The shelling which struck a Kharkiv hospital as per him left "two women, nurses, were wounded in the hospital". As per the regional administration, the dead include two men and one woman.

He added that "as of now, there are reports of six wounded and three dead."

Kharkiv regional administration as per Reuters in a post on the app Telegram wrote that the "enemy shelling" resulted in the damage&nbsp;of a number of civil infrastructure objects including "the Kherson Regional Clinical Hospital, a school, a bus station, a post office, a bank, and residential buildings."

In Eastern Kharkiv, the strikes hit "a four-storey residential building". As per Oleh Synehubov, governor of Ukraine's second-largest city's regional military administration, "three victims received minor injuries. Unfortunately, an elderly woman died ... The building was partially destroyed."

Yet another strike in the Zaporizhzhia region of southern Ukraine, where, as per AFP fighting has intensified recently, Moscow-appointed officials said that Kyiv's attacks have struck a railway bridge, "killing people".

As&nbsp;per Yevgeny Balitsky, the Russian-installed head of the region, an attack from a Ukrainian HIMARS multiple rocket launcher was aimed at a railway bridge across the Molochnaya river.

The bridge is just north of Russia controlled city of Melitopol and was undergoing repairs. Balitsky said, "four people from the railways brigade were killed, five were injured."

The government's 2023 budget is based on Urals price of a touch over $70 per barrel, but prices are now trading closer to $50 per barrel, which is a concern for Moscow.

The actual price of oil required to balance the books might be as high as $115 per barrel when the $27.5 billion in dividends and one-time taxes paid by state-owned energy behemoth Gazprom last year are taken into account.

According to Finance Minister Anton Siluanov, Russia's budget deficit for the previous fiscal year was $49 billion, or 2.3 per cent of the country's gross domestic product (GDP).

As the price cap reduces Russia's export revenues, the deficit may rise to 2 per cent again in 2023.

Tax hikes?

In December, Alexei Sazanov, the deputy finance minister, warned that there would be another tax increase and that the administration would continue exploring alternative tax bases in 2023.

Which industries would see tax increases and how much of the burden would be placed on the populace is still being determined, said Sazanov and stated that the income tax, profit tax, and VAT rates would not change, but other industries might pay more in taxes.

"When there is a big gap between the actual price (of oil) and the balancing price, it cannot be sustainably covered by borrowing," said Natalia Orlova, chief economist at Alfa Bank.

"Some measures are needed to adjust fiscal policy, cutting spending or looking for additional revenues," the Chief Economist added.

She noted that spending cuts are out of the question because President Vladimir Putin is anticipated to run for an unprecedented fifth term in the 2024 presidential election, and regional elections will be held later this year.

As Russia's 10-month war operations in Ukraine continue, the government has hiked taxes significantly on the oil and gas business for 2023 through 2025, the largest increase of this kind in its history.

According to a Reuters budget study, Moscow will spend roughly a third of its budget, or 9.4 trillion roubles ($140 billion), on defence and security this year alone.

Ukraine alleges Russia cancelled scheduled prisoner exchange at the last minute

Just a day into the New Year and Russia has been reportedly making critical infrastructure in Ukraine the target of its drone attacks. As per Ukrainian officials, Moscow on Monday continued its New Year's assault where it fired a barrage of missiles at Kyiv.

Taking to the Telegram app, Kyiv's Governor &nbsp;Oleksiy Kuleba said that it is loud in the capital due to night drone attacks. As per him "several waves of (Iranian-made) Shahed drones" were used to target "critical infrastructure facilities". However, he said that Ukraine's "Air defence is at work."

As per a Reuters report citing Kyiv's military administration by 3 am local time (0100 GMT) the nation's air defence system had destroyed 16 air objects above the city.

The regional military command in Ukraine's east also reported that the air defence system has similarly destroyed nine Iranian-made Shahed drones over the regions of Dnipropetrovsk and Zaporizhzhia Monday early morning.&nbsp;

Russian Foreign minister Sergei Lavrov on Monday issued an ultimatum to Ukraine and said that "the enemy" knows Moscow's proposals for settlement and that if Kyiv fails to fulfil them for good the Russian army will take the matter into their own hands and decide the issue.

"Our proposals for the demilitarisation and denazification of the territories controlled by the regime, the elimination of threats to Russia's security emanating from there, including our new lands, are well known to the enemy," said Lavrov as per a TASS agency report.

In a message on Saturday, the war-torn nation's President Volodymyr Zelensky said that Ukrainians will show the Russian aggressors that they remain unbowed despite the relentless attacks that have plunged millions into darkness, and that they will create their own&nbsp; Christmas&nbsp;magic.

On the day that marked 10 months of Moscow's launching of the war that has killed tens and thousands and displaced millions, Zelensky said, "We endured at the beginning of the war - we withstood attacks, threats, nuclear blackmail, terror, missile strikes. We will endure this winter because we know what we are fighting for."

Upon questioning by a woman they disclose that they're leaving for Georgia "forever". One of the women near this scene suddenly spills her bag but these men instead of helping her drive away. Then a bunch of younger men rush to help her, which prompts one of the elderly women to announce:&nbsp;"The boys have left, the men stayed".

Another common theme is fighting to escape the bleak reality of a monotonous life filled with poverty, vodka and helplessness.

This comes as the Kremlin and the Russian President Vladimir Putin resolutely deny the need for more recruits in the army.&nbsp;

However, a Euromaidan Press report from last week claims that to "replenish" its dwindling ranks, Russia is now making it easier for its citizens with dual citizens and even foreign volunteers to enlist.

The head of Moscow-based Centre for Military Forecasting, Anatoly Tsyganok has predicted that soon "residents of Syria, Afghanistan, North Korea or Iran" could serve in the Russian military.

Previously, in September, Putin had announced a partial military mobilisation of Russian citizens. However, following urging from regional deputies, at the end of October, the president himself declared that the mobilisation had been completed.

Russian propaganda videos promise money, respect and ‘manly’ life to lure recruits in army

German Chancellor Olaf Sholz believes that the risk of Russian President Vladimir Putin using Nuclear weapons during his ongoing invasion of Ukraine has gone down.

While the war was still raging with "undiminished brutality," Scholz said in an interview with Funke Media to commemorate his first year in office that one thing had changed: "Russia has stopped threatening to use nuclear weapons."

Scholz defended Germany's support for Ukraine, which has been criticised in Kyiv and elsewhere in Europe for being too cautious. He claimed that, after the United States, Germany was one of the country's biggest backers, including with regard to the provision of weapons.

German chancellor Olaf Scholz on Sunday said that it would be a grave mistake to completely stop talking to Russia and its President Vladimir Putin. &nbsp;

In a statement released after the one-hour call, Scholz's spokesperson Steffen Hebestreit said that the chancellor condemned Russian airstrikes on civilian infrastructure "and stressed Germany's determination to support Ukraine in ensuring the defence capability against Russian aggression".

However, as per AFP Putin accused the West of pursuing "destructive policies" and also warned that the attacks on Ukrainian infrastructure are "inevitable", adding that thanks to the "political and financial support" from its western allies, " Kyiv completely rejects the idea of any negotiations".

During an award ceremony for the Marion Doenhoff Prize, he expressed hope that the&nbsp;Russian war of aggression against Ukraine will be over soon. "We don't know when it will end, but it will end. And one thing is already absolutely clear: this war will not end with a victory for the great Russian expansionism. Putin's great Russian mission will fail. It has already failed dramatically."

This Marion Doenhoff Prize has been awarded to Irina Scherbakowa, a founding member of the Russian human rights organisation Memorial.

Reuters reports that as per US Treasury Secretary Janet Yellen the price cap will be particularly beneficial to low and medium-income countries and would "cut into" the Russian President's most important source of revenue.

"With Russia's economy already contracting and its budget increasingly stretched thin, the price cap will immediately cut into (President Vladimir) Putin’s most important source of revenue."

"Steps like these will inevitably result in increasing uncertainty and imposing higher costs for raw materials' consumers," it said."Regardless of the current flirtations with the dangerous and illegitimate instrument, we are confident that Russian oil will continue to be in demand."

She further alleged that based on phone conversations they've "managed to capture" they know that rapes and sexual assault are a reality that the Russian servicemen talk about openly while on a call with relatives.

Zelenska said that even the wives of these servicemen knew and in fact, they encourage their husbands to participate in the heinous acts.

While there has been no evidence to prove that biological or chemical weapons have been used Arias reminded Kyiv and Moscow that they were among 193 nations which have "solemnly and voluntarily committed never under any circumstances to... use chemical weapons".

Russia has previously faced allegations of the use of chemical weapons. In 2018 Moscow was accused of using its infamous Novichok nerve agent on former Russian spy Sergei Skripal in the English city of Salisbury and in 2020 it faced allegations of the use of the same agent on Kremlin critic Alexei Navalny.

Ukraine on Monday that Russia is getting ready for a fresh slew of missile attacks on the nation's energy infrastructure. Similar attacks earlier had plunged swathes of Ukraine into darkness amid the winter cold.

As evidence of the impending attacks Ukrainian military spokesperson Natalia Gumeniuk cited reports of a cruise missile firing capable Russian warship with Kalibr-type missiles on board being deployed to the Black Sea.

Previous attacks on the Ukrainian energy grid left the country dealing with below-zero temperatures as its infrastructure teeters on the brink of collapse.&nbsp;

This has disrupted the power and water supplies of millions of Ukrainians over the recent weeks. As per an AFP report quoting the Governor of Kyiv, the most recent barrage of attacks in which Ukraine was the target of dozens of cruise missiles has resulted in residents in and around the national capital still reeling with disruptions.

The Kremlin has denied targetting Ukraine's energy infrastructure and said that its forces only target military-linked infrastructure facilities. It blamed the blackouts and the impact they have on Ukrainian civilians on Kyiv's refusal to negotiate.

US hails Ukraine’s ‘extraordinary victory’ in Kherson, says it will have ‘broader strategic implications’

The Association of Southeast Asian Nations (ASEAN) annual summit is currently taking place in Cambodia, and on Saturday, the region's political leaders will meet with a number of visiting world leaders, including US President Joe Biden and Ukraine's foreign minister Dmytro Kuleba.

According to Reuters, speaking at the 40th and 41st Association of Southeast Asian Nations (ASEAN) Summits Ukraine's foreign minister Kuleba urged Southeast Asian nations to take all necessary precautions to ensure that Russia did not play hunger games in regard to shipments of Ukrainian grain to the international market.

Speaking with reporters on the sidelines, Kuleba stressed that there was no sign that Moscow was looking to negotiate with Ukraine and that his Russian counterpart, Sergei Lavrov, who is also present at the summit, had not asked for a meeting.
