Russia on Wednesday (August 30) vetoed the United Nations Security Council resolution, which was drafted by France and UAE, on the sanctions against Mali.

Thirteen out of the UN Security Council's 15 members were in favour of the proposal that would have extended the UN sanctions and independent monitoring for another year.

However, Russia exercised its veto power to block the proposal which was led by Mali's former colonial power France and the United Arab Emirates, whereas China abstained from casting a vote.

Russia's ambassador, Vassily Nebenzia, underlined that the sanctions were first put in place in the year 2017 in order to back a peace agreement in the long-troubled Sahel country.

"It is fundamentally important that UN Security Council sanctions deal purely with that issue and not be used as a means of foreign influence on Mali, and that is something that the panel of experts of the Security Council has been involved in," he said.

Western powers condemned Russia for redressing after the panel spoke precariously about actions by Malian forces and their "foreign security partners", a clear reference to Wagner.

Earlier this month, a report submitted to the Security Council said that the violence against women "allegedly committed by the Malian Armed Forces and their foreign and local allies is systematic and organised."

Sanctions without experts to monitor them would make the entire effort "ineffective," US envoy Robert Wood said.

"Russia seeks to eliminate the panel of experts' mandate to stifle publication of uncomfortable truths about Wagner's actions in Mali which require attention," Wood said.

UK regrets “reckless use of veto” by Russia

The United Kingdom deeply regretted the "reckless use" of the veto against the renewal of the United Nations Security Council (UNSC) sanctions against Mali.

UK Deputy Permanent Representative to the UN, James Kariuki, at the UNSC meeting on Mali held on Wednesday, said, “The United Kingdom cannot support Russia’s proposal to dissolve the Panel of Experts on Mali, nor its attempt to predetermine the termination of sanctions measures.”

He said that despite difficult compromises, the UK opted to vote in favour of the resolution because of its substantial support for the renewal of the Mali sanctions regime and Panel of Experts mandate. Kariuki termed these as “important tools in support of peace and stability in Mali”.

“For this reason, the UK deeply regrets Russia’s reckless use of the veto. This will reduce the Council’s oversight and engagement on Mali’s peace process at a critical juncture,” he added.

UK Prime Minister Rishi Sunak, on Tuesday (August 29), yet again opted for a helicopter ride from London to Norwich, in the latest incident of choosing air travel for his commute.

Sunak travelled to Norwich to visit a housing estate in order to mark a move taken by the government- transforming old EU ‘nutrient neutrality' laws, and scrapping rules on chemical releases into waterways.

A train journey from London to Norwich usually takes about an hour and 45 minutes with a return travel costing around $63.30 (£50).

Downing Street later released a statement saying that the prime minister was running on a tight schedule and was due to hold talks with Kuwait Crown Prince Sheikh Meshal Al-Ahmad Al-Jaber Al-Sabah on Tuesday afternoon.

A Downing Street spokesperson said: “The Prime Minister regularly uses all forms of travel."

“His travel plans will vary and are always decided with consideration to the most efficient and best use of his time, in the interests of the taxpayer.”

UK Foreign Secretary James Cleverly, during his state visit to Beijing on Wednesday (30 August), said that he made it a point to raise human rights concerns at all of his meetings that were scheduled with top Chinese officials.

"I've had a number of conversations with senior representatives of the Chinese government and I have raised human rights in every single one of those meetings," Cleverly said Wednesday.

"This is an issue that is discussed extensively not just bilaterally, but at the United Nations," he said.

"I think the Chinese government understand the UK is consistent in our approach... and I will keep raising these issues with (them)."

Beijing's foreign ministry brushed off questions about the role of human rights in the discussions.

"Hong Kong and Xinjiang are purely China's internal affairs and brook no interference from other countries," ministry spokesman Wang Wenbin said at a regular press briefing.

Cleverly, who is the very first UK foreign minister to visit China in five years, held talks with Chinese Vice-President Han Zheng and is scheduled to meet top diplomat Wang Yi.

Previously, the foreign office said that his meetings would include conversations on China's crackdown on freedoms in the former British colony of Hong Kong as well as Beijing's alleged rights abuses in the Xinjiang and Tibet regions.

Britain 'clear-eyed' about disagreements with China

Cleverly further said that the United Kingdom was "clear-eyed" about the areas where it would disagree with China.

"We are clear-eyed about the areas where we have fundamental disagreements with China and we raise those issues when we meet," he told broadcasters.

"But I think it's important to also recognise that we have to have a pragmatic, sensible working relationship with China because of the issues that affect us all around the globe."

Last month, China had condemned the UK for safeguarding fugitives after Cleverly slammed the Hong Kong government for offering bounties for information that led to the seizure of democracy activists who were based overseas.

In addition, on Sunday (August 27), the state-backed Global Times newspaper ignited an intense altercation after its demand for the British Museum to "return Chinese cultural relics for free".

Labour MP Bell Ribeiro-Addy has slammed the British Musem for refusing to return the stolen goods and artefacts to the country of their origin due to security reasons. Ribeiro-Addy said the recent thefts at the museum exposed the "insulting ridiculousness" of the institution's stance on the issue.

"One of the most insulting reasons that they’ve given is that the other countries that these items belong to would either not be able to take care of them or they are likely to be stolen. But you’ve got people in this country putting them on eBay," Ribeiro-Addy was quoted as saying by The Guardian.

The Labour MP, who is also the chair of the all-party parliamentary group on Afrikan reparations, said the 1963 law that prohibits the return of objects such as the Parthenon marbles and the Benin bronzes should be changed.

"What makes it more awful is that they’ve been so lax about the suspected theft of other people’s items that they haven’t even bothered to assess what it is that they have....to know exactly what’s been stolen," she added.

The controversial law, enacted by royal assent in 1963 states: "It shall be the duty of the Trustees of the British Museum to keep the objects comprised in the collections of the Museum within the authorised repositories of the Museum, except in so far as they may consider it expedient to remove them temporarily for any purpose connected with the administration of the Museum and the care of its collections."

What happened at the British Museum?

The parliamentarian's statement comes nearly a fortnight after the British Museum in London said nearly 2,000 antiquities had been stolen. The stolen items, worth millions of pounds allegedly include gold, jewellery, gems and semi-precious stones that date from the 15th century BC to the 19th century AD.

The stolen items were not on display, and the museum kept them in the storeroom belonging to one of the collections. They also used the antiquities for academic and research work.

Last week, Hartwig Fischer, the director of the museum, resigned from his position and admitted that his response to the warnings that an employee may have been stealing items should have been better and that the failings “must ultimately” rest with him.

“It is evident that the British Museum did not respond as comprehensively as it should have,” said Fischer.

Labour MP Bell Ribeiro-Addy has slammed the British Musem for refusing to return the stolen goods and artefacts to the country of their origin due to security reasons.

Watch | British museum sacks employees over 'missing & damaged' items × The controversial law, enacted by royal assent in 1963 states: "It shall be the duty of the Trustees of the British Museum to keep the objects comprised in the collections of the Museum within the authorised repositories of the Museum, except in so far as they may consider it expedient to remove them temporarily for any purpose connected with the administration of the Museum and the care of its collections." What happened at the British Museum? The parliamentarian's statement comes nearly a fortnight after the British Museum in London said nearly 2,000 antiquities had been stolen. The stolen items, worth millions of pounds allegedly include gold, jewellery, gems and semi-precious stones that date from the 15th century BC to the 19th century AD. The stolen items were not on display, and the museum kept them in the storeroom belonging to one of the collections. They also used the antiquities for academic and research work. The descendants of former British Prime Minister William Gladstone, on Friday (August 26) apologised for their family’s slaveholding past in Guyana amid calls to pay reparations to Jamaica for an ancestor’s role in slavery.

Gladstone’s father, John, was said to be one of the largest slaveholders in the parts of the Caribbean that were colonised by the British, as per AFP.

According to a University of London Legacies of British Slavery database, John Gladstone owned or held mortgages of more than 2,508 enslaved Africans in Guyana and Jamaica in the 19th Century.

Apology in Guyana

Speaking at the launch of the University of Guyana’s International Centre for the Study of Migration and Diaspora, Charles Gladstone, William’s great-great grandson said, “Slavery was a crime against humanity and its damaging impact continues to be felt across the world today.”

“It is with deep shame and regret that we acknowledge our ancestor’s involvement in this crime and with heartfelt sincerity that we apologise to the descendants of the enslaved in Guyana,” he added.

He also “urged other descendants of those who benefited from slavery to open conversations about their ancestors' crimes and what they might be able to do to build a better future.” The Gladstone family also apologised for their role in indentureship.

This comes as John Gladstone is also believed to have owned two ships that transported thousands from India and elsewhere to work as ‘indentured labourers’ after slavery was abolished in 1834.

Charles Gladstone, in Guyana, also vowed to support the work of the new university department and called on the United Kingdom to hold talks with the 15-nation Caribbean Community (CARICOM) on reparations.

‘Unacceptable’

The Gladstone apology was met with a strong rebuke from multiple Guyanese descendants of African slaves present at the university. “It is not accepted,” said one of the protesters in the lecture hall.

They also held placards that read, “Your guilt is real Charlie. Move quickly to reparations now,” as per AFP, while another read “The Gladstones are murderers.”

An Afro-Guyanese activist Nicole Cole told the news agency how the apology was insufficient but acknowledged that it was a step towards “recognizing that a crime was committed and that people's lives have been disrupted.”

A member of the CARICOM Reparations Commission, Eric Phillips said that research showed that the British owe the descendants of Africans in Guyana more than $1.2 trillion.

What about slavery reparations to Jamaica?

During the apology in Guyana, there was no mention of John Gladstone’s slave ownership in Jamaica nor did the family speak about its intention to apologise or make donations.

Recently, the Gladstones have also faced accusations and criticism for failing to acknowledge the case for paying slavery reparations in Jamaica.

However, the family told the BBC, “At the moment we are solely focused on Guyana.” They added, “There is a huge amount to do here (in Guyana).”
