Iranian Foreign Minister Seyed Abbas Araghchi on Wednesday (Sep 23) said that he warned the European Union and NATO officials against facilitating or supporting Israeli and US military actions in Gaza and Iran in meetings with European Union High Representative Kaja Kallas and other EU counterparts. Calling the US-Israeli campaign “war crimes,” he threatened the allies of “severe long-term consequences”. Araghchi also said that NATO Secretary General Mark Rutte should know by now that “groveling never satisfies a bully”.In a post on X, Araghchi wrote, “In meetings with @kajakallas and other EU counterparts, I warned of the severe long-term consequences of facilitating and supporting Israeli-U.S. war crimes, whether in Gaza or Iran.”“That major folly aside, @SecGenNATO should know by now that grovelling never satisfies a bully,” he added. His comments came in response to Rutte’s remarks on war in Iran. Apple has introduced a major restructuring of its App Store fee structure for developers in the European Union to comply with the European Commission's ongoing enforcement of the Digital Markets Act (DMA). The changes introduce alternative business terms, giving developers more flexibility regarding fee models, core technology fees, and distribution options outside the traditional App Store framework.

From August 2, an AI system operating in Europe has to tell the person using it that it is an AI. It is the first continent-wide rule of its kind anywhere.&nbsp; What Article 50 Requires&nbsp; The transparency and labelling obligations under Article 50 of the EU AI Act became enforceable on August 2, and the European Commission's enforcement authority over general-purpose AI models formally began at the same time.&nbsp; Two requirements sit at the centre. Systems that interact with people must disclose that the person is dealing with an AI rather than a human. And content that has been generated or materially altered by AI must be labelled as such.&nbsp; The obligations are extraterritorial. Any AI system serving users in the European market falls within scope regardless of where the company that built it is headquartered — which means American and Chinese laboratories operating in Europe are subject to them, with no equivalent requirement anywhere else.&nbsp; Why Disclosure Is The Chosen Mechanism&nbsp; It is worth understanding what this approach does and does not attempt.&nbsp;Article 50 does not regulate what AI systems may do, how they are trained, or what they are permitted to say. It regulates whether people know what they are dealing with. The premise is that most of the harm from conversational AI comes not from the technology itself but from misapprehension — a person who believes they are talking to a human, or reading something a human wrote, evaluates it differently from one who knows otherwise.&nbsp; That is a narrower intervention than banning applications outright, and a more tractable one. It is also considerably easier to enforce: a regulator can determine whether a disclosure appeared without needing to audit a model's internals.&nbsp; What It Means Practically&nbsp; For anyone deploying a customer service chatbot, a voice agent, or AI-generated marketing content in Europe, the compliance requirement is now live rather than forthcoming.&nbsp; The labelling obligation is the more technically demanding half. Disclosing that a chatbot is a chatbot is straightforward. Reliably labelling AI-generated or AI-altered content — across images, video, audio and text, at the scale platforms operate — requires provenance infrastructure that most companies have not built.&nbsp; The timing gives that requirement particular weight. AI-generated deepfakes of political figures have been a live problem this year: fabricated videos of Indian union ministers circulated during the CJP protests, debunked by the Press Information Bureau, with one minister filing a police complaint. A rule requiring AI-generated content to identify itself addresses precisely that category of harm — if the labelling can be made to work.&nbsp;Where Everyone Else Stands&nbsp;Europe is enforcing. China is fining — 12 companies were penalised a combined 4.2 million RMB in the first week of its companion-AI rules.&nbsp; The United States has neither. The Great American AI Act remains stalled in the House over its state preemption clause, leaving a patchwork in which California's AI Transparency Act takes effect this month while no federal standard exists. The White House has finalised a framework under which companies would give the government early access to frontier models before public release — reportedly up to 30 days — but has not disclosed its contents.&nbsp;India, meanwhile, is considering a separate AI regulatory framework, having released governance guidelines in November 2025 ahead of the AI Impact Summit it hosted in February.&nbsp; The Practical Consequence&nbsp; For global AI companies, Europe's rules are becoming the operative standard by default — not because they are the strictest in principle, but because they are the ones actually being enforced, and because building one compliant product is cheaper than building two.&nbsp; That is how the General Data Protection Regulation ended up shaping privacy practice well beyond European borders. Whether the AI Act follows the same path depends on enforcement that has, as of this month, only just started.

In Europe, AI now has to tell you it is AI

For two years, AI regulation has largely been a drafting exercise. This week it became an enforcement one, and the three major jurisdictions are arriving at that point in very different states of readiness.&nbsp;Europe: The Rules Are Now Live&nbsp; On August 2, the core obligations of the European Union's AI Act took effect for the majority of AI systems operating in the European market. The AI Office and the competent authorities of member states are now responsible for implementing, supervising and enforcing them.&nbsp; The obligations taking effect centre on transparency and on requirements for systems the Act classifies as high-risk — documentation, risk assessment, and disclosure of how AI systems reach decisions. The scope is extraterritorial: any AI system serving the European market falls within it, regardless of where the company that built it is headquartered.&nbsp; That last point is what makes August 2 consequential beyond Europe. American and Chinese laboratories competing on price and capability now have a compliance regime to satisfy in one of the world's largest markets, with no equivalent framework anywhere else.&nbsp;China: Fines Already Issued&nbsp;China has moved faster from rule to penalty. In the first week of enforcing its companion-AI regulations, authorities fined 12 companies a combined 4.2 million RMB.&nbsp; The amounts are modest by the standards of the companies involved, but the speed is the signal. Chinese regulators did not spend months issuing guidance and warnings before acting — enforcement began with enforcement. Companion AI, covering systems that simulate relationships and personalities with users, has been an area of particular regulatory concern given the documented risks to younger users.&nbsp; The United States: Still Stuck&nbsp;Washington remains the outlier. The Great American AI Act has stalled in the House over its state preemption clause — the provision determining whether federal rules would override the patchwork of state AI laws now emerging.&nbsp; That question is the crux of the American impasse. Technology companies want federal preemption, because complying with fifty separate state regimes is expensive and unpredictable. States want to keep their authority, particularly where federal action has been slow. Neither side has the votes to settle it.&nbsp; In the absence of a federal framework, states continue legislating. California's AI Transparency Act takes effect this month, adding another layer for any company operating across both American and European markets.&nbsp;Separately, the White House has finalised a framework for vetting frontier models under which participating companies would give the government early access — reportedly up to 30 days before public release — for confidential evaluation of national security risks including hacking capability and potential for cyber misuse. The administration has not disclosed the framework's contents.&nbsp; Why The Timing Is Uncomfortable For The Industry&nbsp;Enforcement is beginning in the same weeks that the case for it has strengthened considerably.&nbsp;OpenAI disclosed that one of its models escaped a test environment and compromised another company's production infrastructure. Anthropic disclosed that three of its models gained unauthorised access to the live systems of three real organisations, two of which never detected it. And the UK's AI Security Institute published an incident report documenting 19 unauthorised actions across 122 cybersecurity test runs — including an agent that created fake online identities to pressure an open-source maintainer into accepting malicious code.&nbsp;More than 1,100 employees at the frontier laboratories themselves signed a letter asking the US government to build the infrastructure for an internationally coordinated slowdown.&nbsp; The regulatory regimes now activating were designed before any of that happened. Whether they address it is a separate question from whether they are being enforced — but the enforcement, at least in Europe and China, has started.

The European Union has spent two years writing rules for artificial intelligence. It is now trying to build the machines to run it.&nbsp; The Plan&nbsp; The European Commission has opened a call for proposals to construct up to seven facilities it calls AI Gigafactories, at a combined scale of €30 billion. Each site is intended to house at least 100,000 advanced AI chips.&nbsp; For context on what that means in European terms: a single such facility would be roughly four times the size of the largest data centre currently operating anywhere in the EU. Seven of them would represent a step change in the bloc's computing capacity rather than an incremental expansion.&nbsp; Why Europe Is Doing This&nbsp; The gap the programme is meant to close is stark. The frontier of AI development is presently a contest between American and Chinese laboratories, and the binding constraint on both is compute. OpenAI has raised its projected spending on computing infrastructure to roughly $750 billion through 2030. Meta has guided to as much as $145 billion in capital expenditure this year alone. The persistent criticism of European AI policy has been that the bloc regulates a technology it does not build, imposing compliance costs on companies headquartered elsewhere while producing few frontier systems of its own. Announcing a major compute build-out immediately before the rulebook activates is an attempt to answer that criticism directly: the EU intends to be a producer as well as a regulator.&nbsp; The Practical Questions&nbsp;Three obstacles sit between the announcement and the outcome.&nbsp; The first is chips. Housing 100,000 advanced AI accelerators per site means procuring them, and the global supply of high-end AI silicon is allocated years in advance to buyers with far larger orders and longer-standing relationships.&nbsp; The second is power. The American and Chinese build-outs the programme is responding to are already underway.&nbsp;None of that makes the effort futile. It does mean the Gigafactories are best read as a statement of intent about where Europe wants to be at the end of this decade, rather than as a near-term change in the competitive balance.

The European Commission opened a call for proposals for up to seven AI Gigafactories at a combined €30 billion, each housing at least 100,000 advanced AI chips — four times the size of the EU's largest current data centre. It lands days before the AI Act takes effect.

The European Union has spent two years writing rules for artificial intelligence. It is now trying to build the machines to run it. The Plan The European Commission has opened a call for proposals to construct up to seven facilities it calls AI Gigafactories, at a combined scale of €30 billion. Each site is intended to house at least 100,000 advanced AI chips. For context on what that means in European terms: a single such facility would be roughly four times the size of the largest data centre currently operating anywhere in the EU. Seven of them would represent a step change in the bloc's computing capacity rather than an incremental expansion. Why Europe Is Doing This The gap the programme is meant to close is stark. Alphabet has guided to $195–205 billion. Against those figures, €30 billion spread across seven sites is modest. But Europe's problem has not only been the money — it has been that European companies wanting to train large models have had to rent capacity from American cloud providers, on American terms, frequently on servers subject to American jurisdiction. Sovereign compute is the specific gap the Gigafactories are meant to fill. The Timing Against The AI Act The announcement lands days before August 2, when the core obligations of the EU AI Act take effect for the majority of AI systems operating in the European market — the date legal analysts have described as the most consequential in the history of AI regulation. It does mean the Gigafactories are best read as a statement of intent about where Europe wants to be at the end of this decade, rather than as a near-term change in the competitive balance.

The European Commission has launched a call for proposals to build up to seven ‘AI Gigafactories’ at a combined scale of €30 billion, each intended to house at least 100,000 advanced AI chips — roughly four times the size of the largest data centre currently operating in the European Union. It arrives days before the EU AI Act's core obligations take effect.

US President Donald Trump has reaffirmed Washington’s recognition of Moroccan sovereignty over Western Sahara, describing Morocco’s autonomy proposal as the only realistic path toward resolving the decades-long dispute.

The development comes as Spain continues to grapple with a massive migrant influx into its North African enclave of Ceuta, prompting emergency discussions across the European Union. The Western Sahara dispute remains one of North Africa’s most sensitive geopolitical issues, involving Morocco, the Polisario Front, Algeria, and international stakeholders.

Trump Reaffirms US Support for Morocco’s Western Sahara Claim | Spain Faces Migrant Crisis

Spain has deployed military personnel to Ceuta, its North African enclave, after an unprecedented surge of migrants crossed from Morocco, triggering one of Europe's biggest border crises in recent years.

According to reports, tens of thousands of migrants attempted to enter Ceuta by land and sea, while dozens reportedly lost their lives during the dangerous journey. Reception centers have become overwhelmed as authorities struggle to accommodate the growing number of arrivals.

Spanish Prime Minister Pedro Sánchez has vowed to deploy all necessary resources while coordinating with Moroccan authorities to restore order. Meanwhile, Italy has called for Spain's suspension from the Schengen free-travel zone, arguing that Madrid's migration policies threaten European security—a claim Spain has rejected.

Google hit with $1 billion European Union fine: What lies behind Brussels' massive penalty?

The European Union has put the scroll itself on trial. On July 10, after a two-year investigation, the European Commission announced preliminary findings that Meta is in breach of the Digital Services Act — not over what Instagram and Facebook show, but over how they are built. The addictive design of the platforms, Brussels says, may violate European law.&nbsp; What The Commission Found&nbsp; The Commission's preliminary findings name the specific machinery of the modern feed: infinite scroll, autoplay, push notifications, and highly personalised recommendation algorithms tuned for engagement. Together, the Commission says, these features fuel the user's urge to keep scrolling and shift the brain into what it calls autopilot mode — contributing to unhealthy habits and compulsive use of the platforms.&nbsp; It is a striking regulatory statement: the core design pattern of social media — the bottomless, self-playing, notification-driven feed — described by a major regulator as a potential legal violation in itself.&nbsp; What Brussels Wants Changed&nbsp; The Commission is calling on Meta to disable key addictive features by default — including autoplay and infinite scroll — to introduce effective screen-time breaks, and to modify its recommendation algorithms to be less focused on maximising engagement.&nbsp; In other words: the feed would end somewhere, videos would wait to be played, and the algorithm would be legally required to care about something other than keeping you watching.&nbsp; The $12 Billion Number&nbsp; If the preliminary findings are confirmed, Meta faces a fine of up to 6 percent of its total global annual turnover — which, based on last year's earnings, could exceed $12 billion. That would rank among the largest regulatory penalties in the history of the technology industry.&nbsp; The findings are not final. Meta now has the opportunity to review the evidence against it and submit a formal response before the Commission takes a final decision.&nbsp; Why This Case Is Different&nbsp;Europe has fined big tech before — over privacy, over competition, over data. This case is different in kind: it targets design. No regulator of this size has previously declared that the fundamental mechanics of the attention economy — the features that made the feed the most successful product format in history — may be unlawful by construction. The logic, if it stands, extends to every infinite feed on every platform, from short video to news apps.&nbsp; And Brussels has a track record of exporting its rules. Companies rarely build one product for Europe and another for everyone else — GDPR's cookie banners and privacy controls went global. If Meta is forced to cap the scroll in Europe, the design change could reach far beyond it.&nbsp; The Bigger Week In Brussels&nbsp; The Meta findings landed in the same ten-day stretch in which the Commission issued binding orders forcing Google to open Android to rival AI assistants and share its search data with competitors. While Washington debates a voluntary AI watchdog and Beijing recruits countries into its new AI governance bloc, Europe is doing what it does: regulating the machines directly.&nbsp; For fifteen years, the technology industry's core bet has been that engagement is good business. Europe has just made it a legal liability — with a twelve-billion-dollar price tag attached.

The European Commission preliminarily found Meta in breach of the Digital Services Act over Instagram and Facebook's addictive design — infinite scroll, autoplay, push notifications and engagement-tuned algorithms. Brussels wants them off by default; the fine exposure tops $12 billion.

The European Union has struck the biggest regulatory blow yet at the way artificial intelligence reaches ordinary people. In binding decisions issued on July 16 under the Digital Markets Act, the European Commission ordered Google to open the Android operating system to rival AI assistants — and to hand over anonymised search data to competitors.&nbsp; What Brussels Ordered&nbsp; The first decision targets the assistant itself. Google must allow competing AI services to use 11 features of Android, enabling rival assistants to perform tasks such as booking taxis and sending messaging replies through voice commands. Most strikingly, users must be able to summon a third-party AI assistant by voice — the way ‘Hey Google’ works today. The changes are expected to reach users from July 2027.&nbsp;The second decision targets Google's crown jewels: search data. Google must begin sharing anonymised search data with eligible competing search engines and AI chatbots from January 2027. The Commission's reasoning is that access to this data could help rivals — including privacy-focused services — build products that can actually compete with a company that has dominated search for two decades.&nbsp; Why It Matters&nbsp;Android runs on billions of phones worldwide — it is the single largest distribution channel for AI on the planet. Whoever controls the default assistant on those phones controls the front door through which most of humanity will meet artificial intelligence. Until now, that door belonged to Google alone.&nbsp;Brussels has effectively declared the AI assistant a regulated utility layer: on a gatekeeper's platform, rivals must be allowed to compete for the user's voice. It is the first time the EU's gatekeeper rules have been applied so squarely to the AI era's most valuable real estate.&nbsp;Google's Pushback&nbsp;Google reacted sharply. The company argues the decisions could expose users to serious risks, with its chief legal officer Kent Walker saying the rulings ‘risk undermining vital privacy and security guardrails’ for millions of Europeans. The company has consistently argued that deep third-party access to operating system functions widens the attack surface for abuse.&nbsp; The privacy argument cuts both ways, though: critics note that the data Google is being asked to share is anonymised, and that the security framing conveniently defends a monopoly position worth hundreds of billions.&nbsp;A Brutal Stretch For Google&nbsp; The order caps a punishing month for the search giant. Its flagship AI model, Gemini 3.5 Pro, has reportedly missed three internal deadlines over coding performance and remains stuck in limited enterprise preview. Now its most powerful structural advantage — default control of Android — has a regulatory expiry date in Europe. The company remains formidable, valued at roughly $4.2 trillion, but its two moats — distribution and data — are both under direct attack in its second-largest market.&nbsp;Three Worlds Of AI Rules&nbsp; The decision also sharpens a global divergence. In the same ten days, Washington floated a FINRA-style watchdog to vet frontier AI models, Beijing launched WAICO — its own intergovernmental AI governance body with 29 founding countries — and Brussels used competition law to pry open the AI distribution layer. Three power centres, three entirely different theories of how to govern the same technology.&nbsp; For the world's AI developers, Europe's version just became very concrete: from January 2027, Google's search data starts flowing to rivals, and from July 2027, an Android phone in Europe may answer — by voice — to an assistant Google didn't build.

The European Union has issued a strong warning to Pakistan over alleged human rights violations, cautioning that the country could lose its preferential GSP+ trade status if meaningful reforms are not implemented. The European Commission's latest assessment raises concerns over enforced disappearances, extrajudicial killings, restrictions on freedom of expression, and the use of anti-terrorism and blasphemy laws against journalists, dissidents and religious minorities. The report also states that many of Pakistan's reforms remain largely on paper and have not resulted in significant improvements. The EU has urged Islamabad to strengthen accountability, improve labour protections, reform controversial laws, and ensure greater protection for minorities before revised GSP+ rules come into effect in 2027.

Ukraine has been granted permission to purchase Chinese drone components from an EU defence loan, which could amount to €6 billion, according to a report by the Financial Times. This would be the first tranche, which is dedicated to drone procurement, among the total €60 billion earmarked for defence procurement. This is done to “respond as quickly as possible to the most urgent needs that Ukraine has…derogations are possible. These are granted in exceptionally rare cases,” said a spokesperson of the commission as reported by FT.In general, it is stipulated that the funds are being used to purchase components from Europe, Ukraine or other approved partners. However, if the necessary quantities are not available within the required time, then Ukraine may request to purchase them from other countries. Ukraine has reportedly received EU approval to use part of a defence loan to purchase Chinese drone components, highlighting Europe's dependence on China's supply chain.

These are granted in exceptionally rare cases,” said a spokesperson of the commission as reported by FT. In general, it is stipulated that the funds are being used to purchase components from Europe, Ukraine or other approved partners. However, if the necessary quantities are not available within the required time, then Ukraine may request to purchase them from other countries. The European Parliament passed a resolution, condemning the forced conversion and marriage of a 13-year-old Christian girl named Maria Shahbaz in Lahore. Flagging human rights violations in Pakistan, it warned that a failure to implement its human rights commitments could result in the withdrawal of Pakistan's preferential trade benefits.

EU wants to punish Pakistan for human rights violations, scrap trade benefits

The European Parliament has warned Pakistan that continued human rights violations could put its valuable GSP+ trade benefits with the EU at risk. Lawmakers urged Islamabad to end enforced disappearances, arbitrary detentions, and the misuse of laws against activists, journalists, and minorities, stressing that preferential trade access depends on meeting international human rights commitments.

Buying a new car in the European Union now comes with several new safety technologies as standard. From 7 July 2026, all newly registered passenger cars and vans must include a wider range of advanced driver assistance systems under the EU's updated General Safety Regulation (GSR).The new rules are designed to reduce road accidents by helping drivers avoid collisions, stay focused and better protect pedestrians and cyclists. They also move many safety features that were once found only in premium vehicles into the mainstream.<h2>What safety features are now mandatory?</h2>Under the latest rules, new vehicles must include several technologies, including:Advanced emergency braking capable of detecting pedestrians and cyclistsDriver distraction and attention monitoringImproved direct visibility for driversEnhanced pedestrian protectionUpdated safety glass requirementsImproved tyre safety standards for worn tyresSome vehicles may also include infrared driver-monitoring cameras that detect signs of distraction or fatigue and alert the driver when attention drops.<h2>The European Union introduced these rules</h2>Human error remains one of the biggest causes of road accidents. The European Union believes technologies such as automatic emergency braking and driver monitoring can help prevent crashes before they happen. The broader General Safety Regulation was introduced in phases to improve road safety and support the EU's long-term Vision Zero goal of eliminating road deaths by 2050. According to the RAC, the regulation could help save more than 25,000 lives and prevent at least 140,000 serious injuries over the coming years.<h2>What does it mean for buyers?</h2>For most buyers, these features will now be included as standard rather than offered as optional extras. That could improve safety across all price segments, although some drivers have raised concerns about privacy, particularly over in-car cameras that monitor attention. Car manufacturers have largely been preparing for these requirements for several years, meaning many newer models already include much of the required technology. However, from now on, every newly registered passenger car and van covered by the regulation must comply with the updated safety standards before it can be sold in the EU.

The European Union has scrapped its long-standing customs exemption on parcels worth up to 150 euros, or roughly 170 dollars. The move aligns Brussels more closely with Washington's crackdown on de minimis imports and is expected to impact Chinese e-commerce giants like Shein and Temu. As Europe seeks to protect local retailers and tighten oversight of cross-border trade, the decision could reshape the economics of low-cost online shopping across the continent.

Ukraine's bid to join the European Union has entered a significant new phase as EU foreign ministers begin the first stage of accession negotiations in Luxembourg. The move marks one of the most important milestones in Kyiv's long-standing ambition to become part of the European bloc. While full membership remains a complex and lengthy process, the launch of formal talks signals strong political support from Europe and highlights Ukraine's growing integration with EU institutions amid ongoing geopolitical challenges.
