<p><strong>G20 Summit 2023: </strong>The 18th G20 Summit in New Delhi&nbsp;is proving to be a mega event, perhaps the largest in the history of G20. Attended by more than 30 heads of State/Government, it discussed issues that are not only relevant to the G20 countries but hold significance to the future of the entire planet, duly justifying the theme of this year’s G20 i.e. ‘One Earth, One Family, One Future’. &nbsp;The ‘Delhi Declaration’ issued on the first day&nbsp;of the summit was an apt reflection of the priorities that India proposed, key among them being the focus on inclusion of the Global South in the G20, inclusive and human-centric development, climate preservation models through ‘just transition’ and a new model for financial inclusion for the developing world. Among the 19 countries are the P5 of the UN Security Council, others being Argentina, Australia, Brazil, Canada, Germany, India, Indonesia, Italy, Japan, Republic of Korea, Mexico, &nbsp;Saudi Arabia, South Africa and Türkiye with Spain as a permanent invitee. In addition, prominent forums like the World Bank, and IMF too are permanent invitees. The presidency is a rotational responsibility, on an annual basis.&nbsp;</p>

<p>From an Indian standpoint, this was India’s first G20 presidency and coincided with the celebrations of its 75th year of independence. It was also the largest-ever gathering of world leaders hosted in India. It also came at a time when the world is looking for answers to serious global issues like Covid-19 pandemic which has adversely affected global supply chains, the Russia-Ukraine war which has split the world vertically between the ‘West and the Rest’ as well as the continued threat posed by China’s aggressive designs in East and South East Asia. In all of this, if there is one country that emerged above the gloom, it is India, which not only provided Covid-19 vaccines to its people but also to more than 100 countries in the world. Its resoluteness and exercise of its strategic autonomy in the face of extreme pressure posed by the West on Russia-Ukraine war, was acknowledged world over and later reluctantly accepted by the West too. India’s proactive steps in tackling climate disasters and promotion towards renewable energy have been taken note of&nbsp;by the world. In the midst of all this, India quietly climbed the ladder to become the fifth-largest economy and has been projected to continue its northward trajectory as the fastest-growing economy in the coming years. All this gave India prominence and the required fillip to set a proactive and futuristic agenda&nbsp;for its G20 presidency which is aptly reflected in the Delhi Declaration. &nbsp;</p>

<h2><strong>The Many Firsts and Unique Outcomes&nbsp;</strong></h2>

<p>Perhaps the most significant outcome of India’s G20 has been the inclusion of the African Union as a G20 member. Right through its presidency, India has been vocal about becoming the ‘Voice of the Global South’. India hosted the first ever ‘Voice of Global South Summit’ on 12-13 January 2023. The Summit was held in a virtual format, with the participation of 125 countries of the Global South. India has constantly held the position that the concerns and needs of the Global South are essential to seek equitable solutions to global problems and thus inclusion of the African Union as a permanent member was an exclusive initiative and success of India.&nbsp;</p>

<p>India’s emphasis on LIFE (Lifestyle for Environment) and climate preservation and getting the G20 nations to agree on a ‘just transition’ to save the planet is yet another huge achievement of the Summit. It now involves a country-specific climate assessment and transition rather than the earlier ‘one size fits all’ approach. The joint declaration aptly stated that ‘Just energy transitions can improve jobs and livelihoods, and strengthen economic resilience. We affirm that no country should have to choose between fighting poverty and fighting for our planet’.</p>

<p>India has already demonstrated its commitment by surpassing its renewable energy target nine years ahead of the 2030 target set at the 2015 Paris Climate Summit, where India had pledged that 40% of its power capacity would be met by non-fossil fuels by 2030, a target that was met in December 2021 itself. In addition, India’s global initiatives like the International Solar Alliance set up in 2015 and which now has over 100 countries as members, and the now proposed Global Bio Fuels Alliance are huge steps towards preserving the climate. Over the year of its presidency, India also showcased its traditional ‘living in harmony with the nature’ as an effective measure to safeguard the climate. Another Indian initiative, setting up the Coalition for Disaster Resilience so that countries across the world, especially developing countries, learn from each other and build infrastructure that is resilient even during disasters, was widely acknowledged and applauded at the Summit.&nbsp;</p>

<p>Promotion of Digital Public Infrastructure (DPI) has been another landmark achievement of India’s presidency. India through its DPI has been able to pull millions out of poverty by ensuring financial inclusion and ‘direct benefit transfer’ stopping leakages. The digital payment system has caught global attention with advanced economies like Japan, Singapore, France, Germany, UAE looking at ways to adopt it. Noting India’s expertise and rapid growth in DPI, the joint declaration welcomed India’s plan to build and maintain a Global Digital Public Infrastructure Repository (GDPIR), a virtual repository of DPI, voluntarily shared by G20 members and beyond. It also welcomed Indian Presidency’s proposal of the One Future Alliance (OFA), a voluntary initiative aimed at building capacity, and providing technical assistance and adequate funding support for implementing DPI in Low and Middle-Income economies.&nbsp;</p>

<p>India also placed emphasis on addressing the global challenges posed by debt vulnerabilities, especially for nations in the Global South. G20 Finance Ministers and Central Bank Governors have acknowledged the problem and the need to establish strong mechanisms to help the affected nations. Towards this, the Global Sovereign Debt Roundtable, a joint initiative of the IMF, World Bank and the G20 Presidency has been launched this year. India has already helped Sri Lanka in its debt restructuring while the G20 has now taken note of cases of Zambia, Ethiopia and Ghana for progressing their cases. &nbsp;</p>

<p>There were many more outcomes in the 37-page declaration, an outcome of over 10 months of labored and thought-provoking and futuristic discussions. By organising over 200 meetings across 60 cities, India has set yet another benchmark for the future of G20. India’s vision to make it ‘peoples presidency’ has not only helped showcase the diversity and vibrancy of all parts of India to the world but has also set the tone that G20 cannot be an elitist club, to be entertained in the capital city only. When seen in context with India’s push for inclusion of the African Union in the G20, it is a clear step towards democratization of the G20. &nbsp;</p>

<p>India’s G20 presidency came at a critical point when the existing global order was in crisis and the established norms were being challenged. Russia Russia-Ukraine war has split the world between the ‘West and the Rest’ while China’s aggressive designs and refusal to follow the ‘rules-based order’ are causing discord. The US is no longer the single ‘pole’ and its dollar dominance is being challenged. To add to the chaos is the global crisis caused in the aftermath of the Covid-19 pandemic which has disrupted global supply chains, causing huge shortages in food and energy in the developing and under-developed nations. The relevance and potential of international financial institutions like the Bretton Woods Institutions i.e. the World Bank, and the IMF along with several multilateral development banks etc., to tackle modern-day issues is being questioned. PM Modi’s remarks that “a mid-20th century approach cannot serve the world in the 21st century. So, our international institutions need to recognise changing realities, expand their decision-making forums, relook at their priorities and ensure representation of voices that matter”, aptly puts the issues in correct perspective.&nbsp;</p>

<p>In all this muddle and uncertainty, the world is looking for a nation that enjoys goodwill across ideologies, is a trustworthy partner, is technologically and economically sound, has no aggressive designs or extra-territorial ambitions and respects the ‘rule-based order’. India ticks all these boxes and more, with its vibrant democracy and diversity being added pluses. So, when India talked of the need to include the Global South in important decision-making discourse, it was accepted. When India stood firm on exercising its strategic autonomy and serving its national interests during the Russia-Ukraine conflict, it was not only accepted but gave it the status of a global leader, ‘Vishwaguru’ status. India’s G20 presidency has thus set the foundation for a new and fast-evolving world order which would be more diverse and inclusive and a world order which will witness the emergence of multiple poles, unlike the fast-eroding existing world order.&nbsp;</p>

<h2><strong>The Finale&nbsp;</strong></h2>

<p>Coming amidst huge uncertainties about the outcome of the G20 Summit, India practically pulled off a heist when PM Modi announced right in the morning session of the first day that a consensus has been reached on adopting the Delhi Declaration. It caught all the pundits by surprise, the majority of whom were doubtful of a consensus declaration and others who were hopeful of a declaration, albeit in a photo finish. &nbsp;&nbsp;</p>

<p>The main sticking point on the Ukraine war was deftly re-worded to state that G20 expresses deep concern about the immense human suffering and the adverse impact of wars and conflicts around the world. In line with the UN Charter, all states must refrain from the threat or use of force to seek territorial acquisition against the territorial integrity and sovereignty or political independence of any state. The use or threat of use of nuclear weapons is inadmissible. It added that G20 is not the platform to resolve geopolitical and security issues and ended the para by stating that there were different views and assessments of the situation. With Russia on board with it, China probably had no option but to relent not only on Ukraine but also on the theme of the G20 presidency, ‘One Earth, One Family, One Future’ which interestingly was the first para of the preamble of the declaration, perhaps a ‘tease or a dare’ to China!&nbsp;</p>

<p>As PM Modi himself stated, “India’s G20 Presidency has been the most ambitious in the history of G-20. With 112 outcomes and presidency documents, we have more than doubled the substantive work from previous presidencies." Modi emphasized on the need for inclusive human-centric development in which women get their due role and importance. India’s emphasis towards women-led development was applauded at the summit. India also proposed to launch the 'G20 Satellite Mission for Environment and Climate Observation' and also announced the launch of the Global Biofuel Alliance and urged G20 nations to join the initiative with a plea to take ethanol blending with petrol globally to 20 per cent, both perhaps cherries on the cake in the success of the Summit. &nbsp;</p>

<p>The G20 presidency of India has thus been spectacular and pathbreaking. The benchmarks it has set will be difficult to match in the future. It has once again re-affirmed India’s global leadership status.&nbsp;As Dr Jaishankar said at the press conference, “The G20 has contributed to making India world-ready and the world India-ready". India’s moment has truly arrived. PM Modi and his team have made it a habit of delivering against the greatest of odds and this G20 Summit was just the latest among, in a long list. Today, while the world heaves a sigh of relief at yet another day saved from the blushes, Bharat celebrates and the tricolor flies high.&nbsp;</p>

‘Bharat’ aces G20, setting new benchmarks for a 21st century world order 

In a big diplomatic victory for India the g20 member states adopted a consensus leaders' declaration for their summit. The declaration avoided condemning Russia for the war in Ukraine but called on all states not to use force to grab territory.

<p>At G20, the premier forum for international economic cooperation, the world leaders reached a consensus on various key issues, one of which was countering terrorism and money laundering. The New Delhi Leaders' Declaration condemned terrorism in "all its forms and manifestations, including those on the basis of xenophobia, racism and other forms of intolerance, or in the name of religion or belief, recognising the commitment of all religions to peace. It constitutes one of the most serious threats to international peace and security."</p>

<p>The world leaders, through the declaration, also committed to boosting resources of the terrorist financing watchdog, the Financial Action Task Force (FATF).&nbsp;</p>

<p>“A medley of traditions, customs, and climate, 'Bharat' is diverse in many ways. ‘Taste’ connects us. We celebrate <em>Sharad Ritu</em>, the autumn season of abundance in this menu,” a copy of the menu seen by WION said.&nbsp;</p>

<p>It added, “It showcases the wealth of ingredients across 'Bharat', expressing our rich culinary heritage in a modern mosaic dedicated to the spirit of <em>‘Vasudhaiva Kutumbakam’</em> – ‘One Earth, One Family, One Future’.”&nbsp;</p>

<p>For starters, the world leaders will be served <em>‘Paatram,’</em> ‘A breath of fresh air,’ which has been described as a “Foxtail millet leaf crisps topped with a yoghurt sphere and spiced chutney”.&nbsp;</p>

<p>Beverages include Kashmiri Kahwa, Filter Coffee, and Darjeeling Tea.&nbsp;</p>

<p>World leaders will be served <em>‘Madhurima’</em> or ‘Pot of gold’ – no not a real one – it is actually a “cardamom scented Barnyard millet pudding fig-peach compote and Ambemohar rice crisps”.&nbsp;</p>

<p>“<em>Shree Anna</em> (Millets) are nutri-cereals that are considered super foods containing a high density of nutrients such as vitamins, minerals, and dietary fibre. Millets can grow in adverse and arid conditions, with comparatively fewer inputs as compared to other cereals. They are cultivated across diverse agro-ecological regions and are resistant to pests and diseases,” stated a copy of the menu seen by WION.&nbsp;</p>

<p>“They can play an important role in addressing issues such as climate change and food security. On India’s initiative, the United Nations General Assembly adopted a resolution declaring 2023 as the International Year of Millets (IYOM),” it added.&nbsp;</p>

<p>Earlier in the day, PM Modi had announced the launch of the Biofuel Alliance and urged the G20 nations to join the initiative with a petition to take ethanol blending with petrol globally to 20%.</p>

<p>"Today, the need of the hour is that all countries should work together in the field of fuel blending. Our proposal is to take an initiative at a global level to take ethanol blending in petrol up to 20%," he said.</p>

<p>"Or alternatively, we could work on developing another blending mix for the greater global good, one that ensures a stable energy supply while also contributing to climate security," PM Modi said at the session attended by U.S. President Joe Biden, Saudi Arabia's Crown Prince Mohammed bin Salman, U.K. Prime Minister Rishi Sunak among others.</p>

<p>The Global Biofuel Alliance is one of the priorities under India’s G20 Presidency. The leading biofuel producers and consumers, Brazil, India, and the United States, will work together during the next few months towards the development of a Global Biofuels Alliance along with other countries that are interested.</p>

<p>The alliance will work towards enriching global collaboration and partnership for the accelerated adoption of biofuels by recognising global best practices for the development and deployment of sustainable biofuels and bioproducts. Nineteen countries agreed to stand with India as initiating members of the Global Biofuels Alliance.</p>

<p>Meanwhile, External Affairs Minister S Jaishankar, while addressing a joint press conference on Saturday, said that the declaration aims at accelerating progress on Sustainable Development Goals and has hence come up with an action plan.</p>

<p>India's G20 Sherpa Amitabh Kant on Saturday (September 9), hailed adoption of G20 New Delhi Leaders' Declaration' which he said came through 'without a footnote'. He said this represented India's ability to bring diverse nations to the same table for a consensus.</p>

<p>Kant was addressing a press conference along with India's External Affairs Minister S Jaishankar and Union Finance Minister Nirmala Sitharaman.</p>

<p>The ongoing G20 Summit has contributed to making "India world-ready and world India-ready," said EAM Jaishankar. He emphasised that Indian presidency of the grouping gave priority to address urgent concerns of the Global South. He said that inclusion of African Union in G20 grouping is an example of that.</p>

<p>"You would recall that at the beginning of our presidency, at Prime Minister Narendra Modi's initiative, 125 nations were consulted to express voice of the Global South," he said.</p>

<p>After the New Delhi Leaders' Declaration was adopted with the consensus of G20 member nations, Ukraine reacted to this historic development.&nbsp;Ukrainian foreign affairs ministry spokesman Oleg Nikolenko wrote on X, formerly Twitter, "G20 adopted a final declaration. We are grateful to the partners who tried to include strong wording in the text. However, in terms of Russia's aggression against Ukraine, G20 has nothing to be proud of."&nbsp;</p>

<p>In his post on the social media platform X, Nikolenko posted a picture of the declaration in which he scrapped out a few parts of the statement with red and replaced them with wordings Kyiv claims are more suitable to be included in the text.&nbsp;</p>

“Considerable time was spent — especially in the last few days — in regard to geopolitical issues, which really centered around the war in Ukraine,” Jaishankar said, adding further,&nbsp;“Everybody helped, because everybody came together for the consensus, but the emerging markets took a particular lead on this and many of us have a strong history of working together.”&nbsp;<br />

Meanwhile, India's G20 Sherpa Amitabh Kant dubbed the declaration historic and path-breaking and said there was 100% consensus on all developmental and geopolitical issues.&nbsp;</p>

Ukraine shares its own ‘closer to reality’ version of Delhi G20 Summit declaration

<p>WION’s principal diplomatic correspondent Siddhant Sibbal sat with German Ambassador to India Philipp Ackermann to discuss India’s G20 presidency. The discussion revolved around India’s role in building consensus on the G20 forum, which has remained heavily divided, especially in the wake of the Ukraine crisis.</p>

<p>The ambassador also talked about Chinese President Xi Jinping’s notable absence from the summit, his very first since assuming power in China almost 11 years ago. Mr Ackermann told Sibbal that Xi’s absence was not a big deal at all and China still was being represented at a high level as the country’s prime minister will lead the Chinese delegation.</p>

<p>He also said that climate was amongst the top priorities for his nation, and Germany will be very strongly advocating for ‘a good climate text’ in the joint communiqué.</p>

<p><em><strong>Here are the edited excerpts from the conversation:</strong></em></p>

<p><strong>WION</strong>: India is hosting the G20 Summit. What are your expectations from the Indian presidency of this mega grouping?</p>

<p><strong>German Ambassador</strong>- So, first of all, thanks for having me. And I would say that this summit is now the peak or the high point of a year-long presidency. The expectations of course for the summit are high clearly, you know, you have delivered so much that we are looking forward to the, to the summit and, you know, in a very, very difficult geopolitical environment, we have to call it like it is there is no, no doubt that the times are difficult. We are very confident that the Indian side will bring together the leaders of the world around one statement, one declaration. Now, I think, the big negotiations are ongoing, I mean, we have seen the negotiators sitting around the table for the last couple of days and I think we are in the midst of the discussions as it always is before the summit and we will see the outcome very soon. It is a difficult task. There is no doubt, but I trust that the Indian diplomatic skills.</p>

<p><strong>WION</strong>: Are you hopeful that there will be a joint statement because they're sharp positions when it comes to G7, and Russia and China on the other side?</p>

<p><strong>German Ambassador</strong>- So, I think I'm very hopeful. There is always a risk that things will not go the way the presidency wants them. But I think if a country can bring success to this, India is the country. So we have seen the Indian role last year in Bali where the declaration was a success. And I am very confident that India will play this role as a pen holder as the president this year. It's difficult because when you are president, you are supposed to be neutral. You are the one who brings everybody together. I think chances are high that things will end up in a satisfactory manner.</p>

<p><strong>WION:</strong>&nbsp;Well, the focus is also African Union. India has proposed African Union become a permanent invitee. What is Germany's view on this proposal?</p>

<p>German ambassador- I can tell you that we support this proposal wholeheartedly. We feel that the African Union is a very, very valuable partner, and it should have a seat at the table. We Germans and also the European Union have always been promoting and supporting the African Union's efforts to join these multilateral forums.</p>

<p><strong>WION:</strong> There's also the China challenge. The Chinese President Xi Jinping is skipping the summit here in Delhi. Do you think that is a negative signal being sent by Beijing to this summit? Given there are tensions as well.</p>

<p>German ambassador:&nbsp;So frankly, I think it is unfortunate that the Chinese president will not attend, but you should see it in a larger context. This is a G20 plus, that means, you have 19 plus other countries who will be represented at a very high level and the Chinese prime minister will come so he's also a very high-level representative of his country. So, I will say don't read too much into it. It will be a very important summit. China will make its voice heard at the table, so I would not see it as a failure or something.&nbsp;</p>

<p><strong>WION:</strong>&nbsp;What does Germany bring to the table during this year's summit?</p>

<p>German Ambassador: So what we want is basically support the Indian presidency. The main aim is to make this presidency a success. (If you ask) What are our priorities? Climate is certainly one and that has turned out to be also difficult in the last ministerial meeting. So we will be very, very strongly advocating for a good climate text. I think that partnerships with what you call 'the global South', with partners in the southern hemisphere, is very important for us. That includes energy partnerships, natural resources partnerships, and discussing, you know, support the West can extend to these countries is very important and third, and not least, (We want to see) the problem of Ukraine tackled in the right way. We have a war of aggression that has a huge impact on the world economy, and that must be addressed in the right way.</p>

<p><strong>WION:</strong>&nbsp;But do you think that it won't be the main focus during the summit because first, the host is neutral? There are many global south countries and essentially President Zelensky is not present as well.</p>

<p>German Ambassador: You cannot say that the whole G20 Summit should be rallying around this one question. I think it has been on the table for a long time when it comes to the negotiations of the statement. It's an important role. You know, I'm not a fan of those who say, let's keep politics out of the G-20 because politics and economics are interwoven. And you see with this war of aggression against Ukraine, what impact it has on many countries. But having said that, I think India has been so helpful during the valuable interaction, but I'm full of trust and confidence that India, as a president, will find a formula that will satisfy the most.</p>

<p><strong>WION</strong>: How do you see the visit of the German Chancellor?</p>

<p>German Ambassador: We had a very successful and extremely interesting visit in February. This time, will be more in the context of the G20. But it shows very clearly that there is a shift in Germany towards India and a clear commitment towards an Indian German relationship that reflects, you know, the values we share and the potential that there is in this bilateral relationship; be that economic, be that scientific and also political.&nbsp;</p>

<p><strong>WION: </strong>How India and Germany are working together to fight the issue of climate change.</p>

<p>German ambassador- We have this partnership for green sustainable development. I think India is an excellent partner. Not only that, because without India climate change is not to be tackled in a satisfactory way but also because India is full of creative ideas on how to tackle climate change. So we have not only the government, we have think tanks, academia, we have these very lively private sector that is so engaged and committed to renewable energy. So I think India is an ideal partner. Germany spends 1.3 billion euros a year together with India in developing ways and means to tackle climate change. I couldn't think of a more appropriate partner for Germany. We continue this engagement and look forward to developing ways and means to tackle this global problem with India.</p>

The Chinese President Xi Jinping is skipping the summit here in Delhi. Do you think that is a negative signal being sent by Beijing to this summit? Given there are tensions as well. German ambassador: So frankly, I think it is unfortunate that the Chinese president will not attend, but you should see it in a larger context. This is a G20 plus, that means, you have 19 plus other countries who will be represented at a very high level and the Chinese prime minister will come so he's also a very high-level representative of his country. So, I will say don't read too much into it. It will be a very important summit. China will make its voice heard at the table, so I would not see it as a failure or something. WION: What does Germany bring to the table during this year's summit? German Ambassador: So what we want is basically support the Indian presidency. The main aim is to make this presidency a success. (If you ask) What are our priorities? Climate is certainly one and that has turned out to be also difficult in the last ministerial meeting. So we will be very, very strongly advocating for a good climate text. I think that partnerships with what you call 'the global South', with partners in the southern hemisphere, is very important for us. That includes energy partnerships, natural resources partnerships, and discussing, you know, support the West can extend to these countries is very important and third, and not least, (We want to see) the problem of Ukraine tackled in the right way. We have a war of aggression that has a huge impact on the world economy, and that must be addressed in the right way. WION: But do you think that it won't be the main focus during the summit because first, the host is neutral? There are many global south countries and essentially President Zelensky is not present as well. German Ambassador: You cannot say that the whole G20 Summit should be rallying around this one question. I think it has been on the table for a long time when it comes to the negotiations of the statement. It's an important role. You know, I'm not a fan of those who say, let's keep politics out of the G-20 because politics and economics are interwoven. And you see with this war of aggression against Ukraine, what impact it has on many countries. But having said that, I think India has been so helpful during the valuable interaction, but I'm full of trust and confidence that India, as a president, will find a formula that will satisfy the most. WION: How do you see the visit of the German Chancellor? German Ambassador: We had a very successful and extremely interesting visit in February. This time, will be more in the context of the G20. But it shows very clearly that there is a shift in Germany towards India and a clear commitment towards an Indian German relationship that reflects, you know, the values we share and the potential that there is in this bilateral relationship; be that economic, be that scientific and also political. WION: How India and Germany are working together to fight the issue of climate change. German ambassador- We have this partnership for green sustainable development. I think India is an excellent partner. Not only that, because without India climate change is not to be tackled in a satisfactory way but also because India is full of creative ideas on how to tackle climate change. So we have not only the government, we have think tanks, academia, we have these very lively private sector that is so engaged and committed to renewable energy. So I think India is an ideal partner. Germany spends 1.3 billion euros a year together with India in developing ways and means to tackle climate change. I couldn't think of a more appropriate partner for Germany. <p>Indian Prime Minister Narendra Modi, on Saturday (September 9), while addressing the second session 'One Family' of the G20 Summit said that India's presidency has been the most ambitious and action-oriented in all of the presidencies till date.</p>

<p>“With 112 outcomes and presidency documents, we have more than doubled the substantive work from previous presidencies. 2x-5x the number of outcomes and annexed documents as compared to previous presidencies. The Indian Presidency of the G20 has been the most ambitious and action-oriented in all of G20 Presidencies,” PM Modi said.</p>

<p>As per the official data released, India has had 73 outcomes as compared to countries like Indonesia, Italy, and Saudi Arabia, which have had 27, 36, and 22 outcomes respectively.</p>

<p>PM Modi on Saturday said that the consensus has been built on the New Delhi G20 Leaders' Summit Declaration and announced its adoption.</p>
