Nepal is preparing major amendments to its adolescent criminal laws, including a proposed “Romeo and Juliet” clause aimed at easing penalties for consensual teenage relationships. The reform would reportedly introduce a three-year age-gap exemption to better distinguish consensual relationships from sexual exploitation.
