Fire department officials told PTI that information about the fire was received at 6.45 pm.&nbsp;

As many as 23 fire tenders were rushed to the spot to douse the fire.

As per the Divisional Officer, Delhi Fire Service, SK Dua, the NOC was not taken from the concerned department while establishing the factory.

"23 fire tenders are engaged in the dousing operation. It`s a godown of different things. They have not taken NOC from the fire department nor do they have any system to douse the fire. No casualties have been reported so far," Dua said. He was quoted by ANI.

There was no immediate report of any casualty.

Earlier in the day, a fire broke out near Shah Masjid, Batla House in the Jamia Nagar area of the national capital on Thursday.

More than seven fire tenders rushed to the spot to douse the blaze and a total of 20 people have been rescued so far, according to Delhi Fire Service.

Three more fire incidents were reported on Wednesday.

The first fire incident took place in the Ministry of Home Affairs in the North block post-Tuesday midnight.&nbsp;

In the second incident of the day, at least 10 cars were gutted in a massive fire that broke out at an electric motor parking in Delhi`s Jamia Nagar on Wednesday morning.&nbsp;

The third fire incident took place in the electric meter panel in the basement of a building in Delhi`s Lajpat Nagar area, informed the officials on Wednesday.

Huge fire breaks out at Delhi factory, 23 fire tenders present

Parents of a 6-year-old child Roli Prajapati, who was shot dead by unidentified assailants in Noida, donated their daughter`s organs which managed to save as many as five lives making her the youngest organ donor in the history of AIIMS, New Delhi.

Roli was shot in her head after which she was rushed to the hospital. Soon, she went into coma due to the severity of the injury and then was referred to the All India Institute of Medical Sciences, Delhi. After desperate failed attempts to save the little girl, the doctors declared her brain dead.

Senior AIIMS neurosurgeon Dr Deepak Gupta told ANI, "Roli, a six and a half-year-old girl, arrived at the hospital on April 27. She had a gunshot wound and a bullet was lodged in her brain. The brain was totally damaged. She arrived at the hospital in almost a brain dead condition. So, we talked to the family members."

"We diagnosed her to be having brain death. Subsequently, our team of doctors sat with the parents and talked about organ donation. We counselled the parents and sought their consent if they would be willing to donate organs to save the lives of other children," the neurosurgeon said.

AIIMS doctor lauded the parents of Roli for donating the organs and saving five lives. The organs for donation are her liver, kidneys, both corneas and heart valve.

With this organ donation, Roli becomes the youngest donor in AIIMS Delhi history.

"We were very grateful to the parents for taking this step despite not knowing much about organ donation. They understood the importance of saving lives," Dr Gupta added.

We thought about it and decided that she would be alive in other people`s lives and give others reason to smile."

Poonam Devi, the mother of Roli emotionally mentioned that her daughter has left them but managed to save the lives of other people.

6-year-old brain dead girl saves 5 lives, becomes youngest organ donor at AIIMS Delhi

A fire broke out at a plastic factory in Narela area in north Delhi on Saturday, a fire department official said.

The official said that they received a call about the fire incident at 9.10 p.m. in the factory at H 1373, DSIDC, Narela, in north Delhi after which as many as 20 fire tenders were immediately pressed into the service.

As the firemen reached the spot, they found that the blaze was of medium category following which 5 more fire engines were deployed.

Delhi Fire Service chief Atul Garg confirmed to IANS that there have been no injuries or casualties in the incident. However, there was certainly a massive loss of property.

The cause of fire is yet to be ascertained.

Massive flames engulfed the whole building while thick plumes of smoke was billowing out of the top floor.

Meanwhile, Deputy Commissioner of Police (outer north) Brijendra Kumar Yadav said that the factory is owned by one Rahul Jain and at the time of incident, the factory was closed.

"In this factory, tarpaulin is manufactured for which plastic dana is used a raw material," the DCP said, adding no one is reported to have been trapped inside.

As per latest reports, 25 fire tenders are at the spot and one `sky lift` fire tender has also reached at 12.05 a.m.

"Fire is now under control," DCP Yadav added.

Notably, the incident comes just a day after 27 people were charred to death in a major fire incident at Delhi`s Mundka.

Several people jumped out of the building after windowpanes were broken by&nbsp;JCB machines. Makeshift ladders and cables were used to climb down the building.&nbsp;

Indian Prime Minister Narendra Modi has announced ex-gratia of Rs 2 lakh for the kin of the deceased and Rs 50,000 for those injured.

The fire broke out in the office of CCTV and routers manufacturing company on the first floor of the building.

According to fire officials, there was only one staircase due to which people could not move out of the building.

The police said that an FIR has been lodged in the matter and the owners of the CCTV manufacturing unit have been detained.

The conclusions of the Hurun Report on dollar millionaires come at a time when growing inequality in the country of over 130 crore people is causing worry.

A recently released report by non-profit Oxfam pegged the wealth of top 100 richest Indians at USD 775 billion, and added that India accounted for 46 million or half of the overall people on the planet falling into extreme poverty in 2021.

The report estimated the number of Indian dollar millionaires to increase by 30 per cent to touch 6,00000 households by 2026.&nbsp;

The national capital Delhi and financial hub Mumbai have reported a big fall in COVID-19 infections in the past two days and most of those who contracted the virus have recovered at home, authorities said on Monday.

Mumbai's daily new infections fell below 10,000 on Sunday for the first time since early this month, after touching an all-time high of 20,971 on January&nbsp;7. It reported 7,895 infections late on Sunday, Mumbai's municipal corporation said.

Delhi's cases have fallen consistently since hitting a peak of 28,867 on Jan. 13 and is expected to be fewer than 15,000 on Monday, for the first time since early January, the city government's health minister told reporters.

Both cities have said more than 80% of their COVID-19 hospital beds have remained unoccupied since the fast-transmitting Omicron variant led to a massive surge in cases from the start of the year.

"With very large numbers of sub-clinical, asymptomatic and undetected cases, it is difficult to pinpoint a peak by new cases," Rajib Dasgupta, head of the Centre of Social Medicine &amp; Community Health at Jawaharlal Nehru University, said in an email.

"In this situation, monitoring hospitalisation is more prudent; today's case can be next week's hospitalisation."

Other epidemiologists say a national peak in cases could come by early- or mid-February.

Experts have attributed the low hospitalisations to high levels of previous infections and vaccination. India has fully vaccinated about 70% of its 939 million adults and hopes to give the primary two doses to another 70 million or so teenagers by next month.

The government has advised states to mainly ask only people with symptoms of COVID-19 to get tested instead of random checks like earlier that badly stretched resources, especially in the last major wave in April and May when millions were infected and tens of thousands died.

Delhi is most likely to report around 10,000 new Covid cases today, taking the daily positive surge to nearly 10 per cent, state health minister Satyendar Jain on Wednesday said, while announcing the arrival of third wave in India.

On Tuesday, Delhi had recorded 5,481 news infections and three deaths in a day. The positivity rate stood at 8.3 per cent, a significant increase from 6.46 per cent on Monday.

“For Delhi, it is the fifth wave,” Jain said, adding, “Coronavirus is spreading very fast. The good news is that no serious cases have been found. We are also fully prepared to vaccinate teens.”

Testing for COVID-19 has been increased and around 90,000 tests have been conducted on Tuesday, the minister said.

He, however, added that only 300-400 samples are being sent for genome sequencing now as sequencing of all samples is not possible.

Delhi reports 331 new COVID-19 cases, highest single day spike in last 6 months

Indian capital of New Delhi on Wednesday passed orders prohibitting Christmas or New Year gatherings in view of the Omicron Covid variant threat. The Delhi Disaster Management Authority (DDMA) directed district magistrate to ensure no such gatherings took place.

It ordered the district magistrates (DMs) to identify potential COVID-19 superspreader areas ahead of Christmas and New Year.

The district magistrates and deputy commissioners of police (DCPs) have also been directed to tighten the enforcement machinery to ensure that people follow social-distancing norms and wear masks.

"All district magistrates shall conduct an intensive survey of the entire area falling under their jurisdiction and identify those pockets, colonies markets and crowded places which have the potential of becoming superspreaders of coronavirus and its Omicron variant," the DDMA said in the order.

It stated that all DMs and DCPs shall deploy a sufficient number of enforcement teams on the field for keeping utmost vigil at public places to enforce strict adherence to Covid-appropriate behaviour to avoid any possible surge in COVID-19 cases.

With over 200 cases of Omicron variant of COVID-19 in India, the health experts treating the patients infected with the virus say that so far cases are mild and the recovery rate is high but it is high time to be cautious otherwise India will be in trouble.

It stated that all DMs and DCPs shall deploy a sufficient number of enforcement teams on the field for keeping utmost vigil at public places to enforce strict adherence to Covid-appropriate behaviour to avoid any possible surge in COVID-19 cases. With over 200 cases of Omicron variant of COVID-19 in India, the health experts treating the patients infected with the virus say that so far cases are mild and the recovery rate is high but it is high time to be cautious otherwise India will be in trouble. This comes as a 35-year-old man has tested positive for Omicron variant in national capital, New Delhi. It is the second case of the new variant in the city. The man had travel history to South Africa and Zimbabwe. &nbsp;

The patient has been admitted to the LNJP Hospital and just has weakness, the officials said. &nbsp;

On Friday, India’s state Maharashtra reported seven new cases of Omicron. It included a one-and-a-half-year-old toddler. Out of the seven cases, three have been reported in Mumbai while four have come from Pimpri Chinchwad Municipal Corporation. &nbsp;&nbsp;

Omicron variant in India: Section 144 imposed in Mumbai; second confirmed case in Delhi

Schools, colleges and offices will re-open on November 29 in India’s national capital Delhi, the state’s environment said on Wednesday, as the city’s air quality showed signs of marginal improvement.

Gopal Rai also said that only CNG and electric vehicles, barring those engaged in essential services, will be allowed to enter Delhi from November 27.

The ban on the entry of vehicles operating on other fuels will remain till December 3, he said.

Rai urged government staff to use public transport.

"We hired private CNG buses recently. We have decided to use them to ferry employees from government residential colonies such as Gulabi Bagh and Nimri Colony," he said.

The government will also start a shuttle bus service from the Delhi Secretariat to ITO and Indraprastha metro stations for its employees.

"The air quality has improved over the last three days. The city's AQI is similar to pre-Diwali days," he said.

Schools and other institutes have been shut since November 15 due to ‘severe’ air pollution levels.

The Directorate of Education had earlier announced that schools, colleges as well as government offices will remain closed till further orders, adding that online education will continue in the meantime.

After nearly 19 months of closure due to the pandemic, Delhi schools reopened for all classes from November 1. But the city government on November 13 ordered the closure of all educational institutions and announced several others measures to combat air pollution and minimise its health effects.

Strong winds on Sunday and Monday had led to an improvement in the air quality.

The Ministry of Earth Sciences' air quality monitor SAFAR said slow local surface winds will reduce dispersion of pollutants over the next three days, leading to deterioration in air quality.

A slight improvement is likely from November 27 with an increase in local surface wind speed.

Delhi to reopen schools, offices on Nov 29 as air quality improves marginally

Delhi state government on Monday, said that it was ready for a lockdown to tackle air pollution in the city. Delhi's Environment Minister Gopal Rai said that the government had conveyed this to the Supreme Court of India. However, he stressed that the lockdown was possible only when it is implemented in Delhi and National Capital Region (NCR)

The NCR comes under the jurisdiction of various states around Delhi.

"We've told Supreme Court that we're ready for a lockdown...possible only when there's lockdown in NCR regions too. We're ready to take all measures with Centre, States; will follow whatever SC directs. Joint-action plan is needed," said Gopal Rai. He was quoted by ANI.

Meanwhile, the Supreme Court on Monday directed the Central government to call for an "emergency meeting" on November 16 with Punjab, Delhi, Haryana, and Uttar Pradesh and sought an action plan to curb the air pollution in Delhi-NCR.

A Bench of Chief Justice of India NV Ramana, Justices DY Chandrachud and Surya Kant concluded that the major culprits of air pollution in the national capital are construction activities, industries, power plants, and vehicular transportation apart from stubble burning in some areas.

Posting the matter for hearing on November 17, the top court asked Haryana and Punjab governments to persuade the farmers to stop the stubble burning for a week. Following the Supreme Court`s suggestion, schools in Delhi and Haryana have been closed and all construction activities have also been suspended.

Delhi`s air quality on Monday witnessed marginal improvement as the air quality in the capital city reached the lower end of `very poor` category with Air Quality Index (AQI) at 318 (overall), according to the System of Air Quality and Weather Forecasting And Research.

Ready for lockdown to curb air pollution, Delhi govt tells Supreme Court

A 29-year-old man in Greater Noida near New Delhi has been arrested for allegedly abducting on-duty traffic policeman. The policeman had stopped the car to check documents.

It was suspected that the car had been stolen and the accused the cop to get inside to check the documents. But once the police official sat in the car, the accused started the vehicle and took the cop to over 10-km-long drive before dumping him near a police post, said officials.

"Accused Sachin Rawal had stolen the Maruti Swift Dzire from a showroom in Gurgaon, Haryana two years ago on the pretext of taking the car out on a test drive," a police spokesperson said.

"Rawal, who lives in Ghodi Bacheda village in Greater Noida, had put on a forged number plate on his car, the number of which was same as that of a car belonging to a resident of his village," he said.

"On Sunday morning, the traffic police had started a vehicle checking campaign in Surajpur where Rawal's car was intercepted for inquiry following an input that he was travelling in a stolen vehicle," the official said.

Traffic constable Virendra Singh had asked Rawal to show the documents related to the vehicle. Rawal asked him to get inside the car and that he would show soft copies of the documents which he claimed were in his mobile phone.

"However, Rawal locked the car once the constable sat inside and took off. He later dumped the contable near Ajayabpur police chowki and sped away," the police spokesperson said.

An FIR was lodged at the Surajpur Police Station on Monday under IPC sections 364 (kidnapping), 353 (assault or criminal force to deter public servant from discharge of his duty) and 368 (wrongfully concealing or keeping in confinement, kidnapped or abducted person) and the accused was arrested later in the day, police said.

The car used in the crime has also been impounded, they added.

Man abducts cop near Delhi when asked for car documents

A day after a 35-year-old man was found brutally lynched with his hands and legs chopped off at the farmers’ protest site at Singhu on India’s northern Delhi-Haryana border, the police on Saturday said they have arrested&nbsp;a member of the warrior Sikh order ‘Nihang’ in the case.&nbsp;

Accused Sarvjit Singh was taken into custody after he surrendered on Friday night for his alleged role in the lynching, said police. He was produced at a local court on Saturday and sent to seven days’ police custody.&nbsp;

According to reports, Singh had come to Singhu border when the contingent of Nihang Sikhs had arrived there in the first week of December last year. At the border, he was the leader of a unit that tended to the horses.&nbsp;

In several videos that came to the fore on Friday night, Singh took responsibility for killing Lakhbir Singh, a lower caste Dalit Sikh from a village in Punjab, claiming that he had desecrated the Sikh holy book.&nbsp;

Police had registered an FIR against unknown persons on Friday on charges of murder and common intention. &nbsp;

Police had said that they had received information around 5 am on Friday that Nihangs had hanged and tied a person to a barricade and his hand was chopped off. When the police reached the spot, the victim had died. &nbsp;

The Nihang Sikhs and protesters had initially refused to hand over the body to the police.&nbsp;&nbsp;&nbsp;

The group said it abhorred religious sacrilege but nobody could take the law into their hands. The guilty must be punished, the farmers body said, and offered the police its support.&nbsp;

Eight people died in the October 3 incident in which four of them were farmers. Infuriated, the farmers then allegedly lynched some people in the vehicle. The other dead included two BJP workers and their driver.&nbsp;

Farmers alleged that the vehicle was being driven by minister Ajay Mishra's son Ashish Mishra. The minister has denied the charge, maintaining that his son was not there when the incident happened.&nbsp;

After videos circulated on social media showed the car ramming into the protesters from behind, Ashish Mishra was arrested late on Saturday night.&nbsp;

This is not the first incident where the farmers' protest turned violent. Earlier this year on January 26—the day when India marks its Republic Day— farmers rally across Delhi turned violent&nbsp;when a group of protestors deviated from the parade to storm the&nbsp;Red Fort.

Tens of thousands of the farmers protesting agricultural reforms drove a convoy of tractors, earlier than the allotted time, to start the tractor rally into New Delhi. The farmers drove on prohibited routes in long lines of tractors, riding horses or marching on foot. However, a section of the tractor rally turned violent as the protesting farmers clashed with the police. Some of the protesters deviated from their pre-sanctioned routes permitted by Delhi Police and breached the barricades.

More than 300 police personnel were injured in the violence by protesters, who used batons and sharp weapons.

<h2>Who are Nihangs?</h2>

Nihang is an order of Sikh warriors, characterised by blue robes, antiquated arms such as swords and spears, and decorated turbans surmounted by steel quoits. According to experts, Nihangs originated from the Sanskrit word ‘nihshank’ which means without fear, unblemished, pure, carefree and indifferent to worldly gains and comfort.” &nbsp;

Nihangs had a major role in defending the Sikh Panth after the fall of the first Sikh rule (1710-15) when Mughal governors were killing Sikhs and during the onslaught of Afghan invader Ahmed Shah Durrani (1748-65).&nbsp;

The 19th-century Indian historian Rattan Singh Bhangu describes Nihangs as “unaffected by pain or comfort”, “given to meditation, penance and charity” and “complete warriors”.&nbsp;

Last year, a group of&nbsp;Nihangs had chopped off the hand of a policeman in Patiala with a sword after he asked them to show 'movement passes' during the Covid lockdown.&nbsp;

<h2>Difference between Nihangs and other Sikh warriors?&nbsp;&nbsp;</h2>

Long before, the Khalsa Sikhs were divided into two groups - One who took on the blue attire that Guru Gobind Singh used to wear at war and others decided not to follow any restrictions of colour or pattern. Though they don't follow a similar dress code, both groups follow the profession of soldiery and are brave.&nbsp;

Nihangs hoist a blue Nishan Sahib (flag) on their shrines instead of a saffron one and use slogans like ‘chhardi kala’ which means forever in high spirits.&nbsp;

<h2>A year since farm protest began&nbsp;</h2>

September 17 marked one year of enforcement of the three contentious agriculture laws.&nbsp;

The three laws are the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020; Essential Commodities (Amendment) Act, 2020; and Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020. &nbsp;

The farmers fear the laws will lead to the abolishment of the minimum support price (MSP)— guaranteed assured prices on the select crops—and leave them at the mercy of big corporates.&nbsp;

The protests began on November 25 last year, when thousands of farmers — mainly from Punjab and Haryana — marched towards the national capital demanding a complete repeal of the legislations, as part of a “Dilli Chalo” campaign.&nbsp;

Several rounds of talks between farmer unions and the government have yielded no results.&nbsp;

The government says the laws will increase farmers' income, but unions see them as unfair and exploitative.&nbsp;

Indian Prime Minister Narendra Modi has called the reforms a "watershed moment" for Indian agriculture. Tens of thousands of the farmers protesting agricultural reforms drove a convoy of tractors, earlier than the allotted time, to start the tractor rally into New Delhi. The farmers drove on prohibited routes in long lines of tractors, riding horses or marching on foot. Nihang is an order of Sikh warriors, characterised by blue robes, antiquated arms such as swords and spears, and decorated turbans surmounted by steel quoits. According to experts, Nihangs originated from the Sanskrit word ‘nihshank’ which means without fear, unblemished, pure, carefree and indifferent to worldly gains and comfort.” Nihangs had a major role in defending the Sikh Panth after the fall of the first Sikh rule (1710-15) when Mughal governors were killing Sikhs and during the onslaught of Afghan invader Ahmed Shah Durrani (1748-65). The 19th-century Indian historian Rattan Singh Bhangu describes Nihangs as “unaffected by pain or comfort”, “given to meditation, penance and charity” and “complete warriors”. Last year, a group of Nihangs had chopped off the hand of a policeman in Patiala with a sword after he asked them to show 'movement passes' during the Covid lockdown. Long before, the Khalsa Sikhs were divided into two groups - One who took on the blue attire that Guru Gobind Singh used to wear at war and others decided not to follow any restrictions of colour or pattern. Though they don't follow a similar dress code, both groups follow the profession of soldiery and are brave. Nihangs hoist a blue Nishan Sahib (flag) on their shrines instead of a saffron one and use slogans like ‘chhardi kala’ which means forever in high spirits. A year since farm protest began September 17 marked one year of enforcement of the three contentious agriculture laws. The three laws are the Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Act, 2020; Essential Commodities (Amendment) Act, 2020; and Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Act, 2020. The farmers fear the laws will lead to the abolishment of the minimum support price (MSP)— guaranteed assured prices on the select crops—and leave them at the mercy of big corporates. The protests began on November 25 last year, when thousands of farmers — mainly from Punjab and Haryana — marched towards the national capital demanding a complete repeal of the legislations, as part of a “Dilli Chalo” campaign. Several rounds of talks between farmer unions and the government have yielded no results. The government says the laws will increase farmers' income, but unions see them as unfair and exploitative. Indian Prime Minister Narendra Modi has called the reforms a "watershed moment" for Indian agriculture. But farmer groups said contrary to promises that the laws will help improve farm incomes and increase productivity, they will in fact expose them to the vagaries of the free market and make them poorer.

His body bore over 10 wounds caused by sharp-edged weapons and the incident is being blamed on a group of Nihangs.

Referring to the incident, a fresh plea has been filed for urgent hearing of the PIL, pending since March this year, saying "The right to freedom of speech and expression cannot supersede the right to life and if this protest is allowed to go in like this, the nation at large will be at a loss."

The interim application has been filed by Swati Goel and Sanjeev Newar in their pending PIL through lawyer Shashank Shekhar Jha.

"After the incident of mutilating and murder of the Dalit man, I have moved an urgent mentioning application before Supreme Court," the lawyer said, adding, "Anti-human activities are happening in the name of protests, including rape of a woman and killing of and mutilating a Dalit man. It cannot be allowed to continue."

Besides seeking the removal of protesting farmers, the plea has also sought the issuance of guidelines by the Centre to the states and Union Territories to stop all kinds of protests and not permit them until the pandemic gets over.

"A protest which in itself is illegal cannot be continued when it is witnessing anti-humanitarian acts," the PIL said, adding the protests have seen many unforeseen and unacceptable things including the tractor rally on Republic Day, rape of a woman and its cover-up at the site and murder of Lakhbir Singh on Dusshera.

The plea said at a time when there is a ban on celebrating festivals, visiting temples, going to school and colleges, allowing such protests will serve no good.

"Protestors are not only putting their life at risk but of millions of people of India and such a prolonged agitation cannot be allowed especially during ongoing pandemic since prolonged protests on public places are not only a clear violation of Supreme Court rulings but is violating Right of Life of others who are directly or indirectly affected by the said protests," it said.

The plea said the PIL, which was listed first on May 10, could not be heard due to the crash of a server at the apex court on that day and later dates of hearings also, it could not be taken up.

Meanwhile, the top court is also hearing a separate plea of a Noida&nbsp;resident Monicca Agrawaal. 
She has sought the removal of blockades saying earlier it took 20 minutes to reach Delhi and now it is taking over two hours and that people of the area are facing hardships due to the protests at the UP Gate on the Delhi border.

On October 4, the top court sought responses from 43 farmers' bodies and their leaders, including Rakesh Tikait, Darshan Pal and Gurnam Singh, leading protests at Delhi borders, on a plea of the Haryana government alleging they have not been participating in talks with its panel to resolve the impasses over road blockade here.

Shri Ramlila Committee, which organises one of the oldest Ramlila in Delhi at a ground near Ajmeri Gate, will not be staging Ramlila this year, saying that authorities granted permission for the event too late.

Though the Delhi Disaster Management Authority has permitted to organise Ramlila at the ground, Shiv Kumar Gupta, the Joint Secretary of the Shri Ramlila Committee said that a temporary COVID-19 care centre is functioning at the ground, due to which the DDMA had given permission to stage the event in a restricted space of 40 metres.

"The order has come just two days before the Ramlila celebration begins. We had not done the preparation and it was also not possible for us to demonstrate Ramlila in a 40-meter restricted area. Therefore, we decided that we will not stage Ramlila this year too," Gupta told ANI.

55-year-old Shiv Kumar Gupta said that he is associated with this Ramlila since the age of 13. He informed that the history of the Shri Ramlila Committee goes back to the times of Bahadur Shah Zafar who gave permission to stage Ramlila. "This committee has been there since the times of Bahadur Shah Zafar. He gave us permission to stage the Ramlila event.

A procession, known as the 'Ramlila Sawaari', used to be a big highlight of the committee. The procession used to start from Chandni Chowk in old Delhi passes through Chawri Bazar, Asaf Ali Road and used to end in Ajmeri gate.

"Politicians like Jawaharlal Nehru, Indira Gandhi and Sonia Gandhi also used to attend the Ramlila," he said.

Arjun Kumar, the General Secretary of Ramlila Mahasangh also said that the Shri Ramlila Committee has a rich history since the times of Bahadur Shah Zafar.

"During times of Bahadur Shah Zafar, this Ramlila used to take place at the banks of River Yamuna and queens used to watch the event from windows of the Red Fort. People near the Red Fort and Chandni Chowk helped this Ramlila to get started. A lot of Prime Ministers have seen this Ramlila," he said.

Kumar claimed that Shri Ramlila Committee is the only Ramlila committee in Delhi that gets free water and electricity from the Municipal Corporation of Delhi.

Earlier on September 30, the DDMA had permitted Ramlila celebration following certain COVID-19 conditions.

As per the DDMA order, permission will have to be taken from the District Magistrate of the area for any programme related to the festival. "In an event in a closed area, only 50 per cent of the people will be allowed, while in the open area this number cannot exceed 200," stated the DDMA.&nbsp;

Delhi: Over 150-year-old Ramlila will not take place this year

Delhi government employees and teachers not having at least one shot of COVID-19 vaccine will not be allowed to attend their offices and workplaces from October 16, according to a Delhi Disaster Management Authority (DDMA) order on Friday.

All such unvaccinated Delhi government employees, including teachers and frontline workers, will be treated as "on leave" till they get the jab, the order stated.

The heads of departments concerned will verify vaccinated employees through Aarogya Setu app or vaccination certificate, it stated.

The order, issued by Delhi Chief Secretary and DDMA executive committee chairperson Vijay Dev, stated that the central government "may consider issuing similar directions in respect of its employees working in Delhi."

The DDMA, in its meeting on September 29, had decided to ensure 100 per cent vaccination of all government employees, frontline workers, healthcare workers as well as teachers and other staff members in schools/colleges.

These categories of persons have frequent interaction with the general public and vulnerable section of the society, stated the order.

All government employees working in departments/autonomous bodies/ PSUs/local bodies/educational institutions under Government of NCT of Delhi, including frontline workers, healthcare workers as well as teachers and other staff working in schools/colleges should get vaccinated (at least first dose) by October 15, said the order.

While denying bail to one of the accused in the 2020 Delhi riots that claimed 53 lives and left more than 400 injured, the Delhi high court said the communal riots was “pre-planned and premeditated” intend to disturb law and order in the city.

Justice Subramonium Prasad made these remarks on Monday while denying the bail request of an accused, Mohammad Ibrahim, who was arrested in December in connection with the alleged murder of Delhi Police head constable Ratan Lal.&nbsp;

The court, while observing the video footage submitted by the prosecution, said the riots were meticulously planned to disrupt the normal life.

“The riots which shook the National Capital of the country in February 2020 evidently did not take place in a spur of the moment, and the conduct of the protestors who are present in the video footage which has been placed on&nbsp;record by the prosecution visibly portrays that it was a calculated attempt to dislocate the functioning of the government as well as to disrupt the normal 
life of the people in the city," the Court said

Noting that the accused was identified on multiple CCTV footages, carrying a sword, and instigating the crowd, the court said that individual liberty cannot be misused in a manner that threatens the very fabric of civilised society by attempting to destabilise it and cause hurt to other persons.

Even though the petitioner cannot be seen at the scene of crime, he was a part of the mob for the sole reason that the petitioner had consciously travelled 1.6 km away from his neighbourhood with a sword which could only be used to incite violence and inflict damage, the court said.

The petitioner, Ibrahim, was arrested in December 2020 and has been in judicial custody since then. He sought bail on the ground that he never participated in any protest or the riots at any point in time and the place on a record by the prosecution did not place him anywhere close to the scene of the crime.

The case pertains to a mob attack on police officers at Chand Bagh in northeast Delhi at the peak of the riots revolving around protests over a new citizenship law.

Ratan Lal, who was a part of the grossly outnumbered contingent of policemen, died of head injuries and another official was severely injured.

In a scene straight out of movies, gang rivalry led to assailants dressed as lawyers storming a courtroom in Indian capital New Delhi and gunning down a rival gangster on Friday.

Jitender Gogi, the now-dead gangster, was being produced in court. Two out of three attackers were dressed as lawyers. All of them were killed by the police in retaliatory fire. The gangster Jitender Gogi was killed by the attackers who reportedly belonged to rival 'Tillu' gang. News agency IANS has quoted sources as saying that the incident took place in court no 207.

He was also involved in killing of a 22-year-old singer in north Indian state of Haryana. She was gunned down in 2017.

On&nbsp;the incident at Rohini court, a Delhi Police spokesperson said a police team took swift action and launched counter firing.

Two of the assailants were in lawyers' attire and attacked the undertrial&nbsp;Gogi. "Both assailants died along with Gogi," the spokesperson said.

"Due to waterlogging on account of heavy rains in Delhi, traffic congestion is expected. Customers travelling are advised to allow more time for their journey to the airport," Vistara tweeted.

Airport authorities later tweeted that they had drained the water "and the issue has been resolved".

Social media users posted videos of waterlogging of streets and the airport, as well as stranded busses.

The rain caused major traffic disruption and severe flooding in low-lying areas of the city, said the weather department, suggesting people stay indoors. It has issued an orange alert, indicating authorities should be prepared to take action.

It predicted thunderstorm with "heavy to very heavy intensity rain" in Delhi and neighbouring areas, that could case partial damage to vulnerable structures, plantations and standing crops, among others.

Afghan evacuation: Air India flight arrives in Delhi from Dushanbe with 78 passengers

Chief Minister Arvind Kejriwal inaugurated the "country's first smog tower" at Connaught Place in Delhi on Monday and said it will prove to be a milestone and many such structures can be installed in the city if the pilot project yields results.

He also said that the concentration of PM2.5 has reduced from 150 micrograms per cubic metre to 100 ?g/m? and that of PM10 has dipped from 300 ?g/m? to 150 ?g/m? in the national capital since 2014 due to the efforts made in the last few years.

PM2.5 refers to fine particles which penetrate deep into the body and fuel inflammation in the lungs and respiratory tract, leading to the risk of cardiovascular and respiratory problems, including a weak immune system.

"This is the first such smog tower in the country. It's a new technology. We have imported it from the US. The structure will suck polluted air from above and release clean air from below. It will purify 1,000 cubic metres of air per second," Kejriwal told reporters.

Since it's a new technology, it is being implemented on an experimental basis. Tata Projects Limited (TPL) built the smog tower with technical support from IIT-Bombay and IIT-Delhi, which will analyse its data. NBCC India Ltd. Is the project management consultant, he said.

"The experts will analyse the functioning of the smog tower and tell us if it is effective. If it is successful, many such smog towers can be installed across Delhi. If not, we will work on some other technology... I think it will prove to be a milestone," he added.

"Data analysis will start immediately. The initial trends will be available within a month... I am also excited to know if we succeeded or not," the chief minister said.

The over 24-metre-tall structure will help improve air quality in a radius of around 1 km, according to officials.

The Delhi cabinet had approved the smog tower project in October last year.

A two-year pilot study will ascertain the effectiveness of the smog tower. A control room has been set up at the site to monitor its operations, an official said.

Another 25-metre-tall smog tower, built by the central government at Anand Vihar, is expected to become operational by August 31.

The Delhi Pollution Control Committee is the nodal agency for the smog tower at Connaught Place, while the Central Pollution Control Board is the nodal agency for the one at Anand Vihar.

The two towers will have 1,200 air filters each developed by experts at the University of Minnesota in the United States, which also helped design a 100-metre smog tower in Xian, China.

The smog towers, built at a cost of Rs 22 crore each, are estimated to reduce the concentration of PM2.5 up to 70 per cent within a one-km radius.

The Supreme Court had in January last year directed the central government to construct a smog tower to reduce pollution at Anand Vihar and the Delhi government to install another such structure at Connaught Place in three months.&nbsp;

"This is the first such smog tower in the country. It's a new technology. We have imported it from the US. The structure will suck polluted air from above and release clean air from below. The two towers will have 1,200 air filters each developed by experts at the University of Minnesota in the United States, which also helped design a 100-metre smog tower in Xian, China. The smog towers, built at a cost of Rs 22 crore each, are estimated to reduce the concentration of PM2.5 up to 70 per cent within a one-km radius. The Supreme Court had in January last year directed the central government to construct a smog tower to reduce pollution at Anand Vihar and the Delhi government to install another such structure at Connaught Place in three months.
