Moscow hits out: Move deliberately hidden from public

Russia has consented to reunite four Ukrainian kids with their families, following an agreement facilitated by Qatar.

These children are in the age group of two to 17 years old. This repatriation initiative represents the initial phase of a trial programme aimed at bringing back a larger number of the many children who were reportedly taken by Russia in the wake of its extensive invasion of Ukraine last year.

As per Ukrainian authorities, they have identified approximately 20,000 children whom they claim were forcibly seized by Russia during this period.

Amid the conflict between Russia and Ukraine, Moscow maintained that its actions were driven by humanitarian concerns.

Russian authorities insisted that they had undertaken a massive evacuation operation, rescuing hundreds of thousands of Ukrainian children to shield them from the perilous circumstances in their home country. During this period, prominent Russian officials openly disregarded any allegations against their intentions.

Challenges in repatriation

However, the process of bringing these children back from Russia has not been without complications. In some instances, children have had to embark on a convoluted journey, traversing through Estonia, Latvia, Lithuania, and Poland before reuniting with their families in Ukraine.

The first to return was a seven-year-old who was reunited with his grandmother.

The reunion took place on Friday (Oct 13), and the next on Monday (Oct 16). The remaining children are expected to reach Ukraine later this week.

These four children are part of a larger cohort of Ukrainian children who Kyiv alleges were forcibly separated from their families, transported across the border into Russia, and subjected to a concerted effort to erase their Ukrainian identity.

Investigations by the BBC have revealed that Ukrainian children in Russia were frequently informed that there was nothing left for them in their home country and were subjected to varying degrees of indoctrination in a "patriotic" Russian curriculum.

Some Ukrainian families have had to undertake arduous journeys into Russia to reclaim their children. It's estimated that prior to Qatar's mediation, only about 400 Ukrainian children had returned to their homeland.

Ukraine's accusations and Russia's response

Daria Gerasymchuk, an adviser to the Ukrainian president for children's rights and rehabilitation, voiced strong accusations, suggesting that Russia aimed to forcibly separate children from their biological families, impose a "Russified" identity upon them, and integrate them into another ethnic group, reported the BBC.

Russia has indicated a willingness to cooperate in reuniting children with their families. Russian authorities have pledged to cover transportation and accommodation costs and, when necessary, conduct DNA analysis to confirm familial connections.

Ukraine is finding it harder to secure financial support as the attention of officials in key donor countries shifts to upcoming elections and geopolitical tensions heighten, Finance Minister Serhiy Marchenko told Reuters on Saturday.

Ukraine FM says donor 'tiredness' growing as war drags on

At least two civilians were killed after Russian attacks on the eastern Ukrainian town of Avdiivka, on Saturday, said the regional administration on Sunday (Oct 15). Meanwhile, Russian President Vladimir Putin said that Moscow’s forces have bolstered their positions across the entire front line in Ukraine in what he called a failure of the Ukrainian counteroffensive which began earlier this year.

Two civilians killed in Avdiivka

Ukrainian officials in the Donetsk region took to Telegram on Sunday and said two people were killed and one more person was injured elsewhere in the region.

This comes as the Russian forces have launched attacks on Avdiivka for the fifth day and with shelling so fierce that emergency crews were unable to recover the dead from wrecked buildings, according to Reuters.

“Avdiivka is completely ablaze. They shoot, using everything they have. The hospital is again under fire, as are administrative buildings and our volunteer centre,” Vitaliy Barabash, head of the city’s military administration told Ukrainian national television, on Saturday.

Oleh Sinehubov, governor of the Kharkiv region said a 54-year-old woman and a 57-year-old man were killed and a woman was injured after overnight Russian air attacks in the region.

Meanwhile, the General Staff of the Ukrainian Armed Forces said on Sunday its forces had repelled 15 Russian attacks near Avdiivka, Tonenke and Pervomaiske in the Donetsk region.

Putin about Russian forces in Ukraine

Earlier this year, Ukraine launched its counteroffensive to recapture its territory from Russia. However, as per a report by Reuters, the Ukrainian army continues to struggle to penetrate Russian lines which have been bolstered with minefields and thousands of extra Russian troops.

“As for the counteroffensive, which is allegedly stalling, it has failed completely,” said the Russian president in a video posted by Kremlin journalist Pavel Zarubin. When asked about the battle for Avdiivka, Putin said that the “opposing side is preparing new active offensive operations. We see it and we know it.”

“What is happening now along the entire length of the (line of) contact is called ‘an active defence’,” said the Russian president, as quoted by Reuters. He added, “And our troops are improving their position at almost the entire area. Quite a large area.”

Russia building new new rail line to Mariupol: UK

Britain’s defence ministry in its recent intelligence briefing said that Russia “is constructing a new railway line to Mariupol which will reduce travel times for supplies for the Zaporizhzhia.”

Moscow is using civilian contractors and equipment to build the railway line into the Ukrainian city in the Donetsk region, to free up Russian soldiers, who are also trained for railway construction, according to the ministry.

It added, “The new line falls within the notional range of Ukrainian long-range precision strike systems.”

The statement also noted how rail logistics are a “vital component” for sustaining the Russian invasion and that Moscow uses its rail networks to move ammunition, armour, fuel and personnel into Ukraine.

While Russia’s rail network in occupied areas of Ukraine remains viable it is also often vulnerable to attack by Ukrainian forces, said the ministry.

Two civilians killed in Ukraine’s Avdiivka; Russian forces improving positions along front line, claims Putin

Ukraine is finding it harder to secure financial support as the attention of officials in key donor countries shifts to upcoming elections and geopolitical tensions heighten, Finance Minister Serhiy Marchenko told Reuters on Saturday.

"I see a lot of tiredness, I see a lot of weakness among our partners, they would like to forget about the war but the war is still ongoing, full-scale," Marchenko said on the sidelines of the International Monetary Fund (IMF) and World Bank meetings in Marrakech.

He said Ukraine is making "twice the effort right now to convince our partners to provide us with support compared to the last annual meetings" in April.

As the war with Russia rages on, Ukraine needs to secure Western financial support to cover a $43 billion budget gap in 2024. Talks this week have been overshadowed by the conflict between Israel and Hamas, which broke out just as delegates were making their way to Marrakech.

Marchenko said "a geopolitical shift and internal political context in different countries" was dampening governments' appetite to support Ukraine, mentioning elections scheduled in the U.S. and the European Union next year.

Ukraine has earmarked additional tax receipts and funds to be raised from internal debt, but it will be dependent on outside help for the bulk of next year's spending requirements.

"We already have some commitments, like $5.4 billion from the IMF programme, and we expect commitments from Japan and United Kingdom, and of course, we rely on our key partners and allies the United States and European Union," Marchenko said in the interview.

The EU is working on a 50 billion-euro ($52.6 billion)Ukraine package for 2024 through 2027. Marchenko said Ukraine is seeking 18 billion euros of that in 2024, matching the package received for this year.

Marchenko welcomed the efforts to harness frozen Russian state assets, saying that what was previously portrayed by Western backers as an "achievable goal" now "sounds like a plan". Legal concerns, among others, have complicated recoveries.

CREDITOR DISCUSSIONS

Since Moscow's February 2022 invasion, most of Ukraine's bilateral lenders have suspended repayment obligations until 2027, and the country has agreed a two-year freeze on $20 billion of international bonds that runs through August.

Ukraine has been sounding out major investors over plans to restructure the international debt and the possibility of raising fresh financing, Reuters reported on Oct. 9, citing people with knowledge of the discussions.

"We have some time to prepare discussions with private creditors," Marchenko said, declining to provide a timeframe on when formal talks with creditors may start.

"Our natural desire is to preserve access to the market," he added.

Marchenko said credit enhancement notes could be "one of the ways" to raise funds, but that how such guarantees would work depends on the future of Ukraine's growth, among other economic factors. This has not been a topic of discussion at the meetings in Marrakech, he said.

Ukraine's economy is set to grow 5% in 2024, Marchenko told the meetings earlier this week, and sufficient gas storage for the winter should buttress the economy from a potential rise in prices, he told Reuters.

Ukraine left in cold? Finance min says donor nations' 'tiredness' growing amid elections, geopolitical shift

Recently, American intelligence agencies tracked a shipment of 1000 containers of military equipment and munitions from North Korea to Russia.

Russia claims to have shot down two Ukrainian drones over the Black Sea in the southern resort city of Sochi, near the coast of the Krasnodar region, on Saturday (Oct 14). Meanwhile, the commander of the Ukrainian ground forces in an update on Saturday said that fighting along the northern part of the eastern front has “significantly worsened” in recent days.

Russia shoots drones over Black Sea

“Today at about 7:10 am in Sochi…two drones were shot down over the sea,” said the governor of the southern Krasnodar region Alexei Kopaygorodskiy on social media.

“There were no casualties or damage in the city,” said the Russian official, adding that the airport was working “normally” and that “the situation was under control.”

However, Russia’s Interfax news agency citing the airport’s press service said there were temporary restrictions at the airport for safety reasons.

Meanwhile, the Russian military said that it thwarted a “terrorist attack by the Kyiv regime” and “destroyed two drones” over the Black Sea near the coast of the Russian region.

Notably, while Ukraine has launched multiple drone attacks against several Russian cities since the beginning of its counteroffensive, earlier this year, Sochi has been largely spared from attacks.

Ukrainian general about the fighting in northeast

Oleksandr Syrskyi, who was visiting Ukrainian troops in the country’s northeastern region, in an update said that the Russian forces had regrouped after suffering losses and were attacking around the village of Makiivka and towards the city of Kupiansk.

“The main objective of the enemy is the defeat of a grouping of our troops, the encirclement of Kupiansk and to reach the Oskil River,” said the Ukrainian commander, as per Reuters.

He added that Russian forces were carrying out “dozens” of assaults each day, but that Ukrainian troops had been ready and were holding their ground.

This comes a day after Ukrainian officials said that Russian forces pounded the eastern Ukrainian city of Avdiivka in the Donbas region for the fourth day in a row. “The fighting has been going on for four consecutive days,” Vitaliy Barabash, head of the city’s military administration told Ukrainian national television.

He added, “They have substantial reserves of personnel and equipment. Avdiivka is completely ablaze. They shoot, using everything they have. The hospital is again under fire, as are administrative buildings and our volunteer centre.”

On Friday (Oct 13), at least one person was killed and 24 were injured after a Russian missile strike in the city of Pokrovsk. Separately, a drone attack in Beryslav a 34-year-old woman and seriously injured her 36-year-old husband.

Russia’s new campaign?

It has been reported that Russia has increased attacks along the 1,000-kilometre eastern regions of Donetsk and Luhansk, which was seemingly confirmed by the Russian representative to the United Nations, Vasily Nebenzia who said that their intensified battles in the east signified a new stage in its campaign.

“Russian troops have, for several days now, switched over to active combat action practically throughout the entire front line,” Nebenzia told a session of the UN Security Council. He added, “The so-called Ukrainian counteroffensive can therefore be considered finished.”

Russia claims it downed Ukrainian drones over Black Sea; Moscow attacks in east intensify, says Ukraine

The United Nations human rights body on Thursday (Oct 12) adopted a resolution brought by several European countries to extend the mandate of an independent expert to document alleged human rights abuses in Russia for another year. This comes a year after the UN Human Rights Council first authorised to examine the record of one of the so-called “P5” members.

This is being seen as a second diplomatic defeat for Moscow in three days after the country’s failed bid to rejoin the 47-member Human Rights Council after it was kicked out following the invasion of Ukraine in 2022.

Resolution adopted

The resolution adopted with 18 votes- with 22 abstaining and seven voting against it in Geneva- extends Bulgarian human rights expert Mariana Katzarova’s work for another year.

“The Special Rapporteur is one of the last avenues for civil society to bring international attention to their important work and to give a voice to those who risk their lives,” Katharina Stasch, German ambassador to the UN in Geneva, told the council.

Argentina, Britain, France, Germany, Ukraine and the United States were among those who supported the resolution, while countries like China, Cuba, Eritrea, Kazakhstan and Vietnam voted against the mandate.

Resolution adopted The resolution adopted with 18 votes- with 22 abstaining and seven voting against it in Geneva- extends Bulgarian human rights expert Mariana Katzarova’s work for another year. Around 22 countries which included India, Malaysia, Mexico, Pakistan, South Africa and the United Arab Emirates (UAE) abstained from voting. In line with the resolution passed, Russia is required to establish “constructive communication and full cooperation” with the Bulgarian human rights expert and allow her unhindered access, including to meet freely with civil society and individuals in detention. UN human rights body extends mandate for investigator to document alleged rights violations in Russia

Ukraine received a 1.15 billion dollar grant from the United States as part of the peace in Ukraine project, with the US allocating 10.9 billion dollars in direct budget support for 2023 alone.

Ukraine receives $1.15 billion US Grant for peace programme

US Defence Secretary Lloyd Austin on Wednesday (Oct 11) said that the US will provide a new USD 200 million military assistance package for Ukraine even as opposition from hardline Republican lawmakers put into question continued aid to Kyiv as it defends against a Russian invasion.

"I'm proud that the United States will announce its latest security assistance package for Ukraine, valued at $200 million," Austin said alongside President Volodymyr Zelensky at the opening of a meeting of Kyiv's international supporters in Brussels.

The aid package includes air defence munitions, artillery and rocket ammo as well as anti-tank weapons among other items.

It is first US package announced since US Congress dropped fresh funding for Ukraine from a recent bill to avert a US government shutdown. This has set off fears in the Western camp that Washington was not keen to continue helping Ukraine for a very long time.

Austin nonetheless insisted Wednesday -- as he has before -- that the United States "will stand with Ukraine for as long as it takes."

Even in the face of absence of further action by Congress, the US government can still withdraw more than USD 5 billion in equipment

A senior US official said there is no immediate cause for alarm when it comes to Ukraine assistance.

"Even if we do have... some difficulties we have to work out within the US Congress, there is a lot of money there to still sustain the pace of support that we're accustomed to, and then allies are stepping forward with their own announcements," the official told journalists in Brussels.

"Zelensky's visit really couldn't have come at a better moment in a way, particularly if our goal is to signal continued support for Ukraine, even though there are challenges... within the US system."

Russia invaded Ukraine in February last year. The Western countries, mainly led by the US, have poured in billions of dollars as humanitarian and military aid. A cut in this financial assistance will be a major blow to Ukraine which is still struggling to make considerable progress in retaking the territory captured by Russian forces.

"I continue to firmly believe that our support for the forces of freedom in Ukraine will hold fast in any season or any storm," he said.

US announces new aid for Ukraine amid uncertainty about continued help

The death toll from an airstrike on a Ukrainian village in the northeastern Kharkiv region has risen to 59 and all victims were civilians, Interior Minister Ihor Klymenko said on Thursday (Oct 12), nearly a week after the attack where the death toll was reported to be 52. The attack was reportedly one of Russia’s deadliest on civilians since the beginning of its invasion.

All victims were civilians

The Russian missile had hit a cafe in Hroza on Friday (Oct 6) where people gathered to mourn a fallen Ukrainian soldier. Amid repeated accusations by Kyiv that Moscow is deliberately targeting its civilians, the Kremlin yet again denied the allegations.

“The Russians killed 59 people with a direct hit with an Iskander (missile) on the village of Hroza,” said Klymenko on Telegram.

He added, “All victims are local residents. They were pensioners, medics, farmers, teachers, entrepreneurs. All were civilians. Entire families of several generations died.”

The death toll is said to be one of the highest ones among civilians in any single Russian strike in nearly 20 months of the ongoing Ukraine war. Klymenko said forensic experts worked round the clock for six days to identify the victims.

The experts also required mobile DNA laboratories to identify 19 people. One 60-year-old man was identified only after 20 body parts were collected.

The Ukrainian security service SBU on Wednesday (Oct 11) accused two villagers who it said had fled to Russia of helping guide the missile strike.

Romania finds ‘drone crater’

Romania, a NATO member and country which borders Ukraine, found a “drone crater” on Thursday after Russia bombarded a Ukrainian port on the Danube river, said Bucharest’s defence ministry.

The country had also found drone debris several times near its border with Ukraine, last month, prompting them to build air-raid shelters in the eastern Romanian village of Plauru.

“Around 5:00 am (local time), the teams on the ground reported the discovery of a drone crater – with a possible explosion on impact – in a vegetated area... about three kilometres west of Plauru,” said the defence ministry in a statement.

“The Ministry of National Defence strongly condemns the attacks carried out by the Russian Federation against targets and elements of civilian infrastructure in Ukrainian Danube ports,” it added. Romania also said that they would work with NATO to investigate the incident.

Czech Republic and Denmark to send arms

The Czech Republic and Denmark “in the months to come” will send nearly 50 armoured vehicles and combat tanks, 2,500 handguns, 7,000 rifles, 500 machine guns and 500 sniper rifles to Ukraine as part of a joint project and based on the “demand and needs” of Ukraine’s armed forces, said the Czech defence ministry, on Thursday.

The ammunition will be the first phase of the project which also includes intelligence, surveillance and reconnaissance equipment and large-calibre ammunition.

“This is a substantial donation of equipment, for which there is great demand in Ukraine,” said the Danish Defence Minister Troels Lund Poulsen.

As a part of their next phase, Prague and Copenhagen expect to provide the Ukrainian army with 500 heavy machine guns, 280 auto-loading cannons, 7,000 anti-tank weapons, 10,000 hand grenades and 60 mortar systems.

‘All victims were civilians’: Death toll from Hroza missile strike rises to 59, says Ukraine

Russia said on Wednesday (Oct 11) that its forces had strengthened their positions near Avdiivka frontline. The announcement came just a day after Ukraine warned that Russian forces were stepping up attacks in order to encircle the eastern town.

Avdiivka holds symbolism and strategic importance to Kyiv. It lies just north of the Moscow-controlled city of Donetsk, seized by pro-Russian separatist forces in 2014. It has since become a symbol of Ukrainian resistance against Moscow, with Kyiv clinging on there despite relentless Russian attacks during the Kremlin's almost 20-month-long offensive.

"Actions from the southern group of forces supported by aviation, artillery fire and heavy flamethrower systems, improved the situation along the front line in the vicinity of Avdiivka," the Russian Defense Ministry said.

AFP reported citing local Ukrainian officials that Russian forces had launched an artillery attack on the town in morning hours and there was incessant firing.

"Battles continued throughout the night" in the north and south of the town, the head of the town's administration Vitaliy Barabash said Wednesday.

Barabash said Ukrainian troops were "most likely finishing" repelling Russian forces.

Ukrainian officials were "engaged in persuading people to evacuate every day," he said.

Ukraine armed forces have said that Russian forces had "intensified actions" in several areas including Avdiivka.

"Our defenders repelled all enemy attacks and prevented the loss of lines and positions," military spokesman Andriy Kovalyov said.

Russia invaded Ukraine in February 2022. After sustained battlefield gains, Russian troops had to withdraw from large swathes of land. Theh Western alliance led by US meanwhile poured in billions of dollars in humanitarian and military aid. Russia claims of 'improved' position near east Ukraine town

Belgium is expecting to collect 2.3 billion euros ($2.4 billion) in taxes it will get on frozen Russian asset, to use in reconstructing Ukraine. Group of Seven (G7) countries along with the European Union (EU) have been discussing if they could use the interest incurred on over 300 billion euros of immobilised Russian public money to fund Ukraine.

Over 200 billion frozen assets have been held in Europe and 125 billion of them are managed by Belgian clearing house Euroclear.

The European Commission said in July that it would put forth a proposal on whether these funds could legally be used after in-principle nod from G7. Unites States Treasury Secretary Janet Yellen on Wednesday said that the Biden administration was supporting taxing windfall proceeds from these assets.

Belgium has gone ahead on its own and has decided using the tax paid on the interest. It has said previously in May that it would use 92 million euros it had already received in taxes.

"We only needed EU approval to use the interest. We are simply applying the Belgian tax code, which is our competence," a spokesperson for Prime Minister Alexander De Croo said.

It is expected that Belgium will collect 625 million euros from 2023 tax revenues on frozen Russian assets. It is estimated that it will collect 1.7 billion euros in 2024.

"Last year, it was very clear to us that the taxation on the proceeds of those assets should go 100% to the Ukrainian population," De Croo told reporters earlier on Wednesday.

"That fund will be used for buying military equipment. We will do that in consultation; as well it will be used for humanitarian support."

Although frozen Russian assets are a problem for Russia, there are jitters on the Ukrainian side as well as fresh fears have arisen over certainty of continued US support.

Russia-Ukraine war: Countries committing most aid to Ukraine

Ukraine has been granted $1.15 billion from the United States under the PEACE in Ukraine program, marking a continued effort to support the country during the ongoing conflict with Russia. The Ukrainian finance ministry officially confirmed the substantial grant.

The PEACE (Public Expenditures for Administrative Capacity Endurance) in Ukraine project, a flagship initiative of the World Bank, has been pivotal in aiding Kyiv amid Russia's aggression in the region.

The United States government has displayed its unwavering commitment to Ukraine this year, granting Ukraine $10.9 billion in direct budget support in the form of grants.

This financial aid is primarily directed towards compensating state budget expenditures in the social and humanitarian sectors, with no intention of allocation to security or defence, as clarified by the ministry.

Emphasising the magnitude of the support, Finance Minister Serhiy Marchenko is quoted by Reuters as saying, "Since the beginning of the full-scale war, Ukraine's state budget has already received $22.9 billion from the United States."

Ukraine's reliance on foreign financing to bridge its budget gap and sustain social spending is evident. Simultaneously, Kyiv is actively seeking funding to rebuild vital infrastructure, schools, and hospitals, which have incurred significant damage over nearly 20 months of persistent conflict.

Ukraine receives $1.15 billion under World Bank's PEACE initiative

Germany on Tuesday (Oct 10) announced an additional military aid of 1 billion euro (USD 1.1 billion) for Ukraine as it takes steps to hasten aid and weapons delivery ahead of winter.

The "winter package" comprises of an extra Patriot air defence system as it was agreed between German Chancellor Olaf Scholz and Ukrainian President Volodymyr Zelensky last week.

Republican lawmakers in the United States are divided over whether to provide military aid to Ukraine or focus on arming Taiwan. With no speaker in the House of Representatives, additional US Aid to Ukraine is hanging in the balance.

US President Joe Biden is considering the largest-ever funding package for Ukraine that will fund the war till the next presidential election, reported The Telegraph. The bill, termed 'one-and-done' is being sought in an effort to overcome impasse with the Republicans. After Russia invaded Ukraine last year, the US-led Western alliance has poured billions of dollars in humanitarian and military aid to Ukraine. However, there are voices within the US political circles that are sceptical about having to fund Ukraine 'continuously' and without an end.

The concern, if it becomes widespread in American public, is perceived to potentially damage Biden's chances in next year's presidential election.

Ukrainian President Volodymyr Zelensky and the North Atlantic Treaty Organization (NATO) have expressed concern that US support may dry up entirely. This will create a shortfall of USD 2.7 per month and may require European Union (EU) nations to do the heavy lifting, a considerable endeavour if the US stops helping altogether.

Experts quoted in media reports say that if Biden is able to clinch funding of USD 100 billion from Congress, it may be enough for the war until after next November's election.

This would bypass debates in Congress over the next year.

Former President Donald Trump, the current frontrunner to win the Republican Party nomination for 2024 elections, has repeatedly attacked Biden over the Ukraine war. He has argued that the money would be better spent on domestic issues.

Polls reflect this thinking. A Reuters/Ipsos poll cited by The Telegraph said that in the last five months, there has been a decrease of 5 per cent in respondents who say that the US should continue sending weapons to Ukraine.

The White House is “not making any decisions about whether to do one big package or about how much it would be” until after the Speaker’s election to replace Mr McCarthy, a source told the news outlet. However, the official reportedly said that the 'one-and-done' package is "one option" that is under consideration.

The passage of such a package will not be easy. It is bound to be opposed by at least some Republicans. The politicking may make Biden give some concessions on border control and even other Republican demands.

Since the Ukraine war began, the US Congress has greenlit four packages of a cumulative total of USD 113 billion.

It is believed that Ukrainian forces would struggle against Russia if US support dries out, especially in the southeast and north of the country.

The Telegraph reported citing an unnamed administration official that President Biden is planning a "major" speech on Ukraine that “tries to unify America behind why it’s so important to support Ukraine and just how much is at stake."

“He will directly address and rebut the criticisms of Ukraine funding,” said the official.
