Amid recurring debate over air pollution in Delhi, the Supreme Court was informed on Monday that only nine of 37 air quality monitoring stations were operational on Diwali in the national capital, when city was engulfed by a toxic smog of chemicals from 'green' firecrackers, dust and vehicular emissions, and hazardous particulate matter from farm fires.&nbsp;Amicus curiae, Aparjita Singh, questioned how the Commission for Air Quality Management, the body responsible for improving Delhi's AQI, could carry out its duties effectively without key data on air pollution levels across the city.&nbsp;"We don't even know when to implement GRAP (Graded Response Action Plan). That is the severe situation," Singh said, "… let them (i.e., the CAQM) answer this question – 'what is the situation of monitoring stations?' Because on Diwali, out of 37, only nine were working." "Why is the CAQM shrinking from filing a report?" The researchers studied Delhi’s air quality data between 2021 and 2023. Then they scraped off the black crust found on various walls of the fort and examined its composition.&nbsp;&nbsp;<h2>Damage due to traffic emissions, industrial pollutants and construction dust</h2>&nbsp;Laboratory tests of the crust showed the presence of gypsum, quartz, and heavy metals like lead, copper, and zinc, all derivatives of traffic emissions, construction dust, and industrial pollutants.&nbsp;The study, titled ‘Characterisation of Red Sandstone and Black Crust to Analyze Air Pollution Impacts on a Cultural Heritage Building: Red Fort, Delhi, India,’ was conducted by the Indian government’s Department of Science and Technology and Italy’s Ministry of Foreign Affairs (MAECI).Scientists from IIT Roorkee, IIT Kanpur, Ca’ Foscari University of Venice, and the Archaeological Survey of India (ASI) conducted the research this year.&nbsp;Researchers found that the crusts formed due to chemical interactions between pollutants and the red sandstone were between 0.05 mm and 0.5 mm thick and could damage its intricate carvings. The air pollutants had also damaged vaults, arches, and delicate stone carvings.&nbsp;<h2>‘Early action, proper conservation can prevent further damage’</h2>&nbsp;The sandstone from where samples were collected had a thin black deposit. “Over time, this layer thickens and develops into dendritic crusts, which ultimately causes the stone to exfoliate,” said the study. The researchers also observed blistering, salt crystallisation, and dampness in parts of the fort.The black crust formation is a progressive phenomenon that begins with a thin black layer or deposit, which can be removed in the early stages without significantly damaging the stone’s integrity, the researchers said. Besides, a maintenance cleaning programme for the most affected areas and application of stone protectives could prevent and slow down further crust formation.&nbsp;The study says that stone protectives or sealants could be applied to highly affected areas to slow down or prevent the formation of black crusts.&nbsp;<h2>‘Above-normal nitrogen dioxide level accelerating stone’s decay’</h2>&nbsp;The researchers analysed air quality data from 2021 to 2023 and said that fine particulate matter concentrations in Delhi were over two and a half times above the limit. Researchers found that the crusts formed due to chemical interactions between pollutants and the red sandstone were between 0.05 mm and 0.5 mm thick and could damage its intricate carvings. The air pollutants had also damaged vaults, arches, and delicate stone carvings. ‘Early action, proper conservation can prevent further damage’ The sandstone from where samples were collected had a thin black deposit. “Over time, this layer thickens and develops into dendritic crusts, which ultimately causes the stone to exfoliate,” said the study. The researchers also observed blistering, salt crystallisation, and dampness in parts of the fort. It also cited an above-normal level of nitrogen dioxide for accelerating the stone’s decay. The high concentrations of heavy metals like titanium, chromium, manganese, nickel, copper, zinc, and lead in the black crust may arise from the burning of fossil fuels, wear and tear of vehicles’ mechanical parts, vehicular traffic, particulate matter, and soil/dust, the study said. The Graded Response Action Plan (GRAP) is a set of measures aimed at managing air pollution in Delhi and the surrounding National Capital Region (NCR). Stage 3 of GRAP comes into effect when the AQI reaches ‘severe’ levels.

Under Stage 3, construction and demolition activities will be suspended, along with all non-essential mining. Interstate buses that are not electric, CNG, or compliant with BS-VI standards will be restricted entry. There will also be increased water sprinkling on major roads to control dust.

According to the official notification: “All industrial plants having pollution index score up to 20 as listed in the Schedule to this notification, subject to the condition that such plant shall inform in writing to the State Pollution Control Boards or the Pollution Control Committees.”

At 4:00 pm (local time), Delhi's Air Quality Index (AQI) soared to 418, a drastic jump from Tuesday's 334 at the same time. Earlier, at 9:00 am, the AQI had already reached 366, as reported by CPCB data. Residents of Delhi, along with nearby areas like Noida, Ghaziabad, and Gurugram, woke up to thick smog that reduced visibility to nearly zero. An AQI between zero and 50 is considered 'good', 51 and 100 'satisfactory', 101 and 200 'moderate', 201 and 300 'poor', 301 and 400 'very poor', 401 and 450 'severe' and above 450 'severe plus'. Delhi BJP president Virendra Sachdeva slammed the Aam Aadmi Party (AAP) government, saying that the city had become a "gas chamber" due to extreme pollution. "Delhi has become a gas chamber where everyone is coughing and complaining of trouble in breathing," he said. Addressing a press conference, Sachdeva accused the Delhi government of failing to control pollution levels, pointing out that PM 2.5 levels had surpassed 400 and PM 10 levels had exceeded 1,000, as reported by news agency PTI. Sachdeva also pointed out the lack of government-run clinics providing medication to counter the adverse effects of pollution on public health.
