Russian Deputy Prime Minister Yury Borisov has indicated that India may be the first foreign buyer of its most advanced S-500 ‘Prometei’ anti-aircraft missile system.

When asked whether India would be the first country to purchase the Russian-made S-500, Borisov told RBC TV Channel on Monday, “Beyond a doubt, once we deliver this system to our troops, India will be the first on the list, if it expresses its desire to buy these advanced armaments.”

The S-500 ‘Prometei’ anti-aircraft missile system is the most advanced Russian mobile service to air system and was put into service earlier this year. In 2019, Turkish President Recep Tayyip Erdogan expressed interest in buying the S-500 units.

The comments from the Russian deputy prime minister comes even as the delivery of its long-range S-400 ground-to-air missile defence system to India has begun.

The $5.5 billion deal for five S-400 systems had become a thorn in the growing US-India partnership, with the latter running the risk of facing the Countering America's Adversaries Through Sanctions Act (CAATSA) sanctions.

Even though the US said it will try to negotiate with India to spurn the deal, New Delhi has been rejecting&nbsp;the jurisdiction of a third country’s domestic law.

Earlier on December 6, during the 21st India-Russia summit, Russian Foreign minister Sergei Lavrov claimed that the US had been planning to undermine the deal and make India “obey the American orders”.

India has proposed the inclusion of the key Chabahar port in the mega&nbsp;International North-South Transport Corridor (INSTC) that connects Mumbai with Moscow.&nbsp;

Speaking at "Chabahar day" hosted by India on the sidelines of the International Maritime Summit, India's External Affairs Minister Dr S Jaishankar said, "India has also proposed the inclusion of Chabahar in the INSTC route. I am hopeful that during the INSTC Coordination Council meeting, member states would agree to the expansion of the INSTC route to include the Chabahar Port and also agree on expanding the membership of this project."

Chabahar is key to India's connectivity towards its west, providing routes to Afghanistan and Central Asia while&nbsp;North-South Transport Corridor&nbsp;made up of rail, shipping, and road route currently passes via cities like Bandar Abbad, Bandar Anzali, Tehran in Iran, Baku in Azerbaijan and Astrakhan in Russia.

More than 10 countries are part of the corridor, with more countries keen to join it.&nbsp;Uzbekistan&nbsp;and Afghanistan, both landlocked countries, are keen on joining the connectivity project. Uzbekistan had proposed joining the project during the India-Uzbekistan virtual summit last year.

Highlighting Chabahar's role in connectivity, Jaishankar said it "has not only emerged as a commercial transit hub for the region but also facilitated the delivery of humanitarian assistance, especially during the COVID-19 pandemic" and "part of our shared commitment towards peace, stability, and prosperity of the people of Afghanistan."&nbsp;

Last year amid the pandemic, India had used the Chabahar port to send 75,000 metric tonnes of wheat as humanitarian food assistance to Afghanistan and&nbsp;25 MT of the pesticide Malathion to Iran to deal with locust invasion.

Highlighting Chabahar's role in connectivity, Jaishankar said it "has not only emerged as a commercial transit hub for the region but also facilitated the delivery of humanitarian assistance, especially during the COVID-19 pandemic" and "part of our shared commitment towards peace, stability, and prosperity of the people of Afghanistan." Last year amid the pandemic, India had used the Chabahar port to send 75,000 metric tonnes of wheat as humanitarian food assistance to Afghanistan and 25 MT of the pesticide Malathion to Iran to deal with locust invasion. Prepared for the members of the Congress for them to take informed decisions, the report went on to warn that "India's multi-billion dollar deal to purchase the Russia-made S-400 air defence system may trigger US sanctions on India under the Countering America's Adversaries Through Sanctions Act."

The CRS' reports are neither official reports of the US Congress nor reflect the view of Congressmen. They are prepared by independent experts for the lawmakers to take informed decisions.

In October 2018, India had signed a $5 billion deal with Russia to buy five units of the S-400 air defence missile systems, despite a warning from the Trump administration that going ahead with the contract may invite US sanctions.

India will produce about 300 million doses of Russia's Sputnik V coronavirus vaccines next year, a Russian official was quoted as saying.

According to Reuters, this new number is nearly three times the previously known quantity as deals have been signed with more manufacturers.

Russia is already testing the first samples of Sputnik V that were produced in India, its embassy in New Delhi said on Twitter on Friday, sharing a news story in which their vaccine czar Kirill Dmitriev was quoted.

"In India, we have agreements with four large manufacturers. India will produce about 300 million doses or more of the vaccine for us next year, " Dmitriev, the head of the Russian Direct Investment Fund (RDIF) told Rossiya 24 TV, according to news agency TASS.

India's Hetero Biopharma has already announced a deal with the RDIF to make more than 100 million doses of Sputnik V, whose efficacy has been found to be more than 91% in trials done outside India.

Indian officials have said they may approve some vaccines for emergency use authorisation in the coming weeks. So far only three vaccines from Oxford-AstraZeneca, Pfizer/BioNTech and Indian company Bharat Biotech have applied for urgent approval.

India is the world's second-worst affected country after the United States, which has recorded 16.9 million cases. It reported 22,890 new coronavirus infections on Thursday, taking its total to just shy of 10 million. The death toll stands at 144,789.

India is the world's biggest vaccine maker and its pharmaceutical industry is freeing up capacity and accelerating investments ahead of the global rush for COVID-19 shots.

The Indian Ocean, considered the backyard of the Indian Navy, is critical to the country's strategic interests.

The officials said a wide spectrum of drills including surface and anti-aircraft drills, helicopter operations, maneuvers and cross-deck flying was carried out for the second consecutive day as part of the 11th edition of the biennial Indo-Russian exercise Indra Navy.

"The exercise epitomises the long-term strategic relationship between the two navies," Indian Navy Spokesperson Commander Vivek Madhwal said.

The assets deployed in the exercise by the Russian Navy include destroyer Admiral Vinogradov, destroyer Admiral Tributs and fleet tanker Boris Butoma of the Pacific Fleet which are normally based at Vladivostok.

The Indian Navy is represented by guided missile destroyer Ranvijay and fleet tanker Shakti, along with their integral helicopters.

In July, the Indian Navy carried out a military exercise with a US Navy carrier strike group led by nuclear-powered aircraft carrier USS Nimitz off the coast of Andaman and Nicobar Islands. The USS Nimitz is the world's largest warship.

In the exercise with the US Navy, four frontline warships of the Indian Navy participated. The US carrier strike group was transiting through the Indian Ocean Region on its way from the South China Sea.

The US Navy carrier strike group comprises USS Nimitz, Ticonderoga-class guided missile cruiser USS Princeton and Arleigh Burke-class guided missile destroyers USS Sterett and USS Ralph Johnson.

The Indian Navy carried out a similar exercises with the Japanese navy in June.

India has been keenly following the evolving political situation after the US signed a peace deal with the Taliban in February. The deal provided for the withdrawal of American troops from Afghanistan, effectively drawing curtains to Washington's 18-year war in the country.

In his address at the combined meeting of defence ministers of the Shanghai Cooperation Organisation (SCO), Collective Security Treaty Organisation and Commonwealth of Independent States member states here in the Russian capital, Singh said that our goal should be security and growth for all in the region, but we are far from achieving security and growth for all.

He said that the security situation in Afghanistan remains a concern.

According to a recent UN report, as many as 533 Afghan civilians - including more than 150 children - were killed in war-torn Afghanistan due to fighting, highlighting the urgent need for all parties to the conflict to do more to protect civilians from harm.

Those deaths, along with 760 additional civilian casualties, came amid raised hopes that the Afghan government and the Taliban would begin substantive peace talks and prioritise efforts to protect all Afghans from the impact of coronavirus.

At the SCO meeting, Singh said: ?India will continue to support the efforts of the people and government of Afghanistan for an Afghan-led, Afghan-owned and Afghan-controlled inclusive peace process?.

He also praised the SCO Contact Group on Afghanistan, saying it is useful for exchanging notes among the member states.

The SCO comprises eight member states -- India, Kazakhstan, China, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan.

India has been a key stakeholder in the peace and reconciliation process in Afghanistan. It has been supporting a national peace and reconciliation process which is Afghan-led, Afghan-owned and Afghan-controlled.

The US has lost over 2,400 soldiers in Afghanistan since late 2001.

India has also been maintaining that care should be taken to ensure that any such process does not lead to any "ungoverned spaces" where terrorists and their proxies can relocate.

India has been calling upon all sections of the political spectrum in Afghanistan to work together to meet the aspirations of all people in that country including those from the minority community for a prosperous and safe future.

There have been global concerns over Pakistan's support to the Taliban and other terror groups operating in Afghanistan.

The talks are already going on. We expect, that the contracts, including the one on 6 Ka-31 helicopters, are signed before the end of year 2020."

Asked about S400 anti-aircraft missile system, the spokesperson said, "delivery of the first regimental batch is expected by the end of 2021" to India and "further acceleration of the delivery of the first batch from the system is technically impossible, since there are objective, technology-related stages of production, acceptance and transfer of equipment."

Both China and Russia share similar values on the global stage. They are lead by strong leaders -- just like the times of Mao and Stalin -- Xi Jinping and Vladimir Putin respectively.

Both leaders enjoy a cult of personality that is unrivalled. Their grip on power is absolute, and their friendship is there for the world to see.

Last year, at Xi's birthday, Putin had arrived bearing gifts -- a giant box of ice cream to be exact.

There are many such moments that stand out in the friendship of Putin and Xi. They have done photo-ops together; they have unveiled pandas at the Moscow zoo together; and they have cooked together, and that too not once, but twice.

In 2018, Putin made dumplings with Xi Jinping during a visit to China.

And when Xi came to Russia, they made pancakes together.

This bromance has resulted in a strong Russia-China partnership. And this is one friendship that India needs to be wary of.

The economic ties are the foundation of the Russia-China relationship.

China is Russia's biggest trading partner, and its largest Asian investor. As of September last year, Russia had a little over 12 per cent of its foreign currency assets in the Chinese currency.&nbsp;

Considering the various American sanctions on Russia, Moscow had shifted its reserves to the Euro and Yuan.

But despite being the best of friends, both countries don't see eye to eye on all issues. For example, China does not recognise Crimea as part of Russia.

Russia too hasn't backed China's claims over the entire South China sea.

And it is these differences that New Delhi needs to leverage -- if it wants to keep Russia on its side.

Both China and Russia share similar values on the global stage. They are lead by strong leaders -- just like the times of Mao and Stalin -- Xi Jinping and Vladimir Putin respectively. Both leaders enjoy a cult of personality that is unrivalled. Their grip on power is absolute, and their friendship is there for the world to see. Last year, at Xi's birthday, Putin had arrived bearing gifts -- a giant box of ice cream to be exact. There are many such moments that stand out in the friendship of Putin and Xi. They have done photo-ops together; they have unveiled pandas at the Moscow zoo together; and they have cooked together, and that too not once, but twice. In 2018, Putin made dumplings with Xi Jinping during a visit to China. And when Xi came to Russia, they made pancakes together. This bromance has resulted in a strong Russia-China partnership. And this is one friendship that India needs to be wary of. The economic ties are the foundation of the Russia-China relationship. China is Russia's biggest trading partner, and its largest Asian investor. As of September last year, Russia had a little over 12 per cent of its foreign currency assets in the Chinese currency. Considering the various American sanctions on Russia, Moscow had shifted its reserves to the Euro and Yuan. But despite being the best of friends, both countries don't see eye to eye on all issues. For example, China does not recognise Crimea as part of Russia. Russia too hasn't backed China's claims over the entire South China sea. And it is these differences that New Delhi needs to leverage -- if it wants to keep Russia on its side.

What's at stake

First is&nbsp;trade as China is Russia's&nbsp;top trading partner. In 2018, the bilateral trade between the two countries stood at 108.3 billion dollars. Germany, which is Russia's second biggest trade partner accounted for trade worth 59.6 billion dollars -- almost half.

When it comes to India, bilateral trade with Russia has been between 7 to 8 billion dollars for almost a decade now. In 2017, the India-Russia bilateral trade was less than a tenth of China-Russia trade.

So, when its comes to economy, Russia is highly dependent on Beijing. Russia is a part of China's Belt and Road Project.

Then,&nbsp;there is the Siberia gas pipeline project. The two countries also share geographical proximity, but the tide turns when it comes to defense.

Russia is India's largest defense supplier. In the last couple of years, the two countries have signed several defense deals. There is the 5.2 billion dollar deal for S-400 missile defense systems.

In 2019, India also signed a deal worth 2 billion dollars for the T-90 tanks. The Akula class nuclear-powered submarine deal was worth 3 billion dollars. These are just a few examples.

India was once among of the closest allies of Russia. This was until 2014; this has less to do with the change in government in Delhi, and more to do with Russia's annexation of Crimea. There were international sanctions and Russia leaned towards China. India, on the other hand, has been building ties with the United States, Japan and&nbsp;West Asia.

Over the years, Russia has cemented its ties with China and this is not specific to any government in Delhi.
