WION has learnt that Chinese indulged in provocative actions all throughout the day on Tuesday. The provocative action was&nbsp;in the areas around Rezang La, Mukhpari and continued till 6 pm on Tuesday. While no provocative action by the Chinese&nbsp;happened on Wednesday, PLA troops continue to remain in the same general area.

Both sides held the first brigade commanders meet since the Monday's incident when the Chinese Army PLA troops attempted to close-in on one of the Indian forward positions and shots were fired by them for the first time in 40 years.

The Wednesday talks lasted for 4 hours from 11 am to 3 pm but were without any outcome. During the talks "aggressive behaviour" by the Chinese forces was also raised, a government source told WION.

Chinese Army had claimed in a midnight statement on Monday that Indian side had fired shots which was strongly rebutted by the Indian army in a statement on Tuesday.&nbsp;

According to Chinese state media outlet the Global Times, the Indian troops had "illegally crossed the Line of Actual Control (LAC) into the Shenpao mountain region near the south bank of Pangong Tso Lake", quoting senior colonel Zhang Shuili, a spokesperson of the PLA.

The Indian Army&nbsp;rejected the claims of Indian troops transgressing into Chinese territory. However, their attempts were thwarted by Indian soldiers.

Indian and Chinese militaries on Sunday held another round of talks in eastern Ladakh in an attempt to calm tensions even as the situation remained "delicate" with both sides further rushing in additional troops and weapons following last week's confrontations, government sources said.

The nearly four-hour brigade commander-level interaction near Chushul could not produce any tangible outcome, they said.

The sources said the Indian Army has been on a very high level of alert and is ready to deal with any eventuality in the area.

The overall situation in the region continued to be delicate, they said.

Tension escalated in the region after Indian troops foiled attempts by Chinese military to occupy Indian territories in the southern bank of Pangong lake area on the intervening night of August 29 and 30.

Following the confrontation, India occupied a number of strategic heights in the Chushul sector overlooking crucial bases of the Chinese military. Since then, China has deployed additional troops, tanks and anti-tank guided missiles in the area.

India too has strengthened its combat capabilities following reinforcements by the Chinese People's Liberation Army (PLA).

The two sides held extensive talks on Monday, Tuesday and Wednesday, each lasting over six hours, but no concrete result emerged from the negotiations.

In talks with his Chinese counterpart Gen. Wei Fenghe on Friday in Moscow, Defence Minister Rajnath Singh conveyed that China's actions like amassing a large number of troops, its aggressive behaviour and attempts to alter the status quo in Ladakh were in violation of bilateral pacts.

He also told Wei that China must strictly respect the Line of Actual Control(LAC) and not make attempts to unilaterally change its status quo.

Sources said that Singh told Wei firmly that India will not "cede an inch of land" and is determined to protect the integrity and sovereignty of the country at "all cost".

On Monday, the Indian Army said the Chinese military carried out "provocative military movements" to "unilaterally" change the status quo on the southern bank of Pangong lake on the intervening night of August 29 and 30 but the attempt was thwarted by the Indian troops.

The two sides were earlier engaged in a confrontation on the northern bank of Pangong lake but it was for the first time such an incident occurred on its southern bank.

There have been reports that China has deployed J-20 long-range fighter jets and several other key assets in strategically located Hotan airbase which is around 310 kms from eastern Ladakh.

In the last three months, the IAF deployed almost all its frontline fighter jets like Sukhoi 30 MKI, Jaguar and Mirage 2000 aircraft in the key frontier air bases in eastern Ladakh and elsewhere along the LAC.

The fresh attempt by China to change the status quo in the Pangong lake area is the first major incident in the area after the Galwan Valley clashes on June 15 in which 20 Indian Army personnel were killed.

China also suffered casualties but is yet to make the details public. According to an American intelligence report, it was 35.

The US President had made a similar comment in the aftermath of the Galwan clash in June between Indian soldiers&nbsp;and Chinese troops.

Indian and Chinese commander level talks have taken place after India said China tried to unilaterally change the status quo along the Line of Acutal Control(LAC).

When asked about by reporters that whether China was bullying India, Trump said: "I hope not but they are going more strongly at it than a lot of people even understand."

"China at this point is the nation you should be talking about much more so than Russia because the things that China is doing are far worse. Look at what happened with the China virus, look at what they have done to 188 countries all over the world."

"But if you look at the last 30 years, India's rise is also a major global story. If you have two countries, two societies with a billion people each with the history and culture that they have, it is very important that they reach some kind of understanding or equilibrium between them," he said, without referring to any contentious issue.

"And this is a practical world. If a country is going to get more powerful, we are going to see its influence in geographies we have not seen before, we are going to see activities and capabilities that we have not seen before," he added.

"We will see that from China and I dare say, in some areas, they will see it of us," he added.

Talking about what he called the "modus vivendi" between India and China, he said the relationship is "extremely consequential" for both the countries and "actually for the rest of the world".

Asked about the close ties between China and Pakistan, he said it is not something new as it goes back to the early 1960s.

"Aspects of it have been of concern to us before. Even that is not new and obviously, that is something we factor in our relationship with both countries," he said.

About India's ties with the US, he said the relationship has been on an upswing in various key areas like trade and investment, technology and defence and security, adding there has been a much stronger "convergence of interests" between the two sides.

"We look upon it not as something which is tailored to a particular situation or necessarily focused on some country," he said, noting that the two sides have interests that will result in the greater good for the world.

Talking about regional issues, he said India's growth has to be a lifting tide for the entire region. At the same time, he pitched for greater investment by India in the neighbourhood.

Jaishankar also highlighted India's focus on self-reliance to boost economic growth as well as efforts to improve the overall prosperity of the region.

Jaishankar said India has been a supplier of electricity to most of its neighbours in the last five years besides providing fuel to many of the countries.

“If we look back at the last three decades, this is quite self-evident. Indian and Chinese armies are locked in a tense stand-off in eastern Ladakh for over three-and-half-month despite multiple rounds of diplomatic and military talks,” the foreign minister said.

“There have been several border situations — Depsang, Chumar and Doklam. In a sense, each one was different. This one surely is. But what is also common is that all border situations were resolved through diplomacy,” he added.

“As you know, we are talking to the Chinese both through military channels and diplomatic ones. In fact, they work in tandem,” he said.

Asked how he envisaged the future of India-China ties in the book that was written before the border row erupted, the external affairs minister said it is "an extremely consequential relationship for both and it requires a strategy and a vision".

"What I have said is that the ability of India and China to work together could determine the Asian century. But their difficulties in doing so may well undermine it. So, this is an extremely consequential relationship for both. It has its fair share of problems and I have been forthright in acknowledging them," Jaishankar said.

"We need honest conversations on this, among Indians and between India and China. That is why this relationship requires both a strategy and a vision," he noted.

Rawat informed that Defence minister Rajnath Singh, National Security Advisor Ajit Doval and other officials corcerned with national security are reviewing the situation along with those concerned about national security.

The CDS chief asserted that India has vast frontline along the northern and western border along the Indian Ocean Region while dismissing concerns that there was a lack of coordination between intelligence agencies.

On Saturday, Defence minister Rajnath Singh had met the NSA and the three service chiefs to review the situation along the LAC.

Tensions between India and China reached boiling point on June 15 after the clash at Galwan Valley between the Indian Army and PLA troops leading to the death of 20 Indian soldiers, although there were casualties on the Chinese side as well but the Chinese foreign ministry has refused to divulge details.

After the clash, both sides have engaged in de-escalation talks aimed at disengagement of troops with talks between military officials, however, reports say the Chinese troops have been slow to move out of strategic areas in the upper Himalayan region.

Defence Minister Rajnath Singh on Saturday reviewed the overall security scenario in eastern Ladakh amid the ongoing talks between India and China on the disengagement process in the high-altitude region, people familiar with the developments said.

The meeting was attended by National Security Advisor Ajit Doval, Chief of Defence Staff Gen Bipin Rawat, Army Chief Gen MM Naravane, Navy Chief Admiral Karambir Singh and IAF Chief Air Chief Marshal RKS Bhadauria.

The sources said all important aspects of the border row with China in eastern Ladakh were discussed in great detail.

The meeting also deliberated on the future course of approach in dealing with the situation, they added.

The analysis comes in the wake of the assessment by the Army that the Chinese military is not serious about the resolution of the border conflict in eastern Ladakh. There has been a stalemate in the military talks as the Indian Army was strongly insisting that the Chinese side must restore the status quo ante of April this year to resolve the over three-month-old row.

The Indian Army has clearly stated to the Chinese People's Liberation Army (PLA) that "shifting" of the Line of Actual Control is not acceptable to it, the sources said adding Chinese military is now desperately attempting to give "ex post facto strategic meaning" to its actions in eastern Ladakh.

"Due to the strong response of the Indian Army, the PLA is faced with unanticipated and unintended consequences of his misadventure," said a source, adding it is looking for a "face-saving exit strategy".

India and China have held several rounds of military and diplomatic talks in the last two-and-half months but no significant headway has been made in resolution of the border row in eastern Ladakh.

On Thursday, the two sides held another round of diplomatic talks following which the Ministry of External Affairs (MEA) said they had agreed to resolve outstanding issues in an "expeditious manner" and in accordance with the existing agreements and protocols.

However, the sources said the meeting could not produce any significant outcome. The formal process of disengagement of troops began on July 6, a day after a nearly two-hour telephonic conversation between National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi on ways to bring down tensions in the area. However, the process has not moved forward since mid-July.

The Chinese military has pulled back from Galwan Valley and certain other friction points but the withdrawal of troops has not moved forward in Pangong Tso, Depsang and a couple of other areas, sources said.

In the five rounds of corps commander-level talks, the Indian side has been insisting on complete disengagement of Chinese troops at the earliest, and immediate restoration of status quo ante in all areas of eastern Ladakh prior to April.

Even as both sides have been engaged in diplomatic and military talks, the Indian Army is making elaborate preparation to maintain its current strength of troops in all key areas in eastern Ladakh in the harsh winter months.

Army Chief Naravane has already conveyed to all the senior commanders of the Army, overseeing operation of the frontline formations along the LAC, to keep up a significantly high state of alertness and maintain the aggressive posturing to deal with any Chinese "misadventure", the sources said.

The Army is also in the process of procuring a number of weapons, ammunition and winter gears for the frontline troops, they added. The temperature in some of the high-altitude areas along the LAC drops to minus 25 degrees Celsius in the winter months.

The tension between the two sides escalated manifold after the violent clashes in Galwan Valley on June 15 in which 20 Indian Army personnel were killed. The Chinese side also suffered casualties but it is yet to give out the details.

According to an American intelligence report, the number of casualties on the Chinese side was 35. Following the Galwan Valley incident, the government gave the armed forces "full freedom" to give a "befitting" response to any Chinese misadventure along the LAC.

The Army sent thousands of additional troops to forward locations along the border following the deadly clashes. The IAF has also moved air defence systems as well as a sizeable number of its frontline combat jets and attack helicopters to several key air bases.

While complete disengagement has happened in Galwan Valley and Hot Springs, the process is yet to be completed in Gogra area, Pangong lake for which more talks are expected to happen.

"As per media reports, both sides are building up. When build-up happens to expect Chinese to pull back from Pangong Tso runs contrary", former 14 Corps Commander Lt. General P.J.S. Pannu told WION.

While both sides are in talks for the fifth round of military talks, India has said the disengagement process is yet to be completed.

The ministry of external affairs spokesperson Anurag Srivastava said,"some progress was made towards" disengagement but the "process has as yet not been completed."

"As we have stated earlier, the maintenance of peace and tranquillity in the border areas is the basis of our bilateral relationship....we expect that the Chinese side will sincerely work with us for complete disengagement and de-escalation and full restoration of peace and tranquillity in the border areas," Srivastava explained.&nbsp;

The Indian statement comes even as the Chinese side on Wednesday claimed that "frontline border forces of the two countries have disengaged in most locations, and the current situation has continuously improved with eased tensions."

The two sides agreed that another meeting of senior army commanders may be held soon so as to work out further steps to ensure "expeditiously" complete disengagement and de-escalation" and restoration of peace and tranquility in the border areas, the Ministry of External Affairs(MEA) said.

The nearly three-hour-long virtual talks were held under the framework of the Working Mechanism for Consultation and Coordination (WMCC) on border affairs.

People familiar with the issues discussed at the talks said India conveyed a firm message to the Chinese side that it has to implement the disengagement process as agreed to during the four rounds of Corps Commander-level talks.

In Beijing, the Chinese foreign ministry said the two sides held a candid and in-depth exchange of views on the border situation and fully affirmed the positive progress made in disengaging the front-line border troops of the two countries and easing the situation on the ground.

The ministry said it was agreed at the talks to properly handle the remaining issues on the ground and further cool down the border situation.

However, the MEA statement did not make any reference to positive progress in disengagement as described by the Chinese foreign ministry.

The MEA said the two sides reviewed the situation in the region as well as the ongoing disengagement process.

"They agreed that early and complete disengagement of the troops along the Line of Actual Control (LAC) and de-escalation from India-China border areas in accordance with bilateral agreement and protocols and full restoration of peace and tranquility was essential for smooth overall development of bilateral relations," it said in a statement.

The MEA said the two sides noted that this was in accordance with the agreement reached between the two Special Representatives during their telephonic conversation on July 5.

National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi held a nearly two-hour-long telephonic conversation on July 5 to bring down tension between the armies of the two countries in eastern Ladakh.

Both sides commenced the disengagement process from July 6 following talks between Doval and Wang who are Special Representatives for the boundary question.

The people familiar with the developments on the border row said the disengagement process has not moved forward as expected following the last round of marathon Corps Commander-level talks on July 14.

They said though Chinese military has pulled back from Galwan Valley and certain other friction points in eastern Ladakh, the withdrawal of troops has not moved forward from Finger 5 to Finger 8 in Pangong Tso area as well as in Depsang.

The MEA statement said, "They agreed in this regard that it was necessary for both sides to sincerely implement the understandings reached between senior commanders in their meetings till date".

"The two sides agreed that another meeting of the Senior Commanders may be held soon so as to work out further steps to ensure expeditiously complete disengagement and de-escalation and restoration of peace and tranquility in the border areas."

The MEA said the two sides also agreed to maintain their ongoing engagements both at the diplomatic and military level, including through the meetings of the WMCC.

Naveen Srivastava, Joint Secretary (East Asia) in the MEA, led the Indian delegation at the talks, while the Chinese side was headed by Hong Liang, Director General of the Department of boundary and ocean affairs under the Chinese foreign ministry.

The Chinese foreign ministry in its statement further said the two sides stressed that they will maintain bilateral military and diplomatic dialogue and consultation in accordance with the important consensus reached by the foreign ministers of the two countries and the Special Representatives on the border issue.

It said the two sides agreed that they will continue to hold meetings of the China-India WMCC and the Commander-level meeting of the border defence forces to strengthen confidence building measures and jointly maintain peace and tranquillity in the border areas. 
After the fourth round of Corps Commander-level talks, the Army said both sides are committed to "complete disengagement" of troops, adding the process is "intricate" and it requires "constant verification".

During a visit to eastern Ladakh last week, Defence Minister Rajnath Singh said progress has been made in the ongoing talks with China to find a solution to the border standoff but he cannot guarantee to what extent it would be resolved.
