<p>The Chinese balloon in the US airspace escalated the tensions between the US and China, but Beijing said that it was a civilian "airship" which was used for research, mainly meteorological purposes. The Chinese had claimed that the balloon had gone astray then.</p>

<p>Quebec immigration minister Christine Fréchette told reporters in Montreal that she was taken aback by the reports and stressed the need to address this problem immediately, according to BBC.</p>

<p>“We need to solve the problem of Roxham Road,” Fréchette said on Tuesday, referring to an unofficial border crossing south of Montreal used by thousands of asylum seekers every year.</p>

<p>“I think it makes the urgency of the situation even more apparent," Fréchette added.</p>

<p>The minister’s comment days after New York City mayor Eric Adams’ remarks that his administration was assisting migrants who had been sent to his city but wanted to go elsewhere.</p>

<p>"Some want to go to Canada, some want to go to warmer states, and we are there for them as they continue to move on with their pursuit of this dream," Adams told Fox 5 on Monday.</p>

<p>He further confirmed that the city was providing free bus tickets for migrants.</p>

<p>"If they are seeking to go somewhere else, we are helping in the reticketing process," he was quoted as saying.</p>

<p>Meanwhile, Fréchette further said that Canada and the US were negotiating to amend the Safe Third Country Agreement, which was signed in 2002.</p>

<p>The treaty allows migrants to make an asylum claim in the first country they enter, whether it is the US or Canada.</p>

<p>However, the treaty only applies to those who use the official border crossing. Roxham Road is not the official border.</p>

<p>It is understood that this flaw allows the migrants arriving from New York to have their asylum cases heard by Canadian immigration authorities.</p>

Out of curiosity, Juliette entered ticket number into the lottery app and a banner of "big winner" started flashing on the screen.</p>

<p>"I still can't believe I hit the Gold Ball jackpot on my very first lottery ticket!" she told BBC.</p>

<p>"My colleague fell to his knees in disbelief."</p>

<p>"He was yelling. In fact, everyone was yelling that I won $48 million."</p>

<p>Her boss allowed her to go home early but her mom suggested that she complete her shift, which she did.</p>

<p>While there are countless tales of big fortune squandered on material things, Juliette doesn't appear to go that way. After winning the jackpot, she turned to her dad, who is a money manager, for advice on investing wisely. Juliette aims to be a doctor.</p>

<p>"Once school is done, my family and I will pick a continent and start exploring," she said.</p>

China urges Canada not to engage in 'political manipulation' over Uyghur Muslims

<p>From Tuesday, all those who are above 18 will be exempted from getting penalised under a criminal offence to possess small amounts of certain illicit drugs in Canada’s British Columbia (BC) province.</p>

<p>The latest guideline is part of a three-year pilot programme in which the federal government granted BC an exemption from the Controlled Drugs and Substances Act (CDSA).</p>

<p>This exemption will be in effect from Jan 31, 2023, to Jan 31, 2026.</p>

<p>The provincial government has decided to rope in stakeholders to implement this policy change, including the federal government, health authorities, law enforcement, and people with lived and living experience to establish safety indicators in order to monitor and evaluate the outcomes of this exemption in real-time.</p>

<p>“The shocking number of lives lost to the overdose crisis requires bold actions and significant policy change. I have thoroughly reviewed and carefully considered both the public health and public safety impacts of this request,” Carolyn Bennett, federal Minister of Mental Health and Addictions and Associate Minister of Health, said in a statement.</p>

<p>“Eliminating criminal penalties for those carrying small amounts of illicit drugs for personal use will reduce stigma and harm and provide another tool for British Columbia to end the overdose crisis.”</p>

<h2><strong>Which drugs are included in the pilot?</strong></h2>

<p>Under the exemption, up to 2.5 grams of the following four drug types can be legally possessed:</p>

<p>The officer said that the brothers had been hatching some sort of “act of extreme violence” since 2019 and initially wanted the shootout to happen in mid-2023.</p>

<p>But their desire to move out of the house they shared with their mother led them to move up their plan.</p>

<p>“The suspects concluded that they could not move their arsenal of weapons to a new location without attracting attention, and thus electing the bank location at random,” Bérubé was quoted as saying.</p>

<p>On Tuesday morning, after the twins left the bank, members of the Greater Victoria emergency response team, who were in the vicinity in an unrelated matter, spotted them and decided to help other officers catch the culprit.</p>

<p>The latest advice is a steep drop from the previous recommendation of 2011 which allowed a maximum of 10 drinks a week for women and 15 drinks for men.&nbsp;</p>

<p>Apart from reducing the levels of alcohol consumption to zero, the new guidelines by Health Canada also suggest mandatory warning labels for all alcoholic beverages.&nbsp;</p>
