Iran’s nuclear programme is once again at the centre of a growing geopolitical confrontation, as Tehran faces international pressure while deepening nuclear cooperation with Russia.

Iran operates Russian-designed nuclear infrastructure at Bushehr, while further Russian-Iranian nuclear projects are also under development. Iranian officials have described expanding cooperation with Moscow, including work involving nuclear power and radiopharmaceuticals.

At the same time, Iran’s fortified nuclear facilities remain a major concern for the United States and its allies. The heavily fortified Pickaxe Mountain site near Natanz has emerged as a particular focus amid the continuing US-Iran conflict.

The International Atomic Energy Agency has also referred Iran to the UN Security Council over its failure to cooperate with a long-running investigation into undeclared uranium traces. Iran continues to insist that its nuclear programme is peaceful.

As Russia deepens its relationship with Tehran, the nuclear question is becoming an increasingly important part of the wider geopolitical contest.

Watch GRAVITAS for a closer look at Iran’s nuclear capabilities, Russia’s expanding role and what this partnership could mean for the future of the region.

Intelligence assessments by the US indicate that Iran’s nuclear timeline remains largely unchanged despite months of conflict and targeted strikes, even as President Donald Trump continues to assert that military action has significantly set back Tehran’s ambitions. According to three sources familiar with the matter, analysts maintain that the time Iran would need to build a nuclear weapon has not shifted since last summer. At that time, estimates suggested that earlier US and Israeli strikes had pushed Tehran’s potential breakout timeline up to a year. The latest assessment comes after a two-month conflict launched by Trump, aimed in part at halting Iran’s nuclear programme. While Israeli forces struck several nuclear-linked facilities, US operations largely focused on conventional military targets, leadership structures and Iran’s defence industrial base. Strikes carried out in June targeted key enrichment sites at the Natanz Nuclear Facility, the Fordow Fuel Enrichment Plant, and the Isfahan Nuclear Research Centre, damaging or destroying infrastructure. Iran willing to be flexible, could shut parts of nuclear programme to ease tension with US: Report

Iranian President Masoud Pezeshkian on Friday (Nov 7) repeated his stance that Tehran will not abandon its nuclear and missile programmes. He said that Iran has just sought peace. His remark came a day after the American president, Donald Trump, said that Iran had been asking if US sanctions against the country could be lifted."We are willing to hold talks under international frameworks, but not if they say you can't have a (nuclear) science, or the right to defend yourself (with missiles) or else we will bomb you," Pezeshkian said. Iran has always been rigid about not holding any discussions on its defence capabilities, especially its nuclear programme. "We want to live in this world in peace and security, but not be humiliated, and it is not acceptable that they impose upon us whatever they want and we just serve them," Pezeshkian said. "They supply arms to Israel while they tell us not to have missiles for defence, then they bomb us whenever they want," he added. This came after Russia defended a reported ballistic missile test by North Korea on Friday (Nov 7). ‘Not if they say we will bomb you’: Pezeshkian says Iran seeks peace, but won’t abandon nuke programme

Iran said on Saturday that it was no longer bound by restrictions on its nuclear programme as a landmark 10-year deal between it and world powers expired, though Tehran reiterated its “commitment to diplomacy.” The 2015 deal -- signed in Vienna by Iran, China, Britain, France, Germany, Russia and the United States -- saw the lifting of international sanctions against the Islamic republic in exchange for restrictions on its nuclear programme. 'No longer bound by restrictions on nuclear programme': Iran

Sweeping United Nations sanctions on Iran have been reintroduced, ten years after they were lifted under the 2015 nuclear agreement. The move came as Britain, France and Germany activated the so-called “snapback” mechanism, accusing Tehran of failing to meet its commitments.
Why have sanctions returned?
The European allies said Iran had engaged in “continued nuclear escalation” and refused to co-operate with inspectors from the International Atomic Energy Agency (IAEA). The decision follows Tehran’s suspension of nuclear inspections after Israeli and US airstrikes in June on several nuclear and military sites. Iran’s President Masoud Pezeshkian dismissed the renewed measures as “unfair, unjust, and illegal,” insisting last week that the country had no plans to build nuclear weapons.
What does the nuclear deal aim to achieve?
The 2015 Joint Comprehensive Plan of Action (JCPOA) placed strict limits on Iran’s uranium enrichment, nuclear facilities and research activity. In return, sanctions were eased, opening the way for closer trade and diplomacy. But the deal has steadily unravelled since Donald Trump pulled the US out in 2018, branding it a “flawed” agreement. Washington and Israel said their strikes in June were aimed at halting Iran’s progress and punishing its support for regional groups targeting Israel. Trump later claimed the strikes caused “monumental damage,” though experts questioned their long-term impact.
Europe says diplomacy is not dead
The three European governments stressed that the snapback move was not the end of dialogue. “We urge Iran to refrain from any escalatory action,” they said in a joint statement, adding, “The reimposition of UN sanctions is not the end of diplomacy.”Talks between the sides at the UN General Assembly earlier this week ended without a breakthrough, leaving European ministers to conclude they had “no choice” but to act.
Iran pushes back
Tehran rejected the sanctions, saying it did not recognise the “illegal” measures. The foreign ministry warned that “any action aimed at undermining the rights and interests of its people will face a firm and appropriate response.”Pezeshkian softened earlier threats to leave the Non-Proliferation Treaty but warned the new measures put negotiations at risk. He also rejected a US proposal to hand over all enriched uranium stockpiles in exchange for a short sanctions waiver. “Why would we put ourselves in such a trap and have a noose around our neck each month?” he asked.Israel welcomed the snapback, calling it a “major development in response to Iran’s ongoing violations.” Officials urged the global community to use “every tool” to stop Tehran from becoming a nuclear power.

'Unfair, unjust, and illegal': Iran slams UN sanctions after Europe triggers snapback

Iran and Russia have signed a $25 billion agreement to build four nuclear power plants in the Islamic Republic, Iran’s state media reported on Friday (Sep 26). This comes after the United Nations Security Council voted to reimpose UN sanctions on Tehran last week.“A deal for the construction of four nuclear power plants with a value of $25 billions in Sirik, Hormozgan was signed between the Iran Hormoz company and Rosatom,” state television reported.Currently, Iran has only one operational nuclear power plant in Bushehr in the south, which has a capacity of 1,000 megawatts – a fraction of the energy needs of the country.Rosatom, the Russian state nuclear industry company, earlier said on Wednesday that it has signed a memorandum of understanding on the construction of small nuclear power plants in Iran, without specifying the number of plants.According to Iran’s state news agency IRNA, each plant would have a capacity of 1,255 megawatts. No further details were provided regarding the timeline of the project. The development comes as the so-called snapback sanctions are set to return by the end of Saturday (Sep 27) after European powers initiated the process in a 2015 nuclear deal, accusing Iran of non-compliance. Britain, France and Germany accused Tehran of failing to comply with its commitments as per the agreement, triggering the sanctions last month. On Friday, China and Russia pushed for a draft resolution at the UN Security Council session to allow an additional six months for negotiations. However, it is unlikely to gain enough support to pass. The Western nations have long accused Iran of seeking to build a nuclear weapon, despite Tehran’s repeated denials. In 2018, the United States pulled out of the 2015 nuclear accord with Iran. The talks between the US and Iran were ongoing to negotiate a deal on Tehran’s nuclear programme. However, the Israeli strikes in Iran that led to a 12-day conflict in June this year, briefly joined by the US, derailed the progress.Iran had earlier signed a nuclear energy deal with Russia in 1993 that allowed the construction of the Bushehr plant after Germany pulled out during the Islamic revolution of 1979.

Rosatom, the Russian state nuclear industry company, earlier said on Wednesday that it has signed a memorandum of understanding on the construction of small nuclear power plants in Iran.

Iran and Russia have signed a $25 billion agreement to build four nuclear power plants in the Islamic Republic, Iran’s state media reported on Friday (Sep 26). This comes after the United Nations Security Council voted to reimpose UN sanctions on Tehran last week. “A deal for the construction of four nuclear power plants with a value of $25 billions in Sirik, Hormozgan was signed between the Iran Hormoz company and Rosatom,” state television reported. Currently, Iran has only one operational nuclear power plant in Bushehr in the south, which has a capacity of 1,000 megawatts – a fraction of the energy needs of the country. Rosatom, the Russian state nuclear industry company, earlier said on Wednesday that it has signed a memorandum of understanding on the construction of small nuclear power plants in Iran, without specifying the number of plants. According to Iran’s state news agency IRNA, each plant would have a capacity of 1,255 megawatts. Russia to build nuclear plants in Iran? Tehran, Moscow sign $25 billion deal amid looming UN sanctions

Russia on Saturday (Sep 20) slammed the United Nations Security Council vote to reimpose economic sanctions on Iran, warning of “escalation of tensions” surrounding the Islamic Republic’s nuclear programme. ‘Escalation of tensions’: Russia warns UN over vote to reimpose sanctions on Iran

Iran has warned that it will respond “in a more decisive manner” if the United States or Israel attacks again, following earlier military strikes on its nuclear facilities. The move was part of a global trade war. Although all but the 10 per cent base rate were subsequently suspended for 90 days to allow more time for negotiations to secure deals. That 90-day period ends on July 9.

Referring to the reports about Air Force One, en route to New Jersey, Trump said Tehran's nuclear programme had been set back permanently after the Israel-Iran war, but the Islamic Republic could start it at a different location.

Iran has started nuclear programme at different location after war with Israel? Here's what Trump says

Iran, the bully of the Middle East, must now make peace.” Reiterating Vice President JD Vance said, “Our goal was to bury the uranium, and I do think the uranium is buried. Iran's President Masoud Pezeshkian has granted final approval to a law to suspend cooperation with the United Nations nuclear watchdog the International Atomic Energy Agency (IAEA), state media said Wednesday (July 2). "Masoud Pezeshkian promulgated the law suspending cooperation with the International Atomic Energy Agency," state TV said, meaning the measure drawn up in the aftermath of the Iran-Israel war last month is now in effect. This comes a week after the Iranian Parliament approved a bill suspending cooperation with IAEA. The decision followed recent US strikes on three Iranian nuclear sites in Esfahan, Fordow, and Natanz. During an open session of Parliament, Iranian lawmakers agreed on the general outline of a plan with 223 representatives present at the session, 221 voted in favour, one voted against, and one abstained. Earlier, Foreign Minister Abbas Araghchi slammed IAEA chief Rafael Grossi and said, “Grossi’s insistence on visiting the bombed sites under the pretext of safeguards is meaningless and possibly even malign in intent…Iran reserves the right to take any steps in defence of its interests, its people and its sovereignty.” On the same lines, Iranian President Pezeshkian told his French counterpart Emmanuel Macron that Tehran had halted cooperation with the IAEA due to what he called Grossi’s “destructive” behaviour towards Iran. Iranian officials have sharply criticised the IAEA not only for failing to condemn the Israeli and US strikes, but also for passing a resolution on June 12 accusing Tehran of non-compliance with its nuclear obligations, the day before Israel attacked. A ceasefire between Iran and Israel was announced on June 24 and has held forth since then.

The Parliament of Iran has voted for a halt to collaboration with the IAEA until the safety and security of our nuclear activities can be guaranteed. This is a direct result of @rafaelmgrossi's regrettable role in obfuscating the fact that the Agency—a full decade ago—already…— Seyed Abbas Araghchi (@araghchi) June 27, 2025

What are the implications of Iran suspending cooperation with IAEA?
The IAEA plays a central role in maintaining international peace and security by verifying that nuclear programmes around the world are strictly peaceful in nature. Amid the West's allegations that Iran was close to develop a nuclear weapon, it was important that IAEA keeps a check on Iranian facilities. Though the US has said that Iran's nuclear capabilities are 'obliterated', IAEA checks would have helped Iran improve its own standards, benefitting its civilian nuclear ambitions while avoiding environmental or safety disasters. Iran suspended its formal nuclear weapons program in 2003, and claims its program is for peaceful purposes only. By banning IAEA, Iran is effectively suspending all transparency mechanisms related to its nuclear program.

Ayatollah Ali Khamenei-led Iran is building the biggest ballistic missile arsenal on the planet and one-tonne warheads that are capable of hitting London, Israel has said in its latest claim. This came amid the controversy over the nuclear programme of the Islamic Republic after the 12-day war with Israel, which was later joined by America. After hitting Iran, Donald Trump claimed that the country's nuke programme was “completely obliterated”. But Oren Marmorstein, spokesman for Israel’s foreign ministry, said that this was not the only objective of the attack on Iran on June 13. Marmorstein told The Sunday Times that Israel attacked Iran for two existential threats. “One was nuclear, and we acted when we did because Iran was at the 11th hour of being able to build a bomb. But the other was the ballistic threat," he told the newspaper. Before the Israel-Iran war, Tehran was estimated to have 3,000 ballistic missiles, as estimated by the US. But the Khamenei government was in the middle of an operation to increase the production of the missiles to 20,000, the Israeli official said. He said on the morning of the ceasefire declaration, a missile killed four people in their safe room in the southern Israeli town of Beersheba. “Imagine if Tehran sent 10,000 of those,” he said. “That threat was as existential to us as a nuclear bomb," he said. “They were moving into industrial scale and about to become the No. 1 ballistic missile producer in the world. Some of these are intercontinental, which are not for us," he added. “They were getting closer and closer, almost to the point of no return,” Marmorstein told the newspaper. The Israeli officials claimed that Iran stepped up its nuclear program after Israel assassinated the Hezbollah leader, Hassan Nasrallah. “On uranium enrichment, they had stockpiled enough for nine nuclear bombs, and we saw extreme acceleration on weaponisation. This was all part and parcel of a bigger plan for the annihilation of Israel with three elements — nuclear, ballistic and physical invasion,” Marmorstein said.

Iran has said it is open to a new nuclear agreement that could see its stockpile of highly enriched uranium transferred abroad. The announcement came through Iran’s ambassador to the United Nations, Amir Saeid Iravani, in a written interview with Al-Monitor. It is the most detailed official statement since the end of a 12-day war involving strikes by the United States and Israel on Iran’s nuclear infrastructure.“We would be prepared to transfer our stockpiles of 60% and 20% enriched uranium to another country and have them transferred out of Iranian territory in return for receiving yellowcake,” Iravani said. This marked a departure from Iran’s previous position, which strongly opposed such a transfer. Also read: Iran holds mass funeral for military leaders killed in Israeli strikes
400kg of enriched uranium still missing
While Iran has voiced openness to exporting its stockpile, there are growing concerns over the location of a large quantity of enriched uranium. Roughly 400 kilograms of uranium enriched to 60% purity is reportedly missing. Former top UN nuclear official Olli Heinonen told Eye for Iran, “One should not relax because this material as such is enough for 10 nuclear weapons if it is enriched further to 90%.” The International Atomic Energy Agency (IAEA) has yet to confirm the location of this stockpile.
Iran backs regional nuclear cooperation
In addition to exporting uranium, Iran has also shown interest in a regional nuclear consortium. Iravani said Tehran is willing to collaborate with countries in the region that operate nuclear reactors, including on fuel supply and safety standards. “We are willing to collaborate with all countries in our region… if such a move is a complementary initiative and not a substitute for Iran’s domestic nuclear program,” Iravani said. The United States reportedly pitched this idea before the war, with the potential involvement of Saudi Arabia, Oman, the UAE, Qatar, and the US. The plan includes supplying enriched uranium for civilian use in exchange for partial sanctions relief.
No clear location for proposed consortium
The question of where the enrichment would take place remains unresolved. Iran has insisted that enrichment must continue on its soil. Despite this, Iravani gave the strongest endorsement yet of the consortium plan, saying, “A consortium could very well be one of the forms such cooperation might take.”Asked whether Iran would limit enrichment to such a consortium operating inside the country, he said, “In principle, we have no objection to that; however, we should consider it based on the details of any potential proposals we receive.”
NPT membership still stands, says Iran
Iran’s parliament recently passed a law restricting cooperation with the IAEA, raising concerns that it could be distancing itself from the Non-Proliferation Treaty (NPT). Iravani clarified that this was not the case. “It does not signify Iran’s withdrawal from the NPT,” he said, adding that any deal with the US must still respect Iran’s rights under the treaty.

US' Central Intelligence Agency releases a statement backing President Donald Trump's claims of destroying Iran's nuclear programme. On the day America launched strikes on Fordow, Natanz and Isfahan, Trump said, 'Iran's key nuclear facilities have been completed and totally obliterated.'
