All the members agreed to the joint statement as the Indian side focused on "consensus". Replying to a question posed by WION's Sidhant Sibal, India's BRICS Sherpa Sudhakar Dalela said, BRICS countries have reached a consensus on the situation in West Asia, with dialogue and diplomacy emerging as the guiding principles for addressing conflicts.&nbsp;"In a grouping like BRICS, where we have members with diverse development experiences and diverse economic systems, it is important that we allow discussions to evolve and emerge, and we, as Chair, have provided a forum for very transparent discussion among us, and we have ensured that everybody is comfortable expressing their national perspective, and then within that framework, we try to build consensus and see which are the lending zones, which are the comfort areas," Dalela further said.&nbsp;He expressed happiness over agreed approach on West Asia and said, "I would say that we are very happy that we have an agreed approach on West Asia, and the centrepiece of that approach is that we all believe that dialogue and diplomacy should be the guiding parameter for addressing any conflict, any situation that requires a solution, and that is the only way to build lasting peace, security, and stability in any part of the world,” Dalela.&nbsp;Earlier Prime Minister Narendra Modi said the New Delhi Declaration 2026 was unanimously adopted by BRICS nations.&nbsp;“No member has raised any objection. A passport window, a sub-registrar's office, a civil registration counter, and so many other services. BRICS now speaks for close to half the world's population and roughly 40 per cent of global GDP. That is a very large number of queues for such services.&nbsp;<h2>VFS: A 25-year proof of concept on service delivery for the people&nbsp;</h2>The model for service delivery as PPP already exists. In 2001, a VFS Global pilot with the US Consulate in Mumbai led to the establishment of three small visa centres in western India. Twenty-five years on, VFS Global works with 71 client governments, runs more than 4,200 application centres across 169 countries with over 17,500 staff, and has processed more than 557 million transactions. The company handles the administrative, non-judgmental layer while the government keeps the decision powers.<h2>From visas to registries: Potential proven, expansion is the need of the hour&nbsp;</h2>The expansion of service category is already visible. In May 2026, a VFS Global-led consortium with WE Excel Software won a five-year contract from Maharashtra's Inspector General of Registration to set up 60 Model Sub-Registrar Offices. The offices stay under government control and are staffed by departmental officials, and citizens can still choose a regular SRO.&nbsp;Elsewhere, a major milestone in this evolution was the acquisition of CiX Citizen Experience (CiX) in Brazil. A strong impetus for this would come if service delivery is added to the PPP segment in BRICS.&nbsp;South Africa's Department of Home Affairs contracted the company in 2010 for visa and permit intake at its missions abroad, and again in 2013 for intake within the country — an arrangement the Auditor General later recommended be restructured as a formal public-private partnership. Vehicle registration, vital record registrations, company incorporation, e-governance portals — each is administrative volume attached to a sovereign decision. It does not establish that a functioning swarm was deployed, or that anything built with this assistance was used. 'Designed for' is not the same as 'operational', and the distinction matters.&nbsp;Anthropic is also the only witness. It is reporting on misuse of its own product, using its own detection systems, with its own account of what was intercepted and when. That is not a reason to disbelieve it — the company has no obvious commercial incentive to publish this, and voluntary disclosure of this kind is rare. But there is no independent verification of any of it, and there is currently no mechanism by which there could be.&nbsp;The Uncomfortable Structural Point&nbsp;There is a question this report raises that it cannot answer about itself.&nbsp;The cases described were caught. Anthropic found them, disrupted them, and has now published them. What no one can say is what proportion of similar activity that represents — whether this is most of it, or a fraction visible only because these particular actors were careless.&nbsp;Every AI company is in the same position, and only some of them publish anything at all.
