<p>Congress president Sonia Gandhi on Wednesday wrote to Prime Minister Narendra Modi seeking advance payment of 21 days' wages to MGNREGA workers across the country to help them tide over the present crisis due to coronavirus lockdown.</p>

<p>In her letter to the prime minister, Gandhi said a large number of rural poor are without work and around 8 crore MGNREGA workers are devoid of an alternative source of income due to the countrywide lockdown, thus, they should be paid money in advance to tide over the current crisis.</p>

<p>"Given the urgency of providing income support to the rural poor, due to lost wages, the government may consider immediate advance payment of wages for 21 days to registered and active MGNREGA workers," she said.</p>

<p>The Congress Parliamentary Party chairperson said the advance wages may be adjusted against the work to be done by the workers, once MGNREGA sites are opened up.</p>

<p>"I request you to take immediate action and extend support to nearly eight crore rural workers in the country," she said.</p>

<p>Gandhi said since its inception, the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) has been a critical lifeline for the rural poor, particularly during periods of chronic economic distress.</p>

<p>She noted that lakhs of agricultural workers have been left unemployed during the crucial harvesting season.</p>

<p>Devoid of an alternative source of income, she said an increasingly large number of the rural poor are expected to demand work under MGNREGA.</p>

<p>However, social distancing norms have rendered all works unfeasible during the lockdown, she said, adding that even when the MGNREGA works commence the workers would be paid after a month thereafter to get their wages.&nbsp;</p>

<p>On complaints of doctors and nurses being asked by landlords to vacate the houses, Agarwal said that the Delhi government has issued an order under Epidemic Disease Act to district magistrates, municipal corporations and police, to look into the matters wherein landowners are forcing doctors and nurses to vacate their property.</p>

<p>"What I have said from the beginning is that 'we are going to be careful, the over-65s stay at home,'" he said.</p>

<p>"We just can't stand still, there is fear because if you don't die of the disease, you starve," the vendor told Bolsonaro, who responded, saying: "You're not going to die!".</p>

<p>In another deleted video, the Brazilian president called for "return to normality" while questioning quarantine measures imposed by government officials across the country.</p>

Twitter removes Bolsonaro's posts for 'contradicting public health information'

<p>COVId-19 cases are rising even as the world is grappling to contain the virus. There's already a new fear -- the fear of the second wave.&nbsp;</p>

<p>Is the coronavirus returning to countries which have controlled the outbreak? Can you be infected twice? How do you insulate yourself?</p>

<p>Japan, China, Hong Kong and Singapore have seen a sudden spike in cases.</p>

<p>Is this the second wave?</p>

<p>A pandemic comes in waves like a curve. The numbers rise and then there is a plateau, followed by its slide. In some cases, another curve follows.&nbsp;</p>

<p>This is what we call a second wave. In some countries, coronavirus has declined. For example, China while in some they are on the rise. The United States for example. And in some, new cases are emerging after a lull. This has triggered a new fear.&nbsp;</p>

<p>Expert opinion is divided. Some say the second wave could be because of faulty tests and imported cases. Wuhan in China is a textbook example. The city is no longer under lockdown. And all of a sudden, new cases are emerging. At least 5%-10% of the city's patients who recovered are testing positive for the second time. Experts say this is not re-infection, but faulty testing. They were wrongly tested the first time.&nbsp;</p>

<p>Worshippers slept in packed tents outside the golden-domed mosque, waking before dawn to kneel on rows of prayer mats laid out in its cavernous central hall. But unknown to the guests, the coronavirus was also passing among them.</p>

<p>Meanwhile, around 200 people were taken from Nizamuddin area in New Delhi, India to various hospitals by district authorities after they developed coronavirus symptoms, said a police officer on Monday.</p>

<p>The 200 people were among 1400 who attended a religious programme at the mosque around March 18 in the area. 300 foreigners also attended the programme, according to the police.</p>

<p>China ramped up efforts on Monday to heal the world's second-biggest economy as health authorities reported a further drop in new coronavirus cases, although the country remains wary of carriers of the disease coming from abroad and infected people who exhibit no symptoms.</p>

<p>The city of Wuhan, the source of the pandemic, reported no new cases for a sixth day, as businesses reopened and residents set about reclaiming a more normal life after a lockdown of almost two months.</p>

<p>Smartly turned out staff waited in masks and gloves to greet customers at entrances to the newly reopened Wuhan International Plaza, home to boutiques of luxury brands such as Cartier and Louis Vuitton.</p>

<p>"The Wuhan International Plaza is very representative (of the city)," said Zhang Yu, 29. "So its reopening really makes me feel this city is coming back to life."</p>

<p>Electric carmaker Tesla Inc has also reopened a showroom in Wuhan.</p>

<p>Sunday's tally of 31 new cases in mainland China - comprising one locally transmitted infection and 30 imported cases - was down from 45 the previous day, the National Health Commission said.</p>

<p>Premier Li Keqiang said on Monday that China will strengthen screening, quarantine and treatment of cases including people who were in close contact with confirmed or asymptomatic coronavirus patients.</p>

<p>China is likely to release data on asymptomatic patients, state-controlled financial magazine Yicai reported, citing an unnamed expert close to policy-making. No time frame was given, however.</p>

<p>Many asymptomatic people are infected patients undergoing an incubation period, and in some areas, up to 70% of such asymptomatic carriers will eventually become confirmed cases, Yicai quoted the expert as saying.</p>

China takes steps to heal virus-hit economy as infections fall

<p>Last week, China's Jack Ma Foundation and Alibaba Foundation had supplied Indian Red cross society 10,000 PPEs.</p>

<p>&nbsp;Currently, Indian hospitals have 3.34 lakh PPEs.</p>

<p>It was a rather unpleasing sight at Anand Vihar ISBT in Delhi on Saturday, when thousands of daily wage workers and labourers swarmed up, hoping to take a bus back to their hometowns and villages. After Prime Minister Narendra Modi imposed a 21-day lockdown, most of them lost employment and lodging. With no income and nowhere to stay they had no option but to brave the Covid-19 epidemic and try to return home.</p>

<p>People — only some wearing masks — waited in long queues to board buses at the Anand Vihar Interstate Bus Terminal in Delhi.</p>

<p>The Uttar Pradesh government announced earlier that it had arranged 1,000 buses to transport migrant labourers stranded in the border districts owing to the countywide lockdown. The Delhi government also announced 100 buses for those trying to reach their homes in other states on foot.</p>

<p>These buses were, however, packed to the hilt.</p>

<p>Although the police had made people stand in three queues, the serpentine lines didn't seem to end as there was a steady flow of migrant workers who wanted to go back to their towns and villages citing lack of employment due to the lockdown.</p>

<p>Good Samaritans distributed food to those preparing for their journeys.</p>

<p>Jwatam Kumar (24), who works in a faucet factory, said his unit had been shut due to the lockdown. He is paid Rs 8,000 a month on a fortnightly basis. With no means of making a living and paying for food and accommodation, he wanted to go back home in Aligarh.</p>

<p>"I had made up my mind to walk back, but now I heard through news channels that Uttar Pradesh government has made provision of taking people to their homes. So, I will take the bus," said Kumar, who was headed to Anand Vihar ISBT.</p>

<p>Sachin Kanojia (29), who took a shared auto-rickshaw from Rohtak to Delhi that charged Rs 500 per seat, said the factory he worked in was closed due to the lockdown. He earns Rs 10-12,000 per month but now with no income for the next three weeks, he was heading back home.</p>

<p>"I will get a bus from Anand Vihar," said Kanojia, who was headed to Lucknow.</p>
