Coinciding with Russian President Vladimir Putin's State visit to India on Thursday (December 4), Russian nuclear power agency Rosatom has announced that it has commenced delivery of nuclear fuel for the upcoming Unit 3 of India's Kudankulam Nuclear Power Plant (KKNPP) in Tamil Nadu. The Indo-Russian KKNPP is India's largest Nuclear power generation facility.&nbsp; Of the KKNPP's six VVER-1000 reactors, units 1 and 2 were connected to India’s national power grid in 2013 and 2016 respectively, and currently supply electricity to the southern regions of the country. Unit 3 is in the pre-commissioning phase, and Units 4,5,6 are in various stages of construction. Each of these reactors are capable of generating 1000Megawatts of power. When fully operational, KKNPP would generate about 6,000Megawatts of power. At present, KKNPP generates 2,000Megawatts, which is about one-fourth of India's total Nuclear power generating capacity.&nbsp; In November 2025, Rosatom had announced that preparations are underway for one of the key milestones- testing of safety systems on an open reactor at Unit 3 of KKNPP. The Nuclear Fuel Division of Rosatom has delivered the first consignment of nuclear fuel for the initial loading of the VVER-1000 reactor at Unit 3 of the KKNPP. The cargo flight successfully delivered fuel assemblies manufactured by the Novosibirsk Chemical Concentrates Plant (an enterprise of the Rosatom’s Nuclear Fuel Division), Rosatom said. A total of seven flights from Russia to India are planned to supply the entire reactor core and some reserve fuel. The shipments are provided under the contract signed in 2024, which includes fuel supply for units 3 and 4 of the KKNPP for the entire service life of the reactors.<h2>Kudankulam unit 3 to use longer-lasting nuclear fuel</h2>According to Rosatom, during the operation of Units 1 &amp; 2 of the KKNPP, Russian and Indian engineers have worked towards increasing the reactors' efficiency through the introduction of advanced nuclear fuel and extended fuel cycles.&nbsp; Starting from 2022, the KKNPP is supplied with nuclear fuel of the TVS-2M model. It provides more reliable and cost-effective reactor operation due to its rigid design, a new generation anti-debris filter and a increased mass of uranium. Its introduction has also enabled elongation of the fuel cycle of the reactors from 12 to 18 months, so the power units are being stopped less frequently for fuel re-load. Earlier, the reactors had to be refuelled every year, but now they need to be refuelled only once in 18 months, offer increased runtime after every refuelling. The upcoming Units 3 &amp; 4 of the KKNPP will become the first-ever&nbsp; VVER-1000 type reactors commence operations in an 18-month fuel cycle. This is the result of successful cooperation in recent years between Rosatom's Nuclear Fuel Division and Indian partners, as the efficient solutions that had been previously implemented at similar power plants in Russia and China were introduced at the two operational Kudankulam power units. Due diligence is conducted to ensure that such exports do not violate any of our laws".<h2>‘Deeply disturbed’ by reports of Indian parts in Russian drones</h2>As per a Hindustan Times report, documents show that a Ukrainian investigation found Indian-assembled or manufactured parts from Vishay Intertechnology and Aura Semiconductor inside the Shahed drones. These included a Vishay "bridge rectifier E300359" assembled in India and used in the drone's voltage regulator unit and an Aura Semiconductor "AU5426A" signal generator chip used in the drone's satellite navigation antenna.Both companies maintain they comply with all export regulations. In a statement issued in April, Aura Semiconductor, based in Bengaluru, said it was "deeply disturbed" by the possible diversion of its products to conflict zones. "We are deeply disturbed by the possibility that any of our components may have reached defence manufacturers through unauthorised third-party channels, in violation of our stated compliance framework and distribution agreements. We strongly oppose such activity and are committed to taking action wherever compliance gaps are identified," it said. According to media reports, New Delhi is in advanced talks with Moscow to acquire 'Voronezh' series radars for $4 billion that can be deployed to monitor and detect aerial threats such as ballistic missiles, fighter jets, and ICBMs. Its 8,000-kilometre range would allow India to detect any air threat from anywhere in China, South and Central Asia, and most of the Indian Ocean region.

The advanced radars are manufactured by Russia's Almaz-Antey Corporation, a specialist of the production of anti-aircraft missile systems and radars. Moscow claims the Voronezh series radars made by the company can detect 500 objects at a time and can even track stealth fighter jets. Its massive range also allows it to get complete information about any incoming ICBMs as well as near-Earth objects in space.

Russian state media RT reported that talks between the two nations are in advanced stages, in the backdrop of the visit by India’s Defence Minister Rajnath Singh to Russia.

The Sunday Guardian reported that the Indian government is pushing for manufacturing at least 60 per cent of the sought-after radars locally under its 'Make in India' initiative. Even officials from Almaz-Antey have reportedly visited India to talk to potential offset partners.

If the $4 billion massive radar deal is finalised, the defence system can be deployed in Karnataka's Chitradurga district.&nbsp; Indian officials have reportedly already surveyed the designated location for the installation.

He stated, "It is disheartening to see the leader of the world's largest democracy embrace the world's most notorious criminal in Moscow". His comments came in the backdrop of the recent hospital attack in Ukraine in which children also died.

PM Modi was on a two-day visit to Russia from the 8th to the 9th of July for the 22nd India Annual Summit that took place after a gap of three years. The last summit took place in December 2021, when Russian President Putin visited Delhi.

PM Modi's Moscow visit has seen a sharp response by Washington, with the US State department, White House, Pentagon, US NSA Jake Sullivan, US ambassador Eric Garcetti making remarks throughout last week.

While the State Dept said it has raised with India "concerns" over its ties with Russia, the US Ambassador asked not to take US ties for "granted" even as he dismissed the idea of "strategic autonomy in conflict". On Friday, Indian NSA Ajit Doval and his American counterpart held telephonic talks, which Indian readout said were on the upcoming quad foreign minister meet in Japan.

India continues to be the world’s largest arms importer, with Russia being the prime source of its procurement despite declining share in past years, the Stockholm International Peace Research Institute (SIPRI) reported on Monday (Mar 11).

India accounted for 9.8 per cent of the total global imports during 2019-2023. India’s arms imports increased 4.7 per cent between 2014-18 and 2019-23, despite the government’s continued efforts to boost domestic defence manufacturing and procurement.

However, Russia's share in Indian exports is slowly falling. In the period under review,&nbsp;Russia accounted for 36 per cent of India’s total arms imports, a first after the 1960-64 term when Russia’s share fell short of the 50 per cent mark.

The share is further expected to fall as India turns to France and the US for military hardware and Russia gets occupied with meeting its domestic demands in the face of the ongoing war in Ukraine.

France accounted for 33 per cent of India’s total arms imports while the figure stood at 13 per cent for the US. With the direct acquisition of 31 armed MQ-9B Sky Guardian drones from the US for $3.9 billion as well as 26 Rafale-M fighters from France for $6 billion, the share of the two countries is likely to go up in the current five-year period.

<h2>The China factor</h2>

Arms imports by Japan and South Korea, two of China’s key neighbours, were also up by 155 per cent and 6.5 per cent respectively.

According to experts, this trend was driven by concerns over China’s continued aggression in the Indo-Pacific region.

"There is little doubt that the sustained high levels of arms imports by Japan and other US allies and partners in Asia and Oceania are largely driven by one key factor: concern over China's ambitions," said Siemon Wezeman, Senior Researcher with the SIPRI Arms Transfers Programme.

Even as Ukraine seeks India’s backing in a draft resolution against Russia at the upcoming UN General Assembly meet, New Delhi has been taking great efforts to avoid discussion on additional sanctions against Moscow at the G20 bloc’s finance chiefs gathering scheduled to take place on Thursday in India's southern Bengaluru city.

According to Reuters news agency, which has quoted Indian government sources, India was not keen on discussing the issue even though US Treasury Secretary Janet Yellen said that they will "join with allies in holding Russia accountable" for the war during G20 meetings in India.

"India is not keen to discuss or back any additional sanctions on Russia during the G20. The existing sanctions on Russia have had a negative impact on the world,” one of the unnamed Indian officials was quoted as saying.

Apart from that, confusion prevailed at the meeting convened on Wednesday to decide on the draft of the G20 communique witnessed.

Despite India’s best efforts to form a consensus on the words by calling it a "crisis" or a "challenge" instead of a "war", discussions remained inconclusive, delegates of at least seven countries present in the meetings told Reuters.

Despite all attempts to impose some kind of restrictions on India, he is like an ice-breaker and continues moving in the direction which the Indian state needs,” Putin said during a plenary session of the&nbsp;Valdai International Discussion Club in Moscow on Thursday, according to Sputnik news agency.

Calling Modi a “patriot”, Putin underscored the historical ties shared between India and Russia, saying, “India has come a long way from a British colony to an independent country. We have a special relationship with India. It has been underpinned by a close ally relationship of many decades."

"A lot has been under the leadership of PM Modi. He is a patriot. His idea of 'Make in India' matters both economic wise and in ethics. The future belongs to India. It can be proud of the fact that it is the largest democracy in the world."

The Russian leader also slammed the West, saying that the latter incited the Russia-Ukraine conflict and blamed the US for stoking a crisis over China’s sovereignty in Taiwan to enforce its global dominance.

India and Russia have close and historical ties, with defence and now energy being the main pillars of the relationship.

The ambassador pointed out that India's foreign policy is of "neutrality, which means, India talks to everyone". Further explaining, he said, "India has dialogue with other countries, there is need of a dialogue and since India has this special relationship with Russia, why not."

Poland foreign minister Zbigniew Rau was in Delhi earlier this year for the Raisina Dialogue and held talks with India's external affairs minister Dr S Jaishankar.

Poland played a key role in the evacuation of Indians, mostly students from Ukraine, when the invasion started. The country helped in the evacuation of around 6,000 Indians and even announced a visa waiver for them as they fled Ukraine.

The ambassador said, "Operation Ganga was an example of good cooperation between India and Poland. Poland provided the possibility to conduct special flights."

India evacuated more than 22,000 of its nationals under Operation Ganga.

The ambassador slammed Russia saying that the country is "using food as a weapon”.

“They are destroying and stealing crops of Ukraine. They are blocking ports, from which Ukraine wants to export grain.”

He further said, "Fortunately, there was an agreement signed on July 22 in Istanbul on the safe transportation of grains and fertilizers from Ukrainian ports to global markets. Just one day after signing the agreement, Russia attacked the port of Odesa which showed intentions of Russia."

He batted for Europe to decouple from Russian energy resources as well.&nbsp;
