The Delhi government has extended the COVID curfew for another week till 5 am of June 7 while allowing operations of manufacturing/production units within closed premises.

On Friday, Delhi Chief Minister Arvind Kejriwal had announced that the national capital will begin to unlock from Monday and said that construction activities and factories will be reopened from May 31.

"In the meeting chaired by the Lieutenant Governor with Delhi Disaster Management Authority over unlocking process, it has been decided that construction activities and factories will be reopened from Monday keeping the daily wage workers in mind," he said.

Kejriwal urged people to follow the COVID-appropriate behaviour and stated that Delhi may have to opt for lockdown if there is an increase in the COVID cases again.The national capital has been under a lockdown since April 19 in view of a surge in COVID-19 cases in the second wave of the pandemic.

Delhi recorded 956 fresh COVID cases and 122 deaths on Saturday, according to the health department of the union territory. The daily new case numbers on Saturday have been the lowest over the last two month

The Delhi Police will take strict action against malpractices by ambulances and black-marketing of Covid medicines and oxygen, said Delhi Police Commissioner SN Shrivastava on Saturday.

Shrivastava said this while reviewing the enforcement of lockdown and action taken against hoarding/black marketing of medicines/oxygen gas cylinders during a virtual meeting at the Vimarsh conference hall, Police Headquarters today.

"District Delhi Commissioners were instructed to activate a robust human intelligence mechanism with the deployment of decoy customer in order to unearth the entire chain," read a press release by the Delhi Police.

It was also emphasised to sensitise cyber cells to check the online frauds reportedly being committed in the name of arranging oxygen, medicines, and medical equipment.

If a person returning from Haridwar Kumbh fails to upload his particulars on the Delhi government portal, he will be sent to institutional quarantine centre for 14 days by district magistrates concerned, the order said.&nbsp;

Violators of the DDMA order will be liable to be proceeded against under the Disaster Management Act 2005 and other legal provisions, it added. &nbsp;

A total of 1,701 people had tested positive for Covid-19 in the Haridwar Kumbh Mela area from April 10 to 14 confirming fears that one of the world's largest religious gatherings may contribute further to the rapid rise in coronavirus cases.&nbsp;

The Delhi government has notified 19 private hospitals where 80 per cent of ICU beds are to be reserved for Covid patients, 82 private hospitals with 60 per cent reservation and 101 private hospitals where 60 per cent ward beds are to be reserved for Covid treatment.

WION: You said, it's a terror attack. What is the evidence which makes you believe that it's a terror attack?

Ambassador Ron Malka: There is some evidence from the scene. We know what kind of bomb is used in this kind of event and other pieces. I don't want to get into the details of the investigation. Its still ongoing, but can share with you, Israeli diplomats all over the world, we are considered as a target in the eyes of our enemies. We are very well prepared.&nbsp;

There was an attack in 1992 at the Israeli embassy in Buenos Aires, there was a terror attack against Israeli diplomats in 2012. So we are very well prepared. In the last few weeks, due to some incidents that happened all over the world, some of them are related to Israel, we raised the level of alert.

So we are not surprised, we are very well prepared and those who think they might stop us, or threaten us, this kind of events only strengthen us, give us more strength to go ahead, grow progress and Israel, India ties will grow and thrive and no one will be able to stop this.&nbsp;

Israel and India are shining examples of how countries, friend countries should collaborate and work together. After the pandemic, we did join research on a rapid test for covid, a scientist from India and Israel joined forces and conducted a very high research effort.&nbsp;

We supported and helped each other in exchange of shared practices, medicines, and all over achievements, medical supplies, and medical equipment for tackling the pandemic.

This kind of collaboration is based on mutual respect and trust is a shining example of countries that should collaborate and even under the pandemic, we signed new agreements on water projects, innovation, health care, culture. Even under the pandemic, new centers of excellence for agriculture were established. That is what is going on between India and Israel. Ties are growing and expanding.&nbsp;

Testing of eight samples sent to a Bhopal-based laboratory has confirmed bird flu in Delhi, officials said on Monday.

All eight samples -- four from a park in Mayur Vihar Phase 3, three from Sanjay Lake and one from Dwarka -- have been found positive for avian influenza, Dr Rakesh Singh from the animal husbandry unit of the Development Department said.

The report of the test results arrived on Monday morning, he said.

Officials earlier said that around 50 crows had died in Central Park, Mayur Vihar Phase 3 in a span of three to four days.

Ten ducks were found dead in the Sanjay Lake recently.

A few samples were also sent to a lab in Jalandhar. Their results are awaited, Singh said.

The Delhi Development Authority has already closed Hauz Khas Park, Dwarka Sector 9 Park, Hastsal Park and Sanjay Lake as a precautionary measure in view of the bird flu scare.

Hauz Khas Park in south Delhi has a huge water body and attracts a large crowd every day. However, no death of birds has been reported there.

The poultry market in Ghazipur has also been shut down temporarily.

A marginal improvement is likely as wind speed picks up during the day, Srivastava said.

He central government's Air Quality Early Warning System for Delhi said the city's ventilation index -- a product of mixing depth and average wind speed was 3,500 metre square per second.

Mixing is the vertical height in which pollutants are suspended in the air. It reduces on cold days with calm wind speed.

Delhi's air quality turns 'severe' again

Indian capital New Delhi is expected to receive first batch of coronavirus vaccines by the end of December, reported IANS citing quoted by officials of the Rajiv Gandhi Super Speciality Hospital. Cold chain points across the country are remodelling themselves to support storage of COVID-19 vaccine.

BL Sherwal, medical director of the hospital, said that a separate facility in the hospital has been demarcated to store the vaccine doses which are expected to arrive by the month end.

"The vaccine doses would arrive at the storage units by the end of December. To store them in Delhi, we have demarcated a building on the campus which is currently undergoing refurbishment," he said.

Centre has found a three-storey building in the hospiptal premises to be suitable for storage of the vaccine.

Sherwal informed IANS that the Centre is providing deep refrigerators of different kinds to support the storage temperature of the variety of vaccines which are currently under different stages of clinical trials.

"The Centre would provide us with deep refrigerators with storage capacity ranging from -20 to -70-degree Celsius. Besides, model 228, which are regular refrigerators used to store medical drugs, would also come along," Sherwal told IANS.

He also said that the refurbishment of the demarcated vaccine storage facility would be completed in the next few days while the deep refrigerators would arrive by mid-December. "Currently, we are remodelling the electrical points and other infrastructure as per the requirements of the deep refrigerators," Sherwal added.

The Centre had recently asked the states and Union Territories to review cold storage and refrigerated vans used for the already existing universal immunisation programme. Under the programme, around 28,000 cold chain points are used, along with 700 refrigerated vans.

"The Centre would provide us with deep refrigerators with storage capacity ranging from -20 to -70-degree Celsius. Besides, model 228, which are regular refrigerators used to store medical drugs, would also come along," Sherwal told IANS. He also said that the refurbishment of the demarcated vaccine storage facility would be completed in the next few days while the deep refrigerators would arrive by mid-December. "Currently, we are remodelling the electrical points and other infrastructure as per the requirements of the deep refrigerators," Sherwal added. The government employees working from home amid the pandemic now will have to be available for calls, emails, texts and WhatsApp messages at any given time, a new circular informed the employees.

"The officials allowed to work from home will remain available at any time, as and when so required, on phone, WhatsApp, messages and email. Any official allowed to work from home may be called to office, if required," the circular read.

These employees are also not allowed to leave the national capital city, Delhi, without taking written permission from the respective bosses. The permission will be granted only in case of emergencies.

The reason behind this sudden announcement by the Delhi government has not been made clear yet. Some believe this may have prompted from some past incident. However, no confirmation has been provided by the Delhi government on this matter.

Last week, the Delhi government had asked different departments to make fresh schedules and allow 50% of the employees to work from home till the end of this year, i.e. December 31.

Delhi to experience very poor air quality for next two days, says IMD official

The air quality was recorded in the 'poor' category across Faridabad, Gurgaon, Noida, Greater Noida and Ghaziabad on Sunday, data from a government agency showed.

The presence of pollutants PM 2.5 and PM 10 also remained high in the five immediate neighbours of Delhi, according to the air quality index (AQI) maintained by the Central Pollution Control Board (CPCB).

According to the index, an AQI between zero and 50 is considered 'good', 51 and 100 'satisfactory', 101 and 200 'moderate', 201 and 300 'poor', 301 and 400 'very poor', and 401 and 500 'severe'.

The average 24-hour AQI at 4 pm on Sunday was 236 in Faridabad, 242 in Gurgaon, 268 in Noida, 273 in Greater Noida and 300 in Ghaziabad, according to the CPCB's Sameer app.

On Saturday, it was 171 in Faridabad, 204 in Gurgaon, 233 in Noida, 226 in Greater Noida and 240 in Ghaziabad. 
The CPCB states that an AQI in the "poor" category may cause breathing discomfort to most people on prolonged exposure.

The AQI for each city is based on the average value of all stations there. Noida, Faridabad, Ghaziabad have four stations each, while Gurgaon has three and Greater Noida two, according to the app

The national capital has witnessed a spurt in coronavirus cases since October 28, when the daily rise breached the 5,000-mark for the first time, and it crossed the 8,000-mark on November 11.

Previuosly, the fine amount for violations was Rs 500.

Delhi Chief Minister Arvind Kejriwal had announced the hike on Thursday but officials issued challans for Rs 500 saying that they had not received the notification.

"We have not received any written notification in this regard yet and so we have continued to issue challan of Rs 500 for those found not wearing masks," said a senior police officer.

Data shared by the Delhi Police showed that a total of 2,507 challans were issued for various violations under COVID-19 guidelines, till 4 pm on Friday. On Friday, over 2,000 challans were issued to people not wearing masks, police officials said.

District teams also imposed the previous fine of Rs 500 on those not wearing masks, saying no notification of the Delhi government has been received by them.

"It is legally not feasible to change the amount of a fine in the absence of a proper government order or notification," said a district official.

India records 29,164 fresh COVID-19 cases, 449 deaths

The number of deadly coronavirus cases in India has reached to 88,45,127 with 30,548 infections being reported in a day, while the number of people who have recuperated from the disease surged to 82,49,579, according to data updated by the Union health ministry on Monday.

The coronavirus death toll climbed to 1,30,070 with 435 new fatalities, the data updated at 8 am showed.

The number of active cases remained below 5 lakh for the sixth consecutive day.

There are 4,65,478 active cases of coronavirus infection in the country as on date which comprise 5.26 per cent of the total caseload, the data stated.

The total number of recoveries has surged to 82,49,579, pushing the national recovery rate to 93.27 per cent.

The COVID-19 case fatality rate stands at 1.47 per cent.

India's COVID-19 tally had crossed the 20-lakh mark on August 7, 30 lakh on August 23 and 40 lakh on September 5.

It went past 50 lakh on September 16, 60 lakh on September 28, 70 lakh on October 11 and crossed 80 lakh on October 29.

According to the Indian Council of Medical Research (ICMR), a total of 12,56,98,525 samples had been tested till November 15 with 8,61,706 being tested on Sunday.

The 435 new fatalities include 95 from Delhi, 60 from Maharashtra, 51 from West Bengal, 30 from Punjab, and 21 each from Karnataka and Kerala.

The total 1,30,070 deaths reported so far in the country include 45,974 from Maharashtra, followed by 11,529 from Karnataka, 11,478 from Tamil Nadu, 7,661 from West Bengal, 7,614 from Delhi, 7,372 from Uttar Pradesh, 6,868 from Andhra Pradesh, 4,458 from Punjab and 3,803 from Gujarat.

The health ministry stressed that more than 70 per cent of the deaths occurred due to comorbidities.

"Our figures are being reconciled with the Indian Council of Medical Research," the ministry said on its website, adding that state-wise distribution of figures is subject to further verification and reconciliation.

Delhi also reported 96 deaths due to Covid-19, taking the total toll of the viral infection in the city to over 7,500. As of Saturday, 7,519 people had died of the infection in Delhi.

Union home minister Amit Shah on Sunday announced several measures, including doubling of RT-PCR tests and strengthening medical infrastructure to bring under control Delhi`s rising number of coronavirus cases.

The decisions were announced by Shah after he chaired a meeting to review the coronavirus situation in the national capital. Union health minister Harsh Vardhan, Delhi lieutenant governor Anil Baijal, chief minister Arvind Kejriwal and Delhi health minister Satyendar Jain had also participated in the meet at North Block today.Taking to Twitter, the home minister talked about the various measures to be implemented.

The Home Minister said that some MCD hospitals will be converted into dedicated Covid hospitals to treat patients with mild symptoms.

"Today many directions were given in the meeting. 1- RT-PCR tests will be doubled in Delhi. 2- In Delhi, mobile testing vans of the ICMR of health ministry will be deployed in places vulnerable to Covid-19 spread by using maximum capacity of labs," Shah tweeted.

He said that capacity of hospitals in Delhi and other medical infrastructure should be increased.

"In this direction, 250 to 300 ICU beds will be included in DRDO Covid Hospital located in Dhaula Kuan which was set up in May so that serious COVID-19 patients can be treated there," the union minister said.

Shah said that 10,000-bed COVID Centre at Chhatarpur will be strengthened further and the number of beds with oxygen facility will be increased.Dedicated teams will visit all private hospitals to check the availability of Covid-19 related medical infrastructure and to inspect the condition of patients, he said.

"Review of all containment measures like establishment of containment zones, contact tracts, quarantine and screening. Especially those people who are at high risk of contracting COVID and it should be reviewed continuously to ensure no lacuna in implementing containment measures," he tweeted.&nbsp;

Additional doctors and paramedical staff of CAPF will be deployed in the national capital and will soon be airlifted to Delhi.

"In today`s meeting Directions were given to focus on tracking Covid-19 patients who are in home isolation and shifting them to COVID hospitals if they need immediate medical facility so that more and more lives can be saved," he tweeted.&nbsp;

Shah said that direction has been given to prepare a protocol for plasma donation and transfusion to affected persons. For this, he said, a high-level committee headed by Dr VK Paul, AIIMS Director and DG ICMR will submit a report on it soon.

Additionally, the Central Government will provide oxygen cylinders, High Flow Nasal Cannula and all other essential health equipment to Delhi.

"Safety is the only solution to coronavirus. Directions were given to create awareness among people about covid-19 behaviour and to make a concrete dialogue strategy in Delhi to provide information about negative impact in the long run," Shah tweeted.

Doubling RT-PCR tests in Delhi: Union Home Minister announces measures to curb COVID spread

The health department officials of the Indian state of Arunachal Pradesh reported more COVID-19 recoveries than fresh cases in a single-day as 102 people were cured of the disease while 34 new infections pushed the tally to 15,792. 
 
Altogether 102 people were discharged from hospitals on Saturday, taking the total number of recoveries in the state to 14,421, State Surveillance Officer (SSO), Dr Lobsong Jampa said. 
 
The recovery rate among coronavirus patients in the state currently stands at 91.31 per cent while the death ratio stands at 0.30 per cent.

This Indian state reports more COVID-19 recoveries than fresh cases

Union Home Minister Amit Shah has called an urgent meeting amid rising in coronavirus cases in Delhi. Shah will hold the meeting at 5 PM to review the spike in the national capital.

According to a health department bulletin, the national capital recorded 5,062 fresh Covid-19 cases on Saturday, taking the total caseload to over 3.85 lakh while 41 new fatalities pushed the death toll to 6,511.

The infection rate stood at 11.42 per cent and case fatality rate remained below 1 per cent.

The new cases were detected out of the 44,330 tests conducted on Friday. The active cases tally rose to 32,719.
