India: Kashmir to produce mustard oil worth $98 million this year, says government

The daughter of former Chief Minister of Jammu and Kashmir Mehbooba Mufti has accused the Government of India of curbing her fundamental rights by issuing a conditional passport after a year of court litigation. Iltija Mufti has alleged that the Criminal Investigation Department (CID) branch of Jammu and Kashmir Police has been misleading the court with different lies and are opposing the issuance of a passport to her.

Iltija Mufti was issued a passport valid only for the United Arab Emirates (UAE) and for a limited period of two years. Iltija, 35, had approached the Jammu and Kashmir high court after the travel document was denied by the regional passport office, citing an adverse report from CID.

Addressing a press conference at Jammu and Kashmir Peoples Democratic Party (PDP) headquarters in Srinagar, Iltija Mufti said “CID and Deputy Solicitor General is pressuring me to withdraw my petition in court, but I will not withdraw my petition as I have full faith in judiciary”.

Iltija further said that “the passport officer is lying when he says that I’m going to the UAE for further studies, instead I have stated in my application that I want to go UK (United Kingdom) or any other country for pursuing higher studies”.

“Despite knowing I'm not involved in any FIR or any other anti-national activity, how come the passport officer issued me a conditional passport just before the hearing in court. She said it’s ‘Andher Nagri’ here as the passport office is putting blame on the CID department and CID is putting blame on the passport office. In between I'm the actual sufferer,” said Iltija Mufti.

Iltija has decided to further fight for her rights. Meanwhile, the regional passport officer, Srinagar has said that after two years, an assessment will be done, and a decision will be taken accordingly on the further validity of Iltija's passport.

The garden attracted over 35,000 visitors on the third day of opening. And since the Tulips are in full bloom, it looks no less than a floral wonderland. The Tulip garden saw a record number of visitors last year with 360,000 visitors visiting the garden and the government expects that this year all previous records will be broken.

"I welcome you to the Tulip Garden. The numbers that I have till yesterday evening, we have crossed One lac visitor, exact number is One lac thousand approx. It's very encouraging, We are expecting that it will cross last year's numbers. We had 3.6 lac tourists visiting the garden last year which was an all-time high and this year we are very hopeful that we will surpass last year's numbers and will have many more tourists and visitors coming to see the garden," said Shayiq Rasool, who is a floriculture Officer at the Tulip Garden.

Around 500 gardeners and staff have worked day and night to ready the garden for the public. It takes these gardeners around six months to get the garden ready and huge planning is done much earlier before the opening of the garden.

"The tourists who have come here are extremely happy to see the garden, you can make out from their expressions while they are looking at the sea of colours of these tulips. Kashmir is a real Paradise, and everyone should visit the valley in Spring," said Shikha, a tourist.

Kashmir's Tulip Garden, Asia's largest, saw over 100,000 visitors in first week of opening

A calligrapher from a remote area in Central Kashmir's Ganderbal district has handwritten the Islamic holy book "Quran". Salima, a 22-year-old college student, first memorised the holy book and then wrote it by hand. She has become a role model for not only her village but the whole of the Kashmir region.

Salima's handwriting was always appreciated by her teachers and family and that's when she got the idea of writing the holy book. The calligraphy art of Salima is such that it hardly looks like it was written by her, it's no less than writing on a computer. Salima's grandparents played a major role in her interest in calligraphy as well as writing the Quran.

"I am so grateful to Allah, who gave me the capability of writing the Holy Quran. My grandparents always wanted all of my brothers and sisters to read and write the Holy Book Quran, and I suddenly developed an interest in writing the Quran. I was a little scared that I should not make any mistakes while writing the Quran. I went to two of our Maulanas who checked my writings every now and then and they found no mistakes," said Salima.

It took Salima four months to finish writing the holy book. She belongs to the Gujjar community, and the whole community is proud of her accomplishments. The whole village says that Salima has brought glory to the Gujjar community. Salima now plans to translate the holy Quran into her mother tongue 'Gojri' to make it easier for her community to understand the Quran.

"My parents and siblings supported me a lot while I was writing the holy book. Every family member showed extreme support for me, and my father brought me everything that I required to write. I was provided everything by my family. At first, I wanted to translate the Quran in Gojri, but I decided to write the Quran in Arabic first and later will do the Gojri translation as well. I belong to the Gujjar community, and I want to make it easier for our community to understand the Holy Quran. I want that this should be printed so that it reaches more and more people," said Salima.

The Gujjar community of the area now hopes that the government will help Salima to print and publish her handwritten Quran so that it reaches more and more people.
The 52nd session of the UN Human Rights Council (UNHRC) was a platform for Kashmiri activists from India to voice their aspirations and concerns regarding cross-border terror. Shuib Lone, a former lawmaker and activist, highlighted the significant decline in violence in the region, largely due to the constitutional changes in 2019 and local government reforms.

"The families of those impacted by cross border militancy have come out to share their experience" but warned that Kashmir faces new challenges from "hybrid war...the online radicalization of youth in Kashmir, with events from Afghanistan and used as a pretext to draw Kashmiri youth in the international conspiracy theories," said Lone.

India: 40-year-old man killed by terrorists in Jammu & Kashmir’s Pulwama; search ops launched

The Jammu and Kashmir Police have intensified the operations against narco-terrorism in the valley. Hundreds of kilogrammes of narcotics have been recovered in the last few months across the Union Territory. The areas close to the Line of Control (LoC) and International Border have been put on alert as most of the consignments of these narcotics come from across the border.

The Special Investigation Agency (SIA) of the police has intensified the investigations into the narco terror cases in the valley. Dozens of raids have been conducted in different areas of Jammu and Kashmir in the last week. Multiple arrests have been made along with huge recoveries. The SIA conducted raids across the Kashmir region in Anantnag, Pulwama, Budgam and Baramulla districts.

According to police, narcotics smuggling has been taking place at the behest of terrorists from across the border and all the arrests that have been made in the valley have had connections to Pakistan. A group was recently arrested in North Kashmir's Baramulla, which is close to the Line of Control.

''The narco terror group that we have busted is connected to Pakistan. The handlers based in Pakistan are controlling this narco terror network in the valley. This group was huge, and they are the ones sending these narcotics to different parts of the valley and selling them to youngsters. It's a huge success for us,'' said Amod Nagpuri, SSP Baramulla.

According to police, ever since the vigil on the borders has been increased and infiltration brought down to zero, the money that used to come to Jammu and Kashmir through the hawala racket and distributed among terrorist organisations has been stopped. And that is one of the reasons that terror handlers in Pakistan have started the narco-terror trade.

''We are focusing a lot on narco terror funding. Huge recoveries have been made in the last few months. In one month, we have recovered around Rs 41 lakhs in Srinagar while Rs 26 lakhs in Baramulla. The money that is coming for terrorism and narco is on our radar,'' said Vijay Kumar, ADGP Kashmir Police.

Kashmir: Police intensify operations against narco terror in valley, seize drugs, cash

In India's Jammu & Kashmir, traffic on the national highway was suspended after a landslide happened in Ramban district.

Landslide blocks National Highway on India's Jammu & Kashmir

Around six decades back, India and Pakistan signed the Indus Water Treaty (IWT), brokered by the World Bank. The agreement was followed by nine years of negotiations and was termed as "one of the most successful international treaties" by the financial institution. Dwight Eisenhower, who was the president of the United States when the treaty was signed in 1960, described it as "one bright spot...in a very depressing world picture that we see so often". The treaty is linked to the use of waters of the Indus River System by the two countries. India has an absolute control of eastern rivers — Beas, Sutlej and Ravi — while Pakistan is allowed to "receive for unrestricted use waters of the western rivers which India is under obligation to let flow beyond the permitted uses," reads a government document. Chenab, Jhelum and Indus are the western rivers which flow through Jammu and Kashmir.

Tensions over the Treaty, however, escalated last month when India sent a notice to Pakistan over Islamabad's continued “intransigence” in implementing the agreement, by raising repeated objections to the construction of hydel projects on the Indian side.

Hydroelectric power projects at the centre of tensions
For more than a decade, the two countries have been locked in a standoff regarding the agreement and two hydroelectric power facilities on tributaries of the Jhelum and Chenab rivers. Some experts view the dispute intertwined with the decades-old Kashmir issue between the neighbouring nations.

The Kishanganga Hydroelectric Project, inaugurated by Prime Minister Narendra Modi in 2018, includes a tributary of the Jhelum. Since Pakistan was permitted unrestricted use of the western river, it raised objections against India's project and claimed that it would deplete river water levels. Another project, which prompted pushback from Pakistan, is the underconstruction Ratle river project on the Chenab River. In 2021, the Union Cabinet, chaired by PM Modi, approved an investment of Rs 5,281 crore for the 850 mega watt hydro-electric project that aims to improve the power supply position in the Union Territory.

Indus waters are a lifeline for Pakistan, which is counted as one of the most water-stressed countries of the world. In 2018, a report by the International Monetary Fund (IMF) ranked Pakistan on the third spot in a list of nations facing severe water shortage. Fears have prevailed over the worsening of climate-related conflict between the two nations that have nuclear arms.

In a factsheet on its official website, the World Bank explains: "The two countries disagree over whether the technical design features of these two hydroelectric plants contravene the Treaty." The agreement, it further stresses, "designates these two rivers, as well as the Indus, as the western rivers to which Pakistan has unrestricted use with some exceptions. Under the Treaty, India is permitted to construct hydroelectric power facilities on these rivers, subject to constraints specified in Annexures to the Treaty."

A document by India's Ministry of Jal Shakti cites annexures to stress that the country can use the water of western rivers for domestic use, including agricultural use and generation of hydro-electric power. India is "permitted to construct storage of water on western rivers upto 3.6 million acre feet (MAF) for various purposes as specified in the Annexure E of the Treaty," it reads.

A brief timeline
In 2010, the Kishanganga project faced a major challenge when Islamabad approached the Hague’s Permanent Court of Arbitration and accused New Delhi of violating the Treaty. In 2011, India was asked to submit related data after a visit by the Court of Arbitration to review the Neelum–Jhelum Projects in Pakistan-occupied Kashmir, and the Kishanganga facility. Two years later, the court told India to divert a minimum of water for the project. A minimum flow of 9 cubic metres per second (Cumecs) was permitted, which was more than the Indian government’s proposal of 4.25 cumecs. New Delhi was, however, told that construction of the dam could be continued in a setback to Pakistan.

In 2016, skirmishes along the Line of Control (LoC) triggered panic among workers and briefly disrupted the construction. The workers were shifted from Gurez to Bandipora at the time.

Pakistan also asked the World Bank in 2016 to facilitate the setting up of a Court of Arbitration to look into its concerns. "India asked for the appointment of a neutral expert for the same purpose. These requests came after the Permanent Indus Commission had been engaged in discussions on the matter for a while," the institution highlighted on the factsheet on its website.

"The World Bank sought to fulfill its procedural obligations with respect to both the Court of Arbitration and the neutral expert. The Treaty does not empower the World Bank to decide whether one procedure should take precedence over the other; rather it vests the determination of jurisdictional competence on each of the two mechanisms. At the same time, the World Bank actively encouraged both countries to agree amicably on a mechanism to address the issues," it further said.

On March 31, 2022, the international financial institution decided to resume the process of appointing a neutral expert and a chairman for the Court of Arbitration.

But earlier this month, New Delhi questioned the World Bank's decision to appoint a Court of Arbitration and a neutral expert under two separate processes to resolve differences. "I do not think they (World Bank) are in a position to interpret the treaty for us. It is a treaty between our two countries and our assessment of the treaty is that there is a provision of graded approach," External Affairs Ministry Spokesperson Arindam Bagchi said.

Hydroelectric power projects at the centre of tensions For more than a decade, the two countries have been locked in a standoff regarding the agreement and two hydroelectric power facilities on tributaries of the Jhelum and Chenab rivers. Under the Treaty, India is permitted to construct hydroelectric power facilities on these rivers, subject to constraints specified in Annexures to the Treaty." A document by India's Ministry of Jal Shakti cites annexures to stress that the country can use the water of western rivers for domestic use, including agricultural use and generation of hydro-electric power.
