<p>Opposition parties are repeatedly demanding imposition of President's Rule in Manipur in light of the ethnic strife and violence. On Friday, Manipur's state cabinet recommended that the Manipur Governor Anusuiya Uikey summon a session of the Assembly on August 21.</p>

<p>"The state cabinet has recommended to the Governor for summoning the 4th session of the 12th Manipur legislative assembly on 21st August 2023," read a notification issued on August 4.</p>

<p>More than 100 lives have been lost in the violence in Manipur so far. The strife has displaced thousands of people.</p>

<p>Clashes broke out between Metei and Kuki communities on May 3 days after the Manipur High Court asked the state government to consider adding the former, the majority community in the state, to the list of Scheduled Tribes.</p>

In new acts of violence reported late on Friday in Manipur's Bishnupur district, at least three persons died. The Meitei village in the Kwakta region is said to be the home of the deceased. In the recent violent occurrences, numerous Kuki community homes were also destroyed by fire.

<p>What started with street protests spiralled into an armed conflict. The Narendra Modi-led central government is facing backlash from the opposition parties. The monsoon session of parliament has been disrupted several times, to demand a detailed statement by Prime Minister Modi on Manipur in parliament, followed by a debate.&nbsp;</p>

<p>On July 26, the parliament authorised a no-confidence vote against the central government by opposition parties to force Modi to address in detail concerns about the violence in the northeastern state.&nbsp;</p>

<p>Approving the opposition motion, Lok Sabha speaker Om Birla said he would soon decide when the debate and vote would take place.</p>

<p>"The state police is incapable of investigation. They have lost control. There is absolutely no law and order,” the Supreme Court observed as it blasted the government for delays in filing first information reports, botched-up investigations and no arrests.</p>

<p>The Supreme Court’s clear-cut dressing-down of the state administration reaffirms the fact that Indian democracy is capable of delivering justice and healing its wounds, and that it doesn’t need unwarranted ‘well-wishers’ from outside, like the European Union.</p>

<p>The EU Parliament in early July adopted a motion that blamed “Hindu majoritarianism” for the ethnic clashes, in an attempt at painting the conflict in religious colours.</p>

<p>The EU resolution denounced “in the strongest terms nationalistic rhetoric deployed by leading members of the BJP party.”</p>

<p>It reflects the intellectual bankruptcy of EU lawmakers. Anyone who claims Manipur violence is a direct result of BJP’s ‘Hindu nationalistic policies’, is either unaware of history and facts or is being driven by vested interests.</p>

<h2><strong>Manipur: A history of violence</strong></h2>

<p>To begin with, tribal clashes in Manipur date back to the pre-colonial era, when Nagas and Meitei would often rise up against each other and vie for dominance. Interestingly, it was the Europeans who further complicated the ethnic equation in Manipur during the colonial era.</p>

<p>Britishers came in and sided up with the Meiteis, who primarily used to live in the valley area. The colonialists would help Meiteis defend against Nagas, who used to live up in the hills.</p>

<p>Then in the later years, Britishers came up with a plan to resettle Kuki tribals from neighbouring Burma (Now Myanmar) in the foothills of Manipur, who would act as a shield for the valley-dwellers Meiteis and absorb all hostilities of the Nagas.</p>

<p>So, thanks to the British rulers, Manipur’s already-fragile ethnic structure was further complicated to serve interests of imperial Britain. Now, the state had three tribes—Nagas, Meiteis and Kukis—who hated each other, would often fight armed rebellions and vie for control over the region.</p>

<h2><strong>Continuing rivalries​</strong></h2>

<p>Recent ethnic clashes in the Manipur state stem from tensions between the Meiteis and Kukis. Meiteis are primarily Hindus, who make up 53 per cent of the state’s total population but live only in 10 per cent land area in the valley. On the other hand, the Kukis constitute 28 per cent of Manipur’s population but live in 90 per cent land area in the hills.</p>

<p>Indian constitution acknowledges the Kuki community as one of the country’s most disadvantaged groups, a status which gives them special governmental benefits such as quotas in jobs and education.</p>

<p>While it is understandable that the state administration could have done a better job at curtailing the violence in the state, blaming BJP’s so-called majoritarian policies for violence is sheer ignorance.</p>

<h2>What is Indian govt doing to quell violence in Manipur?​</h2>

<p>In fact, the union government has taken a slew of measures since the violence broke out in the state on May 3.</p>

<p>On May 3 itself, the central government swiftly took action by engaging with Manipur's top leadership and deploying available Central Armed Police Force (CAPF) units.&nbsp;</p>

<p>An additional 124 CAPF companies and 184 Indian Army/Assam Rifles columns were deployed to reinforce security and maintain law and order.</p>

<p>Delving deep into history is a prerequisite for one to understand the complexities involved in such cases of ethnic clashes, especially when talking about one of the most diverse countries on the planet.&nbsp;</p>

<p>Issuing sweeping statements would only diminish public understanding of the matter, which may further aggravate the law and order situation on the ground.</p>

<p>When the opposition members insisted on a discussion under Rule 267, Dhankhar said, "Notices under Rule 267 have not been admitted by me. They have been declined by me."</p>

<p>Earlier in the day, when the chair asked the opposition if it was agreeable to a discussion, Leader of Opposition Mallikarjun Kharge insisted that it should only be under Rule 267.</p>

<p>"We have demanded a discussion under Rule 267. Our members have visited Manipur. Manipur is burning.... We want (a discussion) under Rule 267....," the Congress leader said.</p>

<p>As the shouting continued, the chair adjourned the House till noon.</p>

<p>When the House reassembled, Dhankhar allowed Kharge to speak, but the ruling party members were on their feet and did not allow him to speak.</p>

<p>"Though it is the Question Hour, as an extraordinary case, I am allowing the leader of opposition (to speak)," the chairman said.</p>

<p>With Kharge on his feet, the ruling Bharatiya Janata Party (BJP) members created an uproar and did not allow him to speak, forcing the chair to adjourn the house till 2 pm.</p>

<p>Rule 267 of the Rajya Sabha rulebook allows for the suspension of the day's business to debate on any issue suggested by a member.</p>

<p>The Rajya Sabha proceedings have continuously been disrupted since the House met for the Monsoon session on July 20. The opposition members have been creating an uproar, demanding a statement from Prime Minister Narendra Modi, followed by a comprehensive discussion on the ethnic violence in Manipur.</p>

<p>The central government's deployment of over 40,000 security personnel was also criticised for not being effectively utilised to protect the people of Manipur. Ningomba also pointed out that Prime Minister Modi had remained silent on the Manipur situation until a viral video prompted a response, which the people of Manipur had condemned.</p>

<p>This comes as a 21-member delegation from the opposition alliance INDIA visited the relief camp in Churachandpur district on Saturday. The region has been at the center of ethnic violence that erupted in Manipur on May 3.</p>

<p>TMC MP Sushmita Dev said, “It was important for us to come and meet the victims here, the sad part is that the Government of India should have sent a delegation but Opposition parties have to send a delegation here.”</p>

<p>“We met several people in the relief camp here and listened to their problems. We have assured them that there will be a change in the situation and we are all working in that direction,” said RJD MP Manoj Jha.&nbsp;</p>

<p>Shah said on Thursday (July 27) that a probe into the sexual assault of two&nbsp; women in the crisis-hit state, who were paraded naked by a group of men, will be handed over to the Central Bureau of Investigation (CBI).&nbsp;</p>

<p>Shah said a total of seven cases linked to the violence in Manipur will be handled by CBI. The Centre has also requested the Supreme Court to shift these trials outside the state.&nbsp;</p>

<p>Media reports citing sources said that the one who allegedly recorded the video has been arrested and the mobile phone was also confiscated.&nbsp;</p>

<p>In a report by Hindustan Times, Shah claimed that the initial probe into the retrieved device apparently suggested a conspiracy to corner the government.&nbsp;</p>

<p>PTI news agency quoting sources reported that the Union Home Ministry referred the case to the CBI and is seeking to hold a trial outside the state.</p>

<p>Though it hasn’t been decided, CBI officials are looking to hold the trail in a court in neighbouring Assam, they said.</p>

<p>According to ANI news agency, the police have recovered the mobile phone from which Manipur women's viral video was shot and the person who shot the video has been arrested.</p>

<p>Moreover, the home ministry is in touch with both Meitei and Kuki groups and holding talks to restore normalcy in the northeastern state of Manipur, ANI reported quoting official sources.</p>

<p>Opposition leaders say that they know that numbers aren't on their side to overthrow the government, but argue that the purpose of moving a no-confidence motion is to compel&nbsp;the Prime Minister to speak on the Manipur issue in the house, which would haven't happened otherwise.</p>

Government, opposition face-off over Manipur

<p>A group of MPs from the opposition alliance INDIA will visit Manipur on July 29 and 30 to assess the situation in the northeastern state which has been engulfed in ethnic violence since May 3.</p>

<p>The delegation of more than 20 opposition MPs will visit Manipur this weekend and will take a first-hand account of the situation in the state, Congress whip in Lok Sabha Manickam Tagore told PTI.</p>

<p>Sources said that one MP each from parties of INDIA bloc or their representatives are expected to be part of the delegation.</p>

<p>The delegation will visit both the valley and the hill regions of the state and meet different communities there. They will also visit some relief camps.</p>

<p>TMC's Sushmita Dev, JMM's Mahua Maji and NCP's Vandana Chavan are likely to be part of the delegation.</p>

<p>The opposition bloc had been demanding that a delegation of their leaders be allowed to visit the state but till now they had been denied permission in view of the situation there.</p>

A group of MPs from the opposition alliance INDIA will visit Manipur on July 29 and 30 to assess the situation in the northeastern state which has been engulfed in ethnic violence since May 3. The delegation of more than 20 opposition MPs will visit Manipur this weekend and will take a first-hand account of the situation in the state, Congress whip in Lok Sabha Manickam Tagore told PTI. Sources said that one MP each from parties of INDIA bloc or their representatives are expected to be part of the delegation. The delegation will visit both the valley and the hill regions of the state and meet different communities there. They will also visit some relief camps. TMC's Sushmita Dev, JMM's Mahua Maji and NCP's Vandana Chavan are likely to be part of the delegation. The opposition bloc had been demanding that a delegation of their leaders be allowed to visit the state but till now they had been denied permission in view of the situation there.
