Jammu & Kashmir: Security forces on 'high alert' at the Line of Control

Security forces in Jammu and Kashmir are facing a major challenge of drone droppings from across the border in the areas close to the Line of Control (LoC) and International Border. While the LoC and the International border have been sealed by the security forces, terror groups from across the border are using drones to drop payloads, carrying arms and ammunition as well as narcotics.

On April 3, security forces recovered a payload containing three pistols, six magazines and 4 grenades in the Samba area of the Jammu region. Security forces said that the payload was dropped by a drone from across the border. Before it could be picked up by the over-the-ground workers in the area, the security forces managed to bust it and recover the ammunition.

''The packet we have recovered has been opened and we have found three Chinese pistols, six magazines and four grenades from it. We are making an inventory and investigating the case. This area falls under Vijaypur thana of Samba district. We will investigate and see who the arms and ammunition was being handed over to, '' said Surinder Chaudhary, Additional SP Samba.

Hundreds of payloads carrying arms and ammunition as well as narcotics have been dropped with the help of drones from across the border in areas close to the Line of Control and International Border in the last year. The security forces have also introduced anti-drone technology in these areas close to the LoC. Recently, security forces also recovered sticky bombs and perfume IED payloads from areas close to the border areas. Security forces say new techniques and technology are being used to tackle the issue of these payloads with the help of anti-drone equipment.

''As I said, the threat keeps evolving and the enemy also tries to evolve and come up with new things, so sticky bomb is nothing new and perfume IED is something which has come up, my point is whenever such threat emerges, all the stakeholders sit and put their heads together to neutralise that threat before it can do any damage, we also evolve our own SOPs as to how to deal with such situation on the ground. We also try to train and brief our Jawans as to who will be responding on the ground. How to tackle such an emerging threat. It's important to brief it down the line to the last man on the ground so that he is aware of the threat and can neutralise it, '' said M S Bhatia, IG CPRF (Kashmir Operations).

The security forces in these bordering areas have many times brought down the drones coming from across the border. And most of the drones that were recovered are made in China and have a capacity of carrying around 20-30 kgs. They are used to carry arms and ammunition like AK-47 rifles, pistols, grenades, IEDs as well as narcotics and cash.

India: J&K gov't promises free education to children of martyred police officers

The Jammu and Kashmir government installed a statue of Mudasir Ahmad Sheikh, a policeman who was martyred during an encounter on May 25 in the Baramulla district.

Mudasir was killed during an encounter with terrorists in the Kreeri area of Baramulla in May this year. In the same encounter, three foreign terrorists were also killed by the security forces.

Jammu and Kashmir police's DG and Deputy Commissioner Baramulla were present while unveiling the statue. Last month Home Minister Amit Shah visited the residence of a slain cop in Uri, North Kashmir. Shah also visited the graveyard where Mudasir has been laid to rest and paid his respect.

While interacting with media, Jammu and Kashmir police's DG Dilbagh Singh said that the number of local terrorists in the Kashmir region has been brought down to two digits while a very smaller number of foreign terrorists were active in the valley and are being tracked down.

Talking about hybrid terrorists, he said: "It has been a challenge as the handlers across the border had been luring the young boys, giving them weapons and targets. We have largely succeeded in facing this challenge and this year so far, over 100 modules of Hybrid militants were busted across J&K."

On being asked about the threats to local journalists through a blog called Kashmir Fight, DG Police said, "Kashmir Fight blog is a circus of death. It is being run by ISI. There are some people across the border who are not able to digest the peace prevailing in Kashmir and hence continue to issue threats to police, media men and even public representatives. If the media is not writing about Pak agenda, the media has become the enemy for them as well. It is the media that has to take the call."

The DG also reviewed the security situation across north Kashmir.

Kashmir used to be the favourite location for the Bollywood Film Industry till the 1980s before the insurgency started. And after 30 long years, the Indian Film Industry is back in the Valley. The Jammu and Kashmir government has received more than 500 applications from filmmakers across the country for granting permission to shoot in the Valley. Over 150 permissions have been granted by the Jammu Kashmir government till now.

''The film industry in the country has had a great romance with Jammu and Kashmir, most of the films in the past were shot there. It was only for a brief period that people started going out looking for locations which were as beautiful which they could not find in the country, they had to travel abroad to go and shoot. Jammu and Kashmir provides the finest locations for the film shooting and recently the LG administration took an initiative and came out with a new film policy where many incentives are being given and a single window system is being provided. We have received a great response," said Sarmad Hafeez, Secretary of Tourism.

"A number of films are being shot here, almost around 150 film units and shoots are going on. Not only from Bollywood but from south and other platforms too. I am sure these film people shooting here will open new avenues and greatly benefit tourism,'' added Hafeez .

Under the new Film Policy, the Jammu and Kashmir government has put the permission system under Public Service Guarantee Act (PSGA). The JK administration has to give permission to filmmakers within a stipulated time of 30 days. A single window system has also been put in place to make it easier for the producers. The filmmakers can apply for permission online.

The government is also providing these filmmakers with incentives to shoot at various locations across the Valley. The local filmmakers of the Valley are happy that Kashmir is progressing, and local artists will also get a chance to work on these projects.

This rifle is a 9mm calibre weapon and it will be speculative to say anything further on it, till we check the past records,” said GoC 19 Div, Ajay Chandpuria, Indian Army.

“We had credible inputs about terrorist movement in the area. Certain ambush parties were deployed, we started at around 7am when movement was observed at the line of control and around 8:30 we ambushed the terrorists who had infiltrated. All the three terrorists were killed in a short fire fight. Arms and ammunition were recovered from them. Since the weather was bad, so it took time to carry the search operation,” said GoC 19 Div, Ajay Chandpuria.

Security forces have reports that around 120-140 terrorists are waiting at the launch pads to cross over to Indian territory.

Recovery of Chinese M16 rifle in J&K ambush perplexes security forces

All is not well within the People's Alliance for Gupkar Declaration (PAGD). The division and differences among the parties have come to the fore for the first time. The regional political party National Conference has announced that it will contest upcoming assembly elections on its own.

The National Conference in a press release said that members expressed dismay over the ''recent statements, audio jingles, and speeches made by some of the constituents of the PAGD targeting JKNC. The provincial committee members unanimously resolved that JKNC should prepare to contest all the 90 assembly seats."

However, the president of the National Conference and chairman of the Gupkar Alliance, Dr. Farooq Abdullah said that all is well with the PAGD, and the alliance will never break. He stated that the decision on whether to run in an alliance or separately will be made at a later date when elections will be held.

"If you cannot be courageous, you cannot do anything good for the people. Besides, there is a need to keep ourselves ready for the sacrifices," Abdullah said.

The other alliance partners in the PAGD have also come out in support of the PAGD Unity. PDP chief spokesperson Suhail Bukhari said that PAGD came into existence for a larger cause. "As far as some constituents issuing statements vis a vis the election, if any constituent has any reservation in the electoral alliance, it will be their own decision. but definitely would not affect the unity of PAGD. PAGD will continue to fight for the rights and dignity of the people of Jammu and Kashmir," he said.

Other political parties like the BJP and Apni Party termed the PAGD alliance as unholy and said it was bound to break.

BJP spokesperson Altaf Thakur said that the statement from the National Conference about going solo in the upcoming elections means all is not well within the alliance. ''The alliance is about to break as there are many ideological differences among the parties in the PAGD. And it's quite evident now, after the statement of NC, that it's bound to break soon. NC has understood that people have not accepted PAGD and that's why they want to break free from the alliance,'' Thakur added.

Apni Party vice president Ghulam Hassan Mir said that PAGD has no roadmap or vision. "The National Conference is a political party, and their main motive is power. They will fight elections on their own, NC Patron Farooq Abdullah has handed over the power to his son Omar, and it's his responsibility to keep the party intact. Farooq Abdullah tries to be bigger than he is. He is trying to be more than the National Conference, which is not a fact."
