Prime Minister Narendra Modi on Saturday appealed to those Kashmiri youth who have joined violence to return to their homes and live a life of dignity and peace.

The Prime Minister, who is on his first visit to the state after announcing the suspension of anti-militancy operations during holy month of Ramzan, said there are foreign powers at play in the state which do not want development of Jammu and Kashmir.

"Every stone, every weapon, raised by misguided youths destabilises their own Jammu and Kashmir. The state will have to come out of this atmosphere of instability," he said.

Modi said the youths need to join the mainstream development of India and of Kashmir for their future and that of coming generation.

He said the central and the state government have policy, intent and capability to take decisions to solve development issues of the state.

"I would urge everyone to channelise their energies in the development of the state. The solution to every problem is only development, development, development," he said.

The prime minister dedicated to the nation the 330-MW Kishenganga Power Project constructed in the Gurez area of Kashmir.

Modi also laid the foundation stone for the Srinagar Ring Road at the Sher-e-Kashmir International Conference Centre (SKICC) Srinagar.

The 42.1-Km, four-lane Srinagar Ring Road will link Galandar in West Srinagar to Sumbal in Badnipora district.

The Ring Road in Srinagar is aimed at reducing traffic congestion in these cities and making road travel safer, faster, more convenient and more environment-friendly.

"Not a single year has passed since I took over as the prime minister when I did not visit the state," he said.

The Prime Minister said this month is to remember Prophet Mohammad's teaching and message.

"The lessons of equality and brotherhood from his life can take country and the world forward in true sense," he said.

The Prime Minister said it was a happy coincidence that the ceremony for handing over the project is taking place in the month of Ramzan.

"The project will not only provide free but also sufficient power to the state. A large portion of power requirements of the state are supplied from other parts of the country. This 330 MW project will solve the shortage of power issue to a considerable extent," he said.

The Prime Minister said the government is trying to provide power to every house in the state under the Saubhagya scheme.

He said an important part of Jammu and Kashmir's development is tourism but it cannot run on old methods.

"The tourists now want facilities. They do not want to be stuck in narrow lanes for hours. They want continuous power supply, they want hygiene. Better air connectivity," he said, adding that the government was working for a modern ecosystem that is required for the development of tourism.

"There will be an increase in tourists in J and K with stronger ecosystem. The youths of the state will get new employment opportunity with it," he said.

He targetted PM Modi by saying that " the purchasing of MLAs in Karnataka was openly authorised by the PM".

He said, "You've seen openly how the PM directly authorized purchasing of MLAs in Karnataka, so the idea that PM spreads in the country that he is fighting corruption, is a blatant lie, he is corruption".

He further took a dig at the BJP and RSS saying that the BJP legislatures left the Vidhan Sabha immediately after Yeddyurappa's resignation, disrespecting the national anthem.

He further said, "Did you notice that after the entire exercise in Karnataka Vidhan Sabha, the BJP legislators and speaker chose to leave the house before the national anthem? It shows they can disrespect any institution if in power, both BJP and RSS have disrespected institutions".

He also said that the joint efforts by the opposition will continue to defeat BJP in the future as well.&nbsp

He said, "I am proud that opposition stood together and defeated the BJP and we will continue to do so".

PM Modi and his deputy Amit Shah ran a spirited campaign to annex Karnataka but came up short, in the end, giving a chance to Congress & JD(U) to stitch a last moment coalition to stop the BJP in its tracks.

Did the BJP's magic duo get it wrong in the end, maybe.

Firstly, the BJP was nowhere close to Congress's 2013 tally of 122, finishing with 104. The failure to clinch the magic number 112 helped the Opposition to seize the initiative.

Even though the BJP won more seats than the Congress but the party failed to pick as much vote share than Rahul's party and to top it all it failed to put down the Congress and JD(U) even though Modi's BJP&nbsp;fared much better than the last elections.

The failure could largely be attributed to lack of local support and leaders at the grassroots even though Yeddyurappa's appeal helped the BJP to consolidate votes. A party which is by nature focussed on getting the numbers game right could not blunt the Opposition this time.

Even though the Vokkaligas and Lingayats voted in large numbers for the JD(S) and BJP and the Dalits split with Congress, still the saffron surge could not come about at a crucial time.

Congress finished with 78 seats a creditable show given the fact that there was an obvious anti-incumbency wave in the state. The villain in the show for the Congress was former chief minister Siddaramaiah who with his announcement of turning Lingayat into a religious minority wasn't able to convince the voters with his last-minute antics. The numbers game backfired on the Congress too.

Politics maybe a ruthless numbers game but it has several different parameters - it cannot be applied in a singular way in all elections.

In the end, both the BJP and Congress did not give enough credit to the voters who made up their own mind. In this the JD(U) played the game according to its limitation, retaining the Vokkaliga votebank in the south and mopping up enough numbers to force the Congress to allow it have a free hand and "unconditional" support.

The JD(S) retained its vote share, dipping marginally from 20.2 to 18.3, but it was enough to propel Deve Gowda & Sons to force the Congress into submission.

Now the drama moves to Raj Bhawan and all eyes are on Governor Vala, an old BJP hand, the question is will he or won't he invite the JD(S)-Congress combine to form the next government or will he first invite the BJP, the single largest party to prove its majority?

Amit Shah could yet spring a surprise and cobble up the numbers - 12 in all - needed in the last over, and emerge victorious&nbsp;but in this last dash to reach the target the BJP could well stumble again and expose its flanks which could mean its gateway to the south would again be a bridge too far.&nbsp;

Opinion: How 'ruthless' PM Modi, Amit Shah lost the numbers game in Karnataka

Cabinet reshuffle is an exercise which is carried out in secrecy but when announced, conveys a loud message. The same has happened today.

While the charge of finance ministry has been given to Piyush Goyal, who has won accolades during his tenure as power minister, the biggest shock is sidelining of Smriti Irani, again. Irani has been moved back to the textiles ministry, from the high profile Information and Broadcasting ministry.

The message is clear from Prime Minister Narendra Modi - silent workers are welcome and controversy making ministers are not. Smriti Irani was first sidelined in the year 2016 after the Rohith Vemula controversy. Prime Minister had to make a special effort to counter the charge of the Opposition that NDA is not anti-Dalit. She kept her low profile and was given a second chance by the Prime Minister in July 2017 when she was appointed as the I&B minister.

Irani was again in news recently&nbsp;for the wrong reason. Irani had come under attack earlier this month after I&B Ministry amended guidelines on accreditation of journalists for, what it said, to check fake news.&nbsp;The amended guidelines had stated that a journalist or a publication could lose accreditation in the event of a confirmed incident of fake news. The guidelines were withdrawn following a directive to do so by the PMO.

The controversy impacted the office of the President. It was followed by the issue related to the freedom of press on which the PM had to intervene. These two incidents were the final nails in the coffin.

This decision also needs to be seen in the context of the rise and rise of the Defence Minister Nirmala Sitharaman whose quiet work and ability to keep the government away from controversy led to her elevation as the top 5 ministers in the country. Her failure to rally the press and get along with all the constituents added to this.

The inclusion of SS Ahluwalia is seen as an adjustment. He is close to Sushma Swaraj and was a leading light during LK Advani’s tenure as the Deputy Prime Minister (2002-2004). This move is a clear indication that patience and silence can be more rewarding with Modi.

The real beneficiary has been Rajyavardhan Rathore. He already heads the Sports Ministry, and now has also been given independent charge of I&B Ministry. He is already the spokesperson for the government of India.

The reshuffle may be small and limited but the message is loud and clear. Ministers who create controversies at the expense of the government will not be tolerated. Smriti Irani is a case in example. She lost two ministries because of being outspoken. What keeps her alive is probably Amethi where she is pitched against Rahul Gandhi. She has not left the constituency and wants to ensure that BJP can defeat Congress in its own bastion.

It felt more like it was May 2019 General Elections then Karnataka assembly polls being fought in May, 2018.

As prime minister Modi hardly ever spoke about his "vision" for the state which the BJP thinks is its&nbsp;gateway to the south.

In this, the prime minister played to the gallery i.e. the ever-present TV cameras relaying his message Live to every drawing room in the country, not just in Karnataka.&nbsp;

The prime minister looked distracted fighting an assembly poll on a "national scale" - a fact which was picked up by chief minister Siddaramaiah who said both Modi and Adityanath had parachuted into Karnataka at the last moment, a fact which could not be contradicted.

Modi may be BJP's chief "vote-catcher" but it can't feed off his charisma alone, it would be like exposing the "trump card" ahead of the big election in 2019.

The party also has to assess the fact that Karnataka is not Uttar Pradesh or Gujarat where Modi's name already has a resonance. In Karnataka local issues matter - a Modi cannot act like "Mr Fixit" for the BJP.

Exit polls already show a hung assembly coming up in Karnataka on 15th, if so, the BJP would have to accept the fact that they have played the Modi card way too often and not addressed the core issues of the state merely having Yeddyurappa to tag along with the prime minister will not get the party a majority.

Neither is every assembly poll a Modi vs Rahul debate or of Sonia's foreign origin. It is time BJP started looking out for "horses for courses",&nbsp;finding a "local star" is the key.

The BJP cannot make the same mistake as parachuting Kiran Bedi in Delhi or pull someone from deep within its rank at the last moment to pitch as CM of a state that trick may not work for too long.

One thing is clear - the BJP has to watch its next step&nbsp;as the countdown begins for General Elections in 2019 otherwise risk playing the old Modi card which the electorate has already seen and experienced, and they know all too well what Brand Modi will bring to the table.

Opinion: Assembly elections: Why PM Modi, Adityanath will lose & Karnataka will win

Prime Minister Narendra Modi, who is on a two-day state visit to Nepal, on Friday met Pradeep Kumar Gyawali, the Foreign Minister of Nepal.

Issues related to the trade deficit and low pace of the implementation of previous agreements were addressed during the delegation level talks held between them, Gyawali told ANI.

"Nepal has covered a long journey from Yuddh to Buddh (War to Peace). You have left the bullet to opt the ballot way. But this not the destination. You have to go a long way," PM Modi told the gathering.

"You have reached the base camp of the Mt Everest and the main climb is yet to be done. And the way mountaineers are strongly helped by Sherpas to scale the summit, much the same way India is ready to work as the Sherpa for Nepal," he said, amid applause.&nbsp;

Modi said Nepal would help India in its development journey.&nbsp;

"India will stand shoulder-to-shoulder to help Nepal in its development journey. In your success lies our success, in your happiness lies India's happiness."

The Indian prime minister said "Sabka Saath, Sabka Vikas (inclusive development for all)" was as much about global well being as it was about India's growth.

"India has always worked for global good. India has taken the lead in mitigating the menace of climate change. The International Solar Alliance has brought together nations from across the world," PM Modi said.&nbsp;

PM Modi congratulated Nepalese people for their combined strengths to rebuild the country after the devastating earthquake of 2015. He also congratulated them for the Constitution that reshaped the country's political history by embracing federal system.

He also lauded the atmosphere of optimism in Nepal.

"There is an atmosphere of hope and optimism in Nepal," Modi said, adding that India would always become partner to Nepal's progress.

The Indian Prime Minister described Kathmandu as a mixture of the ancient and the modern and said the city showcased the culture of Nepal.&nbsp;

"There is something unique about the beauty of Kathmandu. It's a special city. It has an important place in the history of the world," he said.

"Nepal is a country of diversity and Kathmandu is a world in its own," Modi said. "The diversity gives fresh air to any outsider."

He also said that the work has begun on the detailed project report for linking Kathmandu to India via rail network.

PM Modi also expressed his desire to travel to Lumbini, the birthplace of Lord Buddha in his future visit.

"During my previous visits I prayed at Pashupatinath. This time, in addition to Pashupatinath, I went to Janakpur and Muktinath. These places illustrate close ties between our nations," he said.

He repeated 'Nepal Bhaarat Maitri Amar Rahos (Long live Nepal-India Friendship)' thrice at the end of his speech.

The Indian prime minister highlighted the role of the Indian Premier League in strengthening people-to-people ties between India and Nepal.

He pitched for "more sports" engagement in future to "connect" the two countries.

"Today we are connected by cricket as a Nepali boy is a part of Indian Premier League (IPL)," Modi said, referring to Sandeep Lamichhane who became the first cricketer from Nepal to land an IPL contract when he was picked by Delhi Daredevils at the players auction in January.

"This connection with cricket will strengthen our people to people ties and I hope there are more sports through which we can connect," Modi said.

PM Modi arrived at Janakpur, Nepal earlier today on a two-day visit. He travelled to Janaki temple to offer prayers and addressed the country from Janakpur a short while ago.

Nepal is all set to welcome Prime Minister Narendra Modi. PM Modi will begin his official trip from May 11 and will visit three cities - Kathmandu, Muktinath and Janakpur - in two days.

Speedy implementation of key India-assisted projects and building trust will be among the focus areas of the visit. Government sources said that during Modi's two-day visit, India will seek to consolidate relationship with the new Nepalese government of Prime Minister K P Sharma Oli who has returned to power riding on a spectacular electoral victory and now leads a stable dispensation after years of political instability.

PM Modi will arrive in Janakpur's Baarhabigha on Friday by a chopper from Patna in Bihar. The Prime Minister will address a public rally and visit the historic Janakpur temple where he will be accompanied by his Nepalese counterpart. Modi will be given a civic reception at Janakpur. In the afternoon, he will travel to Kathmandu where he will meet the Nepalese President, Vice President and hold wide-ranging talks with Oli.

Modi and Oli are likely to sign a number of pacts and lay the foundation for Rs 6,000-crore Arun 3 project, the biggest hydel power project being built in Nepal. It is expected to generate around 900 MW of power.

In Kathmandu, Modi will also meet former Nepalse prime ministers Sher Bahadur Deuba and Pushpa Kamal Dahal, popularly known as Prachanda, besides the leaders of two Madhesi parties.

The remote Mustang region is also a part of PM Modi's itinerary. In Mustang, the Indian PM will visit pilgrimage site of Muktinath which is a sacred place for both Hindusand Buddhists. Within Hinduism, it is called Mukti Kshetra, which literally means the "place of liberation or moksh". This temple is considered to be 106th among the available 108 Divya Desam considered sacred by the Sri Vaishnava sect.

The leaders of the two countries will also take this opportunity to deliberate on implementation of the ambitious rail project to link Kathmandu with Raxaul in Bihar and connecting landlocked Nepal with river transport system with India, apart from several other key connectivity projects, sources said.

Modi's visit to Nepal comes a little more than a month after Prime Minister Oli visited India. Oli had invited Modi to his country. During Oli's visit, both sides had vowed to step up the overall engagement and take the relationship to newer heights on the basis of "equality, mutual trust and respect".

The intention is to build on PM Oli's visit and and carry forward pending proposals.

India is Nepal's largest trade partner and the largest source of foreign investment, besides providing transit for Nepal's traders. India accounts for over two-third of Nepal's merchandise trade, about one-third of trade in services, 46 per cent of foreign direct investment, almost 100 per cent of petroleum supplies and a significant share of inward remittance on account of pensioners and workers.

This will be Modi's third to Nepal after taking over as PM in 2014. After talks with Oli last month, Modi had said India would always stand by Nepal in its quest for all-round growth, asserting that deeper cooperation between the two neighbours would strengthen democracy in that country.

A month after Nepal Prime Minister KP Sharma Oli's visit to India, Prime Minister Narendra Modi is all set to make his official tour to Nepal on May 11.

The meeting between the two leaders is aimed at building ties and restoring trust between the two countries after a spell of uneasiness.

The two leaders are expected to sign a number of deals, including power generation project Arun III,&nbsp;rail project&nbsp;connecting Kathmandu and Raxaul in Bihar, inland waterways project,&nbsp;Ayodhya Bus Service and the Ramayan Circuit.

His visit is seen as a major revival to the Ramayan circuit project.

According to reports, PM Modi will introduce initiatives for developing Janakpur, the holy place which is considered to the birthplace of Sita.&nbsp;He will also offer prayers to the Janaki temple.

PM Modi's two-day visit to the country will include three cities Kathmandu, Muktinath and Janakpur. 
 
This will be Modi's third visit to the neighbouring country since 2014 when he took over as the prime minister.

The relations between the two countries had grown bitter in the past with Nepal PM&nbsp;criticising&nbsp;India for interfering in Nepal's internal matters. He had also accused India&nbsp;of toppling his government.

Through his letter, Gandhi targetted the government for allegedly interfering in financial policies.

The letter said, "Dear FM, As you are indisposed and Finance Secretary is on vacation with his Guru on a quest for inner peace, I have decided to shut the Finance Ministry till further notice. The PMO will take all financial policy decisions as before. Prime Minister".

His tweet was based on a report that said Jaitley had not attended office for a month because of a kidney ailment and also claimed that finance secretary Adhia has taken leave till May 20 to do yoga and meditation with Swami Visharadanand Saraswathy in Mysuru.

In his letter, Gandhi said that in the absence of the finance ministers, the Prime Minister Office will take the decisions on finance policy "as before".

Jaitley had not attended office for a month due to a kidney ailment. However, sources have claimed that the Finance Minister had been clearing files from his residence. 
 
He attended a&nbsp;cabinet meeting and chaired a meeting of the GST council through video conference on April 25.

Karnataka chief minister and Congress leader Siddaramaiah on Tuesday praised Prime Minister Narendra Modi in an election rally.

The praise was, however, a mere slip of tongue when the state chief minister got confused between his party candidate Narendra Swamy and PM Narendra Modi.

While addressing a rally Siddaramaiah said, "In all the villages, work on roads, drinking water, building houses, all this is possible because of Narendra Modi and us….”

On realising his mistake, the chief minister corrected himself and said, “Sorry sorry...Narendra Swamy….the important word is Narendra.”

The entire crowd including the party candidates accompanying Siddaramaiah on the dais broke into a laughter.&nbsp;

A similar gaffe was committed by<a href="http://www.wionews.com/india-news/amit-shahs-blooper-calls-yeddyurappa-government-most-corrupt-126623"> BJP party president Amit Shah </a>in March who had inadvertently called his chief ministerial candidate BS Yeddyurappa as the most corrupt.

"Congress had an eco-system of looting. Jan Dhan-Aadhaar & Mobile number (JAM) trinity of our government has stopped leakages. No wonder Congress is angry at me and abusing me. Modi was addressing a rally in Karnataka's Raichur ahead of upcoming assembly elections. Praising his government's Jan Dhan-Aadhaar & Mobile number (JAM) initiative, he said Congress is worried about facing difficulties in looting the poor after BJP wins the elections "When Sonia Gandhi's government was in power, LED bulb used to be sold at Rs 350. Now in our government, the bulb are being sold at Rs 50. Where were the extra Rs 300 spent", he added. He also targetted the Congress over the series of disruptions that the Parliament underwent in the last session and blamed the Congress for having an Anti-Dalit and OBC mindset. He said, "Congress owes an explanation to the nation on why it is not letting Parliament function. Anti-Dalit and anti-OBC mindset of the Congress is the reason why the party is stalling Parliament and not allowing the creation of the OBC commission". The Karnataka Government must give an account of the work they have done for the people of the state. Instead, all they do is- Modi, Modi, Modi. They just keep abusing me". There are many people who are sitting in AC rooms and saying there will be a hung assembly. I want to tell them to come to Raichur and see the mood on the ground. While addressing another rally in Jamakhandi, PM Modi attacked the Congress for supporting the JNU sloganeering in 2016. He said, "Some people feel uncomfortable when patriotism, nationalism, national song are discussed. Congress faced such downfall that its leaders started giving blessings to people who raised slogans of 'Bharat tere tukde honge' and demanded proofs of surgical strikes from Army." "Congress' forgot even Bhagwan Basaveshwara, but started recalling his name when Karnataka Elections 2018 came near. It was during Atal Ji's leadership, that a statue of Bhagwaan Basaveshwara was put up in the Parliament". "To win or to lose is a part of elections. One must accept their defeat. But Congress leaders are 'Naamdaars'. They didn't congratulate us 'Kaamdaars'. Such is their arrogance that they didn't even pay a courtesy call to President upon his win".
