Omar Abdullah cabinet reshuffle: Four NC leaders take oath at Lok Bhavan

Just a day ahead of the much-anticipated cabinet expansion of the Omar Abdullah-led government in Jammu and Kashmir, Chief Minister Omar Abdullah has come under fire from opposition leaders over his remarks asking party MLAs to stop contacting him for ministerial berths, triggering a political controversy over the public treatment of elected representatives. The cabinet expansion, scheduled for October 27, is expected to see new faces from the National Conference inducted into the council of ministers. However, the political atmosphere ahead of the expansion has been overshadowed by Abdullah’s comments about the repeated messages and requests he has been receiving from party leaders seeking a place in the cabinet. Speaking to the media after meeting Lieutenant Governor Manoj Sinha, Omar Abdullah said the decision regarding the cabinet expansion had already been taken in consultation with National Conference president Dr Farooq Abdullah. Expressing frustration over repeated messages from party MLAs and leaders, the Chief Minister said: “Now please do not knock on my door, do not send me WhatsApp messages, and do not call me. The Full Marathon (42.195 km) was flagged off at 6:30 am, followed by the Half Marathon (21 km) at 7:45 am, as runners took to Srinagar’s roads amid the crisp autumn weather.

Jammu and Kashmir Chief Minister Omar Abdullah on Wednesday congratulated Prime Minister Narendra Modi on completing 25 years of electoral victories at the state and national levels, while also questioning the government’s response to allegations and reports surrounding the Chief Election Commissioner (CEC). You must have done something that people kept voting for you repeatedly. It is not easy to keep winning elections for 25 years—first at the state level and then at the central level,” Abdullah said.He added, “But it is good, and on my behalf and on behalf of my colleagues, I extend my congratulations to him.” Abdullah also spoke about the ongoing controversy involving the Chief Election Commissioner and protests being held over the issue. Responding to the government's description of certain allegations as “fabrication,” Abdullah questioned why legal action had not been taken against those who had brought the allegations into the public domain. “You called it fabrication. The Jammu and Kashmir Legislative Assembly on Tuesday withdrew Bills seeking an increase in the salaries and allowances of the Chief Minister, Ministers and Members of the Legislative Assembly following objections raised by BJP legislators. Chief Minister Omar Abdullah, while responding to the objections, said there was no dissenting note in the House Committee that had recommended the proposed increase. He said BJP members were seeking higher salaries and allowances while also attempting to politicise the issue by referring to the problems faced by daily wagers. “I was never in favour of it. If a single member opposes, it will never pass. I withdraw the Bill,” Abdullah said. The House subsequently voted by majority in favour of withdrawing the legislation. The withdrawal of more than 4,249 books from libraries and educational institutions across Jammu and Kashmir has snowballed into a political controversy, with the issue now reaching the floor of the Jammu and Kashmir Legislative Assembly.Chief Minister Omar Abdullah has said that had the decision been left to him, he would not have ordered the withdrawal or banning of the books. His remarks, however, have drawn attention to statements made by his own government in the Assembly. Education Minister Sakina Itoo, while responding to a question on the issue, informed the House that authorities had examined around 21,81,582 books and publications across Jammu and Kashmir.''As far as banned books are concerned, there is already a committee in place to examine them. It is the committee’s responsibility to review and examine these books and take the appropriate decision. If the Chief Minister has made such a statement and it is factually correct, then there is no disagreement on that point. However, when it comes to banning a book, there is a designated committee, and its members are responsible for the decision. Examining these books and deciding whether they should be banned falls within the committee’s domain, not ours. However, if a book that the people of Jammu and Kashmir, particularly its children, want to read or see is deliberately banned by the committee members, then that would be wrong and unjust. Such decisions should not be taken without proper justification,'' said Sakina Itoo, Minister for Education, Health & Medical Education and Social Welfare, JK.According to the figures presented in the Assembly, approximately 12,48,641 books were examined in the Kashmir division, while 9,32,941 were examined in the Jammu division. The government said 4,249 books had so far been withdrawn, with 3,996 or nearly 94 per cent coming from institutions in the Kashmir division. In Jammu, 253 books were reported to have been withdrawn. The government also informed the Assembly that 518 copies of 19 titles that had been formally banned under S.O. 203 had been removed from circulation. The figures and statements have triggered questions over the government's position on the withdrawal and banning of books, with opposition parties pointing to what they describe as a contradiction between the Chief Minister's remarks and the government's response in the Assembly. The issue was raised by Sheikh Khursheed, Awami Ittehad Party MLA Langate, who sought details from the government regarding books withdrawn and banned across Jammu and Kashmir.Khursheed questioned why the government had provided details of the withdrawals in the Assembly if the administration had no role in the decision-making process. He argued that, if the government was not involved in the decision, it should have made its position clear instead of simply furnishing the figures.“I object to the incomplete answer given in the Assembly. I had specifically sought the titles of the books, along with the names of their authors and publishers, but those details were not provided. The Chief Minister says outside the House that, had the matter been under his control, he would not have allowed such scrutiny. But his own government has acknowledged that over 4,000 books were removed and around 23 lakh books were scrutinised. If the decision was not within the government’s control, why did the department answer my question in the House?” said Khursheed. The controversy has also drawn criticism from the People's Democratic Party (PDP). The party has accused Chief Minister Omar Abdullah of repeatedly focusing on the restoration of statehood while, according to the PDP, other issues affecting Jammu and Kashmir require greater attention in the Assembly. The PDP has argued that the National Conference, which has a strong presence in the Assembly, could have taken up the issue more forcefully on the floor of the House instead of allowing the statehood demand to dominate discussions.“The BJP has consistently sought to erase or rewrite Jammu and Kashmir’s political history, and the withdrawal of books, changes to the syllabus and alleged distortion of history are part of that process. But the elected government must also accept its responsibility. The people of Jammu and Kashmir gave this Assembly a mandate, and that mandate must be respected. The petitioners have questioned whether the withdrawal of the books amounts to a violation of constitutional freedoms and restrictions on the circulation of ideas.“This is not a new development. Curbing voices, restricting learning and depriving people of information neither serves the country’s interests nor reflects constitutional values. J&K issues should be resolved by Centre, not Washington: Omar Abdullah

Jammu and Kashmir Chief Minister Omar Abdullah on Independence Day said the condition of people living across the Line of Control (LoC) had reinforced his belief that the region’s decision to remain with India in 1947 was the right one, while reiterating his government’s commitment to seeking the restoration of Jammu and Kashmir’s special status and full statehood.Addressing an Independence Day gathering, Abdullah said that had Jammu and Kashmir’s constitutional position not been altered in 2019, people in Pakistan-occupied Jammu and Kashmir (PoK) might today have been protesting to reunite with the region.“Looking at the situation in that part of Jammu and Kashmir, it is tragic and lamentable. 'Whenever we ask for statehood': Farooq Abdullah questions timing of Kulgam migrant killings, BJP hits back

A fresh terror attack in Jammu and Kashmir's Kulgam district has heightened security concerns after the Pakistan-backed terror outfit The Resistance Front (TRF) claimed responsibility and threatened more attacks targeting non-local workers in the Valley.

The death toll has risen to two after an injured migrant worker succumbed to injuries at the Government Medical College, Anantnag. The victims were among migrant workers who came under indiscriminate firing by terrorists in the Kalamaria area of Kulgam. Both deceased workers were residents of Chhattisgarh.

According to Jammu and Kashmir Police, terrorists deliberately targeted non-local workers. Security officials believe the attack was carried out by hybrid terrorists with no prior criminal records. Following the incident, security forces launched a massive search operation, cordoned off the area, and heightened security across the Valley.

The committee also noted that livestock movement is exempt from GST and observed that the continued imposition of such charges is placing an additional burden on the livestock trade, ultimately leading to higher meat prices for consumers in Jammu & Kashmir. Emphasising the longstanding ties between Punjab and Jammu & Kashmir, the Chief Minister said such practices, if found to be occurring, are inconsistent with the spirit of mutual cooperation and have caused concern among the trading community. Abdullah also pointed out that the tendering process for cattle fairs is expected to begin shortly and noted apprehensions among stakeholders that the alleged practices could continue during the forthcoming contract period unless appropriate safeguards are introduced. Seeking the Punjab Government's intervention, the Chief Minister requested that the matter be examined at the earliest and that necessary measures be taken to ensure the smooth, secure and uninterrupted movement of livestock transport vehicles through Punjab. He also urged that no unauthorised interference or collection of charges be permitted from transporters carrying valid documentation and complying with all statutory requirements. The Chief Minister expressed confidence that the issue would receive prompt attention, stressing that an early resolution is essential to safeguard the interests of livestock traders and protect consumers in Jammu & Kashmir from avoidable increases in meat prices.
