Meanwhile, the US Department of the Treasury in a separate statement said that these sanctions are being placed against the two Haitian politicians for “having engaged in, or attempted to engage in, activities or transactions that have materially contributed to, or pose a significant risk of materially contributing to, the international proliferation of illicit drugs or their means of production.”&nbsp;

Treasury Department official, Brian E. Nelson, said, “Joseph Lambert and Youri Latortue have abused their official positions to traffic drugs and collaborated with criminal and gang networks to undermine the rule of law in Haiti.” The statement added, Lambert has held political positions for nearly two decades while Latortue is also a longtime politician.&nbsp;

Furthermore, the countries have alleged the aforementioned armed gangs terrorize vulnerable populations and commit “unspeakable violence” in Haiti. This includes widespread sexual violence and impeding the delivery of critical services which are bringing about a “humanitarian crisis” in the country.&nbsp;

Burnout from the Covid-19 pandemic, abuse from patients and salary discontent have seen nursing staff quitting their jobs in droves, and experts say the situation is only likely to worsen.

The impact on emergency care is such that Ottawa police recently had to take a shooting victim to hospital in their squad car, rather than wait for an ambulance, and an elderly woman who fell and broke her hip was forced to wait six hours for help from paramedics based 100 kilometers (62 miles) away.

Over the summer and into the fall, staffing shortages meant dozens of emergency rooms were forced to close -- sometimes for a night or a weekend, sometimes longer.

Wait times to see an ER doctor have soared to 12, 16, 20 hours -- or more.

"They're numb, deflated and feeling hopeless," said Cathryn Hoy, president of the Ontario Nurses' Association. Herself a nurse for 20 years, she described the situation as "critical."

Amelie Inard, 32, was taken to an ER in Montreal this week, in extreme pain and peeing blood.

The place was packed, and an overwrought nurse told her to describe her condition "in one sentence, really quickly, because of how busy they were," Inard said.

She eventually left in frustration, without seeing a doctor.

Hospital workloads are rising, Hoy said, along with patients' exasperation over extended wait times, leading to a spiking of violence against nurses.

Several nurses told AFP they had been punched, scratched or spat on, and had trays, dishes and feces thrown at them.

'Crazy conditions'

In the capital Ottawa, ambulances were unavailable on more than 1,000 occasions from January to July, as paramedics were stuck waiting to unload patients at crowded ERs.

A hospital in Peterborough, east of Toronto, in the past week was forced to treat patients on gurneys in the parking lot because its ER was full, said Hoy.

In Manitoba, doctor Merril Pauls said there had been "multiple times throughout the summer when we had to shut down beds in the emergency room" at Winnipeg's Health Sciences Centre because of the nursing shortage.&nbsp; 
 
On one recent Sunday, he said, "We had too many people coming in and had no place to put them. We literally were double-bunking critical patients in a resuscitation bay.

"Our nurses are really working in crazy conditions."

It's a "really significant phenomenon going on across the country," the doctor added, and it's "getting worse."

A recent survey by the Canadian Union of Public Employees, the country's largest labor union, found that 87 percent of nurses have considered leaving their job "because of the thankless and grueling working conditions."

"Even new graduates are quitting," Hoy said.

Federal health minister Jean-Yves Duclos has vowed to make it easier for foreign credentials to be recognized. That could help 11,000 internationally trained doctors and nurses get jobs in their field in Canada.

But that won't be nearly enough, with 34,400 nursing positions now vacant, according to government data.

Compounding the problem, many Canadians -- like Inard -- don't have a family doctor and turn to emergency rooms for care.

"It's just so difficult to find a family doctor," she said.

And a frequent shortage of regular hospital beds often means long waits to transfer patients out of ERs to wards.

Ontario passed a bill at the end of September permitting transfers of patients awaiting long-term care to facilities up to 150 kilometers away.&nbsp;

Provincial Health Minister Sylvia Jones said it would "ease pressures on crowded emergency departments."

But critics say it could force frail, elderly people into care homes far from their loved ones.

For now, almost everyone needing treatment is eventually seen. But delays can pose long-term consequences for patients' health.

"If a stroke patient doesn't get access to a clot-busting medicine fast, brain cells will die and the patient will end up being more disabled than they would have been," Pauls said.

Serious infections can be deadly if not treated in time. So, too, can cancers and other diseases, he added.

Pauls recalled routinely telling discharged patients "to come back if things get worse."

"But now they laugh at us. They say: 'You're crazy. There's no way I'm going to go through this again.'"

The company had earlier claimed that they only use sawdust and waste wood. However, the investigation unearthed evidence that Drax has been felling environmentally-important forests in Canada’s British Columbia. The team from BBC analysed satellite images, traced logging licences and used drone images to support its claims.&nbsp;

The Drax power station, in Yorkshire, was previously a coal-powered plant and is now responsible for producing 12% of all of the UK’s renewable electricity. They have reportedly received at least 6 billion pounds in green energy subsidies from the country’s taxpayers. Drax has also bought logging licences for two environmentally-important forests in Canada the BBC alleged.&nbsp;

Meanwhile, the provincial authorities in Canada have reportedly highlighted the importance of old-growth forests and asked the companies to avoid logging in the area. Drax’s own responsible sourcing policy echoes a similar note saying that they will avoid “damage or disturbance” of primary and old-growth forests, said the report.

The company has reportedly told Panorama that most of the trees in the region were dead and they were logged to reduce the risk of wildfires. However, the satellite images that analysed during the investigation shows otherwise, said the report. On other hand, Drax also told the BBC they have transferred the logging licences to other companies and did not cut the forest down themselves. However, the authorities in British Columbia told reporters that the logging licences still belong to Drax.&nbsp;

The company later admitted that they did use logs from the forest to make wood pellets, but only species of timber not required by the industry. Furthermore, Drax reportedly asserted that the forests that Panorama has referred to are not primary forests given that they are near the roads, but BBC argues that the United Nations’ definition of primary forests does not include a provision for their proximity to roads. One of the sites was six miles away from the nearest paved road, the report said.&nbsp;

Succinctly put, the move will ensure that apart from the top-ranking candidates in the Comprehensive Ranking System (CRS), other applicants with a much narrow but efficient ability are also given a chance.&nbsp;

Currently, vacancies are at an all-time high in the country which might have necessitated such a move.&nbsp;

“Canadas high immigration targets, including those through Express Entry programs, stem from several factors including a job vacancy rate that currently stands at 5.7 per cent," a CIC report said.&nbsp;

In an attempt to bring more labour force to the country, the Canadian government has reduced the CRS score to as low as 504 in the recent round of draws. Moreover, in the latest draw, IRCC invited&nbsp;&nbsp;3,750 candidates, which was an increase of 500 candidates over the previous draw.&nbsp;

What exactly is the Express Entry scheme?

As reported by WION, the 'Express Entry Scheme' for&nbsp;permanent residency was reopened in Canada after a hiatus of 18 months. In simple terms, this scheme is an application management system used to select and zero in on candidates best suited to live and work in the North American country.&nbsp;

Currently, IRCC uses CRS to rank prospective candidates based on parameters such as age, education, language skills and work experience.&nbsp;

Three separate programs concurrently run under this scheme viz. Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP) and Canadian Experience Class (CEC). Draws for FSWP and FSTP were put on hold in December 2020 while CEC was halted later in September 2021.&nbsp;

India on Sunday (October 2) denounced the vandalism at Shri Bhagavad Gita Park, which was recently unveiled in Canada's Brampton and urged the authorities to look into the incident and take swift action against those responsible.&nbsp;

In a statement, the ministry stated that the instances had been brought up with Canadian authorities by the ministry and High Commissions/Consulates General in Canada. According to recent reports, the Chinese government has opened several illegal police stations across the world, including in countries like Europe, the UK, the US, Canada and Ireland. This revelation comes amid China’s quest to emerge as a global superpower and has sparked concerns among human rights campaigners.&nbsp;

These police stations are affiliated with the Public Security Bureau (PSB) across Canada and have been set up to antagonise China’s adversaries, said Investigative Journalism Reportika citing local media. The report also claims that at least three such police stations are in the Greater Toronto Area alone.&nbsp;

The Investigative Journalism Reportika also alleges that Beijing is trying to influence elections in certain countries through these illegal police stations. The arrangement of these illegal police stations is also present in countries like Ukraine, France, Spain, Germany, and the UK. According to the Fuzhou police, they have already opened 30 such police stations in 21 different countries.&nbsp;

Meanwhile, China has reportedly called these facilities “vocational skill training centres” which they deemed necessary to “counter” extremism and improve livelihoods. In 2019, Chinese officials also indicated that most “trainees” had “graduated” from the centres.&nbsp;

Another report, titled, “110 Overseas: Chinese Transnational Policing Gone Wild,” released earlier this month, details how these “overseas police service stations” monitor citizens living abroad. This is reportedly a part of China’s efforts to combat “fraud” committed by these citizens and how the police stationed in the five continents have assisted authorities in Beijing to carry out “policing operations on foreign soil”.&nbsp;

“These operations eschew official bilateral police and judicial cooperation and violate the international rule of law, and may violate the territorial integrity in third countries involved in setting up a parallel policing mechanism using illegal methods,” read the report by Safeguard Defenders, a Spain-based human rights NGO.&nbsp;

According to the report, there are a total of 54 such stations in 30 different countries. It further indicates that Europe is home to a majority of these illegal police stations and they are in several major cities including Paris, Madrid, Prague, Budapest, Athens, and Frankfurt. There are reportedly also three such stations in the UK including two in London and one in Glasgow.&nbsp;

Meanwhile, the report also claimed that there are four&nbsp;such stations in North America, three in Toronto and one in New York City. There are several illegal police stations in Asian countries like Japan, Uzbekistan, Brune, and Mongolia, said the report.&nbsp;

The report also details how Beijing has done this as an attempt to combat the growing issue of telecommunication fraud by Chinese nationals living abroad. Till now, they have reportedly run several operations that have led to at least 230,000 Chinese nationals being “persuaded to return” to China “voluntarily” to face criminal prosecution.&nbsp;

According to the report, the Chinese government has claimed that these police stations are essential for citizens living abroad but the report points out how many of the services that these illegal police stations carry out would be traditionally carried out by the country’s embassy. The report alleges that these stations have been used to further China’s overseas law enforcement capabilities which might be in violation of international law.&nbsp;

Therefore, the report concludes by saying, “As these operations continue to develop, and new mechanisms are set up, it is evident that countries governed by the standards set by universal human rights and the rule of law urgently need to investigate these practices to identify the (local) actors at work, mitigate the risks and effectively protect the growing number of those targeted.”&nbsp;

This statement was made in relation to another part of the report that outlines the potential human rights violations that take place at these stations including using methods like harassment or intimidation or even threatening family members of those living overseas. Thai immigration officials denied her entry last week following a brief visit to Vietnam, saying she was using invalid travel documents.&nbsp;Han Lay arrived in Toronto via Seoul, on a Korean Air flight.

Myanmar has been plagued by violence since the military seized power early last year, with clashes between junta forces and militias allied with a shadow government and pro-democracy groups. A spokesperson for Myanmar's junta did not respond to calls seeking comment. A spokesperson for Canada's immigration minister declined to provide details on Han Lay's case without her consent.
