The new government of Slovakia on Wednesday (Nov 8) cancelled the last military aid package worth €40.3 million ($43.07 million) to Ukraine which was finalised by the previous administration. 
 
"The government doesn't approve the proposal for the donation of military equipment to Ukraine," stated the government, in a resolution which was adopted on Wednesday. 
 
It had pledged earlier to stop arms deliveries to the war-torn country. Earlier, the government had decided to provide Ukraine with rockets and ammunition, however, incoming Prime Minister Robert Fico took a pledge to stop any military aid to Kyiv as it battles the Russian invasion.

The aid package for Ukraine included more than 5,000 pieces of 125 mm cannon ammunition, 140 KUB air defence system rockets and 4 million rounds of small arms ammunition, as per the deal which was proposed by the caretaker government of the NATO country before it handed over power last month. 
 
The government led by Fico rejected the package during a cabinet meeting on Wednesday, as per the government's website.

Fico had led a campaign in which he had criticised the Western nations for providing military support to Ukraine and pressing sanctions against Russia. He had also supported peace talks, which was also propagated by Hungary's leader Viktor Orban. However, it was rejected by Ukraine. 
 
The election was won by Fico's leftist SMER-SSD party on September 30 after which it formed a ruling coalition with the nationalist SNS and centre-left HLAS parties.

Fico repeatedly stated that the country will stop shipments from army stores to Ukraine, however, he recently clarified that the private business deals will remain unaffected. 
 
The country had staunchly supported Ukraine and military equipment which included the S-300 air defence system and MiG-29 jets were supplied by a previous centre-right government. 
 
Slovakia, which shares its eastern border with Ukraine, had provided military aid in 13 packages which were worth €671 million to Ukraine since Russia launched an attack on Ukraine in February 2022 before the appointment of Fico. 
 
The diplomats stated that army stocks have been depleted largely so a cancellation of official military aid is likely to have limited impact.

Slovakia cancels final military aid package to Ukraine

The Ukrainian military said on Tuesday (November 7) that it had repelled a Russian assault and was bracing for a new Russian attempt aimed at key frontline town Avdiivka in eastern Ukraine. Russia is dug in along the 1000 kilometre (600-mile) long frontline in eastern Ukraine after its initial attempts of marching on Kyiv failed in early days of the Ukraine war.

Ukraine has not made any significant progress in its counteroffensive which was initially expected to yield rapid results. The counteroffensive was launched in the eastern and southern parts of the country in June.

Ukraine's General Staff has now said that Ukrainian forces had repelled 15 attacks near Kupiansk and 18 attacks near Maryinka.

Russia has made fresh attempts to take Avdiivka since mid-October. The Ukrainian army has said that nine Russian attacks were repelled.

Vitaliy Barabash, head of Avdiivka's military administration, has said that several days of rain means that a fresh Russian advance is not immediately expected.

"We've had nearly a week of heavy rain," he told the public broadcaster Suspilne. "The terrain is too difficult and equipment cannot move."

The official added that the Russians have been shelling the coking plant in the town.

The village of Avdiivka has become somewhat of a symbol of Ukrainian resistance in the face of Russian attacks. The village is seen as a key point and a gateway to areas in the east that Ukraine aims to take back. Donetsk is just 20 kilometres from Avdiivka.

The town was briefly occupied by Russia-backed separatists in 2014. Ukrainian forces then retook the town and built considerable fortifications around it.

Barabash said that only six people remain in Avdiivka which had a pre-war population of 32,000. The last sixteen workers who were keeping the coking plant working have also been evacuated.

The six people who remain, apart from troops, are two doctors and four nurses.

"These are our city's angels," Barabash told Suspilne.

Right now, martial law is in effect in Ukraine. This means that presidential elections and other elections technically stand cancelled.

"We must decide that now is the time of defence, the time of battle, on which the fate of the state and people depends," Zelensky said during the address.

Parliamentary elections were to take place in Ukraine last month. But they were also cancelled due to the war.

Speaking about the Russia-Ukraine war, Meloni, who spoke in English, said that the European leaders have a "lot of fatigue."&nbsp;

"I see that there is a lot of fatigue, I have to say the truth, from all the sides. We (are) near the moment in which everybody understands that we need a way out," she said adding, "The problem is to find a way out which can be acceptable for both without destroying the international law."

According to Meloni's office, which released a statement about the call, showed regret and said that the conversation took place on September 18.&nbsp;As per the statement, the talks took place ahead of the meetings with African leaders at the United Nations General Assembly (UNGA).

The Italian PM also deplored European leaders for their stance on the migrant issue.

The remarks came as Zelensky has sought to rally his troops amid Kyiv’s gruelling months-long offensive. Meanwhile, several UN agencies addressed the United Nations Security Council (UNSC) about the humanitarian situation in Ukraine.&nbsp;

The UN human rights office (OCHA) said it has formally verified the death of 9,900 civilians in Ukraine after strikes on homes, schools, fields and markets, since the beginning of the Russian invasion in February 2022, adding that “the actual number is certainly higher.”

<h2>Don’t expect instant success: Zelensky</h2>

“We live in a world that gets used to success too quickly. When the full-scale invasion began, many people around the world did not believe that Ukraine would survive,” said the Ukrainian president in his nightly address.&nbsp;

“Glory to all those who do not retreat, who do not burn out, who believe in Ukraine just as they did on February 24, and who have been fighting unwaveringly.”

The Ukrainian offensive began in June and since then Kyiv has not reported much success on its vast frontline in the east and south, sparking criticism and impatience among some of the country’s allies in the West.&nbsp;

Zelensky also said that his troops have succeeded in diminishing Russia’s military strength in the Black Sea and that more support from his allies could lead to an ultimate Ukrainian victory over Russia.&nbsp;

“When we ensure even more security to the Black Sea, Russia will lose any ability to dominate in this area and expand its malign influence to other countries,” said the Ukrainian president. Russia often uses its fleet in the Black Sea to launch long-range strikes on Ukraine.&nbsp;

Sectors considered engulfed by the fiercest fighting in the east and northeast, include Avdiivka and Kupiansk – &nbsp;where Russia has been on the offensive in recent weeks – said Zelensky following a meeting with senior commanders.&nbsp;

Ramesh Rajasingham, director of coordination from the OCHA told the UNSC, that Ukrainian civilians are suffering “horrendous humanitarian consequences” from the Russian strikes.&nbsp;

Around 18 million Ukrainians – over 40 per cent of Ukraine’s population, require some form of humanitarian assistance, said Rajasingham, adding that as winter approaches, these “needs will be magnified.”&nbsp;

Humanitarian organisations are helping people carry out household repairs and ensuring that water and heating systems are functional ahead of freezing temperatures, said the UN official.&nbsp;

The Russian military had been accused of methodically targeting Ukraine’s power and other critical infrastructure with missiles and drones during the last winter season.&nbsp;

World Health Organization (WHO) has verified over 1,300 attacks on healthcare&nbsp;since the beginning of the invasion – more than 55 per cent of all attacks worldwide during the same period, said the official from OCHA.&nbsp;

More than 100 healthcare workers and patients have been killed since the beginning of September, according to the UN.&nbsp;

United States Deputy Ambassador Robert Wood, citing UN estimates, said Russian attacks have reduced Ukraine’s power generation to roughly half its pre-war capacity. One day in September, Russia launched some 44 missiles at energy facilities in six Ukrainian regions, said Wood.

Russia’s UN Ambassador Vassily Nebenzia rejected claims that Russian airstrikes are hitting “civilian objects” and accused the Kyiv government of making up “lies about Russia” and blaming Moscow for “tragedies” in Ukraine to get more funding from the West.&nbsp;

Kyiv military officials said on Monday that Russia has bulked up its forces around the devastated city of&nbsp;Bakhmut&nbsp;in eastern Ukraine and has switched its troops from defence to offence, but Ukraine has been preparing to repel the attacks.

Russia captured&nbsp;Bakhmut, the theatre of some of the bloodiest fighting of the 20-month-old war, in May. Ukraine launched a counteroffensive in June aimed at retaking occupied land in the country's south and east, including&nbsp;Bakhmut.

"In the&nbsp;Bakhmut&nbsp;area, the enemy has significantly strengthened its grouping and switched from defence to active actions," General Oleksandr Syrskyi, Ukraine's commander of ground forces, wrote on Telegram.

Volodymyr Fityo, head of communications for Ukraine's ground forces command, said Russian forces had been preparing since early this month to retake positions around&nbsp;Bakhmut&nbsp;lost during the Ukrainian counteroffensive.

"We saw this, the intelligence reported everything. We had been preparing, strengthening our defensive positions, engineering fortifications and pulling up reserves," Fityo told Reuters by telephone. "This does not come as a surprise for us."

Both men said Russian forces were particularly active near the Ukrainian-held town of Kupiansk in the northeast, where Fityo said Russia had numerical superiority.

Reuters could not independently verify accounts on the battlefield.

In its nightly report, the Ukrainian General Staff said Kyiv's forces remained on the offensive near&nbsp;Bakhmut.

"The enemy unsuccessfully tried to restore lost positions near Klishchiivka", it said, referring to a village south of&nbsp;Bakhmut&nbsp;recaptured by Ukraine in September.

Russian troops also tried to advance in Synkivka, north of Kupiansk, but made no headway, it added.

Russia has also been concentrating much of its efforts in recent weeks on a bid to encircle and capture Avdiivka, a strategic town southwest of&nbsp;Bakhmut.

Russia captured Bakhmut, the theatre of some of the bloodiest fighting of the 20-month-old war, in May. Ukraine launched a counteroffensive in June aimed at retaking occupied land in the country's south and east, including Bakhmut. "In the Bakhmut area, the enemy has significantly strengthened its grouping and switched from defence to active actions," General Oleksandr Syrskyi, Ukraine's commander of ground forces, wrote on Telegram. Volodymyr Fityo, head of communications for Ukraine's ground forces command, said Russian forces had been preparing since early this month to retake positions around Bakhmut lost during the Ukrainian counteroffensive. "We saw this, the intelligence reported everything. We had been preparing, strengthening our defensive positions, engineering fortifications and pulling up reserves," Fityo told Reuters by telephone. "This does not come as a surprise for us." Both men said Russian forces were particularly active near the Ukrainian-held town of Kupiansk in the northeast, where Fityo said Russia had numerical superiority. Reuters could not independently verify accounts on the battlefield. In its nightly report, the Ukrainian General Staff said Kyiv's forces remained on the offensive near Bakhmut. "The enemy unsuccessfully tried to restore lost positions near Klishchiivka", it said, referring to a village south of Bakhmut recaptured by Ukraine in September. Russian troops also tried to advance in Synkivka, north of Kupiansk, but made no headway, it added. Russia has also been concentrating much of its efforts in recent weeks on a bid to encircle and capture Avdiivka, a strategic town southwest of Bakhmut.
