Leader of Opposition in the Lok Sabha and Congress MP Rahul Gandhi, on Tuesday (Feb 18), strongly criticised the appointment of Gyanesh Kumar as the new Chief Election Commissioner (CEC), citing concerns over the integrity of India's electoral process.&nbsp;
Gandhi expressed his dissent over the exclusion of the Chief Justice of India from the selection committee, calling it a violation of a Supreme Court order.

A notification issued by the Indian Ministry of Law and Justice announced that President Droupadi Murmu was pleased to appoint Gyanesh Kumar, Election Commissioner, as Chief Election Commissioner in the Election Commission of India, with effect from February 19, 2025.
He is the first CEC to be appointed under the Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service and Term of Office) Act, 2023, a new law on the appointment of the members of the Election Commission (EC).

The top court, however, granted liberty to the petitioners like Samajwadi Party leader and Kairana MP Iqra Choudhary, who have filed the pleas recently and notices have not been issued on them, to file applications for intervention in pending ones by citing new legal grounds.
Dismissing fresh petitions, on which notices were not issued yet, a bench comprising Chief Justice Sanjiv Khanna and Justice Sanjay Kumar said, "The writ petitioners can file an (intervention) application raising new grounds."
"We are constrained to pass this order after taking note of the number of fresh petitions filed. The pending writ petitions, which have no notices, stand dismissed with liberty to file an application raising additional grounds, if any. The new IA will only be allowed if there is any new point or new legal issue that has not been raised in the pending petitions," the bench said.
It then listed the batch of petitions and cross ones pertaining to the 1991 law in the week commencing April 1 before a three-judge bench.
At the outset, the CJI said, &ldquo;People keep on filing fresh petitions alleging that they have raised new grounds&hellip;It will become impossible for us to deal with the petitions besides whatever has already been filed.&rdquo; Senior advocate Dushyant Dave agreed to the bench and said no fresh plea be allowed on the issue.
Another senior advocate Vikas Singh, appearing for one of the old petitioners, raised the issue of non-filing of the response by the Centre to the petitions and said the last opportunity be given to the government for this purpose. It had then listed all the petitions for an effective hearing on February 17.
Post December 12, several petitions have been filed, including by AIMIM chief Asaduddin Owaisi, Samajwadi Party leader and Kairana MP Iqra Choudhary and the Congress Party, seeking effective implementation of the 1991 law.
The Akhil Bhartiya Sant Samiti, a Hindu outfit, had moved the top court seeking to intervene in cases filed against the validity of provisions of the 1991 law. Earlier, the bench was hearing about six petitions, including the lead one filed by lawyer Ashwini Upadhyay, challenging various provisions of the 1991 law.
The law prohibits conversion of any place of worship and provides for the maintenance of the religious character of any place of worship as it existed on August 15, 1947.
However, the dispute relating to Ram Janmabhoomi-Babri Masjid at Ayodhya was kept out of its purview.
Muslim bodies like Jamiat Ulama-i-Hind seek strict implementation of the 1991 law to maintain communal harmony and to preserve the present status of mosques, sought to be reclaimed by Hindus on grounds that they were temples before invaders razed them.
On the other hand, petitioners like Updhyay have sought setting aside of Sections 2, 3 and 4 of the Act.
Among the reasons was also the contention that these provisions took away the right of judicial remedy to reclaim a place of worship of any person or a religious group.
"Ultimately, we will have to hear the arguments," the bench had said, observing the primary issue was with regard to Section 3 and 4 of the 1991 law.
While Section 3 deals with the bar of conversion of places of worship, Section 4 pertains to declarations as to the religious character of certain places of worship and bar of jurisdiction of courts, etc.
The Gyanvapi Mosque management committee, in its intervention plea, opposed several pending petitions that challenge the constitutional validity of the 1991 law.
The mosque committee listed a series of contentious claims made over the years concerning various mosques and dargahs (shrines), including the Shahi Idgah Masjid in Mathura, the Quwwat-ul-Islam Mosque near Delhi's Qutub Minar, the Kamal Maula Mosque in Madhya Pradesh, and others.
It, therefore, said the petitions challenging the Act were filed with "mischievous intent" to facilitate lawsuits against these religious sites, which the 1991 Act currently protected.

<h2>Advanced Short-Range Air to Air Missile (ASRAAM)</h2>
MBDA UK and BDL have been working together on the installation of a first-of-its-kind Advanced Short-Range Air to Air Missile (ASRAAM) assembly and test facility in Hyderabad, arming current fleet of India&rsquo;s fighter jets as well as exporting to the world.
During Within-Visual-Range air combat, the ability to strike first is vital. A pilot engaging an enemy needs a missile that is able to react more rapidly, with the speed and agility to maximise the probability of a kill regardless of the target aircraft&rsquo;s evasive manoeuvres or the deployment of countermeasures. ASRAAM is in service with the UK Royal Air Force and the Royal Australian Air Force. India has also ordered the weapon for its Jaguar aircraft.
<h2>Electric Propulsion for Indian warships</h2>
On the maritime front, the UK and India have signed a Statement of Intent to design and develop an Integrated Full Electric Propulsion (IFEP) system for India&rsquo;s next generation Landing Platform Dock (LPD) fleet. The LPD class of ships are designed to transport troops, vehicles into a war zone by sea, primarily using landing crafts.
In this regard, GE Vernova and Indian Government's Bharat Heavy Electricals Limited(BHEL) are working to develop India&rsquo;s first maritime Land Based Testing Facility to deliver LPD in the water by 2030. The landmark maritime electric propulsion capability transfer is meant to ensure self-reliance in the power and propulsion of the Indian Navy&rsquo;s next generation fleets.

The UK is working on identifying more opportunities to work with the Indian armed forces, and this includes bringing the UK's Carrier Strike group to the Indian Ocean region.

The UK-India defence partnership spans air, land, and maritime domains, the British High Commission's Air Adviser Group Captain Neil Jones told WION. He highlighted that this included Royal Navy ships' visit to India, Royal Air Force Eurofighter Typhoon jets taking part in India's multilateral Tarang Shakti Air Exercise, and more. Further, the UK is working on identifying more opportunities to work with the Indian armed forces, and this includes bringing the UK's Carrier Strike group to the Indian Ocean region later this year. The Emir of Qatar is accompanied by a high-level delegation, including ministers, senior officials and a business delegation. He had previously come to India on a State Visit in March 2015.

An exchange of memoranda of understanding (MoUs) is scheduled for Tuesday afternoon, after which the Emir of Qatar will meet Murmu, according to the advisory.
The Indian community residing in Qatar forms the largest expatriate group in that country and is "appreciated for its positive contribution in the progress and development of Qatar", the MEA said earlier.

India: Qatar Emir receives ceremonial welcome at Rashtrapati Bhavan

A conflicting train announcement may have triggered the fatal stampede at New Delhi Railway Station on Saturday night (Feb 15), which claimed the lives of at least 18 people.
According to a Railway Protection Force report, two announcements made just three minutes apart incorrectly stating different platforms for a Prayagraj-bound Kumbh Special train potentially led to the deadly chaos.
The first announcement stated that the train would leave from Platform 12, while a second announcement, which came just minutes before the "stampede-like situation", said that the train would depart from Platform 16.
The report of the deadly incident, prepared by the inspector in charge of RPF&rsquo;s New Delhi post, stated that the chaos erupted after passengers from platforms 12-15 rushed to pedestrian bridges 2 and 3, converging on the staircases following the announcement for the Kumbh Special.

Simultaneously, passengers from the Magadh Express and Uttar Sampark Kranti Express, which were departing from platforms 14 and 15, were descending the stairs, while others were waiting for the arriving Prayagraj Express. The resulting jostling caused several passengers to fall, only to be trampled by the surging crowd, according to the Hindustan Times.
As per the report, there was a sudden rise in the number of passengers at the station after the Shiv Ganga Express left platform number 12 (around 8.15 pm) which choked the pedestrian bridges number 2 and 3.
&ldquo;The RPF&rsquo;s assistant security commissioner (ASC/NDLS) came to pedestrian bridge 2 and after assessing the crowd and asked the station director to stop the further sale of tickets and take precautions considering the heavy rush. The station director was also asked to start the special trains as soon as they were filled with passengers. Through announcements all on-duty and off-duty staff were directed to reach the platform and pedestrian bridges,&rdquo; the inspector in charge said in the report.
Compounding the chaos, another announcement was made at 8:45 pm, declaring the departure of the Prayagraj-bound Kumbh Special from platform 12, even as RPF officials were struggling to clear the overcrowded pedestrian bridges.
&ldquo;Soon after, another announcement was made that the special train will depart from platform number 16. It led to a stampede-like situation among passengers. Due to the presence of passengers of Magadh Express, Uttar Sampark Kranti Express, and Prayajraj Express at platform number 14 and 15, the movement of passengers stopped,&rdquo; the in-charge&rsquo;s incident report says.
The incident report puts forward a contrasting cause of the incident, refuting the version presented by the Indian Railways which claims that no announcement was made regarding Platform 16.
<h2>Stampede kills 18</h2>
In a tragic incident, a stampede at the New Delhi railway station claimed the lives of at least 18 and injured several others on Saturday night.
The ones who lost their lives include 11 women and five children, according to Indian media reports.

A conflicting train announcement may have triggered the fatal stampede at New Delhi Railway Station on Saturday night (Feb 15), which claimed the lives of at least 18 people. According to a Railway Protection Force report, two announcements made just three minutes apart incorrectly stating different platforms for a Prayagraj-bound Kumbh Special train potentially led to the deadly chaos. The first announcement stated that the train would leave from Platform 12, while a second announcement, which came just minutes before the "stampede-like situation", said that the train would depart from Platform 16. The report of the deadly incident, prepared by the inspector in charge of RPF’s New Delhi post, stated that the chaos erupted after passengers from platforms 12-15 rushed to pedestrian bridges 2 and 3, converging on the staircases following the announcement for the Kumbh Special. As per the report, there was a sudden rise in the number of passengers at the station after the Shiv Ganga Express left platform number 12 (around 8.15 pm) which choked the pedestrian bridges number 2 and 3. “The RPF’s assistant security commissioner (ASC/NDLS) came to pedestrian bridge 2 and after assessing the crowd and asked the station director to stop the further sale of tickets and take precautions considering the heavy rush. The station director was also asked to start the special trains as soon as they were filled with passengers. Through announcements all on-duty and off-duty staff were directed to reach the platform and pedestrian bridges,” the inspector in charge said in the report. Compounding the chaos, another announcement was made at 8:45 pm, declaring the departure of the Prayagraj-bound Kumbh Special from platform 12, even as RPF officials were struggling to clear the overcrowded pedestrian bridges. “Soon after, another announcement was made that the special train will depart from platform number 16. It led to a stampede-like situation among passengers. Due to the presence of passengers of Magadh Express, Uttar Sampark Kranti Express, and Prayajraj Express at platform number 14 and 15, the movement of passengers stopped,” the in-charge’s incident report says. ANI | The Bhubaneswar-Cuttack Police arrested a student of KIIT University in connection with the alleged death by suicide of a third-year B.Tech student from Nepal who died on Sunday.
The incident also led to protests by students and members of Akhil Bharatiya Vidyarthi Parishad (ABVP) on Monday demanding justice.
Speaking on the case, Bhubaneswar-Cuttack Police Commissioner Suresh Dev Datta Singh stated that authorities received information about the suicide of a third-year Computer Science student.

"Yesterday evening, we received information about the incident of suicide by a girl student of a third-year Computer Science in KIIT University. On this information, a case was registered. There was an allegation that this girl, who belonged to Nepal, was harassed by one student of KIIT University in third year mechanical engineering. We investigated the matter, and we got prima facie evidence that there was some sort of harassment which could have prompted the girl to die by suicide, so we arrested the accused person; we examined him, and today, he has been forwarded to judicial custody," said Bhubaneswar-Cuttack Police Commissioner Suresh Dev Datta Singh while speaking to ANI.
The Commissioner further said that authorities have seized the victim's personal belongings, including her mobile phone, which will be sent for forensic examination.
"Yesterday, there was a sentimental, emotional outburst so both students belonging to Nepal, as well as India, joined together in protest against the university authorities, demanding justice. We deployed a police force at KIIT University...they were convinced by morning and now the situation is peaceful."

"We have seized some personal belongings like a mobile from the girl, and it will be first sent to the forensic science laboratory and then it will be analysed to gather further evidence in this case...," he added.
Earlier in the day, Nepal Prime Minister KP Sharma Oli said that his government has taken cognisance of the incident and is pursuing the matter with India through diplomatic channels.
"It has come to our attention through media and social media that a Nepali student has died in the hostel of Kalinga Institute of Industrial Technology (KIIT) University in Odisha, India, and that Nepali students have been forcibly evicted from the hostel," Oli said in a statement posted on his Facebook account.

"Our Embassy in New Delhi has dispatched two officers to counsel Nepali students affected in Odisha," Oli said in a post on X.
"Additionally, arrangements have been made to ensure they have the option to either remain in their hostel or return home, based on their preference," he said.
Notably, a third-year BTech student from Nepal was found hanging from the ceiling fan of her room at the girl's hostel room on February 15 evening. An FIR was lodged at the Infocity police station of Bhubaneswar on February 16 on the complaint of the cousin of the deceased girl, alleging that the latter was being blackmailed by a male student at the university. The police have lodged a case under Section 108 of the BNS.
Students, primarily of Nepali origin, took out a protest demanding the arrest of the boy they claimed was responsible for abusing the girl and thus leading to her suicide. The KIIT University on Monday evening issued a statement appealing to Nepali students "who have or plan to leave the campus to return and resume the classes."
"There was an unfortunate incident which took place late in the evening yesterday on the KIIT campus. Immediately after the incident, police investigated the matter and apprehended the culprit."
The KIIT administration has made all-out efforts to restore normalcy in the campus and hostels to resume the academic activities," the university said in a statement on Monday.
Prior to this, the Odisha University had issued a notice that reportedly said that the varsity was "closed sine die for all international students from Nepal" and they were directed to vacate the university campus.
Students stated that they were visibly distressed and anxious as they don't have necessary tickets to return home. Some even claimed that they were preparing for examinations, which are set to start in the last week of February.

<h2>Dealing with 'crocodiles and snakes'</h2>
Mandeep said that while they were crossing the Panama jungles, they were "face-to-face" with crocodiles and snakes.&nbsp;
They were told by their fellow travellers that if they asked too many questions, they could be shot.&nbsp;
"For 13 days, we moved through the treacherous route that included 12 canals. Crocodiles, snakes &ndash; we had to bear all. Some were given sticks to deal with the dangerous reptiles," he added.
<h2>'Ate half-bakes chapatis'</h2>
Singh further stressed that their food was half-baked 'rotis' and sometimes noodles, adding that proper food was a distant thing for them.&nbsp;

Upon noticing a group of women, of various age groups, standing near railway tracks, the official asked them what were they doing there. They told him that they wanted to catch a train for Prayagraj.

As part of the new initiative, 60 stations, including those connected to Prayagraj, will be designated as &lsquo;high-traffic&rsquo; stations. Of these, 35 stations will be monitored in real-time through a centralised &lsquo;war room&rsquo;. This monitoring system is crucial as a large number of Kumbh devotees travel from states within 300 km of Prayagraj, with passenger traffic at some stations peaking at up to 17 lakh on key days like the 'Mauni Amavasya'. Additionally, over 200 new CCTV cameras will be installed at Delhi&rsquo;s stations to enhance surveillance.
In terms of law enforcement, Delhi Police has deployed six inspector-rank officers to oversee crowd management at NDLS. The Railway Police Force has also increased its presence at key stations. It further added that the board is working "closely" with law enforcement authorities to identify and prosecute the offenders.&nbsp;

"Students found involved in such activities will face consequences under CBSE's UNFAIR MEANS rules and relevant sections of the Indian Penal Code (IPC)," the board added in its statement.&nbsp;
CBSE is conducting the final exams of Classes 10 and 12, at least 4.4 million students from February 15. The examination, in India and abroad, will last till April 4.
