Canada had alleged that the Indian government was involved in the murder of Nijjar which took place in Vancouver in June. India has&nbsp;refuted the allegations.<br />

"We are concerned by the departure of Canadian diplomats from India, in response to the Indian government's demand of Canada to significantly reduce its diplomatic presence in India," said US State Department spokesperson Matthew Miller.<br />

"Resolving differences requires diplomats on the ground. We have urged the Indian government not to insist upon a reduction in Canada's diplomatic presence and to cooperate in the ongoing Canadian investigation. We expect India to uphold its obligations under the 1961 Vienna Convention on Diplomatic Relations, including with respect to privileges and immunities enjoyed by accredited members of Canada's diplomatic mission," the statement added.</p>

<p>Washington had earlier stated that it took the allegations of Canada seriously and had appealed to India to co-operate with Canada in investigating the killing of Nijjar. The analysts have suggested that the US and the UK do not wish to damage relations with India, which they see as a counterbalance to their rival Asian nation China.<br />

However, the statements released by the US State Department and Britain's Foreign Office on Friday have so far been the most direct criticism made by them over New Delhi on the issue.<br />

The Government of India decided to unilaterally revoke the diplomatic immunity of 40 Canadian diplomats in India. This is a violation of the Vienna Convention governing diplomacy. This is them choosing to contravene a very fundamental principle of international law and diplomacy.”<br />

Further speaking about the Indo-Canadian diaspora, he said, “It also has very real impacts on the millions of people who travel back and forth between India, as students, as family members, for weddings, for businesses, for the growing trade ties between our countries.”<br />
<br />
Earlier, the Indian foreign ministry had stated that it had not violated the Vienna Convention on diplomatic relations.<br />
<br />
"The state of our bilateral relations, the much higher number of Canadian diplomats in India, and their continued interference in our internal affairs warrant a parity in mutual diplomatic presence in New Delhi and Ottawa," said the ministry, in a statement.</p>

<p>In a statement, MEA rejected "any attempt to portray the implementation of parity as a violation of international norms."</p>

<p>This comes after Canadian Foreign Minister Melanie Joly on Thursday (Oct 19) said “if we allow the norm of diplomatic immunity to be broken, no diplomats anywhere on the planet would be safe. So for this reason, we will not reciprocate.”&nbsp;</p>

<p>Over reducing the diplomatic presence of Canada in the country, India has already clarified that there must be a "parity" in Canadian diplomatic presence in India.&nbsp;New Delhi earlier ordered Ottawa to reduce its bloated&nbsp;diplomatic presence in India to 21 from 62.&nbsp;</p>

<p>India, while demanding a reduction in the number of Canadian diplomats, also cautioned Ottawa that if this was not made sure, it would remove the diplomatic immunity for them.</p>

<p>"We have seen the Statement by the Government of Canada on October 19 regarding Canadian diplomatic presence in India. The state of our bilateral relations, the much higher number of Canadian diplomats in India, and their continued interference in our internal affairs warrant a parity in mutual diplomatic presence in New Delhi and Ottawa," the Indian foreign ministry explained.&nbsp;&nbsp;</p>

<p>A team of scientists collected fish samples from the port town near Japan’s crippled Fukushima nuclear power plant on Thursday (Oct 19) for the first time since the release of treated radioactive wastewater into the sea.&nbsp;</p>

<p>This comes as scientists from China, South Korea and Canada have sought to assess the impact of the plant’s recent release of treated radioactive water into the sea which began in August.&nbsp;</p>

<p>The move has since drawn criticism from Beijing and prompted the country to ban all imports of marine products from Tokyo over food safety fears.</p>

<h2><strong>About the samples collected</strong></h2>

<p>The marine samples were collected in the presence of an International Atomic Energy Agency (IAEA) team while scientists from three countries observed the delivery&nbsp;fresh off the boat at Hisanohama port, about 50 kilometres south of the plant which was destroyed in 2011 following an earthquake and tsunami.&nbsp;</p>

<p>The IAEA team is in the midst of an eight-day visit, during which they also inspected the collection and processing of seawater and marine sediment near the plant. The UN nuclear watchdog has said that the samples will be sent to laboratories in each country for independent testing.&nbsp;</p>

<p>“The Japanese government has requested that we do this and one of the reasons they want us to do this is to try and strengthen confidence in the data that Japan is producing,” said Paul McGinnity, an IAEA marine radiology scientist overseeing the survey.</p>

<p>IAEA selected six species of fish – olive flounder, crimson sea bream, redwing searobin, Japanese jack mackerel, silver croaker and vermiculated puffer fish – because they are known to have higher levels of radioactivity than other species, said McGinnity, attributing this to the areas in which the fishes tend to move around in.&nbsp;</p>

<p>The fish will now be shipped to a Fisheries Agency laboratory in Chiba, near Tokyo where scientists from the UN nuclear watchdog will also examine them. “I can say that we don’t expect to see any change starting in the fish,” said the IAEA scientist.&nbsp;</p>

<p>However, he did note a small rise in levels of tritium, which cannot be removed from the Fukushima wastewater by the plant’s treatment system and may be detected in locations close to the discharge points, but otherwise, the levels of radioactivity are expected to be similar to those measured before the discharge last year.&nbsp;</p>

<p>On August 24, Fukushima Daiichi started releasing treated wastewater into the sea after more than a million metric tons of water, which is enough to fill 500 Olympic-sized swimming pools, was contaminated from contact with fuel rods at the reactor following the 2011 disaster.&nbsp;</p>

<p>While the IAEA has reviewed the safety of the wastewater release, which will be done in instalments, and said it would have negligible impact on the environment, marine life and human health, not everyone was convinced, prompting hundreds of people in Japan as well as South Korea to take to the streets in protest back in August.&nbsp;</p>

<p>Amidst the ongoing diplomatic spat between Canada and India, Speaker of the Canadian Senate Raymonde Gagne skipped the Presiding Officers' Summit of Parliaments of G20 nations that began in New Delhi on Thursday (Oct 12).</p>

<p>Last week, Lok Sabha Speaker Om Birla said that Gagne had confirmed her participation at the Parliament-20 meeting being hosted by India on October 12-14.</p>

<p>"The Canadian Speaker is not attending the Summit. Schedules keep changing," news agency PTI quoted parliamentary sources as saying.</p>

<p>Earlier, Birla said that he would raise "several issues" in his informal talks with the Speaker of the Canadian Senate.</p>

<p>"We will discuss issues that have been listed for the summit. Other issues will be discussed informally," he said on being asked whether the matter of using the Canadian Parliament to level allegations against India will be raised with the Canadian presiding officer.</p>

<p>Canadian media has reported that “almost all” Canadian diplomats are still posted in India even as the Oct 10 deadline set by New Delhi for some of them to leave has passed two days ago.</p>

<p>Citing an unnamed senior Canadian government source, Canadian media outlet CBC News said “Canada remains in discussions with India, and has allowed the deadline to pass without complying with India’s demand.”</p>

<h2><strong>Trudeau’s opposite actions</strong></h2>

<p>Even as Mélanie Joly stresses the importance of private diplomacy, Trudeau himself has been raising the matter with foreign leaders, including United Arab Emirates Sheikh Mohamed bin Zayed Al Nahyan (MBZ) and Jordan’s King Abdullah II bin Al-Hussein.</p>

<p>When Trudeau dialled MBZ to discuss terror attacks on Israel, he also used the opportunity to discuss India. A readout of the conversation from the Canadian PMO said, “Prime Minister Trudeau provided an update on the situation between Canada and India.”</p>

Earlier reports in Canadian media suggested that several Canadian diplomats had already been reassigned to countries such as Singapore and Malaysia.</p>

<p>This demand for downsizing the diplomatic presence stemmed from the strained relations between the two countries, triggered by&nbsp; Trudeau's statement in the House of Commons on September 18.&nbsp;</p>

<p>Trudeau had mentioned "credible allegations" linking Indian agents to the assassination of Khalistani terrorist Hardeep Nijjar on June 18. Nijjar, a prominent figure in the secessionist group Sikhs for Justice in British Columbia, was killed in the parking lot of the Guru Nanak Singh Gurdwara Sahib he presided over in Surrey.</p>
