Delhi Chief Minister Arvind Kejriwal on Wednesday said that instead of keeping departments himself, he prefers to monitor the work of each of his cabinet ministers.

"I feel the duty of a Chief Minister is to keep an eye on other ministers and, hence, I have distributed the portfolios to the ministers," Kejriwal said in response to a media query about him not keeping any portfolio.

The Delhi Chief Minister was also criticised by the opposition during his last stint for not keeping any ministry/department with himself. He was jeered as "Minister without a portfolio" by the opposition.

This time around, too, Kejriwal has not kept any department with him. He also said, "Today, I had a meeting with the secretaries and ministers of all departments of the Delhi government wherein discussions were held on the 10 guarantees."

"In the meeting, departments have been directed to prepare a presentation within a week on the guarantee for which they are responsible. In the presentation they have to specify the timeline and the budget needed to fulfil their allotted guarantee," the Chief Minister added.

He further said that after one week another meeting will be held with each department and the budget demanded by them will be presented to the public via media.

"The budget as demanded by the departments will be included in the upcoming state Budget," he added.

He also said that the Cabinet has decided to hold a three-day Assembly session of the new government from February 24.

Arvind Kejriwal also spoke to the reporters about the meeting held with Union Home Minister Amit Shah.

He said, "The meeting with Amit Shah was held in a cordial atmosphere. We held discussions on various issues and we agreed that the central government and Delhi government need to work together for the development of Delhi."

In a move to save critically endangered birds such as the Great Indian Bustard and its smaller cousin Lesser florican, the Supreme Court of India has said that overhead power transmission lines in the desert national park in Rajasthan's Jaisalmer district and the surrounding area must go underground.

The top court said around 15 per cent of the two species have been dying every year due to collision with overhead power transmission lines in their flight path.

The judges were hearing a petition filed by wildlife activists saying that even though both the birds are protected under the wildlife protection act, they face the threat of imminent extinction.

The plea blamed mortality caused by collision with power transmission lines and wind turbines, depletion of grasslands, hunting, development of mines and human habitation in and around their habitats.

The Great Indian Bustard is a tall bird with a wingspan of over two metres. It is the state bird of Rajasthan, their number has sharply declined from an estimated twelve hundred sixty in 1969 to just 150 in 2018.

At a time European aircraft manufacturer, Airbus, is embroiled in a global bribery scandal and the settlement of multi-nation investigations, Indian agencies have intensified a probe to see if $2.2 billion Airbus aircraft sale to Indian national carrier known as Indian Airlines before the merger in 2006 involved any bribes.

Reports say Enforcement Directorate (ED) is inspecting payment of $20 million or Rs 1.42 billion linked to the 2006 purchase of 43 aircraft by Indian Airlines.

The probe began as a police investigation in 2010. Post the beginning of the probe, a team was sent to Europe to question Airbus executives, as well as, the government merged the domestic operations of the National Carrier, operated under the brand Indian Airlines with flag-carrier Air India in 2007.

The agency is also probing the commitment made as a part of the contract to provide aircraft-overhaul facilities that were never built.

In a global bribery settlement that resulted in record losses for Airbus in 2019, the European planemaker has agreed to around $4 billion dollar for years of illegal payments to key executives.

The Indian Airlines order for A320-series narrow-body planes was placed in 2006. Reports say that Enforcement Directorate is seeking help from authorities in France, as well as, where Airbus is based in Toulouse. Airbus has reported losses of $1.4 billion for 2019 due to this bribery settlement.

The preparations to welcome US President Donald Trump are in full swing. As the US president is likely to visit Taj Mahal in Agra, the Uttar Pradesh government is leaving no stone unturned to beautify the area for his visit.

According to reports, the Uttar Pradesh Irrigation Department has released 500 cusecs of water into the Yamuna from the Ganganahar in Bulandshahr to improve the river's "environmental condition" in Agra, news agency PTI reported.

"Keeping in mind US President Trump's visit to Agra, 500 cusecs of water has been released from the Ganganahar to improve the environmental condition of the Yamuna. This water will reach the Yamuna in Mathura by February 20 and Agra by February 21 afternoon," the department's Superintending Engineer Dharmender Singh Phogat said.

Uttar Pradesh Pollution Control Board (UPPCB) assistant engineer Arvind Kumar said that though the move will not make the river's water fit for consumption, it is likely to reduce the "foul smell" from the Yamuna.

Gul Bukhari is a well known face in Pakistan and has been a strong critic of the Pakistan army. She has on several instances questioned the extra-constitutional influence that the army has had over the civilian government in the country. Pakistan's anti-terror agency recently summoned the London-based activist accusing her of harbouring "anti-Pakistan agenda".

In an exclusive conversation with WION's Executive Editor Palki Shama Upadhyay, Gul Bukhari revealed she hasn't received any notice as yet and if she does, she will fight against it in the Pakistan court.

WION: You've been accused of inciting violence, spreading hatred, maligning the government and creating divisions in Pakistan. What did you do to invite such serious charges?

Gul Bukhari: There was this news about an FIA notice against me in which they had said that, they've sent me a notice and that I will have to appear before them and if I don't they would bring charges of terrorism and cybercrime against me. The fact around that piece of news is that I have not received any notice.

The media report showed a letter in which these things were mentioned, the one you're talking about creating divisions and incitement to violence. This is a letter that the Pakistan government has indeed written to the home office of the UK and 10 Downing Street and the foreign office and to the police.

I have written to the home office to let me have a copy.

WION: So, the government is initiating some action against you. What do you propose to do in response?

Gul Bukhari: I will do something about it once I get a notice from them, the FIA or somebody. There is absolutely nothing that I can do unless I am served the notice. I will take them to court if they serve me the notice, I will not respond. I will challenge them in a court of law in Pakistan. That is my plan. I have asked for a copy of the letter from the British government and I have asked them to let me know how they plan to respond to this request from Pakistan.

WION: Are you prepared to travel to Pakistan to pursue this case?

Gul Bukhari: No, I will just get my lawyers to do it in Pakistan.

WION: Why are you being targeted?

Gul Bukhari: To be honest, I am not sure. I think they can't handle dissent. I think there's a lot that goes on within the military and they keep it hush-hush. I get news of it and let people know about what they want to keep as a secret. That could be it. Otherwise, there's nothing that I have done recently.

WION: You're saying the military is upset because you're telling the world the stories that they want to keep under wraps. Do you have any examples?

Gul Bukhari: Yes. A recent example is a story of General Sarfraz Sattar. They put it on the news that he has retired. I knew he hadn't, so I tweeted about that. His retirement date was September 2020 and they got it published at the end of November. There was no way he could retire, he could only resign. He had not resigned.

He was waiting around for his time to become the next, possibly COAS. Then he was put under house arrest. His entire family couldn't move around, they were home.

They pressured him into giving his resignation in December or January. I broke that news as well. It had come from his son who had missed his medical school and when his friends asked him he said he was under house arrest and that now his father has given the resignation and he is free to move around.

WION: Did you think it will come to this?

Gul Bukhari: I could have never imagined that it would come to this. From slapping charges and talking about the confiscation of property and involving the Interpol and charging me with terrorism... all this is crazy, absolutely unimaginable. Nobody could imagine that a government could stoop to this.

WION: How is your family taking these developments?

Gul Bukhari: They're worried. They are on my side and will fight alongside me.

WION: Any word of assurance from the government of the UK or any other agency?

Gul Bukhari: Not yet. I've literally just approached the government, I have approached them just a short while ago asking for the copy of the letter and I intend to approach them not just for the copy of the letter and also for how do they intend to protect me and respond to Pakistan. I will also register this with the local police after I found out that they were looking for my address as well.

WION: The only support you've received is online?

Gul Bukhari: Yes. The government did get involved a year and a half ago when they abducted me. The UK parliament and the foreign office, they reached out to me and took down my account and offered me all of the support and everything and advised me to come back to the UK. So since December 2018, I am here.

The final batch comprising a family of six was sent to the Indira Gandhi International Airport at 9 am on Wednesday from Chhawla, ITBP Spokesperson Vivek Pandey was quoted as saying.

A total of 42 inmates left for their respective hometowns on Tuesday while 358 others left the ITBP facility on Monday, Pandey said.

The grammar of India's foreign policy has changed, the Modi government has changed that.

India's foreign policy is now muscular and three recent developments prove this contention.

A British Labour MP Debbie Abrahams has been in the news lately. Some of her tweets slamming the Indian government have been making headlines.

Abrahams claims she was denied entry into India despite having a valid visa. She says she was visiting India to meet her relatives but was stopped. She later tweeted an image of the visa which had been granted to her.

The Indian government has categorically countered this claim by releasing details of the cancelled visa.

Abrahams was issued an e-business visa in October last year for business which was valid till October 2020 but was revoked on February 14 because she was reportedly indulging in activities which were against India's interests.

The home ministry says the British parliamentarian was duly informed, yet she arrived in Delhi and demanded a visa on arrival.

The question remains - did Debbie Abrahams come to India as a friend or a foe?

On February 4, the Pakistan High Commission in London organized a seminar to attack India on Kashmir. Besides the Pak High Commissioner, those in attendance involved the President of Pak Occupied Kashmir Masood Khan and Abrahams.

Abrahams was also scheduled to travel to Islamabad after her India visit.

From the India side, the message is loud and clear, any attempt to attack India's sovereignty won't be tolerated.

In another example, the government of India on Monday summoned Turkey's envoy to India a day after Turkish President Erdogan visited Pakistan and compared the situation in Kashmir with the Gallipoli campaign of the second world war.

India responded firmly to this far-fetched comparison.

Yesterday, the Ministry of External Affairs spokesperson Raveesh Kumar said that "India made a strong demarche with the Turkish government. This recent episode is but one more example of a pattern of Turkey interfering in the internal affairs of other countries. These remarks reflect neither an understanding of history nor of the conduct of diplomacy."

There's high-pitched rhetoric around Kashmir. The issue is invoked unfailingly in almost all forums where India is represented. Pakistan remains hyphenated, it dominates most questions aimed at India.

Something similar happened during the ongoing Munich Security Conference. US Senator Lindsey Graham had some an advice for India on how to resolve the Kashmir conflict in a style typical to US diplomacy.

The response by External Affairs Minister S Jaishankar should settle the debate once and for all.

India will not compromise on Kashmir and will push back on unwarranted overtures.

There has been a decline in the population of 79 per cent of Indian species of birds, a report submitted in the United Nations meeting on wildlife conservation said on Tuesday.

According to the report, State of India's birds 2020, the number of house sparrows has declined in metropolitan cities while it has remained "roughly stable" across the country. However, in rural India, the population has gone up.

The report was released in Gujarat's Gandhinagar on Monday on sidelines of the 13th Conference of Parties to the Convention on Conservation of Migratory Species of Wild Animals (CMS COP 13).

The bird groups that showed the greatest decline includes, raptors, migratory shorebirds and habitat specialists, among others.

The report also stressed that 101 species classified as of High Conservation Concern, require immediate attention.

Meanwhile, the report also gave some good news as it showed that the number of India's national bird, a peacock has shown a dramatic rise.

As for the Indian peafowl, the abundance trend is that of a general increase, both in long-term and currently, the report said.

The report was made after assessing over 10 million observations contributed by over 15,500 birdwatchers.

The assessment is based on three indices, two of change in abundance, long-term trend (over 25+ years) and current annual trend (over the past five years), and the third is a measure of distribution range size.

Using these three indices together with the IUCN Red List (of threatened species), each species was classified into categories of conservation concern for India: 442 in low concern category, 319 in moderate concern category and 101 in high concern category.

A day after he justified Police's action against the anti-CAA protestors who had gathered without permission, Tamil Nadu Chief Minister Edappadi K Palaniswami has challenged the opposition to specify if any minorities have been affected by the Citizenship Amendment Act. The chief minister added that the opposition parties were misleading people over the CAA, disrupting a peaceful state and causing law and order problems.

The Tamil Nadu Assembly was debating the 2020-21 budget that was presented by Deputy Chief Minister O Panneerselvam on Friday. Heated exchanges were witnessed in the assembly over the CAA, the passing of which in Rajya Sabha was enabled due to the support of AIADMK and PMK MPs.

The opposition parties in the state have been rallying support against the act, with the DMK-led opposition having collected over 2 crore signatures calling for the act to be repealed. The signature petitions are addressed to President Ram Nath Kovind and are meant to be sent to the national capital by DMK MPs. The anti-CAA signature drive was launched across the state on February 2 with a target to get one crore signatures.

While speaking on the budget, DMK legislator T Mano Thangaraj highlighted the need for passing an anti-CAA resolution in the House. The chief minister responded, “Who is affected by the CAA? Tell us and we will find a solution. Is there anyone from a minority community who was born in Tamil Nadu and has been living here and has been affected by the CAA? We are not enacting a drama here and misleading the people here like you (referring to DMK).”

The DMK MLA shot back saying that various other states had moved resolutions against the CAA owing to the protests, the minorities being affected by the law. Palaniswami countered by saying that the opposition was spreading falsehoods to deteriorate the law and order situation in an otherwise peaceful state. Palaniswami clarified that the state had no powers to prevent the implementation of CAA as the citizenship law is solely the Central government’s prerogative. Subsequently, the DMK MLAs walked out of the Assembly.

Since 1947, relations between India and Pakistan has been through many high and low periods, but recent clashes could exacerbate matters and lead to a full-blown military conflict between the two nuclear-powered nations, as per the Munich Security Report 2020.

Since 1947, relations between India and Pakistan has been through many high and low periods, but recent clashes could exacerbate matters and lead to a full-blown military conflict between the two nuclear-powered nations, as per the Munich Security Report 2020. The report cited that in the event of a nuclear war between India and Pakistan, a death toll as high as 50-125 million people could be inevitable by 2025. As per the report, tensions between the main powers in the region are still active, namely India, Pakistan, and increasingly also China. "With India having completed its nuclear triad and Pakistan intending to do so, the risk of a regional nuclear arms race adds another delicate component to a worsening security situation," the report stated. Also read: India, Pakistan nuclear war could span for less than a week and 'kill 50-125 million people' - Study The report also takes into consideration the security situation in Afghanistan, which remains volatile to this day as well as the Pulwama attack which took place on February 14, 2019. The resulting escalation of tensions between India and Pakistan led to military exchanges between the two countries. "In this strained situation, any attack committed by the Kashmiri insurgency bears the risk of escalation, culminating into a military confrontation between the two nuclear-armed powers," the report further stated. The report, after assuming that India and Pakistan have a minimum of 100 and 150 strategic nuclear weapons, stated that a nuclear war between the two countries will deliver 15 to 100 kilotons of nuclear warheads and result in 16-36 million tons of black carbon smoke being released. Watch: UN Chief Guterres calls for Indo-Pak dialogue This would result in a 20-35 per cent decline in surface sunlight, 15-30 per cent decline in productivity on land and 5-15 per cent in oceans, with 50-125 million immediate deaths. The release of the report follows closely after India paid tributes to the martyrs of the Pulwama attack that killed 40 CRPF personnel. The attack was orchestrated by Jaish-e-Mohammed (JeM) who sent a suicide bomber who blew himself off along the Jammu-Srinagar highway. India's retaliation to the underhanded ploy came in the form of an airstrike, which decimated a JeM training facility in Balakot, Pakistan.

In a major relief, India has defeated the coronavirus as of now after all three people who were detected with the virus in the southern state of Kerala have now recovered.

A total of 238 people, including seven Maldivians, housed at a quarantine facility here in Chhawla ITBP camp have been sent home after they tested negative in the final check -- with no coronavirus infection symptoms, officials said on Tuesday.

The 238 people are among 406 inmates, including seven children, who were shifted to the west Delhi quarantine facility of Indo-Tibetan Border Police (ITBP) after the group was brought back from China`s Wuhan -- the epicentre of the deadly virus -- on February 1 and 2.

Of the 238, seven are from Maldives and they left for their country in a flight around 4.30 a.m. on Tuesday.

As per the ITBP spokesperson, the dispersal process of other inmates will continue through Tuesday.

However, there isn't any good news for china where the director of the Wuchang hospital in Wuhan has died due to the coronavirus after all-out efforts failed to save his life. He was only 51.
