Fenghe has been participating in the joint meeting of ministers of defence at the Shanghai Cooperation Organization(SCO) in Moscow. Fenghe had held a meeting with India's defence minister Rajnath Singh on Friday.

Meanwhile, India's defence ministry said that "the actions of the Chinese troops, including amassing of a large number of troops and their aggressive behaviour including attempts to unilaterally alter the status quo was in violation of the bilateral agreements."

However, Fenghe said both sides should "earnestly implement the important consensus reached by Jinping and PM Modi" and insist on solving problems through "dialogue and consultation".

"China's territory cannot be lost, and the Chinese military is fully determined, capable and confident to safeguard national sovereignty and territorial integrity," China's defence minister&nbsp;said.

"It is hoped the Indian side will strictly abide by the series of agreements reached by the two sides and refrain from provocation in the current Line of Actual Control," he said.

"Refraining from any actions that may cause the situation to heat up and refraining from deliberately hyping and spreading negative information," the Chinese defence minister said.

Fenghe said the two sides should "focus on the overall situation of Sino-Indian relations and regional peace and stability" and "work together and meet each other halfway".

“If we look back at the last three decades, this is quite self-evident. Indian and Chinese armies are locked in a tense stand-off in eastern Ladakh for over three-and-half-month despite multiple rounds of diplomatic and military talks,” the foreign minister said.

“There have been several border situations — Depsang, Chumar and Doklam. In a sense, each one was different. This one surely is. But what is also common is that all border situations were resolved through diplomacy,” he added.

“As you know, we are talking to the Chinese both through military channels and diplomatic ones. In fact, they work in tandem,” he said.

Asked how he envisaged the future of India-China ties in the book that was written before the border row erupted, the external affairs minister said it is "an extremely consequential relationship for both and it requires a strategy and a vision".

"What I have said is that the ability of India and China to work together could determine the Asian century. But their difficulties in doing so may well undermine it. So, this is an extremely consequential relationship for both. It has its fair share of problems and I have been forthright in acknowledging them," Jaishankar said.

"We need honest conversations on this, among Indians and between India and China. That is why this relationship requires both a strategy and a vision," he noted.

India and Chinese troops have engaged in disengagement talks ever since the Galwan Valley clash with Chinese troops pulling back from several areas along Line of Control(LAC), however, there have been reports of slow movement of Chinese troops in some forward sectors along the border.

Rawat informed that Defence minister Rajnath Singh, National Security Advisor Ajit Doval and other officials corcerned with national security are reviewing the situation along with those concerned about national security.

The CDS chief asserted that India has vast frontline along the northern and western border along the Indian Ocean Region while dismissing concerns that there was a lack of coordination between intelligence agencies.

On Saturday, Defence minister Rajnath Singh had met the NSA and the three service chiefs to review the situation along the LAC.

Tensions between India and China reached boiling point on June 15 after the clash at Galwan Valley between the Indian Army and PLA troops leading to the death of 20 Indian soldiers, although there were casualties on the Chinese side as well but the Chinese foreign ministry has refused to divulge details.

After the clash, both sides have engaged in de-escalation talks aimed at disengagement of troops with talks between military officials, however, reports say the Chinese troops have been slow to move out of strategic areas in the upper Himalayan region.

Defence Minister Rajnath Singh on Saturday reviewed the overall security scenario in eastern Ladakh amid the ongoing talks between India and China on the disengagement process in the high-altitude region, people familiar with the developments said.

The meeting was attended by National Security Advisor Ajit Doval, Chief of Defence Staff Gen Bipin Rawat, Army Chief Gen MM Naravane, Navy Chief Admiral Karambir Singh and IAF Chief Air Chief Marshal RKS Bhadauria.

The sources said all important aspects of the border row with China in eastern Ladakh were discussed in great detail.

The meeting also deliberated on the future course of approach in dealing with the situation, they added.

The analysis comes in the wake of the assessment by the Army that the Chinese military is not serious about the resolution of the border conflict in eastern Ladakh. There has been a stalemate in the military talks as the Indian Army was strongly insisting that the Chinese side must restore the status quo ante of April this year to resolve the over three-month-old row.

The Indian Army has clearly stated to the Chinese People's Liberation Army (PLA) that "shifting" of the Line of Actual Control is not acceptable to it, the sources said adding Chinese military is now desperately attempting to give "ex post facto strategic meaning" to its actions in eastern Ladakh.

"Due to the strong response of the Indian Army, the PLA is faced with unanticipated and unintended consequences of his misadventure," said a source, adding it is looking for a "face-saving exit strategy".

India and China have held several rounds of military and diplomatic talks in the last two-and-half months but no significant headway has been made in resolution of the border row in eastern Ladakh.

On Thursday, the two sides held another round of diplomatic talks following which the Ministry of External Affairs (MEA) said they had agreed to resolve outstanding issues in an "expeditious manner" and in accordance with the existing agreements and protocols.

However, the sources said the meeting could not produce any significant outcome. The formal process of disengagement of troops began on July 6, a day after a nearly two-hour telephonic conversation between National Security Advisor Ajit Doval and Chinese Foreign Minister Wang Yi on ways to bring down tensions in the area. However, the process has not moved forward since mid-July.

The Chinese military has pulled back from Galwan Valley and certain other friction points but the withdrawal of troops has not moved forward in Pangong Tso, Depsang and a couple of other areas, sources said.

In the five rounds of corps commander-level talks, the Indian side has been insisting on complete disengagement of Chinese troops at the earliest, and immediate restoration of status quo ante in all areas of eastern Ladakh prior to April.

Even as both sides have been engaged in diplomatic and military talks, the Indian Army is making elaborate preparation to maintain its current strength of troops in all key areas in eastern Ladakh in the harsh winter months.

On Monday, India's National Security Adviser(NSA)&nbsp;Ajit Doval and China's foreign minister Wang Yi had a two-hour long phone call amid tensions at LAC after India and Chinese troops clashed at Galwan Valley leading to the death of 20 Indian soldiers, even though China's state-run Global Times had said that the PLA had suffered casualties as well but the Chinese foreign ministry hasn't released its casualty&nbsp;figures as yet.

Wang Yi and NSA Doval stressed on "phased and stepwise de-escalation in the India-China border areas".

On Thursday, reports said India and Chinese troops had completed their disengagement with Chinese troops pulling back by approximately 2 kms from the LAC. The soldiers from both sides had pulled back from Patrolling Point 15 which is the Hot Springs area in eastern Ladakh.

A Chinese official said that complete disengagement is likely to be completed by Friday. The incident at Galwan last month led to both sides amassing troops at the border as Indian officials said that China has been bringing in troops along the border since May.

On Thursday, Chinese foreign ministry spokesman Zhao Lijian said that Chinese and Indian troops have taken "effective measures" to disengage at the Galwan Valley. Chinese troops&nbsp;had earlier in the week begun to remove tents and had started moving out of areas at Galwan Valley as both sides looked to disengage.

"We hope India will work together with us to take concrete action and implement the consensus reached and jointly work for de-escalation along the border," foreign ministry spokesman Zhao Lijian said.

"China took incredibly aggressive actions and Indians have done their best to respond," the US secretary of state said, adding, "the Chinese Communist Party's behaviour in the region is not possible to look at in isolation."

"We have attempted to convey to China that we are serious about it, when we say we - it means European friends," Pompeo asserted.
