After the Supreme Court on Friday directed the Jammu and Kashmir administration to review the restrictive orders imposed in the Union Territory within a week, Congress leader Kapil Sibal on Friday questioned Home Minister Amit Shah, asking what was the 'emergency' behind imposing Section 144 on August 4, 2019, and said that it cannot be used to 'suppress' the freedom of speech.

Addressing a press conference at the Congress headquarters, Sibal said, "I want to ask the Home Minister (Amit Shah) that what was the emergency on August 4? You cannot use Section 144 to suppress freedom of speech. I want to tell the Home Minister, the government that if it will listen to the voice of people, it will always remain in governance."

The top court while hearing the petitions challenging restrictions in Jammu and Kashmir stated that the right to access the internet is a fundamental right under Article 19 of the Constitution of India.

"Today the Supreme Court has given a historic verdict in the matter of Jammu and Kashmir, the citizens of the country were worried that the people do not know about the situation in Kashmir. No one was able to get out of the house, there was no communication, that is why we had filed a petition and stated that Section 144 should be reviewed," said Sibal.

"The court has clearly stated that whatever order regarding the imposition of Section 144, the Jammu and Kashmir administration should put in the public domain so that people can challenge it if they want to. Moreover, the decision to suspend internet services cannot be made for an indefinite time," he added.

The top court said that Kashmir has seen a lot of violence and that it will try to maintain a balance between human rights and freedoms with the issue of security.
It also directed the Jammu and Kashmir administration to review the restrictive orders imposed in the region within a week. "The citizens should be provided highest security and liberty,' the apex court said.

The top court made observations and issued directions while pronouncing the verdict on a number of petitions challenging the restrictions and internet blockade imposed in Jammu and Kashmir after the abrogation of Article 370 in August last year.

The Supreme Court had on November 27 reserved the judgment on a batch of petitions challenging restrictions imposed on communication, media and telephone services in Jammu and Kashmir pursuant to revocation of Article 370.

The court heard the petitions filed by various petitioners including Ghulam Nabi Azad and Kashmir Times editor Anuradha Bhasin.
.
The petitions were filed after the central government scrapped Article 370 in August and bifurcated Jammu and Kashmir into two Union Territories, Jammu and Kashmir, and Ladakh.

Following this, phone lines and the internet were blocked in the region. The government had, however, contended that it has progressively eased restrictions.

Speaking about the delegation of 15 foreign envoys, who are on a two-day visit to Jammu and Kashmir, Sibal took a dig at Prime Minister Narendra Modi and raised a question about his 'attachment' with the foreigners.

"I want to ask the Prime Minister that why are you so attached to the foreign people and not the people of this country? Get open with the people of India too and get transparent. Let us also visit, why do you trust others and not us?" said Sibal.

Watch: Foreign envoys in Jammu today × "I want to ask the Prime Minister that why are you so attached to the foreign people and not the people of this country? Get open with the people of India too and get transparent. Let us also visit, why do you trust others and not us?" said Sibal. A delegation of 15 foreign envoys, who are on a two-day visit to Jammu and Kashmir, met civil society representatives and community leaders in Jammu on Friday. The delegation had arrived in Jammu and Kashmir on Thursday and met political leaders and senior Army officials in Srinagar.

Recalling that the Centre has launched the Subhash Chandra Bose award in disaster management, he said: "Today, NDRF is being acknowledged at international level. When the earthquake struck Nepal, NDRF provided immediate help."

Fanned by soaring temperatures, columns of fire and smoke blackened entire towns on Monday and Tuesday, forcing thousands of residents and holidaymakers to seek shelter on beaches. Many stood in shallow water to escape the flames. In total, there have been 12 fire-related deaths across Australia since blazes broke out a few months ago, including three volunteer firefighters, after a three-year drought in large parts of the nation created tinder-dry conditions. Huge bushfires have destroyed more than 4 million hectares (10 million acres) -- an area larger than Japan -- and new blazes are sparked almost daily by extremely hot and windy conditions and, most recently, dry lightning strikes created by the fires themselves. Cooler conditions on Wednesday gave the country a moment to count the cost of the fires, although there were still more than 100 blazes in New South Wales (NSW) state alone and thousands of firefighters on the ground. The body of a man was found on Wednesday on the south coast of New South Wales after emergency workers began reaching the most damaged areas, according to the state's Rural Fire Service (RFS). Mobile internet services were cut off in 21 districts of Uttar Pradesh on Friday and security forces were deployed as precautionary measures to avoid the eruption of fresh protests in the state.

The internet suspension is aimed at curbing fake news in relation to the newly passed Citizenship Amendment Act that seeks to grant Indian citizenship to undocumented religious minorities-namely Hindus, Sikh, Jain, Buddhists, Parsis and Christians from the neighbouring Pakistan, Bangladesh or Afghanistan who moved to the country before the date of December 31, 2014.

Police have been strategically deployed in sensitive areas and law and order situation has been under control after weeks of violence protests told Director General of Police, OP Singh.

"We have suspended internet services in 21 districts. They will be restored as and when the situation demands...law and order situation is absolutely under control," Singh said.

Singh also informed that people indulging in violence are not to be spared citing it as the reason for hundreds of arrests made.

All districts of Uttar Pradesh were put on high alert on Thursday, ahead of Friday prayers in the backdrop of raging protests against the CAA.
"We are not touching innocents and we will not spare people who were involved in it (violence). And that is the reason we have arrested active members of many organisations, whether it is PFI or any other political parties," he said.

Over 19 people have died; 1,110 people have been arrested and 5,558 were taken into preventive custody in connection with violence during the anti-CAA protests across the state.

"The administration is educating people on CAA and we are also monitoring social media," Additional Director General (ADG) Prashant Kumar on Thursday.

The passage of the Citizenship Amendment Act has provoked violent protests throughout India and has gathered high criticism from the national as well as the international community.

The fundamental criticism being faced is that the new Act specifically targets Muslims, making it in violation of Article 14 of the Indian Constitution which enshrines the Fundamental Right to equality.

The Citizenship Act is also being linked to the National Register of Citizens (NRC) which is currently under implementation in Assam and according to Union Home Minister Amit Shah is to be prepared for every state in the country.

Anti-Citizenship Act Protests: Internet suspended in 21 districts, security forces deployed in Uttar Pradesh

This was a year which saw Prime Minister Narendra Modi's star rise to invincible heights - a landslide electoral win, an opposition in shambles and successive diplomatic victories.

After a series of diplomatic successes, India's image has taken a beating after the anti-citizenship law protests. The impatience to get things done could be the problem. There is a risk of crossing the thin line between decisive and dictatorial.

We have had protests before. People with all kinds of motivations, including political ones, have slammed the government in the past too.

But when apolitical people take extreme positions on issues that don't even affect them directly. Then you know that something is amiss.

Public protest and unrest have been the theme of this year. From Hong Kong to Chile to Lebanon and France, the might of the state has been challenged by the people.

But governments do not comment on domestic agitations elsewhere. But when they do, then the so-called internal issues become international ones.

India successfully took the world along on Balakot, Article 370, even on Ayodhya. There was sensitisation of the strategic partners who either backed India or remained quiet. However, the same support could not have been achieved for the Citizenship Act.

Now the CAA is India's law of course, an internal matter, and yet foreign players are stakeholders.

India cannot dismiss critics by calling it an internal issue when three of India's neighbours are directly affected. Bangladesh's foreign and home ministers cancelled a scheduled visit to India and a summit with the Japanese PM had to be postponed.

The United Nations Human Rights Council (UNHRC) called the law discriminatory and followed now the OIC is reviving the Kashmir issue.

The BJP was once hailed as the master of messaging, today it is losing the narrative war. Because taking on a terror state is one thing, but taking on your own people is another.

The government will have to take international partners along. A question mark on India's secular credentials is something that the government can ill-afford.

PM Modi lauds MPs for 'record-breaking' Parliament sessions

Prime Minister Narendra Modi on Sunday said that India is quite advanced in the field of astronomy and has taken path-breaking initiatives in the field.

Talking about the solar eclipse which took place on December 26, the Prime Minister read a message that he got from someone named Ripun, who had urged the Prime Minister to talk about the subject.

"India is quite ahead in the field of astronomy and our initiatives are path-breaking. We have a giant meter-wave telescope near Pune. Not just that, in Kodaikkaanal, Udagamandala, Guru Shikhar and Hanle Ladakh as well, powerful telescopes are located," the Prime Minister said during his monthly "Mann ki Baat" programme.

The Prime Minister said: "Like my countrymen, especially the youth among them, I too was eager to watch the solar eclipse on December 26. But unfortunately, clouds in skies in Delhi prevented me from enjoying the sight. Though, I did get to see beautiful pictures of the solar eclipse that was visible in Kozhikode and some other parts of India."

Stressing that astronomy has an ancient and glorious history in the country, Modi further said that our connection with the twinkling stars in the sky is as old as our civilisation.

"Many of you might be aware that at various places in India, there are magnificent observatories or Jantar Mantars, which are worth seeing. Who doesn't know about the prodigious talent of the great Aryabhatta? During his career, he expounded in great detail about the solar eclipse as well as the lunar eclipse," he said.

"In 2016, the then Prime Minister of Belgium and I had inaugurated the 3.6-metre Devasthal optical telescope in Nainital. It is said to be Asia's largest telescope. ISRO has an astronomical satellite called Astrosat. ISRO is planning to launch a satellite called Aditya, to study the sun," he added.

Mann Ki Baat: Prime Minister Modi urges people to take up task to uplift poor

PM Modi, right after assuming charge in his first term, launched the '100 Smart Cities Mission' in 2015. The Mission was launched with an aim to drive economic growth and improve the quality of life by enabling local development and harnessing technology.

But what would define a 'smart city'? And what does it mean for India? The concept of a 'smart city' would vary from country to country depending on the level of development achieved by a nation and what all it aspires its key cities to manifest. There exists no universal definition of a smart city.

"Even in India, there is no one way of defining a smart city," reads the official website of Smart City Mission.

However, if one loosely puts together the basic idea of a smart city in India, it would translate into a wishlist of a city dweller with respect to the level of infrastructure, services and other amenities "that describes his or her level of aspiration".

To develop any city into a 'smart' one would ideally involve the urban planners to develop and transform the entire urban ecosystem, to give it a comprehensive overhaul in terms of institutional, physical, social and economic infrastructure.

"This can be a long term goal and cities can work towards developing such comprehensive infrastructure incrementally, adding on layers of ‘smartness’," Smart City Mission explains on the website.

It is estimated that around 40 per cent of the Indian population will be housed in the country's urban areas which will account to over 70 per cent of GDP contribution by 2030. Therefore, improving the quality of life of people living in such areas and attracting more people and investment to bolster economic growth and development becomes imperative. The Smart City Mission was launched to meet this vision.

At the heart Mission is the idea to achieve some core infrastructure elements like adequate water and assured electricity supply; robust IT connectivity and digitalisation; efficient urban mobility and public transport; affordable housing; healthcare and educational services; optimum safety and security; sustainable environment, among others.

The Mission involves 100 Indian cities to be developed to an extent to exhibit the following features, says the official Mission website.

- Promoting mixed land use, making land use more efficient.

- Expanding housing opportunities for all

- Creating walkable localities – reducing congestion, air pollution and resource depletion

- Boosting the local economy, ensuring security.

- Preserving and developing open spaces such as parks, playgrounds, and recreational spaces

- Promoting a variety of transport options and boosting public transport

- Giving an identity to the city and boosting its local culture

- Applying Smart Solutions to infrastructure and services in area-based development to make them better.
