<p>"Ukraine would have expected and wanted to see concrete and firm references calling out Russian aggression, which the declaration avoids even though it does call on states to uphold the principles of international law including territorial integrity and sovereignty."</p>

<p>After the New Delhi Leaders' Declaration was adopted with the consensus of G20 member nations, Ukrainian foreign affairs ministry spokesman Oleg Nikolenko wrote on X, formerly Twitter, "G20 adopted a final declaration. We are grateful to the partners who tried to include strong wording in the text. However, in terms of Russia's aggression against Ukraine, G20 has nothing to be proud of."&nbsp;</p>

<p>Asked whether the absence of outright mention of Russia indicated dwindling support for Ukraine, Malhotra stated, "No, the absence of any mention of Russia in the Delhi Declaration does not signify dwindling military or political Western support for Ukraine."&nbsp;</p>

<p>Malhotra explained that the declaration was a result of "India’s skilled drafters and negotiators who managed to gain consensus on the ‘impossible’ document."&nbsp;</p>

<h2><strong>Testament of India's close ties with US, Europe</strong></h2>

<p>She said the declaration was also a testament to India's close bilateral ties with the United States, European Union and other Western states.</p>

<p>Despite their support for Ukraine, she added, US and European G20 members "would not have wanted India’s G20 presidency to conclude without a successful joint statement."&nbsp;</p>

<p>China's role in supporting the declaration also raised curiosity.&nbsp;</p>

<p>Malhotra pointed out, "China would not have signed on to a text that was explicitly critical of Russia, given its close relations with the country."&nbsp;</p>

<p>While it did not explicitly condemn Russia's actions, the declaration highlighted the disruptive impact of the war, particularly on developing countries, the expert added.&nbsp;</p>

<p>Emerging economies led by India and including Brazil, Indonesia, South Africa played a significant role in convincing developed economies to sign the text, she said.</p>

<p>Malhotra suggested that China's presence on the same side can be attributed to its ongoing competition for influence in the Global South.</p>

G20: Ukraine’s hopes of Russia’s stronger condemnation dashed. Is West support for it waning?

Prime Minister Narendra Modi on Sunday proposed a virtual session of the G-20 around the end of November to take stock of the suggestions and decisions made at the leaders’ summit that concluded on September 10. In his concluding remarks at the final session of the two-day G-20 summit in New Delhi, Modi noted that India’s presidency of G-20 would officially continue till November 30 and over two-and-half months were left for its tenure as the head of the grouping.

<h2><strong>Biden security apparatus at G20 summit: What happened?</strong>&nbsp;</h2>

<p>An official from a security agency told the daily that India's Ministry of External Affairs (MEA) had enlisted several private vehicles for Biden's motorcade, while the US had acquired 60 vehicles of its own.&nbsp;</p>

<p>Among these was a car with registration in Haryana state, whose driver was part of Biden's advanced carcade.&nbsp;</p>

<p>Both the driver and the businessman were questioned by intelligence agency officials. The driver claimed ignorance of the protocol and acknowledged the impropriety of leaving his post during security duty.</p>

<p>The car in the question was then removed from Biden's motorcade, and all stickers were removed by security officers. After routine questioning, neither the driver nor the passenger faced any legal consequences.</p>

On Saturday night, following the completion of the first day of the G20 Summit, President Droupadi Murmu hosted a gala dinner for the summit's participants, which featured US Vice President Joe Biden among others. The G20 Summit was held at the "Bharat Mandapam" in New Delhi, and the chief ministers of every state received invitations from the government to attend the event.

<p>While the absence of Russian President Vladimir Putin from the G20 Summit was expected, it is the decision of Chinese President Xi Jinping to have no show – instead sending Premier Li Qiang as the head of the Chinese delegation – that may have come as a surprise.</p>

<p>This is more so, given the recent spurt of bonhomie with the bilateral meeting of Prime Minister Narendra Modi and Xi on the sidelines of the BRICS Summit in South Africa, after the near freeze on leadership-level interactions post the developments in Eastern Ladakh in the summer of 2020.</p>

<h2><strong>Xi's absence at G20: What it means?</strong></h2>

<p>While speculations have ranged from Xi’s health to unsubstantiated claims of reprimand by the elders of Communist Party of China (CPC), and difficult phase in the Chinese economy, his conscious and well-thought decision to keep away is a downgrade, in spite of all the spin imparted by officials in the Indian government.</p>

<p>In fact, just to make sure that his absence in Delhi is not seen to be on purpose, Xi also decided to miss the 43rd ASEAN Summit and 18th East Asia Summit in Jakarta, with Li Qiang again heading the Chinese delegation.</p>

<p>While it is a fact that the Chinese economy post the pandemic and zero-Covid measures is experiencing a crisis, the Communist Party-state under Xi has not necessarily let domestic challenges to overwhelm and constrain their external engagements. Consider China’s vaccine diplomacy during the COVID-19 pandemic.</p>

<p>Essentially, it is a sign of how the CPC (presently) views India – another ambitious rising power – and its status as a global player, which is clearly not on equal terms.</p>

<h2><strong>The&nbsp;<em>suzhi&nbsp;</em>discourse</strong></h2>

<p>A recent appropriate illustration for this is in Chinese foreign ministry spokesperson’s response in April this year, on India eventually overtaking China on population, by emphasising quality <em>(suzhi)</em> over quantity.</p>

<p>Immersed in meritocracy and superiority of some sections of individuals over others, the discourse of <em>Suzhi</em> has often been used by urban Chinese to denigrate their rural counterparts, thereby rendering the latter as second-class citizens.</p>

<p>Its usage in official discourse by the foreign ministry lends legitimacy in characterising, and racially profiling other countries.</p>

<p>The unwillingness of the Chinese Party-state to accord an equal status to India stems from their calculation of the world in zero-sum terms, wherein its rivalry/competition with the USA is the only contradiction that requires attention.</p>

<p>Its objection to the inclusion of the Sanskrit term, ‘<em>Vasudhaiva Kutumbakam</em>’ in the G20 documents, especially the joint communique at the end, citing precedence in not employing phrases from the language(s) or culture of nations holding the forum’s presidency previously, is the need to avoid any Indian philosophical imprints that embellishes their status, and also puts India on the same civilisational pedestal which China alone seeks to occupy.&nbsp;</p>

<p>The Chinese Party-state finds it discomforting to be in multilateral forums and groupings where it cannot hold the narrative, have some grip on the proceedings and decisively shape the contours of the debate.</p>

<p>Just like India’s non-participation in the Belt and Road Initiative (BRI) despite multiple invitations by China, wherein the latter holds all the levers of control.</p>

<p>Given that Modi would hold centre-stage at the summit and there would also be inevitable attention drawn on the continuing standoff at the Line of Actual Control in Eastern Ladakh with Xi’s presence, he would not be amenable to such a state of play.</p>

<p>Hence, a combination of factors and lack of incentives available that may explain why Xi has chosen to downgrade China’s participation at the G20 Summit.</p>

<p>This is also an opportune occasion to look at China’s role in multilateral fora, and the kind of fora increasingly chosen by it for its engagements. Whether it be specific arrangements like Forum on China-Africa Cooperation or the China-Community of Latin American and Caribbean States over the years, or forums like BRICS or Shanghai Cooperation Organization, China has sought to project itself as the leader of Global South posing an alternative to the US-led West.</p>

<p>Not that India itself is not immune to such arrangements altogether but the scale at which the Chinese Party-state operates is with the desire to shape things in its own image.</p>

<h2><strong>China's bid to consolidate Belt and Roads Initiative</strong></h2>

<p>This is also visible in how China keeps reiterating the Community of Shared Futures, which is a formulation by Xi Jinping.</p>

<p>The recent expansion of the BRICS membership also has China’s sharp imprint upon it. Further, China’s three new initiatives namely, the Global Civilizational Initiative, Global Development Initiative, and Global Security Initiative, seek&nbsp;to diversify or consolidate – depending on how one views it – the decade-long BRI, showcasing its global outreach and engagement. In such an arrangement, China’s endeavour is to undermine the G20 in its own way, and in the process, also puncture any possible comparisons with India.&nbsp;</p>

China’s message through its downgraded role at G20 Summit in Delhi

<p><meta name="uuid" content="uuidsGUKVmOAHCnq" /><meta charset="utf-8" />Japanese Prime Minister Fumio Kishida on Saturday (September 9) explained to several world leaders, including Indian Prime Minister Narendra Modi, and Turkish President Tayyip Erdogan, the release of treated water from the Fukushima nuclear plant into the sea, during the G20 Summit in India's capital city New Delhi.</p>

<p>Speaking to reporters, Hikariko Ono, press secretary at Japan's foreign ministry, said, "Prime Minister Kishida explained that the data monitored since last month's (water) discharge has been made public in a prompt and highly transparent manner. And that no problem has arisen from a scientific standpoint."</p>

<h2><strong>Some countries have taken uncommon actions over discharge: Japan</strong></h2>

<p>Last month, Japan started releasing treated radioactive water from the wrecked Fukushima nuclear power plant into the Pacific Ocean, and drew some harsh criticism from China which immediately banned all seafood imports from Japan.</p>

<p>The Kishida government has said repeatedly that the water release is safe. During Saturday's press conference, Ono, without naming any countries, said, "Unfortunately, some countries have been taking uncommon actions such as suspending all imports of Japanese marine food products in response to the recent (water) discharge into the sea."</p>

<p>Earlier on Saturday, Sunak and Modi participated in Session 1 on 'One Earth' during the G20 Summit. The UK PM said that the world was looking up to G20 to provide leadership and that the leaders are meeting at a time of enormous challenges.&nbsp;</p>

<p>Prior to the G20 summit, both the leaders held a meeting on the sidelines of the G7 Summit in Hiroshima in the month of May this year where they held a discussion on the India-UK free trade agreement, innovation, and science along with ways to strengthen the Comprehensive Strategic Partnership between the two countries.</p>

<p>India and the United Kingdom are negotiating a Free Trade Agreement, talks for which had begun in the year 2022. The 12th round of negotiations for the UK-India Free Trade Agreement (FTA) took place from August 8 to 31 this year.</p>

<p>The G-20 leaders on Saturday decided on swift implementation of the reporting framework for crypto assets, saying a significant number of member nations want information exchange on such non-financial assets to start by 2027.</p>

<p>The Crypto Asset Reporting Framework (CARF) or template is being developed to make sure that such non-financial assets are not used by tax evaders to conceal their unaccounted wealth.</p>

<p>"We call for the swift implementation of the CryptoAsset Reporting Framework ("CARF") and amendments to the CRS. We ask the Global Forum on Transparency and Exchange of Information for Tax Purposes to identify an appropriate and coordinated timeline to commence exchanges by relevant jurisdictions," said the G20 Leaders' declaration, which was adopted by consensus.&nbsp;</p>

<p>The leaders of 20 developing and developed nations have reaffirmed the commitment to continue cooperation towards a globally fair, sustainable and modern international tax system appropriate to the needs of the 21st century.</p>

Significant progress has been made on Pillar One including the delivery of a text of a Multilateral Convention (MLC), and work on Amount B (framework for simplified and streamlined application of the arm's length principle to in-country baseline marketing and distribution activities) as well as the completion of the work on the development of the Subject to Tax Rule (STTR) under Pillar Two," the declaration said.</p>

<p>Briefing reporters after the summit, Finance Minister Nirmala Sitharaman said the G20 countries have made substantial progress on the two-pillar solution.</p>

<p>"Work has happened on exchange of information on immovable property transactions between countries. There is a launch of the pilot programme of the South Asia academy for tax and financial crime investigation in collaboration with the OECD," Ms Sitharaman said.</p>

<p>Under the global tax deal, about 140 countries, including India, have agreed to an overhaul of global tax norms to ensure that multinationals pay taxes wherever they operate and at a minimum of 15 per cent rate. However, some vexed issues still need to be ironed out before its implementation.</p>

<p>The G20 countries called on the OECD to develop an inclusive framework to swiftly resolve the few pending issues relating to the MLC (multilateral convention) with a view to preparing the MLC for signature in the second half of 2023 and completing the work on Amount B by the end of 2023.</p>

<p>"We welcome the steps taken by various countries to implement the Global Anti-Base Erosion (GloBE) Rules as a common approach. We recognise the need for coordinated efforts towards capacity building to implement the two-pillar international tax package effectively and, in particular, welcome a plan for additional support and technical assistance for developing countries," the declaration said.</p>

<p>The G20 countries also took note of the OECD report on 'Enhancing International Tax Transparency on Real Estate' and the 'Global Forum Report on Facilitating the Use of Tax-Treaty-Exchanged Information for Non-Tax Purposes'.</p>

<p>The OECD has suggested automatic exchange with regard to information on real estate assets among countries and the setting up of digitalised ownership registers accessible to designated relevant government agencies on a real-time basis amid concerns over investments in foreign real estate being used to "shelter undeclared assets".</p>

<p>The Global Forum report also called for countries to adopt a 'whole-of-government' approach to address the challenge of illicit financial flows through the sharing of information from tax authorities to non-tax agencies, like financial intelligence units, anti-corruption agencies, customs authorities and public prosecutors.<br />
