<p>India has responded after US envoy to India, Eric Garcetti during a press meet in Kolkata said that Washington was 'ready to assist' in any way regarding the situation in Manipur.&nbsp;</p>

<p>“I haven’t seen those comments by the US ambassador. If he has made them, we will see…. I think we would also seek peace there and I think our agencies and our security forces are working, and our local government is working on it. I am not sure foreign diplomats would usually comment on internal developments in India but I wouldn’t like to make a comment without seeing exactly what has been said,"&nbsp;External Affairs spokesperson Arindam Bagchi was quoted as saying by <em>The Telegraph.&nbsp;</em></p>

<p>Garcetti, who is currently in the eastern state of West Bengal, was responding to a question regarding the ongoing violence in Manipur.&nbsp;</p>

<p>“I don't think it's about strategic concerns, it's about human concerns. You don't have to be an Indian to care when children or individuals die in this sort of violence. We know peace as a precedent for so many good things," said Garcetti.&nbsp;</p>

<p>“There has been so much progress in the Northeast and the East...We stand ready to assist in any way if asked. We know it's an Indian matter and we pray for that peace and that it may come quickly. Because we can bring more collaboration, more projects, more investment if that peace is in place," he added.&nbsp;</p>

<h2><strong>Congress surprised&nbsp;</strong></h2>

<p>Garcetti's comment drew a sharp response from Indian National Congres (INC) leader Manish Tewari, who said it was perhaps the first time he has&nbsp;heard a US envoy make a comment of such nature.&nbsp;</p>

<p>“To the best of my recollection going back atleast 4 decades in Public life I have never heard an US Ambassador making a statement of this nature about the internal affairs of India. We faced Challenges in Punjab, J&amp;K , North East over the decades and surmounted those with sagacity &amp; wisdom," Tewari said in a tweet.</p>

<p>“There is gun violence in the US &amp; several people are killed. We never told the US to learn from us as to how to rein that in. US faces riots over racism. We never told them that we will lecture them… Perhaps it is important for the new Ambassador to take cognisance of the history of India-US relations," he added.&nbsp;</p>

<h2><strong>Indian consulate attacked</strong></h2>

<p>While Garcetti talked of US intervention in India's internal affairs, the Indian consulate in San Franciso was attacked for the second time in under four months by Khalistani extremists with the authorities failing to nab the suspects.&nbsp;</p>

<p>Asked about the situation, Garcetti gave a diplomatic answer saying the Biden administration was&nbsp;doing 'everything' to ensure the safety of Indians.&nbsp;</p>

<p>"As a diplomat myself, we take any breaches seriously. People cannot be attacked or see acts of arson at places where they work. The US will do everything to protect them and their families with the help of law enforcement agencies. We will have this investigated," said Garcetti.&nbsp;</p>

<p>"I called the police chief when the attack in San Francisco took place and asked him to take immediate action. We will not leave any stone unturned to avoid future instances of violence," he added.&nbsp;</p>

<p>In response to the killing, a tribal organisation, the Indigenous Tribal Leaders' Forum (ITLF), has demanded the imposition of President's Rule in Manipur.</p>

<p>"We again urge the central government to relieve the incapable state government and impose President's Rule immediately," it said in a statement.</p>

India: Demand for president's rule in Manipur after woman fatally shot outside school

<p>A mob allegedly attacked a camp of the Indian Reserved Battalion (IRB) in Manipur's Thoubal district and tried to loot weapons. The incident reportedly took place on Tuesday (July 4). The incident led to a clash with the security forces in which a 27-year-old man was killed and jawans of Assam Rifles were shot at. The mob reportedly tried to storm the camp of the 3rd IRB battalion in the Khangabok area.<br />

Besides,&nbsp;a man, identified as David Thiek was killed and beheaded in Langza, which is a Hmar-Kuki village in Churachandpur district. The incident had&nbsp;taken place on Sunday, said reports.&nbsp;</p>

<p>The armed forces tried to bring the situation under control and used teargas shells and rubber bullets. Press Trust of India has reported citing officials that the armed mob opened fire at the soldiers and the forces retaliated the&nbsp;firing.</p>

<p>The mob also blocked the roads leading to the camp at multiple locations to prevent reinforcements from reaching there, but the forces moved through, they said.</p>

<p>The mob attacked a team of the Assam Rifles that was on the way to the camp. They fired on the Assam Rifles personnel, in which a jawan was injured, and torched their vehicle, officials said.</p>

<p>The jawan was shot in the leg, they said.</p>

<p>The clashes&nbsp;saw a man, identified as Ronaldo, getting shot. He was first taken to the Thoubal district hospital and later to a hospital in Imphal. His condition was critical and officials said that he died on the way to the state capital.</p>

<p>Ten others were also injured in the clashes, they said.</p>

<p>The situation is under control at present, they added.</p>

<p>The state of Manipur is witnessing violence for weeks now. Violence first broke out in the state after a 'Tribal Solidarity March' was organised in the hill districts on May 3 to protest against the Meitei community's demand for Scheduled Tribe (ST) status.&nbsp;</p>

<p>The incident took place a day after Manipur insurgent groups, United People's Front (UPF) and National Organisation (KNO), decided to lift the blockade at Kangui (Kangpokpi) on NH2 with immediate effect to ensure an uninterrupted supply of essential commodities in the violence-hit state.</p>

<p>UPF spokesperson Aaron Kipgen and KNO spokesperson Seilen Haokip said, "Notwithstanding the anger and anguish of the Kuki Zo people, keeping in view Amit Shah, Union Home Minister's deep concern to restore peace and harmony in the State and alleviate the plight of people in general, the United People's Front and Kuki National Organisation have decided to lift the blockade at Kangui (Kangpokpi) on NH2 with immediate effect to ensure uninterrupted supply of essential commodities in the State. The decision was taken after wide-ranging consultations with Civil Society organisations, village chiefs, youth, and women's leaders on several occasions."</p>

<p>The insurgent groups further released a press statement saying that Manipur, since May 3, has been witnessing ethnic violence between Meiteis and Kuki Zo communities.</p>

<p>"Recurring violence has led to the loss of precious lives and the destruction of property, besides hundreds being injured and thousands being displaced. The ongoing conflict has disturbed the traditional communal harmony in the state of Manipur. The Kuki Zo people have suffered immensely from continued offensives by miscreants and have urged the authorities to protect their lives and properties," said the statement.</p>

<p>"We appreciate that central forces have been deployed in most of these areas as assured, and the process is in progress. Once the deployment of Central Forces is completed in all vulnerable areas, we will ensure that our volunteers are withdrawn from these areas to help restore peace and tranquility. It is expected that the concerned authorities will take every measure to maintain peace and ensure the supply of essential commodities to the needy, particularly in the hill districts. We also take this opportunity to appeal to all peace-loving organisations and citizens in the State of Manipur to reciprocate our gesture and take steps towards peace and communal harmony in the State," said the press statement issued by UPF and KNO.</p>

The ongoing conflict has disturbed the traditional communal harmony in the state of Manipur. The Kuki Zo people have suffered immensely from continued offensives by miscreants and have urged the authorities to protect their lives and properties," said the statement. "We appreciate that central forces have been deployed in most of these areas as assured, and the process is in progress. Once the deployment of Central Forces is completed in all vulnerable areas, we will ensure that our volunteers are withdrawn from these areas to help restore peace and tranquility. It is expected that the concerned authorities will take every measure to maintain peace and ensure the supply of essential commodities to the needy, particularly in the hill districts. The recent incident took place in the Khoijumantabi village. Initially, the police found two bodies while the third one was recovered sometime later.&nbsp;</p>

<p>Additionally, some of the five were injured due to the shootout which is said to have lasted for hours. Some people who were also reported to be in serious condition were taken to a hospital in Imphal. Meanwhile, an association of the Hmar community said that one of those killed by “terrorists” were from their tribe.&nbsp;</p>

<p>Hmar Students’ Association, in a statement, said, “We request the central government to provide increased security measures and support to the Kuki-Hmar-Zomi-Mizo community.”&nbsp;</p>

<p>This comes as the state has been facing one of its worst ethnic flare-ups in recent decades which broke out between the valley-majority Meitei and the hill-majority Kuki tribes nearly two months ago. More than 100 people lost their lives due to the fighting.&nbsp;</p>

<h2><strong>Kuki groups withdraw roadblocks on Manipur NH 2</strong></h2>

<p>In what is being described as a major development in the state, United Peoples’ Front (UPF) and Kuki National Organisation (KNO), two prominent Kuki umbrella organisations, on Sunday, announced that they are lifting the roadblocks on National Highway 2 in Manipur’s Kangpokpi district.&nbsp;</p>

<p>In a joint statement, the organisations said that given India’s Union Home Minister Amit Shah’s “deep concern to restore peace and harmony in the State and alleviate the plight of people in general,” they have decided to lift the blockade with “immediate effect to ensure uninterrupted supply of essential commodities in the State.”&nbsp;</p>

<p>They added, “The decision was taken after wide ranging consultations with Civil Society Organisations, village chiefs, youth and women leaders on several occasions.” &nbsp;</p>

<h2><strong>Manipur CM visits the site of the incident</strong></h2>

<p>CM N Biren Singh who had offered to resign, earlier this week, visited the site of the incident, on Sunday to take stock of the situation as well as interact with the locals.&nbsp;</p>

<p>This comes after the RSS appealed for peace in Manipur, and ensure the safety of human lives and permanent peace in the state.</p>

<p>Hitting out at PM Modi, Ramesh said, "But what of its much-celebrated former Pracharak, who now controls the administrative machinery at the Centre and in the state? Has he outsourced the public appeal to the organisation that moulded him? When will Mr Narendra Modi, the Prime Minister of India, say something, do something on Manipur? Is he only a Prachar Mantri and not Pradhan Mantri?"</p>

<p>Also on Sunday, Congress President Mallikarjun Kharge asked the central government to allow an all-party delegation to visit Manipur. Taking to Twitter, Kharge said the Modi government did not consider Manipur as part of India.&nbsp;</p>

<p>"Your government is asleep at the wheel while the state burns. Follow the Raj dharma. Act firm on all elements that disturb the peace. Restore normalcy by taking citizen groups in confidence. Allow an all-party delegation to visit the state," Kharge tweeted.</p>

Manipur violence: Indian Army soldier injured in firing in Imphal west

A federal Indian minister’s house has been set on fire by a mob in the remote northeastern state of Manipur, which has been hit by clashes between members of rival ethnic groups for more than a month, officials said.

<p>Fresh violence broke out in the conflict-torn Indian state of Manipur on Friday night as reports emerged of automatic weapons firing from Kangvai in Churachandpur district and Kwakta in Bishnupur district and intermittent bursts of firing took place on Saturday morning, stated police and army sources.<br />

There were also reports of mob build-up and attempted arson and vandalism. State police and joint forces of the Army, Assam Rifles, and Rapid Action Force undertook a Flag March in the Imphal East district late at midnight.</p>

<h2><strong>Two civilians injured in mob dispersal</strong></h2>

<p>According to the report, arson was attempted at the Palace Compound near Advance Hospital. Last evening, a mob of around 1,000 people congregated and attempted vandalism and arson.</p>

<p>Rubber bullets and tear gas were fired by the RAF to disperse the mob, in which two civilians suffered injuries. There were also reports of mob build-up near Manipur University.<br />

Around 200 to 300 people had collected near Thongju at 10.40 pm local time and tried to vandalise the local MLA's residence.<br />

A column of the RAF dispersed the crowd. Last night, another mob attempted to vandalise Iringbam Police Station in the Imphal West district. At 11:40 pm local time, 300 to 400 people gathered outside the police station and tried to ransack it. The RAF dispersed the crowd.<br />

According to the sources of the Army, the office of the country's ruling party Bharatiya Janata Party (BJP) was surrounded by a mob of 200 to 300 people around midnight at Sinjemai, and the crowd was dispersed by an Army column.<br />
<br />
The mob gathered also tried to vandalise state BJP president Adhikarimayum Sharda Devi's residence in Imphal West at midnight, however, their efforts were foiled by the Army and RAF. According to the Army, the crowd was dispersed.</p>

<h2><strong>Cong&nbsp;attacks Modi, says PM not willing to talk to people</strong></h2>

<p>In the wake of escalating violence, senior Congress leader P Chidambaram attacked Indian Prime Minister Narendra Modi, saying that he is not willing to talk to the people.</p>

The other engine (the centre) has decoupled itself and is hiding in the loco shed,” stated Chidambaram in a tweet. He also stated that Manipur Chief Minister Biren Singh has lost the confidence of the people<br />

“It is obvious that Mr Biren Singh has lost the confidence of all sections of the people of Manipur. It is also obvious that Mr Narendra Modi is not willing to talk to the people of Manipur nor even make an appeal for peace,” Chidambaram said.<br />

The fresh attacks broke out in Manipur a day after a mob of 1200 people had burnt down the home of Union Minister RK Ranjan Singh by throwing petrol bombs.<br />

In the state of Manipur, violence has escalated between two communities over the last few days as mobs continue to target the property. Efforts are being made by the centre to implement a peace plan, however, the law and order situation continues to remain extremely volatile.</p>

The mob gathered also tried to vandalise state BJP president Adhikarimayum Sharda Devi's residence in Imphal West at midnight, however, their efforts were foiled by the Army and RAF. Violence between members of the Kuki ethnic group, and Mei-teis, the dominant community, erupted on the third of May.

<p>The Kuki militants were trying to make bunkers close to Meitei localities when they were challenged by security forces resulting in the exchange of fire.</p>

<h2><strong>Curfew timings extended</strong></h2>

<p>In the wake of the volatile station, the district authorities have cut short the curfew relaxation hours from the usual 5 am to 6 pm in Imphal East and Imphal West to 5 am to 9 am. Curfew remains in force in 11 of the 16 districts of Manipur, while internet services are suspended in the entire northeastern state.</p>

<p>So far, more than 100 people have lost their lives and 310 others were injured in the ethnic violence between Meitei and Kuki community people in Manipur that broke out a month ago.</p>

<p>Clashes first broke out on May 3 after a 'Tribal Solidarity March' was organised in the hill districts to protest against the Meitei community's demand for Scheduled Tribe (ST) status.</p>

<p>The ethnic violence turned worse in the wake of a directive of the High Court asking the state government to consider including the Meitei community in the list of Scheduled Tribes (STs).</p>

<p>An eight-year-old boy, who was injured in India's Manipur during clashes,&nbsp;was reportedly charred to death when an ambulance was set ablaze. He died along with his mother and another relative, media reported, quoting officials and some sources.&nbsp;</p>

<p>A report by NDTV mentioned that on Sunday (June 4)&nbsp;the vehicle was set ablaze with three people inside, including the minor. The incident took place in the Iroisemba area of Imphal West&nbsp;which is under the jurisdiction of the Lamphel police station.&nbsp;</p>

<p>The report mentioned that those who lost their lives have been identified as eight-year-old Tonsing Hangsing, his mother Meena Hangsing, and a relative who was also with them, identified as Lydia Lourembam.&nbsp;</p>

<p>Hangsing, who is reportedly the son of a tribal man and a Meitei mother, received life-threatening wounds when he sustained a bullet wound in his head during a shoot-out. The report cited police and army sources as saying that he was being taken to the hospital.&nbsp;</p>

<p>A senior Assam Rifles officer confirmed the incident. The official also noted that security has been beefed up in and around the camp where the tragic incident took place.&nbsp;</p>

<p>The report further stated that a gunfight started in the area on June 4 evening&nbsp;and he was hit by a bullet despite the fact that he was in the camp. They were staying at an Assam Rifles relief camp at Kangchup.&nbsp;</p>

<p>As quoted by India TV, sources said: "A senior Assam Rifles officer immediately spoke to police in Imphal and arranged for an ambulance. Since the mother was from the majority community, a decision was taken to take the kid to the Regional Institute of Medical Sciences in Imphal by road."&nbsp;</p>

<p>Divulging details about the incident, one of the sources added that the ambulance was under Assam Rifles escort for a few kilometres, but after that, the local police took over. The report mentioned that at around 6:30 pm (local time), the ambulance was "waylaid by civilians" at Isoisemba and set ablaze. <p>The police said that the situation now is normal in most parts of the state and that the curfew has been relaxed for 12 hours (from 5 am to 5 pm) in Imphal West, Imphal East and Bishnupur; eight hours (between 8 am and 4 pm) in Jiribam; seven hours (between 5 am and 12 pm in Thoubal and Kakching; 10 hours (between 5 am and 3 pm) in Churachandpur and Chandel; eight hours (from 6 am to 2 pm) in Tengnoupal; 11 hours (from 6 am to 5 pm) in Kangpokpi; and 12 hours (from 6 am to 6 pm in Pherzawl.</p>

<p>"There is no curfew in Tamenglong, Noney, Senapati, Ukhrul and Kamjong," the police added.</p>

<p>This came after Amit Shah addressed a press conference in the capital city of Imphal on the conclusion of his four-day visit to Manipur and made an appeal to all the people to maintain peace, promote harmony, hold discussions, and surrender their weapons to the police.</p>

<p>Muan Tombing, general secretary of the Indigenous Tribal Leaders Forum (ITLF), said the government was likely to announce a judicial inquiry commission to probe the violence in the state. The commission is expected to be headed by a retired Supreme Court judge.&nbsp;&nbsp;</p>

<p>“The Home Minister said peace be given a chance for the next 15 days for a solution to be achieved. He said the Centre will appoint a judicial commission and separate teams will visit Imphal and Churachandpur during the period. We assured the Minister that we will not attack any group but if attacked, we will defend ourselves,”&nbsp;Tombing was quoted as saying by The Hindu newspaper.</p>

<p>Two communities - Kukis and Meiteis - have been engaged in attack on each other since the violence first broke out on May 3. Keeping the gravity of the situation in mind, Shah held closed-door meetings with leaders of civil society organisations and tribal representatives in&nbsp;Churachandpur - one of the worst-hit districts.&nbsp;</p>

<p>Apart from an independent probe, media reports said Shah had given several other assurances, including rehabilitation for loss of life and property and property transfer via direct benefit, relief material to the state and CBI investigation in select cases with no involvement of state officers.&nbsp;</p>

<p>On Tuesday, Shah took to Twitter and said he had held fruitful meetings with civil society members and reviewed the security situation with the law enforcement agencies.&nbsp;</p>

<p>During his visit, on Tuesday, he held a discussion with the representatives of several civil society organisations in Imphal.&nbsp;</p>
