planned and poorly executed exercise that stuttered to a standstill. He can claim credit, though, for having tried, where others have done nothing. &nbsp;

It is another matter though that he himself is elected 'unopposed' as it happened when he became Congress President. But that has been the state of almost every party in the country including the party with a difference—BJP. When the present Home Minister Amit Shah became the BJP President in 2014, he was nominated and now last month J P Nadda was elected unopposed as Shah’s successor. He was nominated by the party’s supreme decision-making body -&nbsp;the Parliamentary Board that provides 'guidance' in the running of the organisation.&nbsp;

It is this guidance that has seen parties big and small atrophy across the sub-continent. It is a lesson clearly most of them continue not to learn. The BJP has chosen to follow in their undistinguished footsteps.&nbsp;

Ahemdabad: Preparations in full swing ahead of Trump's maiden visit to India

US President Donald Trump on Saturday said said it is a great honour that Facebook has ranked him number one and Narendra Modi number two on their popularity on the social networking site, ahead of his maiden visit to India.

Trump and First Lady Melania Trump will pay a state visit to India on February 24 and 25 at the invitation of Prime Minister Modi, it was announced this week.

Taking to Twitter, he claimed to be the number one on Facebook, citing a remark of Mark Zuckerberg, co-founder and Chief Executive Officer of the social media company.

"Great honor, I think? Mark Zuckerberg recently stated that "Donald J. Trump is Number 1 on Facebook. Number 2 is Prime Minister Modi of India." Actually, I am going to India in two weeks. Looking forward to it!," Trump tweeted.

Trump says it's honour that FB ranked him number 1 and PM Modi number 2

Home Minister Amit Shah, at a media house summit recently, said he joined the Bhartiya Janata Party (BJP) when it had just two seats in 1980-1981. He did so based on his ideological convictions. His English professor of the time wondered how he had chosen a political party that involved more or less the task of pasting posters on the wall. &nbsp;

Today, some forty years later, his ideological convictions have not changed, even though the landscape of political power is much altered. &nbsp;

With two successive terms at the Centre, a substantial majority in the Lok Sabha, and sufficient support in Rajya Sabha, even from political parties outside the National Democratic Alliance (NDA); the BJP has implemented major items on its long-standing to-do list. &nbsp;

This has put the old order on the back foot. Having failed to prevail in Parliament, they have decided to take matters to the 'people' on the street.&nbsp;

The road ahead under the BJP, promises to continue with the implementation of several other outstanding issues such as the Uniform Civil Code (UCC), which will put all the citizens of India on an equal footing with no special provisions for any minority. &nbsp;

And lately, based on a substantial pressure on the resources of the country, with over 1.3 billion people, and its relatively low per capita income - The Population Control Law. &nbsp;

The compilation of the National Population Register (NPR), already underway in some states, is a census between other censuses. This is to be followed by the implementation of the law entitled the National Register of Citizens (NCR). This latter is designed to identify and remove illegal immigrants from the voter lists, at a minimum. &nbsp; &nbsp;&nbsp;

After the Delhi elections recently concluded, it is clear that the model for a section of the broader opposition, including the much diminished Congress and the victorious Aam Aadmi Party (AAP), now with national ambitions afresh, may change somewhat. &nbsp;

A combination of populist measures, within a highly publicised 'development model' that focuses attention on basic health, primary and secondary education facilities at government schools, provision of electricity, water, pollution, street lighting, and other similar civic necessities may become more widespread. This is expected to enthuse the young voter, women who run their households with limited means, and those who receive the largesse of free items. These sections have voted strongly for the AAP.&nbsp;

In addition, because of the monolithic pattern of voting practised by it, the concerns of the Muslim community will be given pride of place. This is already the case, most prominently, in West Bengal, which has a large minority population at some 30 per cent of the total. Delhi, by contrast, today has only 12 per cent. However, this is a reliable vote bank for both the Trinamool Congress (TMC) in West Bengal and the AAP in Delhi. &nbsp;

The AAP has taken some pointers from the TMC as well as others from the BJP itself. The BJP inspiration has been reinterpreted as support to Hinduism as opposed to Hindutva. The effort, which seems to have worked, was to seize part of the BJP’s thunder as the party for Hindus.&nbsp;

While people are naturally free to vote as they please, and indeed peacefully protest whatever laws they don’t like, it becomes worrisome when they break quite a few laws themselves in the process. &nbsp;

This includes providing a platform for blatant sedition, squatting on a main arterial road at the expense of a large number of people, indulging in the destruction of public and private property, arson, violence. &nbsp;&nbsp;

It is also of concern when that support extends to opposing democratically debated and passed laws in Parliament such as the Citizens’ Amendment Act (CAA). &nbsp;

The anti-CAA protestors, in Delhi and other parts, simply want the law rolled back. And, apparently, nothing short of repeal will satisfy them. This despite the support the law enjoys from some 70 per cent of the population, according to a recent survey. &nbsp;

The protestors insist it is discriminatory on the grounds of religion and therefore anti-constitutional. The Supreme Court (SC), is expected to pronounce on its validity in the not too distant future but is unlikely to call for its abrogation. &nbsp; &nbsp;

It is increasingly clear that the minority community does not, and will not, vote for the BJP with the exception of some women grateful for the enactment of the Triple Talaq Act, and possibly, some Shia. The Shia, along with other smaller sects, are a minority within the minority. &nbsp;

This divide too is ideological, because the BJP is seen as the party of the majority Hindu community. Its stated objective of Sabka Vikas is not believed. The polarisation, long existent, but now out in the open, is along religious lines on both sides. The new issue is an apprehension of challenges to the status quo that has long favoured the minorities.&nbsp;

The BJP is determined to create a level playing field and enjoys broad support in this endeavour. The only people who don’t want this are those who have benefited from the old order, the partisan interpretation of secularism, and the voting patterns it has elicited in their favour. &nbsp;

But the electoral challenge that the recent AAP landslide in Delhi represents may need a strong economic response to bolster the BJP’s appeal. The Hindu voter may decide against making a meal of ideology alone going forward.&nbsp;

Ideology, poster politics & challenges to the status quo

Prime Minister Narendra Modi on Sunday said that India never lacked resources and skills but the nation needs to work with a comprehensive mindset.

"We have never lacked the resources and skills, just need to work with a comprehensive mindset. All that is needed is to bring this story in front of the world. Uttar Pradesh Institute of Design (UPID) will play a very big role in it," he said.

"It has always been the power of India that some special art and products have been associated with the identity of every region and every district here. This has been our tradition there for centuries. Our businessmen and traders have promoted it worldwide," Modi said after inaugurating 'Kashi Ek Roop Anek'&nbsp;programme here.

The Prime Minister continued said that the UPID helped more than 3500 artisans and weavers from 30 districts in the last 2 years.

"A thousand of artists have also been given tool kits to improve craft-related products... This effort to make the products of Uttar Pradesh reach the foreign markets and make them available on the worldwide online market, the whole country is going to benefit from this," he said.

"When the changing world, changing time, according to the changing demand, make necessary changes in these products too. For this, it is very important to provide training, financial help, new technology and marketing facilities to the people associated with these traditional industries," he said.

Modi said that there is an increase in exports from Uttar Pradesh in the last two years.

"Before 2014, could the weavers and exporters of UP communicate with investors online platforms like this? This was not possible, because there was no such platform... In the last two years, there is an increase in exports from UP. This growth has become a reality due to programmes like One District One Product and help extended to MSMEs," he said.

The Prime Minister said that the anti-dumping duty on the raw material of textiles has been scrapped.

"For decades people associated with textiles had been demanding this. Our government has completed this work. The National Technical Textile Mission has been started. Rs 1,500 crore will be spent on this. Infrastructure related to technical textile will be created," he said.

Modi said the Central government is planning to create investment clearance cell for the ease of investors.

The government will take necessary steps to make India $5 trillion economy. We will work together to make India manufacturing powerhouse," he said.

"For the first time, the Taxpayers` Charter is being prepared so that the wealth creators of the country do not face hardship. Tax collection is being faceless. He said the Centre has drawn a blueprint for the development of small and medium industries for the coming five years.

Our businessmen and traders have promoted it worldwide," Modi said after inaugurating 'Kashi Ek Roop Anek' programme here. "The government is planning to create investment clearance cell for the ease of investors. This will help investors to take information easily at the Centre and state levels ... The government will take necessary steps to make India $5 trillion economy. We will work together to make India manufacturing powerhouse," he said. India never lacked resources, skills; needs to work with comprehensive mindset: PM Modi

Striking a conciliatory note, <a href="https://www.wionews.com/india-news/i-will-work-for-everyone-says-kejriwal-after-taking-oath-as-delhi-cm-280909">Chief Minister Arvind Kejriwal</a> on Sunday sought Prime Minister Narendra Modi's "blessing" for Delhi's progress and said that he "forgave" his rivals for the remarks against him during the campaign, while crediting the people of the city with ushering in a new kind of politics which is development-oriented.

Addressing a gathering at Ramlila Maidan after taking oath for the third time, he vowed to continue working for the fast-paced progress of the national capital, and defended the populist schemes of his government, which struck a cord with the voters, saying he can't charge people for basic amenities.

The new politics is "of schools, hospitals, 24-hour and cheap power supply, water, roads, women's security, corruption-free Delhi and is being discussed all over the country, he said, adding that initiatives like mohalla clinics are being replicated across the country and abroad.

Responding to his critics over freebies, the chief minister said, "They say Kejriwal is making everything free, but I want to say that everything precious in the world is free. The love that a mother has for her child is precious and priceless, the fact that a father stays hungry to afford a good future for his child is priceless. Shravan Kumar served his parents with all his might. Kejriwal is your Shravan Kumar."

"Do I start charging people for education and health? Do I start charging patients for their operations? That is not possible," he said during his 20-minute speech.

Setting his new government's roadmap for the next five years, Kejriwal, who during his previous tenure had several run-ins with the Centre, asserted that he would work in coordination with the BJP-led central government and sought cooperation from political parties, saying he wants to work with everybody.

"I had invited the prime minister for the oath-taking ceremony today, but I think he could not make it because he might have been busy. I want the PM to bless us so that we can work for the development and progress of Delhi."

He said people voted for the AAP, BJP, Congress, and other political parties, but he was the chief minister of all.

"I want to work with everybody. It is obvious that there would be heated exchanges among political parties during elections. We have forgiven our opposition for whatever remarks they made about us. I would also like to request the opposition parties to forget what happened during the elections," Kejriwal said.

Several BJP leaders had made controversial and even incendiary remarks against their rivals during campaigning. MP Parvesh Verma, in a public meeting, had termed Kejriwal a "terrorist".

"I want to say to the two crore people of Delhi, irrespective of whom you voted for in the elections or what party you belong to, you are my family now. You can come to me without any hesitation and I will complete all your work, irrespective of your political affiliation, caste and whether you are rich or poor," he said.

"We have to do a lot of work in Delhi. I cannot do it alone, I need your support in making Delhi the most developed and beautiful city in the world," he told the crowd.

Lauding the people of Delhi for "changing" the politics of the country, Kejriwal asserted that it is everybody's dream to have a developed Delhi and India which can be appreciated all around the world. "This would be possible only through new politics which has been started by you all."

According to party leader Gopal Rai, the AAP will launch a nationwide campaign from February 23 to March 23 to connect with one crore people.

He sought to project his 'Delhi Model' at a national level as he said that several states have started setting up mohalla clinics and following his government's works.

"Kejriwal loves his people and hence this love is free... I should be ashamed if I charge those who take treatment in government hospitals or study in government schools," the chief minister said.

Asserting that in the last five years he has worked for all and there was no step-motherly treatment towards anyone, Kejriwal told the crowd at the Ramlila Maidan, "Your son has taken oath for the third time as Delhi chief minister. This is not my victory but yours."

"In the last five years, we tried to fast pace Delhi's development and in the next five years, we will continue to do the same."

The AAP national convener began his address with 'Bharat Mata ki Jai', 'Inquilab Zindabad' and ended it by singing 'Hum Honge Kamyaab', in which he was joined by the crowd.

The Aam Aadmi Party had planned to keep the swearing-in ceremony "Delhi-specific" and hence did not invite chief ministers of other states or political leaders.

Instead, around 50 people from different walks of life who have contributed to the development of the city during the last five years shared the stage with Kejriwal as special guests during his oath-taking ceremony.

"Delhi's 'nirmatas' (makers) are sitting here... Lakhs of 'nirmatas' run Delhi... Politicians come and go but Delhi's 'nirmata' run Delhi," Kejriwal said.&nbsp;

Prime Minister Narendra Modi on Tuesday said attempts were made to mislead people on the Union Budget, however, even critics now accept that it is the best budget under the prevailing global economic scenario.

Speaking at the BJP parliamentary party meeting here, Modi hailed the Bodo accord and the agreement to settle the members of Bru-Reang tribe in Tripura, terming them “historic” successes of his government in this decade.

It will usher in an era of peace in the North East which has suffered decades of bloodshed and violence, he said.

Referring to the Union Budget, which was presented by Union Finance Minister Nirmala Sitharaman on Saturday, Modi said attempts were made to mislead people on it. However, people have now realised that it is a very good budget and even critics have acknowledged that this is the best budget under the prevailing global economic scenario, he said.

BJP president JP Nadda, who attended the first parliamentary party meet after becoming the party chief, was felicitated by Modi and others. Nadda expressed confidence about the BJP’s win in the February 8 Delhi Assembly polls and added that over 240 party MPs are spending several days in the poor colonies of the national capital to reach out to voters.

The state governments of Kerala and west Bengal had opposed CAA and NPR.

"As the NPR is a process that leads to the NRC, there is a sense of fear among the people. If the NPR and NRC are implemented in Kerala, it will lead to widespread anarchy. That is the experience of the state where the NRC was implemented,' said a statement released by the Kerala Chief Minister's Office.

At a meeting of about 20 opposition parties led by Congress president Sonia Gandhi about a month ago, it was decided that the parties will urge all chief ministers who have decided not to implement the NRC in their states to also consider suspending the NPR enumeration "as this will be a prelude to the NRC".

The NPR is a register of usual residents of the country. It is being prepared at the local village/sub-town, subdistrict, district, state and national levels under provisions of the Citizenship Act, 1955, and the Citizenship (Registration of Citizens and Issue of National Identity Cards) Rules, 2003.

For the purposes of the NPR, a usual resident is defined as a person who has resided in a local area for past six months or more or a person who intends to reside in that area for the next six months.

He also stated that the youth of the country is striving for a change and is not ready to fall prey to old problems.

"India's youth is getting restless with no change. It wants change, that hasn't happened in 70 years since Independence. It is not ready to fall prey to these old problems", he said.

Ahead of his address to cadets at Cariappa Parade ground here, Modi inspected the <a href="https://www.wionews.com/south-asia/indias-military-strength-cultural-diversity-at-display-during-71st-republic-day-parade-276642">National Cadet Corps</a> parade. Country with disciplined, determined youth can't be stopped on development path: PM Modi

The BJP government cleared the work which had been stalled for more than three decades leading to the inclusion of Rafale aircraft in the fleet of Indian Air Force (IAF), said Prime Minister <a href="https://www.wionews.com/opinions/how-narendra-modis-prime-ministership-will-evolve-over-the-next-five-years-232915">Narendra Modi</a> on Tuesday.

"For over 30 years not a single next-generation fighter plane was added to IAF's fleet. Our aging aircrafts used to meet with accidents, fighter pilots kept getting martyred but the people responsible for getting the new planes had no concern," Modi said at the <a href="https://www.wionews.com/india-news/10-jamia-students-asked-to-leave-ncc-camp-for-keeping-beard-27736">National Cadet Corps</a> (NCC) rally at Cariappa grounds in New Delhi.

"Should we have let that continue? Should we have allowed the Air Force to get weakened? No. We cleared the work which was stalled for more than 30 years and today I am happy that India has got the next-generation fighter plane Rafale and it will fly in the country's skies soon," Modi added.

Modi further said that the Centre had not only approved the purchase of adequate bulletproof jackets for its own soldiers, but it is now moving ahead to export such jackets to the other countries too.

Asserting that his government had also played a big role in increasing synergy by the creation of the post of Chief of Defence Staff (CDS), Modi said, "For many years, discussions were being held to appoint a Chief of Defence Staff to increase synergy and coordination between the three wings of the Armed Forces. But nobody took a decision on it."

"The creation of the <a href="https://www.wionews.com/india-news/government-to-announce-indias-first-chief-of-defence-staff-today-269990">Department of Military Affairs</a>, CDS and the appointments to them was also done by us. We worked with the thought that it was time to deliver," he added.

Earlier, the Prime Minister had presented awards to the best cadets. Defence Minister <a href="https://www.wionews.com/india-general-elections-2019/rajnath-singh-arrives-in-moscow-for-three-day-visit-to-boost-defence-ties-with-russia-260035">Rajnath Singh</a>, Chief of Defence Staff General Bipin Rawat, and the three wing-chiefs were also present at the rally.

Bodo Accord will usher in a new dawn of peace, harmony and togetherness: PM Modi

"Religion must be restricted to spheres which legitimately appear in the religion, and the rest of life must be regulated, unified and modified in such a manner that we may evolve, as early as possible a strong and consolidated nation. Our first problem and the most important one is to produce national unity in this country. We think we have got national unity but there are many factors -and important factors - which still offer serious danger to our national consolidation, and it is very necessary that the whole of our life, so far as it is restricted to secular spheres, must be unified in such a way that as early as possible, we may be able to say, "Well, we are not merely a nation because we say so, but also in effect, by the way, we live, by our personal law, we are a strong and consolidated nation"- These were the words of &nbsp;K.M.Munshi, a distinguished member of Constituent Assembly of India and a leader who campaigned for eliminating caste-based discrimination, promoted women’s education and widow remarriages while addressing the Constituent Assembly debate on the issue of Uniform Civil Code.

According to the Directive Principles of the State Policy in the Constitution of India, “The State shall endeavour to secure for the citizens a uniform civil code throughout the territory of India.”

It was the vision of leaders like Munshi, Hansa Mehta, Alladi Krishnaswami Ayyar, Rajkumari Amrit Kaur and Dr BR Ambedkar who keeping in mind the intricacies, variation and dimension of our nation saw the Uniform Civil Code as part of the state’s responsibility’ to establish a single Indian identity instead of multiple religious identities.

The Constituent Assembly sat for the first time on December 9, 1946 and completed its task of framing the Indian Constitution in 2 years and 11 months. The Constituent Assembly had 11 sessions and sat for a total of 165 days. On November 26, the Constituent Assembly adopted the Constitution of India which came into force on January 26, 1950.

Uniform Civil Code was debated on December 23, 1948, wherein the Muslim members opposed it and moved amendments to keep personal laws out of the Constitution’s scope and introduce a provision that operationalised the Uniform Civil Code (UCC) only with the prior assent of the community.

In their opinion, the Uniform Civil Code violated freedom of religion and would create disharmony within the Muslim community and will be an interference in personal law without the approval of religious communities.

Members in favour argued that the UCC was important to uphold the unity of the country and the Constitution’s secular credentials.

Alladi Krishnaswami Aiyar was of the opinion that differential systems contribute to the differences among peoples of India. He said that by not having Uniform Civil Code we were departing from the goal where we wanted the whole of India to be welded and united together as a single nation. His assertion was that without uniformity in civil code, this country will be kept up always as a series of competing communities.

KM Munshi pointed out that even if this clause (Uniform Civil Code) is not put in, it did not mean that Parliament in future would have no right to enact a Uniform Civil Code and stated that Article 19, accepted by the House unanimously, permitted legislation covering secular activities. “The whole object of this Article is that as and when the Parliament thinks proper or rather when the majority in the Parliament thinks proper an attempt may be made to unify the personal law of the country.”

On the question of it being tyrannical, Munshi pointed out, ‘’Nowhere in advanced Muslim countries the personal laws of minorities has been recognised as so sacrosanct as to prevent the enactment of a Civil Code. Take for instance Turkey or Egypt, no minority in these countries is permitted to have such rights. Munshi further said that when you want to consolidate a community, you have to take into consideration the benefit which may accrue to the whole community and not to the customs of a part of it. It is not, therefore, correct to say that such an act is the tyranny of the majority. If you will look at the countries in Europe which have a Civil Code, everyone who goes there from any part of the world has to submit to the Civil Code. It is not felt to be tyrannical to the minority.

The point, however, is this, whether we are going to consolidate and unify our personal law in such a way that the way of life of the whole country may in course of time be unified and secular. If, however, the religious practices in the past have been so construed as to cover the whole field of life, we have reached a point when we must put our foot down and say that these matters are not a religion, they are purely matters for secular legislation. This is what is emphasised by this article.”

BR Ambedkar made a &nbsp;point that it will not be the first time that Muslims will be governed by a law other than their own. He said, “My honourable friends have forgotten, that, apart from the North-West Frontier Province, up till 1937 in the rest of India, in various parts, such as the United Provinces, the Central Provinces and Bombay, the Muslims to a large extent were governed by the Hindu Law in the matter of succession”.

Hansa Mehta, the member of the Fundamental rights sub-committee, the advisory committee and the provincial constitutional committee, made a significant contribution to the Constituent Assembly debates in trying to make the Uniform Civil Code (UCC) a justiciable part of the constitution. According to her, personal laws were dividing the nation. “It is therefore very essential if we want to build up one nation to have one Civil Code.”

She opined that last rulers (British) created religious and communal minorities in order to help their policy of divide and rule and that policy led to the partition of this country. She said, “We do not want any more partitions. What do the minorities want? What can be their claims? The Constitution guarantees equal protection of the law, equality of status, equality of opportunity; the Constitution guarantees religious rights. What more can the Minorities ask for? If they want privileges, that is not in the spirit of democracy. They cannot ask for privileges”.

Time to honour commitment on Uniform Civil Code

Usha Chaumar is a sanitation activist&nbsp;and <a href="https://www.wionews.com/photos/dalit-outfits-call-for-bharat-bandh%2C-life-disrupted-across-north-india-127905">dalit </a>social worker from Alwar, Rajasthan who has won the <a href="wionews.com/india-news/padma-shree-award-winners-full-list-192818">Padma Shri</a> award this year.

But a little known fact about her is that she used to work as a <a href="https://www.wionews.com/opinions/sewer-deaths-are-unacceptable-167757">manual scavenger</a> in the past.

She&nbsp;has faced&nbsp;discrimination and was&nbsp;marginalized from society due to being an '<a href="https://www.wionews.com/india-news/dr-bhimrao-ambedkar-a-true-fighter-against-caste-discrimination-in-india-130372">untouchable</a>'.

However, instead of getting demotivated and depressed due to the atrocities and adversities she faced, she decided to do something for the people who suffered from all of these things.

Her journey from a manual scavenger to a Padma Shri&nbsp;awardee is awe-inspiring.

Despite facing several ups and downs in her life, it was&nbsp;her dedication and determination to do something for the welfare of the dalit community and for the improvement of the sanitation conditions in the society that&nbsp;she emerged as a winner.

After winning one of the country's fourth-highest civilian award, she said, "There is a drastic change in my life. Earlier, I used to work as a manual scavenger.

It was Dr Bindeshwar Pathak, founder of Sulabh International, who helped me in coming out of that work."
