Toronto stabbing: Eight teenage girls charged with murder

The man who opened fire and killed five people at a suburban Toronto condominium building was identified as 73-year-old Francesco Villi.

According to reports, Villi targeted the people who were members of his condo board. He is said to have a longstanding dispute with them.

On Sunday, the gunman went several floors and launched a violent rampage against the board members whom he felt had wronged him by filing lawsuits against him.

Toronto Star newspaper, citing court documents, reported that the condo board members earlier filed a restraining order against Villi over his “allegedly threatening, abusive, intimidating and harassing behaviour.”

Villi had also filed a lawsuit against six directors and officers of the board in 2020, alleging that the board members "committed acts of crime and criminality from 2010 onwards."

Among the deceased were three men and two women, of which three of the victims were members of the condo board. Another woman was injured and remains hospitalised.&nbsp;

Villi was later killed during a confrontation with the police at the hallway of the&nbsp;building in Vaughan, Ontario.

The police had described the murder sit as a “horrendous scene where numerous victims were deceased.”

Police have not yet disclosed the possible motive for the attack or released the names or ages of the victims.

Ontario's Special Investigations Unit spokesperson Kristy Denette said that the attacker carried a semiautomatic handgun and that investigators don't believe he exchanged fire with the officer who killed him.

Police said that there was no further threat to the community and was hoping to get residents back into the building.

In line with this deal, at least 190 countries have committed to placing 30 per cent of land and water under protection by 2030, which is significant for biodiversity. Additionally, the draft also calls for raising $200 billion by the end of the decade for a range of sources and work on phasing out or reforming subsidies which could provide another $500 billion for nature.&nbsp;

Canadian police informed that homicide was the reason for the death of a 24-year-old Indian-origin Sikh man, who died of gunshot wounds in the Canadian province of Alberta.&nbsp;

The man has been identified as Sanraj Singh and his death comes as the second such incident this month in the country.&nbsp;

Police in Edmonton city located Sanraj when they responded to a gunshot report on December 3 night, the police said in a statement released on December 10. As per media reports, he was found injured.&nbsp;

On Saturday (December 3), Southeast Branch officers responded to a report of gunshots in the area of 51 Street and 13 Avenue at approximately 8:40pm (local time).&nbsp;

When they reached there, they found a male sitting in a vehicle in medical distress. Reports have mentioned that the authorities started with giving Cardiopulmonary resuscitation (CPR) until EMS arrived and declared him dead.&nbsp;

As per the press release, the autopsy report revealed that "the cause of death was gunshot wounds, and the manner of death is homicide."&nbsp;

When they reached there, they found a male sitting in a vehicle in medical distress. CTV News reports that the Association of Chairs of Psychiatry in Canada, which includes the directors of the departments of psychiatry at all 17 medical schools, has&nbsp;requested that the modification to the MAiD law&nbsp;be postponed.

In a statement released on Thursday, the association&nbsp;notes that significant, unsolved concerns include the lack of public education on suicide prevention and a clear definition of irremediability or the point at which recovery is impossible.

The University of Manitoba's director of the psychiatry department, Dr Jitender Sareen, said , that if a patient wants MAiD solely for mental health conditions, "we don't have the clear standards around definitions of who's eligible. How many assessments and what kinds of assessment would they actually need?"

Victoria-based lawyer Chris Considine has been at the forefront of advocating for euthanasia, and supports cases that include terminal illnesses like cancer or ALS but says that mental health cases are not clear-cut.

As per him, while mental health issues have grown their treatment hasn't.

“In addition, there are underlying causes for mental health which are not strictly organic," VOA quotes Considine as saying.&nbsp;

He adds that mental health problems can stem from many reasons, "there may be depression caused by poor housing, poor job prospects and other issues, which will drive people into a deep depression. Those issues could be solved, and therefore, there may not really be a need for MAiD."

In his opinion, the March date needs to be pushed back or at least strict guidelines need to be put in place so MAiD "does not become a substitute for housing, health care and other forms of social assistance".

Experts raise alarm as Canada expands euthanasia to cover those with mental illnesses

The Canadian federal government sent at least C$4.6 billion worth of Covid relief payments to those who were ineligible for them, said the country’s Auditor General Karen Hogan while announcing the fall audit, on Tuesday. On the other hand, she praised the government’s swift procurement and vaccine distribution as well as the pandemic relief and benefits rolled out to the citizens.&nbsp;

The audit of benefits, “found that overpayments of C$4.6 billion were made to ineligible individuals,” said Hogan. She added that an “estimated C$27.4 billion of payments to individuals and employers should be investigated further”.&nbsp;&nbsp;

The reason for these overpayments has been attributed to the&nbsp;Prime Minister Justin Trudeau&nbsp;government's&nbsp;decision, in 2020, to rely on information provided by applicants and limit pre-payment controls to fast-track the Covid relief for people and employers affected by the pandemic.&nbsp;

The AG noted that while at least C$2.3 billion in overpayments have been recovered through voluntary repayments by this summer the federal government might run out of time to identify and recover the rest of the amount.&nbsp;The federal government legally has three years, starting from the time when the payment was made, to verify if it was proper.

However, Hogan said that while the federal government is legally bound to verify every payment if it does not choose to do so, it must explain the decision to the Canadian citizens, considering these payments went to low-income households and individuals.&nbsp;

Furthermore, the AG’s report also noted while the&nbsp;Trudeau government’s sourcing and distribution of the COVID-19 vaccines was a success, the Public Health Agency of Canada ended up with a large surplus of doses.&nbsp;

Reportedly, by the end of May, earlier this year, the country had a little over 50 million doses which were deemed a surplus and were being offered to other countries. However, only 15.3 million could be donated while at least 13.6 million expired. Therefore, the audit recommends using this surplus in booster campaigns or donating them as most of them will expire by the end of this year.&nbsp;

This move is likely to be beneficial for thousands of Indian professionals working in Canada, along with other foreigners. 
 
Foreign nationals holding OWP are allowed to take up any job and work for any employer in Canada. On Friday, Minister of Immigration, Refugees and Citizenship Sean Fraser announced that work permits are being extended by his department to temporary foreign workers' family members also.

“Employers across the country continue to identify a lack of workers as their biggest obstacle,” the minister said. He added that the new measure will make it easy for employers to find the required number of workers and fill their labour gaps. 
 
Providing work permits to family members of OWP holders at all skill levels will result in family members of over 200,000 foreign workers becoming eligible for jobs in Canada, he explained. Before the announcement, only spouses of OWP holders were eligible to get a job if the principal applicant was employed in a high-skill occupation.
