A third firefighter lost his life while battling one of the massive blazes during the worst wildfire season on record in Canada, said officials on Saturday (July 29). This comes days after two other firefighters died, in separate incidents, while also tackling the record-breaking Canadian wildfires.

<h2>What do we know about the firefighter’s death?</h2>

The announcement was made by the premier of the Canadian province of British Columbia, David Eby, in a statement. “I am devastated to learn that we have lost another wildfire fighter. My heart goes out to the family, friends and colleagues of this frontline hero,” said Eby.&nbsp;

However, he did not identify the firefighter. Local officials said that the victim was at the Donnie Creek wildfire, near Fort St John, in the northeast of the province.&nbsp;

The update also comes after two other firefighters lost their lives, earlier this month, as well as a fourth person, a helicopter pilot,&nbsp;died on July 19 after his aircraft crashed in Alberta, in western Canada, while taking part in relief operations.

<h2>Evacuation order issued for Osoyoos</h2>

An evacuation order was issued for the Canadian town of Osoyoos and its surrounding district after an out-of-control wildfire crossed the border from the US state of Washington. According to the British Columbia Wildfire Service, the blaze, called Eagle Bluff, is around four kilometres away from the town.&nbsp;

It is also reported to be some 200 hectares in size on the Canadian side of the border and 2,000 hectares on the United States side. According to local media reports, the order was issued on Saturday evening for 732 properties in and around Osoyoos.&nbsp;

The orders also cover an area north of the border to the intersection of Highway 97 and Highway 3, as well as west and north along Highway 3.

<h2>Record-breaking wildfires in Canada</h2>

A third of all the fires currently raging in Canada&nbsp;are in British Columbia amid the country’s worst wildfire season on record. The Canadian province currently has 368 active fires out of the 990 fires which are currently reported to be ravaging Canada. At least 613 of these wildfires are considered out of control.

So far this year, the Canadian wildfires have burned some 30 million acres, affecting an area larger than the size of Cuba or South Korea. “This wildfire season has been profoundly awful,” said the premier of British Columbia. He also went on to hail the firefighters as heroes making “extraordinary sacrifices...to keep us safe.”

Canada: Six dead, including crew, after small plane crashes in Calgary

Canadian Prime Minister Justin Trudeau shuffled much of his cabinet on Wednesday, with the aim of increasing focus on economic issues like a housing shortage and the rising cost of living that have hurt his standing with voters.

It could be the last shakeup before an election, which is not due until the second half of 2025 but could come earlier.

Liberal leader Trudeau, who has been in power since 2015, brought seven new people into cabinet, but kept heavy hitters such as Finance Minister Chrystia Freeland, Innovation Minister Francois-Philippe Champagne and Foreign Minister Melanie Joly in their portfolios.

The prime minister changed or tweaked the job descriptions of about three-quarters of the positions compared with his previous cabinet, with former immigration minister Sean Fraser taking over a newly formed Housing, Infrastructure and Communities ministry.

"This is not tinkering, it is a major reset," said Frank Graves, president of polling company Ekos. "The shuffle does send a clear message that the government is aware that their current standing with the electorate is not healthy."

Conservative leader Pierre Poilievre has capitalised on a housing shortage and spiking inflation. An Abacus Data poll out on Wednesday shows his party opening up a big lead on the Liberals with 38 percent to 28 percent in public support.

Poilievre pounced on the shuffle, calling it evidence of the prime minister's failures.

The timing of the next election is unclear, since Trudeau commands only a parliamentary minority and relies on support from the leftist New Democrats to govern. That party has agreed to keep him in power until 2025, but the deal is not binding.

"We expect to be able to govern for a couple more years," Trudeau told reporters, saying an early vote was not expected.

"No amount of shuffling can 'refresh' a government and PM who have been around for 8 years," said Shachi Kurl, president of the Angus Reid Institute polling company, adding that an election was probably not around the corner.

"With the Conservatives leading the Liberals by a handful of points in the latest polls, the best thing the Liberals can do is run the clock and hope cost of living is no longer a ballot issue by the time they do seek another mandate."

Canada's Justin Trudeau unveils major cabinet shuffle as poll numbers sag

Canada's Prime Minister Justin Trudeau carried out a major cabinet reshuffle on Wednesday. The overhaul is a routine practice that takes place every two years in the country.

Canada: PM Trudeau gives portfolios to seven new leaders in his govt

An accurate toe-poke by forward Adriana Leon coupled with a touch of fortune allowed Canada to secure a 2-1 victory against Ireland on Wednesday, their first of this year's Women's World Cup, in wet and windy conditions at Perth Oval.

Fresh off a scoreless draw with Nigeria, Canada put themselves ahead in the match when Leon found the back of the net in the 53rd minute as her side increasingly exerted their dominance over a plucky Irish outfit. In an exciting first half that had attacking play at both ends, Ireland captain Katie McCabe opened the scoring with a fourth minute corner that curled through the air and into the net, giving the girls in green their first-ever World Cup goal.

Canada worked diligently but failed to convert their first genuine chance in the 30th minute when Vanessa Gilles put too much on a chip within the six-yard box. Some luck fell the way of the Olympic champions, though, when they equalised on the cusp of halftime, a powerful cross from midfielder Julia Grosso deflecting off Ireland's Megan Connolly for an own goal in driving rain.

The second half grew into an arm-wrestle, but McCabe battled hard and created two opportunities late in the game which missed the target. The 40-year-old Christine Sinclair, brought on after the break, found few chances near goal and will have to wait until Canada's clash with co-hosts Australia in Melbourne on Monday to potentially become the first player to score at six World Cups.

Ireland, who cannot progress to the knockout stage having also lost their opener against Australia, play their final match against Nigeria in Brisbane.

FIFA Women's World Cup: Canada find their feet in 2-1 win over gutsy Ireland; Irish team eliminated

Canadian Prime Minister Justin Trudeau is all set to shuffle his cabinet, with the rejig of his front bench expected to take place on Wednesday, CTV News reported citing senior government sources.

As per reports, Trudeau, ahead of a subsequent trip to Rideau Hall, is holding private meetings with ministers in Ottawa, following the rumours of a scheduled summer shuffle emerged in the federal political scene for weeks.

Transport Minister Omar Alghabra, Housing and Diversity and Inclusion Minister Ahmed Hussen, and Minister of Official Languages and Minister Responsible for the Atlantic Canada Opportunities Agency Ginette Petitpas Taylor were the ones who had called off the announcements, according to CTV News reports.

Following fierce political scrutiny of the ways in which government handles important issues like housing affordability, public safety, and policies concerning online platforms during the autumn and spring sittings, the minority Liberals are attempting to reset their messaging on a few hot files with this upcoming and potentially momentous cabinet shuffle.&nbsp;

Several ministerial announcements across the country slated for Monday were postponed over the weekend, likely to allow the cabinet members to come back to the national capital in order to consult with PM Trudeau prior to the cabinet shuffle. However, some ministers have continued to travel outside of Ottawa on Mondays, as per CTV News reports.

In case an election is called, it is expected that the ministers will have informed the Prime Minister's Office (PMO) of their plans to run again. Since the ones who specified they won't run again are the ones to be likely removed, the prime minister may be able to promote the ones that are the high-performing members of his backbenches to the cabinet before the next election, which currently is scheduled for the year 2025.

Carolyn Bennett, who is a longtime member of the Liberal Party and also the current Minister of Mental Health and Addictions, on Monday, announced that she will not seek re-election, making the downtown Toronto seat open for the upcoming election.

As per reports, Bennett said that she had previously met the prime minister and conveyed her decision to him.

<h2>Previous cabinet shuffle was in 2022</h2>

The last time when Trudeau changed his cabinet was in the year 2022 when he only switched Helena Jaczek's and Filomena Tassi's portfolios, reported CTV News.

That shuffle was the very first time when Trudeau had tweaked his ministerial roster since the elections that took place in the year 2021, when he significantly changed ministers in charge of crucial portfolios and the Liberals managed to retain power with a second minority government.

Many believe that Public Safety Minister Marco Mendicino will be reassigned after being criticised for the way he handled the gun control legislation and also the transfer of serial killer Paul Bernardo.

Amidst calls from the Conservative Party for him to leave, last week, when reporters questioned if Trudeau still had confidence in him, the prime minister responded by saying that anyone in his cabinet "by definition has my confidence."

"I have an amazing team in Ottawa, and an amazing group of MPs right across the country who are committed to serving their country every single day," Trudeau said.&nbsp;

Excluding the prime minister, at present, there are 38 members in the gender-balanced cabinet.

The timing of this expected shuffle comes before an August cabinet retreat in PEI and the return of Parliament in late September, CTV News reported.

Canada: Indian student killed after being assaulted during carjacking

Philip Tsotsos, a man from Canada, has filed a lawsuit against 16 former co-workers for not sharing the $1 million lottery money with him after being with them in the ticket pool for seven years.

Philip Tsotsos, a man from Canada, has filed a lawsuit against 16 former co-workers for not sharing the $1 million lottery money with him after being with them in the ticket pool for seven years. However, the 16 defendants in the case claimed they were not friends with Philip or even knew him at all. The syndicate won the Max Lotto ticket in 2021. According to Philip, each of his friends won $62,000 from the winnings, but he did not receive a single penny. Philip mentioned in the filed civil suit he was the 17th friend. If the winner list included Philip, they all would've received $58,000 each. Philip told The US Sun, "I cared for these guys like they were family." He pointed towards his heart and said, "These are my friends. It hurts here." However, Philip added, "More than that, it hurts my wallet." Philip aims to receive $70,000 plus interest through the lawsuit. He said, "I'm not backing off on this until I see it through." The defence document stated, "The defendants specifically deny any of them were ever 'close friends' or 'good friends' with the plaintiff. Some of the defendants were the plaintiff's co-workers. Others did not know him at all." Philip agreed that he did not know everyone in the syndicate as they belonged to a different workplace, but he was good friends with the others. He said, "So, for seven years, I was good. In two weeks, I became Jeffery Dahmer. I became some monster they couldn't trust." Philip Tsotsos works as a pizza delivery man in Windsor, Ontario. He says he has text messages to prove that he was a part of the lottery pool that won the Ontario Lottery and Gaming Association's Maxmillion prize last summer. He claimed he carried a $30 tab ahead of the winning drawing. He also has text messages proving the pool's organiser, Steven Todesci, asked Tsotsos to pay $30 with another $10 to stay in the pool. David Robins, the lawyer representing a group of Tsotsos' friends, said the pizza delivery guy has no claim to winnings. He told CBC, "Mr Tsotsos did not pay to play, so we deny that he is entitled to any of the relief he seeks, and we'll be vigorously defending the claim." In a significant development, Canadian authorities have apprehended a retired police officer, William Majcher, on charges of engaging in foreign interference on behalf of China.

The arrest comes amidst escalating tensions between Canada and China, prompting concerns about potential attempts to influence Canadian affairs by foreign entities, as reported by AFP.

<h2>Retired officer accused of serving Chinese interests</h2>

William Majcher, a 60-year-old former police officer residing in Hong Kong, stands accused of leveraging his knowledge and extensive Canadian network to obtain intelligence or provide services that allegedly benefited the People's Republic of China. Authorities launched an investigation into his activities in the autumn of 2021, suspecting that he may have contributed to Chinese government efforts to identify and intimidate individuals beyond the purview of Canadian law.

<h2>Charges and court appearance</h2>

Majcher appeared before the Longueuil courthouse outside Montreal via video conference to face charges of committing "preparatory acts for the benefit of a foreign entity" and conspiracy. He was arrested in Vancouver and is currently in custody, awaiting his next court appearance scheduled for Wednesday (July 27).

Tensions between Canada and China have been on the rise since 2018, when the arrest of a Huawei executive in Vancouver under a US warrant was followed by the detention of two Canadian nationals in China in a suspected act of retaliation. Although all three individuals have been released, strains in the bilateral relationship have persisted. China has accused Canada of aligning with the US's China policy, while Canadian authorities regularly accuse China of interfering in their public affairs.

Recent months have seen mounting suspicions of Chinese interference in Canada's federal elections, putting Prime Minister Justin Trudeau's government under increased pressure. A report released by a special government rapporteur in May confirmed China's attempts to meddle in Canada's last two ballots but failed to influence the outcomes. This revelation has raised concerns about safeguarding Canada's democratic processes from external influence.

To address concerns over alleged interference, Canada took the step of expelling a Chinese diplomat in May, accusing the individual of targeting a lawmaker critical of Beijing. However, China has consistently denied these allegations, asserting that they are baseless.

Canada charges retired police officer for illegally aiding China

Goalkeeper Chiamaka Nnadozie saved a penalty to help Nigeria secure a valuable 0-0 draw against Olympic champions Canada in their Women's World Cup opener on Friday in a result that threw the group wide open.

Nnadozie denied Christine Sinclair from the spot in the 50th minute with a low dive to her left as the Canada skipper missed out on becoming the first player to score in six World Cups in front of 21,000 fans at Melbourne Rectangular Stadium. At the end of a scrappy, bruising contest, Nigeria were down to 10 via a late red card and both teams earned a point to trail Group B leaders Australia by two following the co-hosts' 1-0 win over Ireland on Thursday.

"We've got to move on very quickly, you know, you can get lost and be really down on that," said Canada coach Bev Priestman, whose team next faces Ireland in Perth on Wednesday. "Of course the team and I am devastated. We didn't get three points. But at the end of the day we got one and we took two from another team."

Both sides had their chances but 40-year-old Sinclair, who came off ashen-faced in the 70th minute, was perhaps the most frustrated, having also missed a good opportunity when she fired wide in the ninth minute. Nigeria, the lowest-ranked team in the group, defended desperately to hold out the Canadians, and a roaring Nnadozie slumped to her knees, pumping her fists in celebration after the final whistle.

"I’m probably going to embarrass her, but I think she’s one of the best young goalkeepers in the world today," said Nigeria coach Randy Waldrum. "I think Chiamaka's save really kind of lit the fire and made us realise there's still something to play for."

Nigeria's joy was tempered by a red card, upgraded from yellow by VAR, for midfielder Deborah Abiodun after a studs-up tackle deep in stoppage time. She will miss their next game against Australia. Canada's midfield dynamo Jessie Fleming was ruled out injured before the match and her absence contributed to the team's clunky transition play.

Sinclair, however, found space on the edge of the area early and blasted wide of the right post, with Jordyn Huitema heading well wide later in the first half. The Africans also struggled on attack, but Ifeoma Onumonu forced goalkeeper Kailen Sheridan into a diving save at the far post after unloading from long range in the 23rd minute.

Sheridan came close to gifting Nigeria the lead when she charged off her line 10 minutes from the break, missing the ball with her attempted clearance. But Nigeria striker Asisat Oshoala's cross at the near post was blocked and both teams went to the break frustrated.

Canada's frustration spiked after the interval as Sinclair was brought down in the box by Francisca Ordega, the penalty awarded by VAR. Nnadozie blocked Sinclair's tepid shot and later denied substitute Evelyne Viens, who latched onto a header in the area and volleyed straight into the keeper's arms.

Women's WC: Christine Sinclair denied as Nigeria hold Canada to valuable 0-0 draw

Earlier this month, Ottawa introduced a new programme under which 10,000 H1-B visa holders from the United States could opt for open work permits, allowing them to work and live in Canada. The scheme has since received an overwhelming response from the applicants as the slots which were supposed to be for the entire year were gone within hours!

<h2>What is ‘Open Work Permit’?</h2>

The open work permit stream allows H1-B visa holders from the US to live and work in Canada for three years. Additionally, family members of the approved applicants can also pursue studies or look for jobs within the country.

As a part of the scheme, the visa holders will have the flexibility to work for any employer across Canada. This comes as Canada seeks to attract highly skilled workers. The programme is also designed to enhance labour mobility between Canada and the US, particularly in the technology sector.&nbsp;

“Thousands of workers in high-tech fields are employed with companies that have large operations in both Canada and the US, and those working in the US often hold an H1-B speciality occupation visa. As of July 16, 2023, H1-B speciality occupation visa holders in the US, and their accompanying immediate family members, will be eligible to apply to come to Canada,” the Canadian government said in a statement.&nbsp;

It added, that the applicant’s “spouses and dependants will also be eligible to apply for a temporary resident visa, with a work or study permit, as needed.”

<h2>Indians to benefit?</h2>

H1-B visas allow foreign nationals to temporarily work in certain specialised fields, including the tech industry, which draws thousands of workers from countries like India and China every year.

Notably, Indians account for 75 per cent of H1-B visa holders in the US and are likely to be among the most of those who will benefit from&nbsp;the programme in Canada.&nbsp;

<h2>Gone within hours!&nbsp;</h2>

The programme was supposed to go on for a year or until the Canadian government received 10,000 applications, but the latter won the race.&nbsp;

According to the Canadian government’s website, they reached the 10,000 slot cap on July 17.&nbsp;

Several potential applicants took to Twitter, on Tuesday (July 18), and posted a screenshot of the &nbsp;Immigration, Refugees and Citizenship Canada (IRCC) portal which stated, “The temporary public policy for H1-B visa holders is now closed. The intake cap of 10,000 primary applicants was reached and no additional applications are being accepted.”

The recent outbreak of wildfires in western Canada is sending plumes of unhealthy smoke into the United States. According to a report by CNN on Friday (July 14), the smoke is moving into the Northern Plains and will spread into the Upper Midwest. The smoke could also cause issues in Iowa and Illinois, including Chicago. On Friday, there was a drop in air quality in parts of Montana and North Dakota to code red, and to code orange in Minnesota, the report said citing airnow.gov. The report added that parts of the US would be at risk of smoke for the foreseeable future depending on weather patterns and fire flareups as Canada is experiencing its worst fire season on record. She was airlifted to a hospital where she died. According to the British Columbia General Employees Union (BCGEU), the incident occurred outside the town of Revelstoke in British Columbia. This was the first death reported on the ground since the beginning of the fire season. Paying tributes to the firefighter, Prime Minister Justin Trudeau said, "At this incredibly difficult time, I’m sending my deepest condolences to her family, her friends, and her fellow firefighters." "We must never forget the risks these heroes take every time they run toward the danger. To firefighters in British Columbia and across the country who are doing just that to keep us safe: Thank you. We are inspired by your courage, and grateful for your service," Prime Minister Trudeau added. WATCH WION LIVE HERE You can now write for wionews.com and be a part of the community. The members of the Indian community on Saturday countered the pro-Khalistan rally by gathering outside the consulate to safeguard the office and the diplomats in Canada's Toronto.

Turning the protest into a damp squib, the Indian diaspora, who outnumbered the Khalistani supporters, raised slogans like "Bharat Mata ki jai", "Vande Mataram" and "Long Live India".

While talking to the news agency ANI, one of the members of the Indian community, Sunil Arora said, "We are standing here in front of the Consulate to face the Khalistanis. Since the United States&nbsp;announced that it would send the controversial cluster munitions to Ukraine for the first time amid Kyiv’s counteroffensive, it has drawn opposition and criticism from its allies in Europe, the United Nations, and international organisations. Meanwhile, Kyiv, on Saturday (July 8), welcoming Washington’s decision said that cluster bombs would be used for retaking Ukrainian territory and vowed not to use them in Moscow.&nbsp;

<h2>About cluster munition</h2>

Cluster munitions have been widely denounced for killing and maiming civilians as they typically release large numbers of smaller bomblets which had targets indiscriminately over a wide area, threatening civilians. Additionally, some of the small bomblets do not explode when deployed and can pose a danger for years after a conflict ends.

<h2>How different countries reacted to US’ decision</h2>

The announcement of sending Ukraine cluster munitions&nbsp;as&nbsp;part of an $800 million security package, was made on Friday and announced by US President Joe Biden’s National Security Adviser, Jake Sullivan. “We recognise that cluster munitions create a risk of civilian harm from unexploded ordnance,” said the White House official.&nbsp;

He added, “This is why we’ve deferred the decision for as long as we could.” Subsequently, <a href="https://www.wionews.com/world/biden-defends-decision-to-provide-cluster-bombs-to-ukraine-says-they-are-running-out-of-ammunition-613291">Biden</a> also defended his decision to provide cluster bombs to Ukraine, calling it a “very difficult” one.

Germany

German Foreign Minister Annalena Baerbock said that the country, as a part of the Convention on Cluster Munitions (CCM), <a href="https://www.wionews.com/videos/germany-opposes-sending-cluster-munitions-to-ukraine-foreign-minister-613349">opposes</a> Washington’s decision.&nbsp;

Baerbock told reporters, “I have followed the media reports. For us, as a state party, the Oslo agreement applies."&nbsp;She made the statement in reference&nbsp;to the CCM, which was opened for signature in the Norwegian capital in 2008.&nbsp;

The CCM bans the use, stockpiling, production and transfer of cluster munitions. The US, along with countries like China and Russia, is not a part of the treaty which bans the bombs in more than 100 countries.&nbsp;

United Kingdom

United Kingdom Prime Minister Rishi Sunak, on Saturday, also announced Britain’s opposition to sending cluster munitions to Ukraine in line with the CCM, while reiterating support for Kyiv. “We will continue to do our part to support Ukraine against Russia's illegal and unprovoked invasion,” said the British PM.&nbsp;

Spain

Similarly, the Spanish defence minister, Margarita Robles, on Saturday also said that cluster bombs should not be sent to help Ukraine. Spain is also a signatory of CCM, in line with which, it has also banned cluster munitions. She went on to reiterate Spain’s support for Ukraine.&nbsp;

“Spain, based on the firm commitment it has with Ukraine, also has a firm commitment that certain weapons and bombs cannot be delivered under any circumstances,” said Robles. She added, “No to cluster bombs and yes to the legitimate defence of Ukraine, which we understand should not be carried out with cluster bombs.”&nbsp;

Canada

Canada also expressed its opposition to Washington’s decision and reiterated its commitment to the Oslo agreement. “We do not support the use of cluster munitions and are committed to putting an end to the effects cluster munitions have on civilians – particularly children,” said the Canadian government.&nbsp;

It added, “Canada is fully compliant with the Convention and we take seriously our obligation under the Convention to encourage its universal adoption.”&nbsp;

<h2>United Nations</h2>

The spokesperson for the United Nations Secretary-General Antonio Guterres said that the UN chief also opposed the move and that he “does not want there to be continued use of cluster munitions on the battlefield.”

<h2>Rights groups, organisations fume&nbsp;</h2>

In a series of statements, several international human rights organisations have criticised Washington’s decision and raised alarm about how it would affect civilians’ lives.&nbsp;

Human Rights Watch said that “transferring these weapons would inevitably cause long-term suffering for civilians and undermine the international opprobrium of their use.”&nbsp;

Similarly, Amnesty International said that the Biden administration should understand that “any decision enabling the broader use of cluster bombs in this war will likely lead to one predictable outcome: the further death of civilians.” It added, “Their (cluster munitions) transfer and use by any country under any circumstances is incompatible with international law.”&nbsp;

“This is a death sentence to civilians over the long term. There are people who have not yet been born who will fall victim (to cluster bombs),” said Baptiste Chapuis of Handicap International, as quoted by AFP.&nbsp;

Vice-chair of the International Campaign to Ban Landmines and Cluster Munition Coalition Governance Board, Paul Hannon said, “The Biden administration’s decision to transfer cluster munitions will contribute to the terrible casualties being suffered by Ukrainian civilians both immediately and for years to come.”

He added,&nbsp;“Russia and Ukraine’s use of cluster munitions is adding to Ukraine’s already massive contamination from explosive remnants and landmines.”&nbsp;

Director of the US-based Arms Control Association, Daryl Kimball, said that Washington’s decision would be “escalatory, counterproductive, and only further increase the dangers to civilians caught in combat zones”.&nbsp;He added, “Cluster munitions will not differentiate a Ukrainian soldier from a Russian one.”

Kimball also spoke about how the effectiveness of cluster bombs is “significantly oversold” and while its impact on civilians is “widely acknowledged,” it is “too often overlooked”.

<h2>Ukraine responds to criticism&nbsp;</h2>

Amid criticism, Ukrainian Defence Minister Oleksii Reznikov took to Twitter and welcomed US’ decision and said it would help in the “de-occupation of our internationally recognised territories” and vowed that the munitions would not be used in “officially recognised territory of Russia.”

“Our position is simple - we need to liberate our temporarily occupied territories and save the lives of our people,” said Reznikov. He also spoke about how the munitions would help save the lives of Ukrainian soldiers and that Kyiv will keep a strict record of their use and exchange information with its partners.

<h2>US decision on cluster bombs for Ukraine shows ‘weakness’: Russia</h2>

Russian Ministry spokeswoman Maria Zakharova, in a statement, said that the US decision to send cluster munitions is an “act of desperation and shows weakness against the backdrop of the failure of the much-touted Ukrainian counteroffensive.”&nbsp;

She added, “The latest ‘miracle weapon’ which Washington and Kyiv are betting on, without thinking about the grave consequences, will have no effect on the special military operation,” referring to what Moscow officially calls its campaign in Ukraine.

The Russian foreign ministry spokeswoman also went on to warn that the decision by Washington showed&nbsp;an “aggressive anti-Russian course…aimed at prolonging the conflict in Ukraine as much as possible”.

Zakharova also went on to call Kyiv’s promises to use the controversial munitions responsibly “not worth anything”.&nbsp;Notably, Russia&nbsp;has also been accused of using&nbsp;cluster munitions in Ukraine.&nbsp;The&nbsp;Cluster Munition Monitor&nbsp;reported that the cluster munitions were&nbsp;actively being used&nbsp;by Russia in August last year.&nbsp;

In a surprise ruling, a Canadian judge stated that the “thumbs-up” emoji can be considered just as valid as a signature. He said the court needs to adapt to the “new reality” of how communication takes place between people and asked a farmer to pay C$82,000 ($61,442), which was part of an unfulfilled contract.

The Court of King’s Bench heard the case in which a mass text message was sent by a grain buyer with South West Terminal to clients in March 2021, which advertised that the company was aiming to purchase 86 tonnes of flax at a price of C$17 ($12.73) per bushel. The incident took place in the province of Saskatchewan.&nbsp;

Kent Mickleborough, who is a buyer, called over farmer Chris Achter on the phone and texted him a picture of a contract which guaranteed delivery of the flax in November. He asked the farmer to “please confirm flax contract” in the message.

Achter, who resides in the community of Swift Current, responded to the contract by sending a thumbs-up emoji. However, in November, Achter failed to deliver the flax and the prices for the crop had surged by that time.&nbsp;

<h2>Dispute over emoji&nbsp;</h2>

Mickleborough and Achter got into a dispute over what is the meaning of the emoji. Referring to the previous contacts which were confirmed over a text message, the buyer suggested that the emoji meant Achter was agreeing to the terms mentioned in the contract.&nbsp;

However, Achter claimed that the emoji was an indication of the fact that he has received the contract in the text message.

“I deny that he accepted the thumbs-up emoji as a digital signature of the incomplete contract,” said Achter in an affidavit. “I did not have time to review the Flax Contract and merely wanted to indicate that I did receive his text message," he added.&nbsp;

In between the court proceedings, Achter’s lawyer raised an objection over a cross-examination of his client into the meaning of the thumbs-up emoji, stating that his client “is not an expert in emojis”.

Justice Timothy Keene, who even went on to refer to the definition of the symbol mentioned in dictionary.com, lamented that the case “led the parties to a far-flung search for the equivalent of the Rosetta Stone in cases from Israel, New York State and some tribunals in Canada, etc. to unearth what a 👍 emoji means”.

“This court readily acknowledges that a 👍 emoji is a non-traditional means to ‘sign’ a document but nevertheless under these circumstances this was a valid way to convey the two purposes of a ‘signature’,” he stated.

The concerns raised by the defence that permitting the thumbs-up emoji to signify acceptance “would open up the floodgates” to new interpretations of various emojis, including the ‘fist bump’ and ‘hand shake’ were also dismissed by Keene.&nbsp;

In finding that the emoji of thumbs-up can be considered as a signature into contracts, Keene stated the court “cannot (nor should it) attempt to stem the tide of technology and common usage” of emojis. “This appears to be the new reality in Canadian society and courts will have to be ready to meet the new challenges that may arise from the use of emojis and the like," he added.&nbsp;

Referring to the previous contacts which were confirmed over a text message, the buyer suggested that the emoji meant Achter was agreeing to the terms mentioned in the contract. However, Achter claimed that the emoji was an indication of the fact that he has received the contract in the text message. “I deny that he accepted the thumbs-up emoji as a digital signature of the incomplete contract,” said Achter in an affidavit. “I did not have time to review the Flax Contract and merely wanted to indicate that I did receive his text message," he added. WATCH | Excessive use of social media apps can make you lonely and depressed: Study “This court readily acknowledges that a 👍 emoji is a non-traditional means to ‘sign’ a document but nevertheless under these circumstances this was a valid way to convey the two purposes of a ‘signature’,” he stated. The concerns raised by the defence that permitting the thumbs-up emoji to signify acceptance “would open up the floodgates” to new interpretations of various emojis, including the ‘fist bump’ and ‘hand shake’ were also dismissed by Keene. In finding that the emoji of thumbs-up can be considered as a signature into contracts, Keene stated the court “cannot (nor should it) attempt to stem the tide of technology and common usage” of emojis. “This appears to be the new reality in Canadian society and courts will have to be ready to meet the new challenges that may arise from the use of emojis and the like," he added. Thumbs-up emoji is valid as signature on contract agreement, rules Canadian judge

The government of Canada will not purchase advertisements on Facebook and Instagram as it faces a dispute over a new law on payment to online news publishers which has been opposed by the Meta-owned platforms, said Heritage Minister Pablo Rodriguez on Wednesday.

Last month, the Online News Act, or Bill C-18, was passed, which triggered Meta and Alphabet's Google to claim that they would stop providing access to news on their platforms in Canada.&nbsp;

The rules are being finalised by the government which requires the platforms to share some advertising revenue when the law gets implemented by the end of the year.&nbsp;

"Canada is going to continue to stand firm and ensure that if social media platforms and internet giants want to use media, that they actually ensure that they're paying their fair share for it," said Prime Minister Justin Trudeau in Monteregie, Quebec.

However, the government still sees a path ahead and hopes to resolve the dispute and is hence, open to discussion with the platforms, said Rodriguez, who had introduced the legislation, while speaking to reporters in Ottawa.

<h2>Tighter regulations on internet giants</h2>

The government drafted the legislation after receiving calls from the media industry of Canada for the need for tighter regulations on internet giants to help news businesses recoup financial losses which they have suffered in the years as Google and Facebook continued to gain a greater share of the online advertising market.

Rodriguez said that 80 per cent of the revenue generated from advertisements in Canada, which was worth $7.5 billion in 2022, went to Google and Facebook, and the Liberal government wanted that the two social media platforms contribute to domestic journalism.

He added that the decision to suspend the government advertisements can cost Facebook and Instagram around $7.5 billion per year, he said.

Facebook "refused to discuss and they did not want to compensate the media accordingly and so we've decided to suspend advertising," Rodriguez stated while speaking alongside two of three Canadian opposition parties, which also have been supporting the legislation.

“Platforms benefit from the status quo. They benefit from the fact that there’s currently nothing forcing them to contribute to our Canadian news system. That status quo isn’t working. All we want, all Canadians want, is for these platforms to contribute their fair share," he added.&nbsp;

“We’re telling both platforms to stay at the table, work through the regulatory process with us, contribute their fair share and keep the news on their platforms. We believe we have a path forward, and we’re willing to continue talking with the platforms," the minister stated.&nbsp;

"Unfortunately, the regulatory process is not equipped to make changes to the fundamental features of the legislation that have always been problematic," said a Meta spokesperson, adding that the company has been thinking to stop the availability of news in Canada in the coming weeks.

Sounding hopeful about reaching a compromise with Google, Rodriguez said that the government was convinced that "what Google is asking at this moment can be done."

Canada suspends advertisements on Facebook, Instagram in feud over new law

The secessionist group Sikhs for Justice (SFJ), despite facing criticism and sparking outrage over its posters that targeted Indian diplomats, has terrorised to “besiege” Indian missions on Independence Day, according to a new report.

SFJ's legal counsel Gurpatwant Pannun released a video on Wednesday in which he made the latest threat referring to the plans of organising a 'Khalistan Freedom Rally' on Saturday, July 8, as per The Hindustan Times report.

“You just wait, this is a start. On August 15, the Sikh community is going to besiege every terror house that is an Indian embassy,” Pannun said.

The video was then further circulated by numerous newly created handles that appeared to be either operating from Pakistan or were pro-Pakistan.

The matter has now been brought to the notice of Canadian authorities by India. However, the threat is not only limited to India’s High Commission and two consulates in Canada but also encompasses the United States, the United Kingdom, Australia and European nations, as it did with the rally that was conducted on June 8.

<h2>Lack of action against&nbsp;SFJ encouraging the group</h2>

As per the HT reports, a senior Indian official has expressed concerns over the absence of action against the secessionist group Sikhs for Justice (SFJ), like imposing a ban or declaring it a terrorist entity. That he said was encouraging SFJ.

With instances of grave attacks like arson at the Indian consulate in San Francisco, United States last week, and violation of the security perimeter of the Indian High Commission Ottawa on March 23 with smoke bombs used by pro-Khalistan protesters, the concern has already been elevated.

Pannun has made claims condemning India for the “assassination” of prominent SFJ figure Harjit Singh Nijjar on June 18 in the parking lot of a gurdwara in Surrey, British Columbia. The Integrated Homicide Investigation Team (IHIT), probing the killing, has not yet elucidated the motive behind it and is searching for the criminals.

As per Indian law enforcement, Nijjar was allegedly the head of the Khalistan Tiger Force and also faced multiple charges related to terrorism. The National Investigation Agency (NIA) had also offered a reward of Rs 10 Lakh (12,126.94 US Dollars) for any information that could help in capturing him.

However, none of the charges against him were testified in the Canadian courts and SFJ has affirmed that it does not exercise violence.

Hours after the rumours of Pannun's death circulated on social media, he posted a video on Wednesday saying that the protests will be peaceful.

Canada’s Minister of Foreign Affairs Melanie Joly called the threat to the Indian officials “unacceptable.”&nbsp;

Canada, Sweden, Ukraine and Britain on Wednesday, took Iran to the International Court of Justice in order to seek damages for families of passengers on a plane that was shot down by Tehran in the year 2020, said the tribunal.

The incident had claimed the lives of all 176 people aboard the Ukrainian jetliner downed by Iran.

As per the case at the United Nation's top court, Iran "violated a series of obligations" under a convention on civil aviation by shooting down Ukraine International Airlines flight PS752 after take-off from Tehran.

On January 8, 2020, Iran admitted that its military had targeted the Kyiv-bound Boeing 737-800 plane calling it a "disastrous mistake".

In their application to the court, the four countries said Iran had breached "a series of obligations" against the Montreal Convention, targeted at safeguarding the security of civilian air travel.

They said that Iran did not take all possible measures to avert the downing of Flight PS752 and also failed to conduct an impartial, transparent and fair criminal probe and prosecution.

They asked the court to "order full reparation for all injury caused" and to make Iran pay "full compensation to the applicants for the material and moral damages suffered by the victims and their families".

Iran should also return the belongings of the victims and publicly acknowledge its "internationally wrongful acts".

The majority of the victims of the incident who lost their lives were from the four countries, which created a coordination group aiming to hold Iran to account.

Iran, in a statement, had said that its forces accidentally shot down the Boeing 737 jet during the time when the tensions between Tehran and Washington were heightened.

A final report issued in the year 2021, held a misaligned radar and an error by an air defence operator responsible for the tragic incident.

Canada at the time said the report made "no attempt to answer critical questions about what truly happened".&nbsp;

A mysterious brain ailment in the Canadian province of New Brunswick is making concerned health experts take note. The New York Post has reported that the number of patients is increasing. The ailment is reportedly causing neurological symptoms like hallucinations, vision problems, muscle wasting, memory loss and abnormal movements. The same symptoms were seen in 2015 in a cluster of patients which grew to 48 cases.

New York Post has now reported that some health experts and residents are saying that number of patients this time is much higher, maybe even greater than 200.

Moreover, an unusually high number of cases have been seen in younger population. Typically, youngsters do not show symptoms of dementia or signs of other neurological problems.

"I am particularly concerned about the increase in numbers of young-onset and early-onset neurological syndrome,” said Dr Alier Marrero as quoted by The New York Post. Dr Marrero said this in a letter dated January 30, 2023 to &nbsp;New Brunswick’s chief medical officer and the chief federal public health officer.

“Over the past year, I have been following 147 cases, between the ages of 17 and 80 years old. Out of those, 57 are early-onset cases and 41 are young-onset cases,” the letter from Marrero reportedly said.

According to a report in the Daily Mail, there were nine deaths, as of 2021, attributed to the mysterious illness.&nbsp;

<h2>Abrupt stop to government investigation</h2>

The government authorities were looking into the illness and were considering environmental toxins as a cause. However, the investigation was abruptly shut down in 2021.

“People who were part of this cluster displayed symptoms that varied significantly from case to case, and there was no evidence of a shared common illness or of a syndrome of unknown cause,” the government said in its final report. The government said that it was concluding its investigation.

However, many who are not part of the government authorities are still trying to look into the illness and think that the illness may be linked to pesticides used primarily in rural areas.

Canada: Mysterious brain illness causes concern in New Brunswick

In a strong step, India has served a demarche on the Canadian government to take decisive action against Khalistan terrorists planning to stage protests in front of Indian embassies in Ottawa, Toronto and Vancouver.&nbsp;

New Delhi urged the Justin Trudeau government to take pre-emptive action so that Khalistani elements planning to congregate outside the embassies could not desecrate the national flag, stick pamphlets or throw projectiles into the premises.&nbsp;

According to reports, while the Canadian High Commissioner was called to the South Block to convey the concerns, a note verbal was sent to&nbsp;Global Affairs Canada, the country's foreign ministry, on Tuesday (July 4).&nbsp;

<a href="https://www.wionews.com/india-news/watch-tableau-celebrating-death-of-former-indian-pm-indira-gandhi-surfaces-in-canada-601806">Watch: Tableau celebrating death of former Indian PM Indira Gandhi surfaces in Canada</a>

The decision was taken after a pro-Khalistan poster emerged in Canada carrying the pictures and names of Indian High Commissioner Saurav Kumar Sharma and Counsellor Apurva Srivastava. Similarly, posters for the simultaneous rally in Vancouver surfaced with pictures of high-ranking Indian officials.

"Since the identities of those threatening Indian diplomats are known, the Canadian government this time has no excuses for not taking action or dismissing this threat as a legitimate democratic right of the protestors," a top government official was quoted&nbsp;as saying by&nbsp;Hindustan Times.

The Khalistani extremists are claiming that India was responsible for the killing of Hardeep Nijjar - one of the prominent secessionist faces.

The 45-year-old Khalistan Tiger Force (KTF) chief&nbsp;&nbsp;was shot&nbsp;dead on June 18 by two unidentified men in the parking lot of Guru Nanak Gurdwara Sahib in Surrey, Canada.

The protests are being organised by a proscribed organisation named Sikhs for Justice (SFJ), which was responsible for the failed 'Khalistan Referendum'.&nbsp;

In a strong step, India has served a demarche on the Canadian government to take decisive action against Khalistan terrorists planning to stage protests in front of Indian embassies in Ottawa, Toronto and Vancouver. New Delhi urged the Justin Trudeau government to take pre-emptive action so that Khalistani elements planning to congregate outside the embassies could not desecrate the national flag, stick pamphlets or throw projectiles into the premises. According to reports, while the Canadian High Commissioner was called to the South Block to convey the concerns, a note verbal was sent to Global Affairs Canada, the country's foreign ministry, on Tuesday (July 4). Watch: Tableau celebrating death of former Indian PM Indira Gandhi surfaces in Canada The decision was taken after a pro-Khalistan poster emerged in Canada carrying the pictures and names of Indian High Commissioner Saurav Kumar Sharma and Counsellor Apurva Srivastava. Similarly, posters for the simultaneous rally in Vancouver surfaced with pictures of high-ranking Indian officials. "Since the identities of those threatening Indian diplomats are known, the Canadian government this time has no excuses for not taking action or dismissing this threat as a legitimate democratic right of the protestors," a top government official was quoted as saying by Hindustan Times. The Khalistani extremists are claiming that India was responsible for the killing of Hardeep Nijjar - one of the prominent secessionist faces. The 45-year-old Khalistan Tiger Force (KTF) chief was shot dead on June 18 by two unidentified men in the parking lot of Guru Nanak Gurdwara Sahib in Surrey, Canada. The protests are being organised by a proscribed organisation named Sikhs for Justice (SFJ), which was responsible for the failed 'Khalistan Referendum'. India issues demarche, asks Canada to take action on Khalistan extremists targeting diplomats

India's foreign minister Dr S&nbsp;Jaishankar in New Delhi said that Russia's enhanced volume&nbsp;of trade with Asian economies is because of the Ukraine conflict as the Western countries began closing their trade routes to Russia after that. Jaishankar also informed reporters in a separate comment that New Delhi has requested partner countries like Canada, the United Kingdom, and Australia not to give space to the Khalistani separatists.&nbsp;

Flagged Khalistani extremism to partner countries: Jaishankar

Earlier in the day, reports emerged that said Khalistani terrorists have issued posters with names of Indian diplomats in Canada ahead of a propaganda rally.

Reacting to the same, Jaishankar said, "We have requested our partner countries, like Canada, UK, Australia, US that they should not give space to these Khalistanis."

"These radical extremist ideologies aren't good for us, them, or our ties. Will raise the issue of these posters," he added.&nbsp;

The aforementioned posters have caused concerns for the Indian government and it has threatened the ambassador and consulate general in Toronto.

Earlier last&nbsp;month, a tableau parade was organised in Brampton that celebrated the assassination of former Indian Prime Minister&nbsp;Indira Gandhi by her bodyguards.

Last month&nbsp;while speaking at a town hall meeting at New Delhi's India International Centre, Jaishankar&nbsp;said that Canada appears&nbsp;to be driven by "vote-bank politics" and this has also impacted the ties between the two countries lately.

Speaking to the reporters, Jaishankar said, "How Canada has dealt with the Khalistani issue is a longstanding issue for us, because very frankly, they seem to be driven by vote bank politics. Their responses have been constrained by what they regard as vote bank compulsions. We made it very clear that if there are activities which are permitted from Canada that impinge on our sovereignty, territorial integrity and our security, then we will have to respond."

"It is something which is a continuing conversation with Canada, not always satisfactory, but something on which we have been very clear. And over the last few years, you can see that this has impacted our ties in many ways," he added.

<h2>Russia's enhanced ties with Asian economies amid Ukraine conflict</h2>

Jaishankar said that Russia's trade routes with many Western nations were closed&nbsp;following the war in Ukraine.

"Russia's main economic partner was the Western countries, after the Ukraine conflict that way was closed. Russia is turning towards Asia," Jaishankar said.

Furthermore, Jaishankar reflected on enhanced volumes of trade between Russia and India in the months after the beginning of the conflict in Ukraine.

"Our trade before the Ukraine conflict [with Russia] was around 12-14 billion dollars, our trade last year was 40 billion dollars," he added.

"The Asian economy is becoming [Russia's] partner. I think we should not be worried about what they are doing with other countries, we should keep our own relationship with Russia going. The interest of the Indian people best served."

India's foreign minister Jaishankar flags Khalistani extremism to Canada, UK before propaganda rally

Google will remove links to Canadian news from search results and other products in&nbsp;Canada&nbsp;when a law requiring internet giants to pay news publishers comes into effect, the Alphabet-owned company said on Thursday.

Google joins Facebook-owner Meta Platforms Inc in announcing an end to news access for Canadian users of their platforms after Bill C-18, or the Online News Act, was passed into law last week. The law is expected to come into effect in six months.

Heritage Minister Pablo Rodriguez, who introduced the bill last year, has said platforms do not have any obligations under the act immediately and that the government was open to consulting with them on the regulatory and implementation process.

Canada's media industry has called for tighter regulation of tech companies to prevent them from elbowing news businesses out of the online advertising market.

"We have now informed the government that when the law takes effect, we unfortunately will have to remove links to Canadian news from our Search, News and Discover products in&nbsp;Canada," Google said in a blogpost.

"We don't take this decision or its impacts lightly, and believe it's important to be transparent with Canadian publishers and our users as early as possible," it said.

The act outlines rules to force platforms such as Facebook and Google to negotiate commercial deals and pay news publishers for their content, a step similar to a groundbreaking law passed in Australia in 2021.

The U.S. technology companies have said the proposals are unsustainable for their businesses. Google has argued&nbsp;Canada's law is broader than those in Australia and Europe, saying it puts a price on news story links displayed in search results and can apply to outlets that do not produce news.

The search engine giant had proposed that the bill be revised to make the displaying of news content, rather than links, as basis for payment and to specify that only businesses that produce news and adhere to journalistic standards are eligible.

Google to remove news links in Canada over law on paying publishers

The slowdown in the global economy has hit the world of finance. Deals have dried up, leading to a sharp drop in revenues. This has led to several firms announcing layoffs. The latest to join the bandwagon is the Bank of Montreal, whose capital markets unit is cutting about 100 positions or 3.5% of the division’s staff.
