He spoke on a number of pressing issues from regional to global, he did not hesitate in calling out problematic elements or talking about the reforms at the United Nations. Listen in to what G Parthasarathy, former envoy to Pakistan has to say on it.

PM Modi highlights Afghanistan Crisis, important to remind all about terrorism: G Parthasarathy

Imran Khan's UNGA address was mostly a rant. He tried to paint Pakistan as a victim of terror, promoted the Taliban as a force for good & spewed venom against India. Here's Palki Sharma's take on the Pak PM's speech.

The Taliban government in Afghanistan on Sunday (September 26) urged the international airlines to resume flights to and from Kabul, claiming that all technical issues at the country's main airport have been resolved. In a statement, Abdul Qahar Balkhi, the newly appointed spokesman for the ministry of foreign affairs, said the Taliban hoped proper commercial services would resume shortly and promised full cooperation. "Many Afghan citizens were stuck outside and unable to return to their homeland. Moreover, many Afghan citizens who have international employment or pursue education abroad are now facing difficulties in reaching their destinations," he said. After the United States' withdrawal of troops from the war-torn country, only a limited number of aid and passenger flights have been operating from the airport. Charter flights have been operating, although Pakistan International Airlines (PIA), Iran's Mahan Air and Afghanistan's Kam Air have run a limited number of special flights, however, prices have been reported to be many times higher than normal. × The chaotic evacuation of more than 120,000 people that ended on August 30 with the withdrawal of the last US troops, left the airport damaged. The airport has since been reopened with the assistance of technical teams from Qatar and Turkey. Since taking power, the Taliban have grappled with a severe economic crisis and have faced pressure on issues ranging from girls' education to allegations of reprisals against former officials and others associated with the previous government. The Taliban hung the bodies of four kidnappers from cranes after killing them during a shootout in Afghanistan's western city of Herat on Saturday, a senior official said.

Herat province's deputy governor Mawlawi Shir Ahmad Muhajir said the men's corpses were displayed in various public areas on the same day as the killings to teach a "lesson" that kidnapping will not be tolerated.

Graphic images posted to social media showed bloody bodies on the back of a pick-up truck while a crane hoisted one man up.

A crowd of people looked on as armed Taliban fighters gathered around the vehicle.

Another video showed a man suspended from a crane at a major roundabout in Herat with a sign on his chest reading: "Abductors will be punished like this".

The display across several squares in the city is the most high-profile public punishment since the Taliban swept to power last month, and it is a sign that the Islamist hardliners will adopt fearsome measures similar to their previous rule from 1996 to 2001.

Muhajir said security forces were informed that a businessman and his son had been abducted in the city on Saturday morning.

Police shut down the roads out of the city and the Taliban stopped the men at a checkpoint, where "an exchange of fire happened", he said.

"As a result of a few minutes of fighting, one of our Mujahideen was wounded and all four kidnappers were killed," Muhajir said in a recorded statement sent to AFP.

"We are the Islamic Emirate. No one should harm our nation. No one should kidnap," he said in the video clip.

Muhajir added that before Saturday's incident, there had been other kidnappings in the city, and the Taliban rescued a boy.

One kidnapper was killed and three others were arrested, he said, although in another case the Taliban "failed and the abductors were able to make money".

"It saddened us a lot because while we are in Herat, our people are being abducted," Muhajir said.

"In order to be a lesson for other kidnappers not to kidnap or harass anyone, we hung them in the squares of the city and made this clear to everyone that anyone who steals or abducts or does any action against our people will be punished."

Taliban hang four bodies from cranes in Herat, call it 'lesson' for kidnappers

Pakistani Prime Minister Imran Khan is a master at the twisting, modifying, and blending fact and fiction to suit his purposes.

He gave his third UNGA speech as prime minister of Pakistan on Friday, and his speech, delivered over video, was clearly three times more disgraceful.

The Pakistani prime minister attempted to portray Pakistan as the victim of American ungratefulness and an international double standards, in a prerecorded speech aired on Friday evening.

“For some reason, Pakistan has been blamed for the current crisis in Afghanistan by politicians in the United States and some politicians in Europe,” Khan remarked.

“From this platform, I want them all to know that, aside from Afghanistan, Pakistan was the country that suffered the most when we joined the US war on terror after 9/11,” he said, referring to the 11 September, 2001 terror attacks carried out by al Qaeda that led to US invasion of Afghanistan and the eventual killing of the terror group's chief Osama bin Laden, in Pakistan.

"The only reason we suffered so much was that we became an ally of the US, of the coalition, in the war against Afghanistan, where attacks were being conducted from Afghan soil into Pakistan. At least there should have been a word of appreciation. But rather than appreciation, imagine how we feel when we are blamed for the turn of events in Afghanistan".

However, reality differs significantly from the fiction scenario he painted before the world from the UNGA platform.

The truth is that Taliban militants were trained in Pakistani seminaries by Pakistan's notorious intelligence agency ISI and military.

They were either taught about jihad or assisted in the suppression of women.

Pakistan voluntarily joined the war on terror waged by the United States to suppress Pashtun nationalism.

Islamabad has always feared the formation of a Pashtun state, so it has encouraged Islamic nationalism instead, causing Afghanistan to devolve into chaos.

In his failed attempt, Khan also tried to portray the Taliban as a positive force.

Acting as the Taliban's messenger once more, he pleaded with world leaders to assist them by bolstering, stabilising, and rewarding them. It was almost as if the Taliban, which tried and failed to speak at UNGA, had dispatched Imran Khan to the UN to represent them.

In Panjshir, Pakistan's nefarious role in war-torn Afghanistan was exposed when its military drones and helicopters supported Taliban in capturing the province from the Afghan National Resistance Front.

Taliban apologist Imran Khan remarked, "According to the UN, half the people of Afghanistan are already vulnerable. And by next year, almost 90% of the people in Afghanistan will go below the poverty line. There is a huge humanitarian crisis looming ahead. This will have serious repercussions not just for the neighbours of Afghanistan but it will have repercussions everywhere."

"We must strengthen the present government, stabilise it for the sake of the people of Afghanistan. What have the Taliban promised? They will respect human rights, they will have an inclusive government, they will not allow the soil to be used by terrorists and they have given amnesty. If the world community incentivises them, encourages them to walk the talk, it will be a win-win situation for everyone," he added.

He said that if the world helps the Taliban, the country would not be used for international terrorism.

But the reality is that, with the Taliban regaining power and a witches' brew of terrorist factions active in the country, it is in a state of chaos. Afghanistan has already established itself as the new jihadi capital.

Al Qaeda, Lashkar-e-Taiba, Lashkar-e-Jhangvi, Jaish-e-Mohammed, Haqqani Network, Tehreek-e-Taliban and Islamic State, all these terrorist organisations have moved to Afghanistan.

They're reorganising and spreading, publishing declarations about fighting Islam's adversaries.

Global jihad is seeing a revival. It's happening right in front of the Taliban's eyes, and Taliban apologist Imran Khan wants to reward these individuals.

It was for India’s government that Khan reserved his harshest words, once again labelling Indian Prime Minister Narendra Modi’s government “fascist.”

Khan described India as a place where fear reigns supreme. Muslims are persecuted in this country, and Kashmiris are denied their rights, he claimed.

He went so far as to accuse the West of being biased towards India.

Pakistan's use of a worldwide platform to make personal statements has become an annual event. Imran's speech is an insult to the United Nations.

Sneha Dubey, India's young diplomat, gave a stinging response loaded with the facts to Pakistan's allegations regarding Kashmir before the United Nations General Assembly (UNGA).

Dubey used her Right of Reply to criticise Imran Khan's references to Kashmir in his UN General Assembly virtual speech, claiming that Islamabad has a long history of deliberately aiding terrorists.

Dubey, First Secretary of India said at UNGA, "Regrettably, this is not the first time the leader of Pakistan has misused platforms provided by the UN to propagate false and malicious propaganda against my country, and seeking in vain to divert the world's attention from the sad state of his country where terrorists enjoy free pass while the lives of ordinary people, especially those belonging to the minority communities, are turned upside down."

It was for India’s government that Khan reserved his harshest words, once again labelling Indian Prime Minister Narendra Modi’s government “fascist.” Khan described India as a place where fear reigns supreme.

The PM also termed US President Joe Biden's hard line against Taliban as "unnecessary". Pakistan is a "willing companion" of the US in counter-terrorism and other endeavours, added Khan.

As the setting sun turns the Arghandab river violet, seven young Taliban turn in a circle on the bank, singing and dancing in traditional Afghan style.

The scene would have been unimaginable 20 years ago, when the hardline Islamist group were first in power and banned music outright.

And just months ago the riverbed was the site of bloody clashes between the Taliban and government forces -- the concrete bridge the men are dancing under is cleft in two, destroyed in fighting.

But now a chorus rises from the rocky bank, as they move from side to side, clapping their hands and chanting the lyrics of a patriotic Afghan song: "Send me a hello from Kabul... I miss you very much."

When the Taliban ruled Afghanistan from 1996 to 2001, all entertainment, including singing and dancing, was forbidden.

But these younger Taliban do listen to music -- even if most of it is religious.

Since the group's return to power in mid-August, even its leaders seem to have relaxed slightly on the topic -- at least in larger cities, where people are not being punished for listening to music.

The young Taliban under the bridge have come here to relax before they head back to Kandahar, the group's spiritual birthplace, just 10 kilometres (six miles) away.

Although the origin of their song is unclear, it celebrates national unity in a country riven with ethnic and tribal divisions.

"This song belongs to us, it belongs to our country," says Hafiz Mudasir, a dancer in his twenties.

'We had a plan'

Like his companions, he is tall, thin and bearded -- and still full of excitement at his group's victory after two decades of fighting the US-led occupation and the former government.

"Twenty years ago, American troops arrived, but we had a plan," he says.

Taliban fighters took Kabul on August 15 following a lightning offensive launched in May as the United States and NATO began their final withdrawal.

They have promised a more moderate brand of rule this time -- though they have made clear that they will run Afghanistan within the restrictive limits of their interpretation of sharia law.

"We're not doing anything bad. It's our enemies who are spreading rumours, saying we're killing people,” says Hafiz.

But many in Afghanistan are distrustful and fear a return to the harsh rule of the 1990s.

'The price you pay'

As the sun vanishes below the horizon, the dancers are joined by 20 or so other Taliban members.

They spread out rugs on the pebbles of the riverbank and begin to pray in the fading light.

Bread and melons await them when they are finished.

As evening falls, a line of vehicles passes by the foot of the bridge, splashing across the riverbed to get to the other bank.

They used to be able to use the bridge, until last December, when the Taliban, looking to isolate Kandahar, detonated a vehicle stuffed full of explosives on it.

The bridge collapsed in the middle, leaving a 10-metre-wide hole with government forces on one side, and the Taliban on the other.

A police station on the Taliban side came under attack by the militants, who sent suicide bombers to kill the policemen trapped there.

But that attack -- like many others that saw civilians killed -- does not appear to stir Hafiz's conscience.

He tells AFP such violence is the price the Taliban pay to "spread Islam in the region".

And if an innocent is killed, "he can thank God, because it's good to die a martyr".

'We're not doing anything bad': Young Taliban dancing to a different tune

Pakistan Prime Minister Imran Khan delivered his address to the United Nations General Assembly's 76th session early Saturday, emphasising the need for the international community to recognise that the "only way" ahead in Afghanistan is to "strengthen and stabilise the current Taliban government."

"There is a massive humanitarian problem on the horizon. And this will have major consequences not only for Afghanistan's neighbours but for the entire world "he stated

Imran Khan predicted that a destabilised and chaotic Afghanistan will "return to being a haven for international terrorists," pointing out that this is precisely why the US entered Afghanistan in the first place.

He was the seventh on the list of speakers to address the UNGA on Friday.

Asim Iftikhar, Pakistan's Foreign Office spokesperson, on Friday, said that "the situation in Afghanistan, and other areas of common concern, including combating Islamophobia, corruption, illicit financial flows, as well as climate change," will be areas of focus, according to Geo TV.

In all areas, Pakistan's role in shielding and promoting the Afghan Taliban is apparent.

Throughout, Pakistan's goal was to use the Taliban as a stooge to limit Indian influence in Afghanistan and, depending on the circumstances, could increase the conflict in Kashmir.

Pakistan has assured that its eastern frontier is protected from two old fears: Afghan alignment with India and a refugee influx that could spark destabilisation among Pakistan's Pashtuns, by assisting the Taliban in regaining power.

Yesterday, while US Vice President Kamala Harris discussed Pakistan's role in cross-border terrorism with Indian Prime Minister Narendra Modi in Washington, DC, her top diplomat was hosting Pakistan's foreign minister in New York and "appreciating" Islamabad's help in Afghanistan.

US Secretary of State Antony Blinken met with his Pakistani counterpart, Shah Mehmood Qureshi. Pakistan is a key ally of the Taliban regime. Blinken also held talks with the ministers of four other veto-wielding Security Council members, including China and Russia.

Experts questioned Washington's genuineness in dealing with Pakistan, questioning whether it was altering its tone depending on the audience when developing its approach to the now-estranged South Asian partner.

Significantly, US President Joe Biden has yet to call Pakistan Prime Minister Imran Khan.

The US Treasury Department on Friday issued general licenses that will further pave way for aid to flow into Afghanistan despite US sanctions on Taliban. The step was taken amid concern that USA's sanctions may compound humanitarian crisis in Afghanistan.

Treasury Department said that it had issued two general licenses. First would allow US government, NGOs and certain international organisations including the United Nations to engage in transactions with Taliban or Haqqani Network that are necessary to provide humanitarian assistance. Taliban and Haqqani Network are under sanctions.

Second license authorizes certain transactions related to the export and re-export of food, medicine and other items.

"Treasury is committed to facilitating the flow of humanitarian assistance to the people of Afghanistan and other activities that support their basic human needs," Andrea Gacki, director of the U.S. Treasury's Office of Foreign Assets Control, said in the statement.

Blinken speaks to Pak foreign minister Qureshi; Afghanistan on agenda

Concerns are growing at the increased constraints the Taliban government has placed on the news media in Afghanistan, after officials issued a new framework of rules for journalists that critics say open the door for censorship and repression.

Qari Muhammad Yousuf Ahmadi, interim director of the Government Media and Information Center and a longtime Taliban spokesperson, unveiled 11 rules for journalists this week. They include directives against publishing topics that are in conflict with Islam or insulting to national personalities, and also instruct journalists to produce news reports in coordination with the government media office.

The once-vibrant media industry in Afghanistan has been in free fall since the Taliban seized control last month. Many Afghan journalists fled the country, fearing repression and violence from the new rulers, while dozens more have gone into hiding and are still seeking a way out of Afghanistan.

More than 100 local media companies and radio stations around the country have stopped operating, having been closed down, taken over by the Taliban or forced out of business for lack of funding, according to local media. Some of the most prominent newspapers have had to cease print operations and now publish only online, amid the country’s sharp economic downturn.

A US-based press freedom organisation, the Committee to Protect Journalists, has been focused on the emergency response to help Afghan reporters and to track violence against journalists by the Taliban.

“Journalists are just frightened,” said Steven Butler, who manages the organization’s Asia program. He said the organization had been receiving hundreds of emails from journalists asking for help.

In early September in Kabul, the Taliban rounded up scores of demonstrators and journalists covering demonstrations against the new government, subjecting them to abuse in overcrowded jails, according to journalists who were present. Photos showed the backs of two detained reporters covered with bruises and gashes from being whipped with cables, prompting an international outcry.

More than a dozen Afghan journalists and media workers interviewed by The New York Times earlier this month described living with a sense of fear and self-censorship — while struggling to deliver news despite the Taliban releasing little information.

The new rules announced by the Taliban have done little to calm the nervousness of members of the media and advocates for journalists.

Another press freedom organization, Reporters Without Borders, called the rules “spine-chilling” in a statement Thursday, and warned that although some of them — such as calls for truth and balance — might seem reasonable, as a whole the rules were “extremely dangerous because they open the way to censorship and persecution.”

In its statement, the group noted that while some clauses were similar to the wording in Afghanistan’s national media law, the Taliban had dropped any mention of conforming with international standards and press freedom conventions.

The Taliban did not respond to a request for comment.

Some of the rules could be used coercively, Christophe Deloire, secretary-general of Reporters Without Borders, said in the statement. “They bode ill for the future of journalistic independence and pluralism in Afghanistan.”

Butler said the vagueness of the rules, and their lack of standards, would allow them to be misused.

“You don’t really know what it means or how it will be interpreted,” he said. “A lot of countries across the region have rules that are similarly vague, and they are used on a regular basis to go after journalists, to put them into jail.

“Are we going to assume that the Taliban is going to be better behaved than these other governments that claim to be democracies?” Butler said. “It is hard to be optimistic about that one.”

New Taliban guidelines stir fear about the future of press freedom

The Taliban will have no choice than to bend to the demands of Afghan women if they want to escape economic collapse and diplomatic isolation, a leading rights activist said.

Seventy-three-year-old Mahbouba Seraj decided not to flee Kabul last month when the Taliban seized back power, two decades after they were ousted.

Instead, from her home in Kabul, she has followed the Taliban's mixed messages, trying to decipher what lies ahead for the women of her country who she has dedicated her life to.

"This is becoming like a nightmare for everybody," she says.

The Taliban have incrementally stripped away freedoms for women excluding girls from secondary school, telling working women to stay home and unveiling an all-male government.

They claim it is only temporary, but many are distrustful and recognise a repeat of history unfolding.

"The first time, the Taliban had the same excuse, they said 'wait, we'll fix it for you'," she said from her home in Kabul.

"We waited for six years and it never came. There is no trust (in the Taliban) amongst the women of Afghanistan."

Many women, she says, are confused and under severe pressure, frightened to leave their homes and face Taliban harassment.

Still, she admits to being optimistic, sure that the Taliban will be forced to adjust if they want to remain in power.

There are signs of some changes women can still be seen on the streets, many are still wearing headscarves instead of the all encompassing burqa and some forms of university education can continue, though under segregation.

"It's not Afghanistan of the 90s any more, this Afghanistan is different," she said.

"I really believe changes are going to happen. There is no other way, and the Taliban should realise it."

Economic collapse

The head of the Afghan Women’s Network, Seraj has long advocated for the equal participation of women in deeply patriarchal Afghanistan.

She moved to the United States in 1978, a year before the Soviets invaded Afghanistan, living in exile through the civil war and Taliban years, and returning after an international-backed government had been appointed.

Although still marginalised, Afghan women have fought for and gained basic rights in the past 20 years, becoming lawmakers, judges, pilots and police officers, though mostly limited to large cities.

Women's jobs "keep the economy going, shops, schools, feed families... That's why we must start moving without delay," Seraj said.

Under the Taliban's last brutal and repressive rule notorious for human rights abuses, women were effectively banned from education and work and only allowed to leave the house with a male chaperone.

In scenes unthinkable during that period, women have been at the forefront of several protests around the country, some numbering hundreds, demanding their participation in society.

They have petered out since the Taliban effectively blocked the right to assembly and dispersed crowds with gunfire, but Seraj says resistance is still brewing.

"Don't think that it's over, it's not going to be over, it's just going to come up in a different way," she said.

"And it will become dangerous, including for them (the Taliban)."

'Otherwise what's the point in living?'

A month after seizing power, the Taliban has yet to be formally recognised by any foreign nation.

Aid-dependent Afghanistan has seen its access to the international banking system cut and access to funding almost entirely frozen, while hesitant donor countries and agencies watch to see if the Taliban live up to their initial pledges of softer rule.

The health system is already on the brink of collapse. Staff have not been paid and there is a shortage of medicine, further complicated by a brain drain of skilled doctors.

If the Taliban persist, the international community "might take very drastic action" and stop all funding.

It would be the "worst case scenario for everyone".

She is pushing for the Taliban to meet with her and other women, to "arrive at a kind of midpoint acceptable to both camps".

"We should sit down and have a conversation about us, who we are, what we want," she said, with a loose blue headscarf over her grey hair.

Even as the Taliban increase their chokehold on women, she chooses to stay hopeful.

"I have to believe that something is going to change for the better, otherwise what's the point of living?," she said.
