Protesters gathered at Delhi’s Jantar Mantar to demonstrate against caste-based reservation, with police detaining several participants during the protest.

The demonstration brought the contentious issue of caste-based reservation back into focus, as protesters raised their objections to the existing reservation system and gathered at one of the capital’s designated protest sites.

Police detained several demonstrators as authorities moved to manage the gathering.

The protest comes amid continuing public and political debate over reservation policies in India, including questions surrounding social justice, equal opportunity, representation and the future of affirmative-action policies.

Jantar Mantar Protest Against Caste-Based Reservation | Delhi Police Detain Several Demonstrators

New Delhi’s Jantar Mantar witnessed another major mobilisation on Friday as protesters from the unreserved classes gathered under the banner of Reservation Reform Andolan, demanding changes to India’s reservation system and opposing the University Grants Commission’s (UGC) equity regulations. The demonstration was held amid heavy security, with Delhi Police and Rapid Action Force (RAF) personnel deployed around the protest site. As the gathering continued, security personnel moved in and detained several protesters. Demonstrators maintained that their protest was peaceful and focused on their opposition to the existing caste-based reservation system and the UGC norms. The protest was organised by Reservation Reform Andolan and led by NEET aspirant Harsh Dubey. It was also joined by Rajasthan-based General Sena and Chanakya Sena, along with the Karni Sena. The demonstration followed confusion over whether permission had been granted for the gathering at Jantar Mantar. Influencer Ajeet Bharti, who has been vocal about reservation-related issues and the UGC regulations, was also present. Videos shared on X by journalists and attendees showed protesters reciting the Hanuman Chalisa and raising chants of "Siyawar Ramchandra ki Jai". Some demonstrators also opposed the SC/ST Act and called for its withdrawal. They argued that laws should not be misused against individuals and urged the government to take steps to prevent such alleged misuse, according to a report by Aaj Tak.A ground report by UP Tak, India Today Digital’s sister portal, said protesters claimed that thousands had gathered, although there was no official estimate of the crowd. Barricades were erected around Jantar Mantar, while Delhi Police, RAF and Indo-Tibetan Border Police (ITBP) personnel were deployed in the area. Several social media accounts covering the protest claimed that the turnout challenged the perception that an anti-reservation demonstration would fail to attract a significant crowd.
Confusion over Jantar Mantar and Ramlila Maidan
The demonstration centred on demands for reforms in India’s reservation system. Several protesters argued that economic circumstances should be considered when determining eligibility for reservation benefits. The protesters also raised objections to the UGC equity regulations, which had been stayed. The protest was preceded by a dispute over permission and the venue. In a public notice, Delhi Police said office-bearers of the Reservation Hatao Andolan had been informed through official communication and asked everyone to "adhere [to] the lawful instructions and remain peaceful". However, organisers insisted on holding the demonstration at Jantar Mantar rather than shifting to another location. "We are sitting at Jantar Mantar. We have asked for permission to protest here, and this is exactly where we want to be. And we will continue to sit here," anti-reservation activist Abhinay Pandey wrote on X. At the protest site, organiser Harsh Dubey alleged that people attempting to join the demonstration were being stopped outside. He also claimed that organisers had spent several hours discussing the matter with police before being asked to shift the protest to Ramlila Maidan, according to UP Tak. The visuals prompted questions over the identity of those involved in the crowd-control operation and whether plainclothes personnel were authorised to carry out policing duties.According to The Indian Express, Delhi Police Headquarters issued an internal message late Tuesday night directing all units to ensure that officers deployed at Jantar Mantar report only in police uniform and not in civilian attire.Delhi Police has not publicly responded to allegations specifically concerning plainclothes personnel using police batons.
Police say 'mild force' was used after barricades were breached
According to an internal report prepared by the New Delhi district police, officials maintained that "mild force" was used to restore order after protesters allegedly breached multiple security barricades.A police source told The Indian Express that authorities had erected three layers of barricades at Tolstoy Marg, Sansad Marg and near Transport Bhawan to prevent protesters from entering the high-security zone. The source said protesters allegedly broke through the first barricade at Tolstoy Marg around 10.30 am before breaching a second barricade on Sansad Marg. With only the barricade near Transport Bhawan left between the crowd and the high-security zone, security personnel used force to disperse the protesters, the source told the publication.Police said clashes were reported at four locations: Sansad Marg, the Rail Bhawan roundabout, Jantar Mantar and the Connaught Place Outer Circle-Janpath stretch.
Cockroach Janata Party questions role of plainclothes personnel
Following the clashes, the Cockroach Janata Party (CJP) questioned the role of the men seen in civilian clothes carrying lathis. In a post on social media, the party asked, "Who are these lathi-armed goons in plainclothes? Who have you hired to beat us up?"Delhi Police has been responding to several allegations made by protesters but has not publicly addressed the specific claim regarding men in plain clothes using police batons.

Is it legal for police to operate in plain clothes during crowd control?
The incident has also sparked debate over whether police personnel engaged in crowd-control duties should be identifiable. While certain policing functions such as intelligence gathering or undercover operations may require officers to conceal their identity, routine law-and-order operations are governed by statutory procedures and judicial principles.Public order is governed under Chapter XI of the Bharatiya Nagarik Suraksha Sanhita (BNSS), covering Sections 148 to 160. While the law does not expressly require police officers or armed personnel to display identification during crowd-control operations, legal experts argue that only a magistrate or a "police officer" has the statutory authority to order an unlawful assembly to disperse. Notably, the BNSS itself does not explicitly state whether officers must wear uniforms during law-and-order operations.
