“There were no casualties or damage in the city,” said the Russian official, adding that the airport was working “normally” and that “the situation was under control.”

However, Russia’s Interfax news agency citing the airport’s press service said there were temporary restrictions at the airport for safety reasons.

Meanwhile, the Russian military said that it thwarted a “terrorist attack by the Kyiv regime” and “destroyed two drones” over the Black Sea near the coast of the Russian region.&nbsp;

Notably, while Ukraine has launched multiple drone attacks against several Russian cities since the beginning of its counteroffensive, earlier this year, Sochi has been largely spared from attacks.

<h2>Ukrainian general about the fighting in northeast</h2>

Oleksandr Syrskyi, who was visiting Ukrainian troops in the country’s northeastern region, in an update said that the Russian forces had regrouped after suffering losses and were attacking around the village of Makiivka and towards the city of Kupiansk.

“The main objective of the enemy is the defeat of a grouping of our troops, the encirclement of Kupiansk and to reach the Oskil River,” said the Ukrainian commander, as per Reuters.&nbsp;

He added that Russian forces were carrying out “dozens” of assaults each day, but that Ukrainian troops had been ready and were holding their ground.

This comes a day after Ukrainian officials said that Russian forces pounded the eastern Ukrainian city of Avdiivka in the Donbas region for the fourth day in a row. “The fighting has been going on for four consecutive days,” Vitaliy Barabash, head of the city’s military administration told Ukrainian national television.&nbsp;

He added, “They have substantial reserves of personnel and equipment. Avdiivka is completely ablaze. They shoot, using everything they have. The hospital is again under fire, as are administrative buildings and our volunteer centre.”

On Friday (Oct 13), at least one person was killed and 24 were injured after a Russian missile strike in the city of Pokrovsk. Separately, a drone attack in Beryslav a 34-year-old woman and seriously injured her 36-year-old husband.

<h2>Russia’s new campaign?</h2>

It has been reported that Russia has increased attacks along the 1,000-kilometre eastern regions of Donetsk and Luhansk, which was seemingly confirmed by the Russian representative to the United Nations, Vasily Nebenzia who said that their intensified battles in the east signified a new stage in its campaign.

“Russian troops have, for several days now, switched over to active combat action practically throughout the entire front line,” Nebenzia told a session of the UN Security Council. He added, “The so-called Ukrainian counteroffensive can therefore be considered finished.”&nbsp;

This is being seen as a second diplomatic defeat for Moscow in three days after the country’s<a href="https://www.wionews.com/world/unga-rejects-russian-bid-to-rejoin-human-rights-body-645096"> failed bid</a> to rejoin the 47-member Human Rights Council after it was kicked out following the invasion of Ukraine in 2022.&nbsp;

<h2>Resolution adopted</h2>

The resolution adopted&nbsp;with 18 votes- with 22 abstaining and seven voting against it in Geneva- extends Bulgarian human rights expert Mariana Katzarova’s work for another year.&nbsp;

“The Special Rapporteur is one of the last avenues for civil society to bring international attention to their important work and to give a voice to those who risk their lives,” Katharina Stasch, German ambassador to the UN in Geneva, told the council.&nbsp;

Argentina, Britain, France, Germany, Ukraine and the United States were among those who supported the resolution, while countries like China, Cuba, Eritrea, Kazakhstan and Vietnam voted against the mandate.&nbsp;

Around 22 countries which included India, Malaysia, Mexico, Pakistan, South Africa and the United Arab Emirates (UAE) abstained from voting.&nbsp;

In line with the resolution passed, Russia is required to establish “constructive communication and full cooperation” with the Bulgarian human rights expert and allow her unhindered access, including to meet freely with civil society and individuals in detention.

However, Moscow has refused to let her in, has not recognised her mandate and previously called criticism of its rights record unfounded.

Last month, Katzarova, in her report on Moscow said that the human rights situation in Russia had significantly deteriorated since the country invaded Ukraine.&nbsp;

She also described a “systematic crackdown” on civil society and said Russia had adopted laws to “muzzle civil society and punish human rights activists and others for their anti-war stance.”

The former journalist also referred to attempts by Russia to obstruct her mandate, saying such actions showed “a lack of political will to uphold its human rights obligations”.&nbsp;

<h2>‘No country is above scrutiny’</h2>

Last year’s special rapporteur’s mandate marked the first time that the UNHRC was authorised to examine the record of one of the UN’s “P5” members, which refers to the countries who hold permanent seats on the Security Council.&nbsp;

“This resolution is not a reflection of politicization but reflects the need to ensure that human rights are universally respected,” said Michèle Taylor, permanent representative of the US to the UNHRC.&nbsp;

“No country is above scrutiny, no matter how upsetting or embarrassing they find it, no matter how strong their military is, no matter how wide the reach of their proxies, and no matter how aggressively they threaten or cajole other countries,” the US representative added.&nbsp;

"I'm proud that the United States will announce its latest security assistance package for Ukraine, valued at $200 million," Austin said alongside President Volodymyr Zelensky at the opening of a meeting of Kyiv's international supporters in Brussels.

The aid package includes air defence munitions, artillery and rocket ammo as well as anti-tank weapons among other items.

It is first US package announced since US Congress dropped fresh funding for Ukraine from a recent bill to avert a US government shutdown. This has set off fears in the Western camp that Washington was not keen to continue helping Ukraine for a very long time.&nbsp;

Austin nonetheless insisted Wednesday -- as he has before -- that the United States "will stand with Ukraine for as long as it takes."

Even in the face of absence of further action by Congress, the US government can still withdraw more than USD 5 billion in equipment&nbsp;

A senior US official said there is no immediate cause for alarm when it comes to Ukraine assistance.

"Even if we do have... some difficulties we have to work out within the US Congress, there is a lot of money there to still sustain the pace of support that we're accustomed to, and then allies are stepping forward with their own announcements," the official told journalists in Brussels.

"Zelensky's visit really couldn't have come at a better moment in a way, particularly if our goal is to signal continued support for Ukraine, even though there are challenges... within the US system."

Russia invaded Ukraine in February last year. The Western countries, mainly led by the US, have poured in billions of dollars as humanitarian and military aid. A cut in this financial assistance will be a major blow to Ukraine which is still struggling to make considerable progress in retaking the territory captured by Russian forces.

"I continue to firmly believe that our support for the forces of freedom in Ukraine will hold fast in any season or any storm," he said.

US announces new aid for Ukraine amid uncertainty about continued help

The Russian missile had hit a cafe in Hroza on Friday (Oct 6) where people gathered to mourn a fallen Ukrainian soldier. Amid repeated accusations by Kyiv that Moscow is deliberately targeting its civilians, the Kremlin yet again denied the allegations.&nbsp;

“The Russians killed 59 people with a direct hit with an Iskander (missile) on the village of Hroza,” said Klymenko on Telegram.

He added, “All victims are local residents. They were pensioners, medics, farmers, teachers, entrepreneurs. All were civilians. Entire families of several generations died.”&nbsp;

The death toll is said to be one of the highest ones among civilians in any single Russian strike in nearly 20 months of the ongoing Ukraine war. Klymenko said forensic experts worked round the clock for six days to identify the victims.&nbsp;

The experts also required mobile DNA laboratories to identify 19 people. One 60-year-old man was identified only after 20 body parts were collected.&nbsp;

The Ukrainian security service SBU on Wednesday (Oct 11)&nbsp;accused two villagers who it said had fled to Russia of helping guide the missile strike.&nbsp;

<h2>Romania finds ‘drone crater’&nbsp;</h2>

Romania, a NATO member and country which borders Ukraine, found a “drone crater” on Thursday after Russia bombarded a Ukrainian port on the Danube river, said Bucharest’s defence ministry.&nbsp;

The country had also found <a href="https://www.wionews.com/world/romania-finds-suspected-russian-drone-fragments-on-its-territory-near-ukraine-border-634282">drone debris</a> several times near its border with Ukraine, last month, prompting them to build air-raid shelters in the eastern Romanian village of Plauru.&nbsp;

“Around 5:00 am (local time), the teams on the ground reported the discovery of a drone crater – with a possible explosion on impact – in a vegetated area... about three kilometres west of Plauru,” said the defence ministry in a statement.&nbsp;

“The Ministry of National Defence strongly condemns the attacks carried out by the Russian Federation against targets and elements of civilian infrastructure in Ukrainian Danube ports,” it added. Romania also said that they would work with NATO to investigate the incident.&nbsp;

<h2>Czech Republic and Denmark to send arms</h2>

The Czech Republic and Denmark “in the months to come” will send nearly 50 armoured vehicles and combat tanks, 2,500 handguns, 7,000 rifles, 500 machine guns and 500 sniper rifles to Ukraine as part of a joint project and based on the “demand and needs” of Ukraine’s armed forces, said the Czech defence ministry, on Thursday.&nbsp;

The ammunition will be the first phase of the project which also includes intelligence, surveillance and reconnaissance equipment and large-calibre ammunition.&nbsp;

“This is a substantial donation of equipment, for which there is great demand in Ukraine,” said the Danish Defence Minister Troels Lund Poulsen.&nbsp;

As a part of their next phase, Prague and Copenhagen expect to provide the Ukrainian army with 500 heavy machine guns, 280 auto-loading cannons, 7,000 anti-tank weapons, 10,000 hand grenades and 60 mortar systems.&nbsp;

Russia said on Wednesday (Oct 11) that its forces had strengthened their positions near Avdiivka frontline. The announcement came just a day after Ukraine warned that Russian forces were stepping up attacks in order to encircle the eastern town.

Avdiivka holds symbolism and strategic importance to Kyiv. It lies just north of the Moscow-controlled city of Donetsk, seized by pro-Russian separatist forces in 2014. It has since become a symbol of Ukrainian resistance against Moscow, with Kyiv clinging on there despite relentless Russian attacks during the Kremlin's almost 20-month-long offensive.

"Actions from the southern group of forces supported by aviation, artillery fire and heavy flamethrower systems, improved the situation along the front line in the vicinity of Avdiivka," the Russian Defense Ministry said.

AFP reported citing local Ukrainian officials that Russian forces had launched an artillery attack on the town in morning hours and there was incessant firing.

"Battles continued throughout the night" in the north and south of the town, the head of the town's administration Vitaliy Barabash said Wednesday.

Barabash said Ukrainian troops were "most likely finishing" repelling Russian forces.

Ukrainian officials were "engaged in persuading people to evacuate every day," he said.

Ukraine armed forces have said that Russian forces had "intensified actions" in several areas including Avdiivka.

"Our defenders repelled all enemy attacks and prevented the loss of lines and positions," military spokesman Andriy Kovalyov said.

Russia invaded Ukraine in February 2022. After sustained battlefield gains, Russian troops had to withdraw from large swathes of land. Theh Western alliance led by US meanwhile poured in billions of dollars in humanitarian and military aid. Russia claims of 'improved' position near east Ukraine town

Belgium is expecting to collect 2.3 billion euros ($2.4 billion) in taxes it will get on frozen Russian asset, to use in reconstructing Ukraine. Group of Seven (G7) countries along with the European Union (EU) have been discussing if they could use the interest incurred on over 300 billion euros of immobilised Russian public money to fund Ukraine.

Over 200 billion frozen assets have been held in Europe and 125 billion of them are managed by Belgian clearing house Euroclear.

The European Commission said in July that it would put forth a proposal on whether these funds could legally be used after in-principle nod from G7. Unites States Treasury Secretary Janet Yellen on Wednesday said that the Biden administration was supporting taxing windfall proceeds from these assets.

Belgium has gone ahead on its own and has decided using the tax paid on the interest. It has said previously in May that it would use 92 million euros it had already received in taxes.

"We only needed EU approval to use the interest. We are simply applying the Belgian tax code, which is our competence," a spokesperson for Prime Minister Alexander De Croo said.

It is expected that Belgium will collect 625 million euros from 2023 tax revenues on frozen Russian assets. It is estimated that it will collect 1.7 billion euros in 2024.

"Last year, it was very clear to us that the taxation on the proceeds of those assets should go 100% to the Ukrainian population," De Croo told reporters earlier on Wednesday.

"That fund will be used for buying military equipment. We will do that in consultation; as well it will be used for humanitarian support."

Although frozen Russian assets are a problem for Russia, there are jitters on the Ukrainian side as well as fresh fears have arisen over certainty of continued US support.

Russia invaded Ukraine in February last year. The Western countries led by the US have poured in billions of dollars in humanitarian and military aid to Ukraine. But there are voices in US political circles that are expressing that US help to Ukraine can't go on forever. President Joe Biden, however, has sought to assert that the US was serious about continued support to Ukraine.

Ukraine receives $1.15 billion under World Bank's PEACE initiative 

Germany on Tuesday (Oct 10) announced an additional military aid of 1 billion euro (USD 1.1 billion) for Ukraine as it takes steps to hasten aid and weapons delivery ahead of winter.

The "winter package" comprises of an extra Patriot air defence system as it was agreed between German Chancellor Olaf Scholz and Ukrainian President Volodymyr Zelensky last week.

In addition to this, Berlin will also send two more IRIS-T missile systems this month. The missile system is capable of short- and medium-range protection, according to a statement from the defence ministry.

The IRIS-T system is highly sought after by Ukraine for shooting down Russian drones and missiles.

In the coming weeks, Ukraine will also receive 10 more Leopard tanks and additional Gepard anti-aircraft guns in addition to extra ammunition and vehicles.

"With this new 'winter package,' we are further enhancing the readiness of the Ukrainian armed forces in the coming months," Defence Minister Boris Pistorius said in the&nbsp;statement.

Zelensky said he was grateful to Germany for the latest aid package.

"As winter approaches, this is exactly the support we need and the one we discussed with (Chancellor Olaf Scholz) in Granada," he said in a social media post.

The German ministry, however, did not say when exactly would the Patriot system be delivered.

But training for Ukrainian soldiers on how to use the advanced surface-to-air missile system "will commence in the coming weeks".

The ministry added that the Patriot system will come from the Bundeswehr's own stocks.

Aside from the control unit and radar equipment, the system will come with eight launchers and an estimated 60 guided missiles.

The new air defence package "has a value of around one billion euros," Pistorius said.

The statement added that the German government will spend about 20 million euros for Ukraine's spcial forces "including vehicles, weapons and personal equipment."

Germany ramped up its support for Ukraine, after some initial hesitation following Russian invasion in February 2022.

The country is now the second-biggest supplier of military assistance to Kyiv after the United States.

The newest arms package was unveiled on the eve of another round of talks in Brussels where Kyiv's international allies will discuss the coordination of military aid for Ukraine.

The concern, if it becomes widespread in American public, is perceived to potentially damage Biden's chances in next year's presidential election.

Ukrainian President Volodymyr Zelensky and the North Atlantic Treaty Organization (NATO) have expressed concern that US support may dry up entirely. This will create a shortfall of USD 2.7 per month and may require European Union (EU) nations to do the heavy lifting, a considerable endeavour if the US stops helping altogether.

Experts quoted in media reports say that if Biden is able to clinch funding of USD 100 billion from Congress, it may be enough for the war until after next November's election.

This would bypass debates in Congress over the next year.&nbsp;

Former President Donald Trump, the current frontrunner to win the Republican Party nomination for 2024 elections, has repeatedly attacked Biden over the Ukraine war. He has argued that the money would be better spent on domestic issues.

Polls reflect this thinking. A Reuters/Ipsos poll cited by The Telegraph said that in the last five months, there has been a decrease of 5 per cent in respondents who say that the US should continue sending weapons to Ukraine.

The White House is “not making any decisions about whether to do one big package or about how much it would be” until after the Speaker’s election to replace Mr McCarthy, a source told the news outlet. However, the official reportedly said that the 'one-and-done' package is "one option" that is under consideration.

The passage of such a package will not be easy. It is bound to be opposed by at least some Republicans. The politicking may make Biden give some concessions on border control and even other Republican demands.

Since the Ukraine war began, the US Congress has greenlit four packages of a cumulative total of USD 113 billion.

It is believed that Ukrainian forces would struggle against Russia if US support dries out, especially in the southeast and north of the country.

The Telegraph reported citing an unnamed administration official that President Biden is planning a "major" speech on Ukraine that “tries to unify America behind why it’s so important to support Ukraine and just how much is at stake."

Governor of Russia’s Belgorod region, Vyacheslav Gladkov, reported that a civilian was killed in the village of Urazovo, near the Ukrainian border following shelling by Ukrainian forces.&nbsp;

This comes after he had earlier said that Russian air defence systems downed three Ukrainian missiles over the region.&nbsp;

The Russian region which borders Ukraine has recently reported a rise in attacks becoming an almost daily occurrence in the last few months since Kyiv began its counteroffensive against Moscow.&nbsp;

<h2>UN team in Kharkiv</h2>

A spokesperson for the United Nations High Commissioner for Human Rights (OHCHR) on Friday said they have deployed a field team to investigate the attack.&nbsp;

“The UN High Commissioner for Human Rights, Volker Turk, who saw for himself the horrific impact of such strikes, is profoundly shocked and condemns these killings,” UN human rights office spokeswoman Elizabeth Throssell told reporters in Geneva.

A probable Russian strike: UN

The UN agency also said that the attack “appeared to be a Russian missile”. At this stage, it is “very difficult to establish with absolute certainty what happened,” said Throssell.&nbsp;

The UN rights office’s monitoring mission in Ukraine has been able to identify 35 victims. They have so far established that at least 23 of the fatalities “appeared to be in civilian clothing,” said Throssell, adding that there did not appear to be military targets nearby.&nbsp;

Russia denies attacking civilians

Amid repeated accusations by Kyiv that Moscow is deliberately targeting its civilians, the Kremlin has yet again denied the allegations.&nbsp;

Synyegubov and the police service said that the Russian cruise missiles hit the city twice.<o:p></o:p>

"One of the missiles hit a road; windows were broken in neighbouring houses. The second missile hit a three-storey residential building, causing a fire," Synyegubov stated.<o:p></o:p>

The Kharkiv region of Ukraine was attacked less than 24 hours after more than 50 people were killed in the same region in one of the deadliest strikes by Russia.&nbsp; <o:p></o:p>

On the messaging platform Telegram, the Air Force said that they shot down 25 Shahed 131 and 136 drones in six regions including Odesa, Kharkiv,&nbsp; Mykolaiv and Dnipro. It did not clarify which targets were struck by eight other drones.

Earlier, the governor of Odesa’s southern region said that port infrastructure in the Izmail district was targeted by the drones. Taking to Telegram, Oleg Kiper said that they destroyed three drones used in that attack, adding that there were no casualties, however, a grain storage facility was damaged.<o:p></o:p>

In the southern Mykolaiv region, eight other drones were destroyed, said Ukrainian defence forces on Telegram.
