The Jammu and Kashmir administration has banned the entry of poultry into the union territory following the outbreak of bird flu in neighbouring states.

An order issued by principal secretary, agriculture and animal husbandry department, said, "in the wake of the spread of bird flu in neighbouring states of J&K as a measure of abundant precaution and view of the declaration of whole J&K as 'controlled area' for bird flu disease, the government of UT of J&K imposes complete ban on import of live birds, including poultry and unprocessed poultry meat for any purpose into the union territory of J&K with immediate effect till 14-01-2021."

Although there have been no confirmed cases of bird flu in J&K in the Rajouri district of the Jammu region, several crows were found the dead following which authorities have taken their samples for testing.

Every year thousands of migratory birds from Europe and other parts of the world make Kashmir their home and with the fresh snowfall, experts believe it’s hard for them to find survival food.

“We believe since marshy lands are frozen, waterbodies covered with snow, several migratory birds have moved to states like Punjab which could be troubling because they will return,” said an official adding that a close eye is being kept on the situation.

Experts have told WION that migratory birds cannot be a primary source of infection as they have arrived in September. “But with the snow and cold condition, mixing of these birds with local ducks and geese population in local waterways outside the protected zones can cause havoc among the migratory bird population,” he said adding that “worrying part is the illegal hunting of these birds which can transmit the disease.”

Four states in India have reported the outbreak of bird flu following which the Centre has also asked states to be prepared for any eventuality.

In a major setback to former Jammu and Kashmir Chief Minister Farooq Abdullah, the Enforcement Directorate (ED) on Saturday attached several of his properties worth Rs 11.86 crore in connection with its probe into the J&K Cricket Association (JKCA) case, officials said.

An ED official told IANS, "We have attached properties of Farooq Abdullah, including three residential buildings and two plots."

He said the properties of the National Conference (NC) leader have been attached under the Prevention of Money Laundering Act (PMLA).

Among the attached properties are residences at Gupkar Road in Srinagar; Tehsil Katipora, Tanmarg; and Bhatindi Village, Sunjwan Jammu, the official said.

He further said that during investigation, it was revealed that from 2005-06 to December 2011, JKCA received Rs 109.78 crore from the Board of Control for Cricket in India (BCCI).

"Between 2006 and January 2012, Farooq Abdullah was the chairman of JKCA and he misused his position and clout to make illegal appointments of office-bearers at JKCA to whom he gave financial powers for the purpose of laundering of JKCA funds," the official said.

"Investigations further revealed that Farooq Abdullah was instrumental as well as beneficiary of the laundered funds of the JKCA. Despite the existing bank account of JKCA, six bank accounts were opened for parking of JKCA funds," the official said.

He further said that one dormant bank account in the name of Kashmir wing of JKCA was also made operational for the same purpose.

"Investigation has found that JKCA funds worth Rs 45 crore was siphoned, which includes huge cash withdrawl to the tune of Rs 25 crore, with no corresponding justification," the official said.

He further said that for the purpose of generation of the proceeds of crime, funds were layered by a way of complex interbank transfers in all the bank accounts of JKCA and also by transfer to several personal bank accounts, followed by sbiponing of funds.

The ED has questioned Farooq Abdullah twice in connection with a case of alleged misappropriation of funds when he was the chairman of the JKCA.

The ED case is based on an FIR filed by the CBI, which booked former JKCA office-bearers, including general secretary Mohammed Saleem Khan and former treasurer Ahsan Ahmad Mirza.

The CBI later filed a chargesheet against Farooq Abdullah, Khan, Mirza as well as Mir Manzoor Gazanffer Ali, Bashir Ahmad Misgar and Gulzar Ahmad Beigh (former accountant of JKCA) for "misappropriation of JKCA funds amounting to Rs 43.69 crore" from the grants given by the BCCI to promote the sport in the state between 2002 and 2011.

Just 48 hours before the commencement of DDC polls in Jammu and Kashmir, three terrorists travelling in a car attacked Quick Reaction Team (QRT) and killed two Army jawans on Thursday. The incident took place at Parimpora on the outskirts of Srinagar. CCTV footage of the incident is now being analysed by the security forces in order to identify the attackers, Inspector General of Police (Kashmir) Vijay Kumar said.

The terrorists opened fire on the security forces at Khushipora in the Parimpora area, resulting in injuries to two army personnel. The injured soldiers were rushed to a military facility in the nearby Shariefabad camp where they succumbed.

"Three militants travelling in a car fired indiscriminately at the army men, leaving two of them seriously wounded. Both the injured soldiers have succumbed," Kumar told reporters near the site of the incident.

The IGP Kashmir said security forces are now chasing the vehicle which was used in the attack.

"It seems the attack was carried out either by Lashkar-e-Toiba (LeT) or Jaish-e-Muhammad (JeM) outfit," he said.

"There is movement of LeT and Jaish here and we will identify the group behind the attack by evening. Among the three, two could be FTs (foreign terrorists) from Pakistan and one local. We are analysing the CCTV footage," he said.

Jammu and Kashmir: Terrorists kill two armymen

Senior BJP leader Mukhtar Abbas Naqvi on Friday said that the government led by Prime Minister Narendra Modi will rid Jammu and Kashmir of the "corruption of clan".

He said that the Union territory has been moving forward on the path of inclusive development by demolishing the "web of dynasty".

"Prime Minister Narendra Modi led-government has ended the 'corruption of clan' from the corridors of power of Delhi and now it will make Jammu and Kashmir free from 'corruption of clan'," Naqvi, who is the union minister for minority affairs, said at an election meeting in Balahama area of the city here.

He said that secularism is not a "definition of vote politics" for the BJP.

"It is determination for inclusive development. The Modi era is an era of 'Iqbal' (authority), 'Insaaf' (justice) and 'Imaan' (integrity) where inclusive development, security and prosperity of the country are of the utmost priority," he said.

"After several decades, the people of Jammu and Kashmir have become an equal partner in transparent democratic and development processes," he claimed.

Naqvi alleged that the "dynastic politics" had deliberately deprived the people of Jammu and Kashmir of mainstream development process and their constitutional rights.

"Now, the BJP is committed to take the Union Territory forward on the path of prosperity," he added.

Naqvi reiterated his party's allegation that the "Gupkar Alliance" is a conspiracy against the country.

"The alliance is trying to create confusion among the people of Jammu and Kashmir but they will not succeed in their attempt. The people will never accept any such alliance which wants to throw Kashmir back into the quagmire of separatism and terrorism," he said.

Four jawans of Indian army and three terrorists were killed in Jammu and Kashmir on Sunday, an Indian Defence Ministry spokesperson said, in the bloodiest gun battle in the disputed region since April this year.

The terrorists made an abortive bid during the night to infiltrate into the Indian side of the LoC in Machil sector in north Kashmir's Kupwara district, they added.

The infiltrators were challenged and three of them were killed, the officials said.

However, three Army soldiers, including an officer, and a Border Security Force (BSF) jawan were also killed during the operation, they added.

"A BSF soldier was killed in action (KIA) and the firefight stopped at 0400 hours," Col Kalia said in a statement.

He said more troops were rushed to the area and the movement of the militants was tracked with the help of surveillance devices.

"Contact was re-established at 1020 hours when the heavy fire was drawn by own search parties approximately 1.5 km from the LoC. In the ensuing firefight, two more terrorists were killed. Own troops suffered three KIA and two injured," Col Kalia said.

This is the highest number of army casualties along the Line of Control in Kashmir since April this year. Five Indian troops and an equal number of militants were killed in April this year when armed militants were challenged by Indian troops in the area.

Apart from being known from its mesmerizing beauty, the valley of Kashmir is also famous for its high-quality saffron, a spice derived from the crocus flower. Over the years, the world's most expensive spice has seen a decline due to several factors and now due to COVID-19, the market demand has fallen.

The vast fields have turned in a purple canvas and people are busy picking the crocus flower with the first sunrise. The business remains a family affair as thousands of them gather to pick saffron threads by hand with the break of dawn. The purple blossom marks the arrival of winter in Kashmir.

Around first century BC, immigrants from Central Asia are believed to have introduced the Saffron cultivation to Kashmir and since then it has exponentially grown.

Primarily, the spice is commercially grown in Spain, Iran and India but the produce from the valley is considered the best in the World with high price value. From the last few years, the saffron crop has seen a decline in its production caused by several factors including erratic rainfall which experts link to Global warming.

"Global warming is a big factor. Rain doesn't fall on time. The government had installed tube wells but irrigation doesn't happen on time. We want the government to do something about this," says Saqib Qadri, a farmer.

According to a data available, the production of Kashmiri saffron has declined by 65 per cent over 22 years and to save these farmers, the government has come to their rescue by issuing the certificate of geographical indication. This will make Kashmiri saffron stand out from the cheap Iranian variety which currently captures 90 per cent of the world market.

In order to produce just one kilogram of spice, around one lakh fifty thousand flowers must be picked one by one which is a herculean task.

"The opening of Saffron park by the government is a help. We also need proper water sprinkling. The government hasn't been unable to provide us with this but we hope in a year or so, they do this," Rafiq Ahmad says.

Kashmir saffron is used in health products, cosmetics and forms an integral part of traditional Kashmiri dishes.

The local produce is high in aroma with natural deep-red colour and long, thick stigma. This industry in Kashmir employs around one lakh twenty thousand people from about 226 villages and helps boost the rural economy.

India asks Riyadh to take 'corrective steps' on currency showing Jammu and Kashmir separate

It is a misnomer to call Pakistan’s naked aggression on Jammu and Kashmir in 1947 as ‘tribal raid.’ Pakistan organised the invasion and directly supervised operations.

‘Operation Gulmarg’

There is some evidence that even by last week of May 1947 Pakistan gave shape to plans to forcibly annex Jammu and Kashmir. Major Onkar Singh Kalkat, who had opted for India and was awaiting repatriation, was posted at Bannu, North West Frontier Province (NWFP).

On 20 August 1947 he stumbled upon a letter marked ‘Personal/Top Secret.’ It was addressed to his Brigade Commander CP Murray, a British army officer, and signed by Gen.Frank Messervey, Chief of Staff of Pakistan army.

Attached to the letter was an appendix that detailed the plan of ‘Operation Gulmarg’ for invasion of J&K. The plan envisaged key role for Pashtun tribesmen. The Pathan officers from the Frontier Force Regiment were to function as commanders of the lashkars.

In August 1947 itself, Gen.Thimayya had gone to Lahore to attend a meeting of the Boundary Force. He overheard Pakistani officers talking about stationing their respective regiments at Gulmarg and Pahalgam. About the same time, two senior commanders of 11 Cavalry (Frontier Force) were asked to participate in the task of Jehad-e-Fisabilillah (‘Freedom for Kashmir’).

Two Plans

1. Peshwar Plan

This Plan, conceived by NWFP Chief Minister Khan Abdul Qayoom Khan, involved use of tribal lashkars for invasion of Kashmir. Senior Britishers serving in Pakistan army and NWFP Governor Sir George Cunnigham were kept in loop about this plan.

2. Lahore Plan

This plan had been prepared under the directions of Sardar Shaukat Hayat Khan, a minister in West Punjab government. In this plan Colonel Mohammad Kiani talked about pincer attack from Kashmir and Jammu.

His plan had three main features:

1. Organising armed groups in Poonch which would then march to Srinagar.

2. Organising underground subversive network in Kashmir valley which would stage revolt when needed.

3. Disruption of line of communication on Kathua-Jammu road to prevent Indian reinforcements to Kashmir.

In the first week of September 1947, Pakistan Prime Minister Liaquat Ali Khan directed Col.Akbar Khan to make another plan.

Col.Akbar Khan’s plan ‘Armed Revolt inside Kashmir’ was not much different from Kiani's plan but stressed that Poonchis and Mirpuris be given the main role in the invasion.

Chief Ministers of NWFP and Punjab were directed to sort out the logistics for the invasion. They were given specific instructions to enroll ex-servicemen from Poonch and Punjab to provoke large-scale violence in Poonch and organize border raids from Kathua to Mirpur.

Recruitment of Pashtun Tribesmen

By the end of second week of September 1947 Major Khurshid Anwar and Pir Manki Sharif toured NWFP extensively to recruit tribesmen for ‘Jihad.’ The entire operation of arming and recruitment of tribesmen for Kashmir campaign was directly under supervisory control of NWFP govt.

Raw religious emotions were worked up to recruit tribal lashkars and a force comprising tribal lashkars and Pakistani soldiers in civvies was mobilised to launch an invasion.

All criminals in the tribal belt of NWFP were given general amnesty for joining ‘jihad’ for Kashmir. The Chief Minister of NWFP also arranged joining of thousands of Afghan Parwindas in Kashmir campaign. The tribesmen were also tempted that war booty in Kashmir captured by the invading force would be theirs.

Besides Pathan lashkars other elements that were involved in the invasion force were workers of Muslim League and Communists led by Latif Afghani.

In June 1948 at the instance of Pakistan government, Ahmedi leadership helped raise Furqan battalion from young volunteers of Ahmedi community. Some retired officers belonging to Ahmedi community too were recalled and attached to Furqan battalion.

Key Elements

The main role in the invasion was given to the Pakistan Army, the Frontier Constabulary, the Kassadars and Tribal Levies. Khwaja Abdur Rahim, a communal maniac and a known scamster, was posted as Commissioner of Rawalpindi.

He was directly involved in handling logistics. Jamaat Islami ideologue Maulana Abul-Ala Maudoodi and Ahmedi leaders Mirza Bashiruddin Mahmud Ahmed were approached to render help.

Pakistan deputed Nasira Siddiqui, a top Muslim League worker, to Srinagar in early August 1947 to subvert the loyalty of Muslim officers in the state bureaucracy and army to support its game-plan. She received a bullet injury at Pattan on 27 October 1947.

Mahmud Ahmad, an Ahmedi leader, allegedly sent 700 rifles and a huge cache of ammunition to Hameedullah Khan, President of Muslim Conference.

Many Muslim Conference workers from Srinagar were taken to Abbottabad and trained in the use of firearms. At the end of August 1947 senior bureaucrats of provincial administration of NWFP smuggled arms and ammunition to Srinagar and distributed this to different Pakistan cells.

Ex-servicemen, belonging to West Punjab and NWFP, were sent to Kashmir and stationed at strategic points.

Border raids were organised to disperse the state forces and target Hindus and Sikhs. Loot, arson, killings and abduction of women continued unabated.

Jinnah’s Role

NWFP Governor Sir George Cunnigham admits that Jinnah knew everything about the Kashmir invasion. Shaukat Hayat Khan corroborates that Jinnah okayed the plan. In fact, Jinnah and Liaquat Ali Khan fully endorsed Khan Abdul Qayoom Khan’s plan to recruit Pashtun tribesmen. It was Jinnah who arranged condemned ammunition for two fronts at the instance of Shaukat Hayat Khan.

Khan Abdul Qayoom Khan had his own force, comprising the members of the Frontier Police, separate from that of Major Khurshid Anwar’s tribesmen. When the two forces converged near Srinagar a dispute arose about who would make a triumphant entry into Srinagar for plunder. There were armed clashes among the warring factions leading to many casualties.

Second Invasion

Pakistan made another attempt to annex Kashmir valley through Tithwal in February 1948. The last remnants of the raiders were flushed out from Kashmir valley by early June 1948.

Chief Ministers of NWFP and Punjab were directed to sort out the logistics for the invasion. They were given specific instructions to enroll ex-servicemen from Poonch and Punjab to provoke large-scale violence in Poonch and organize border raids from Kathua to Mirpur. Recruitment of Pashtun Tribesmen By the end of second week of September 1947 Major Khurshid Anwar and Pir Manki Sharif toured NWFP extensively to recruit tribesmen for ‘Jihad.’ The entire operation of arming and recruitment of tribesmen for Kashmir campaign was directly under supervisory control of NWFP govt. Key Elements The main role in the invasion was given to the Pakistan Army, the Frontier Constabulary, the Kassadars and Tribal Levies. Jinnah’s Role NWFP Governor Sir George Cunnigham admits that Jinnah knew everything about the Kashmir invasion. Second Invasion Pakistan made another attempt to annex Kashmir valley through Tithwal in February 1948. The last remnants of the raiders were flushed out from Kashmir valley by early June 1948. The questioning of former J&K chief minister and current member of parliament, Farooq Abdullah, ended after more than six hours in relation with the J&K Cricket Association scam, at the Enforcement Directorate office in Srinagar.

The multi-crore scam which came to light in 2012.

While speaking to media after leaving ED, Farooq, visibly angry, said he stood by the Gupkar declaration and against the abrogation of J&K special status.

“ED investigation shouldn’t be mixed with politics. They are doing their job. I will cooperate in the investigation,” he said.

Son of Farooq and former J&K chief minister Omar Abdullah called the questioning by ED a political vendetta while other political parties including Mehbooba Mufti-led PDP supported the member of parliament while questioning the timing.

The National Conference in a statement accused the BJP of employing agencies to target Farooq in wake of the formation of people’s alliance for Gupkar declaration -- which demands restoration of pre-August 5 status in J&K and Ladakh.

“The ED summon to Dr Farooq Abdullah is clearly the result of the unity that Dr. Sahib has been able to forge among mainstream political parties in J&K. This is the price one faces when opposed to BJP’s ideology and divisive politics,” the statement said.

The case was taken over by the Central Bureau of Investigation, the premier investigating agency of India, who filed a charge sheet against ex-office bearers of JKCA including Farooq Abdullah. The case of ED is based on a CBI FIR alleging misappropriation of Rs 43.69 cr.

Nearly 12 days after curbs were imposed in J&K following the scrapping of Article 370, the valley is gradually returning to normalcy. Broadband services have been restored in some parts

Kashmir on path to normalcy: WION speaks to Srinagar locals; Here's a ground report

Virtual SIM cards pose a new headache for security agencies fighting terrorism in Jammu and Kashmir as their use in the valley has seen an increase among terror groups to connect with their handlers in Pakistan, officials said here.

The penetration of this new technology was found in 2019 when a request was sent to the United States to seek details from a service provider of "virtual SIMs" used by suicide bomber of Jaish-e-Mohammed terror group involved in the Pulwama attack that left 40 CRPF personnel dead.

However, a detailed investigation done by the National Investigation Agency (NIA) and other security agencies indicated that over 40 virtual SIM cards were used in the Pulwama attack alone, and there are probably more of them floating in the cyberspace of the valley, the officials said.

It is a fairly new modus operandi wherein terrorists across the border are using "virtual SIM" cards, generated by a service provider from a foreign country.

In this technology, the computer generates a telephone number and the user downloads an application of the service provider on their smartphone.

The number is linked to social networking sites like WhatsApp, Facebook, Telegram or Twitter.

The verification code for activating the service is generated by these networking sites and received on the smartphone.

The officials said the numbers used were pre-fixed with a country code or Mobile Station International Subscriber Directory Number (MSISDN) number.

They said that, besides telecom companies in the US, Canada, the UK, Israel, numbers of Puerto Rico, a Caribbean island being controlled by the US, are doing the rounds in the market.

Every mobile phone instrument is sent for a detailed forensic analysis to have a thorough check to look for any telltale signs of use of virtual SIM cards, the officials said.

Technology has its pros and cons, and while fighting terrorism, the security agencies have to not only keep up the pace but also move a step ahead of those planning to misuse it, says an official.

The risk of forging identities during purchase of virtual SIM cards also runs high.

During investigation of the 26/11 Mumbai attacks, it was found that an amount of USD 229 was wired to Callphonex, via Western Union Money Transfer receipt number 8364307716-0, for activating the Voice Over Internet Protocol (VoIP) used during the strikes.

The money was received from 'Madina Trading' located in Brescia in Italy and sender was claimed to be Javed Iqbal, a resident of Pakistan-occupied Kashmir (PoK).

However, after Italian police arrested two Pakistani nationals in 2009, it was alleged that the firm had made nearly 300 transfers in the name of Iqbal, who probably had never set his foot in Italy.

The Italian police, while concluding the probe, had said the Brescia-based company made several transfers using the identity of innocent, unsuspecting persons, whose identity cards or passports might have been stolen.

The Jammu and Kashmir administration and the Army signed a memorandum of understanding (MoU) on Monday for development and operationalisation of an airstrip in Kishtwar district, an official said.

The proposal envisages that the existing helicopter strip in Kishtwar will be further extended to make it viable for aircraft landing. The airport at Kishtwar would cater to the entire region, according to a statement.

Addressing the event, Union minister Jitendra Singh said the proposed airport would lead to ease of travel, besides boosting tourism and trade.

The MoU was signed by Rashtriya Rifles' Sector 9 Commander Brigadier Vikram Bhan and Civil Aviation Commissioner S Katoch in the presence Singh and Lieutenant Governor Manoj Sinha through video conference here at the Raj Bhawan, a spokesperson said.

Northern Command Commander Lieutenant General Y K Joshi and Lt Gen. Harsha Gupta, who is the commander of the 16 Corps, was also present.

The Lt governor said the aerodrome, whose operationalisation was pending since 2018, would provide a vital connectivity to the Kishtwar even during the severe winter conditions and for medical and other emergencies.

The airdrome at the district, which lies at more than 210 km from the nearest airport in Jammu, would reduce the time taken to travel between the two from eight hours to less than 30 minutes, the Lt governor said.

Sinha highlighted that the airport would benefit around 2.50 lakh people of the district and would give a fillip to the socio-economic development of the region.

Singh, who is the Udhampur MP, said he had proposed to the Airports Authority of India and the defence authorities that the airstrip at Udhampur might also be permitted for civilian use.

The Kishtwar airport, according to Singh, would also expedite the work on two major power projects, Pakal Dul and Keru.
Singh said he had first initiated the proposal about three years back to develop an airport at Kishtwar.

However, there were certain constraints and issues since the land adjoining the existing airstrip was in the possession of the defence authorities, according to the statement.

A series of meetings between the defence authorities and the Civil Aviation Ministry were organised by Singh over the past several months in New Delhi before an amicable agreement could be arrived at, it added.
